The problems of reforming modern society are actualized in connection with the transformation processes of the globalization world, the change in the management paradigm, the conceptual foundations of the development of modern public administration. Reform processes are inherent in Ukrainian society, because reform has been ongoing since the day of independence of the country until now. Many reforms have been started, but not completed, so the issue of systematic analysis of reform problems as a process of innovative development of life of Ukrainian society is becoming relevant. Reforming is the process of changing certain mechanisms, processes, elements, tools to improve and streamline certain components. The reform process is a complex process that involves change, modernization, improvement, transformation, and development of certain social life functions in accordance with the requirements of modern world society. The article substantiates that all reforms are implemented under a specific political project, so the basic requirement for reforming the modern life of society should be the concept of reform for a certain period. The following concepts should be defined in the mentioned concept. First, conducting a systematic analysis of previous reforms. Second, the priority areas of society that need to be reformed are identified. Third, the rationale for the main mechanisms for implementing reforms, including: regulatory, organizational, institutional, information, etc. Fourth, the justification of the financial plan for reform, which provides not only the financial cost for the years of implementation of this reform, but also in determining the financial impact of the reform and the possibility of optimizing financial resources. Fifth, determining the need for staffing potential for reforming in certain spheres of society, determining the need to involve foreign specialists, analysts, reform specialists and more. It is the cadres who play an important role in the effective implementation of reforms, which depend on the quality of the reforms and public administration decisions. Therefore, this is a key point in the Concept. Sixth, to determine the effects of the implementation of this Concept, in particular, to identify the positive and negative impacts, as well as to analyze the possibilities and limitations. This will make it possible to amend the elements of the reform package in the future in order to achieve results. Seventh, responsibility for poor or timely implementation of the activities of the Concept.

Plastics are synthetic or semi-synthetic meltable substances that can be modeled in solid objects. In the modern world, it seems impossible today to live without plastic or synthetic polymers, which production and usage only go back to 1950. While plastics play a central role in modern society, the production of safer and cleaner products for potential use is required for decreasing the negative environmental effects. The purpose of this article is to analyze the plastic industry, the role of plastics in our social life, the situation in the plastics market, plastic recycling, and masterbatch compound production. For the purpose of this article, the main markets which have been analyzed are; Europe, Asia, and North America. There is a specific part focusing on Turkey who ranks 6th in terms of plastics processing capacity in Europe and has a huge plastic waste mismanagement problem. Finally, there is an analysis of the financial and operational side of global plastics trading, contract terms, and payment methods, which are being used today by the companies who are operating in the petrochemical industry and commodity trade financing generally.

PA education is closely related to the public administration understanding of the relevant country and the public administration reform process. In this context, the structure of the Italian public administration, its historical roots, traditions, and public administration reform processes are discussed in order to understand the PA education in Italy. Since Italy is from the Continental European school of public administration, its effects on public administration reforms and PA education in Europe have been examined. Factors such as the spread of the new public management approach and the Bologna process initiated by the European Union, the convergence process in PA education and its effects on Italy are discussed. It is aimed to shed light on the PA education studies in Turkey by considering the PA education in Italy, one of the important representatives of the Continental European public administration understanding, which constitutes the intellectual foundation of the Turkish administrative system.

The article focuses on the phenomenon of leadership in philosophical discourse. Philosophical retrospection of the concept of "leadership" as a philosophical phenomenon and its systematic analysis is carried out. Philosophical connotations of the phenomenon of leadership in the dynamics of social and political processes of modern times are being defined. In modern society, the well-formed image of leaders of organizations, movements and etcetera an important role. Leadership is a universal phenomenon of social life. It is present in any sphere of human activity that requires stratification: the separation of leaders and subordinates, leaders and followers. In modern science, where there is a commonality of initial positions, leadership is characterized by ambiguity: as a social relationship of domination and subordination in a group or organization (sociology); as a characteristic of the figure of a leader and its impact on others (psychology); as effective and successful innovations in business, dominance in enterprise performance (economy); as developing vision, decision-making, empowerment and direction of people towards specific goals (management); as a process of human interaction in which authoritative people wield real power, exerting legitimate influence on a society that voluntarily gives them part of its political power and rights (political science). The essence of leadership reveals its numerous concepts and theories that have evolved in the history of philosophy and social philosophy. Classical theorists tried to understand and develop the ideal concepts of leadership. Modern researchers are not analyzing the ideal of leadership, but what it is. The philosophical understanding of leadership can be seen, first, as a form of power held by one individual or group of individuals; secondly, as a social position of decision-making; thirdly, as an influence on others.

Public policies as a means by which public action is directed and common goals are achieved have long been the subject of study of foreign legal science. In Serbia, public policies have gained more significant affirmation in recent years, especially in the context of public administration and public administration reform. Public policies are studied from the aspect of different sciences, political, organizational, but having in mind that public policies are especially related to the activities of the administration, it is the subject of interest of legal sciences, more precisely the science of administration. The state ensures the implementation of public policies in various areas of social life (health, education, environmental protection, etc.), bearing in mind that it has the necessary capacities and organization, through its administrative apparatus. The aim of this paper is a deeper understanding of the policy-making process, their role in achieving the public interest, the process of implementation and evaluation of public policy effects, as well as the relationship and relations that public policies have with government and public administration, both from the perspective of policy makers and and from the aspect of directing the work of public administration.

Purpose: to research the ways of gender policy improvement in the system of public administration. It is proved that at the present stage of development of the Ukrainian society the achievements of the gender equality policy are introduced successfully at both constitutional and legislative level. Those achievements are introduced into the system of social relations, in all spheres of social life. On its basis a proper public and state governance is being done. The author came to the conclusion that the system of public administration is part of a wider system – a society. Thus, without solving the problem of gender equality in Ukrainian society, the problem of gender imbalance in the system of public administration can not be solved. The basis of the practical solution of issues of gender imbalance in the system of public administration should be the idea of "human-centrism" as an anthropological basis of administration. Its application contributes to the legal, political, social, and economic institutions being oriented towards the individual.

Heidegger, Nietzsche, and Foucault associated the human existence with the power of questioning and action of freedom. Despite the action of freedom of human being as a being with questioning power, the society has become a surveillance community. According to Foucault, these two states are in a delicate balance. Man in a liberation act gets into a state of protesting and becomes rebellious when his/her private life and rights are threatened. The social life turns into a state of resistance and chaos with the rebellions of the poor and the other marginal groups. According to Foucault, the government has to face the new information, organization, and challenge of opinion groups. These views point to the existence of serious contradictions and conflicts in the society while looking at the society with philosophical evaluations. For example, the series of global conferences, TED, which started off with the slogan ‘Ideas Worth Spreading’, published Ads Worth Spreading list in its 3rd year. These consisted of the most effective 10 advertising films of the previous year. Advertisements provide a large spectrum from social responsibility projects to inspiring projects and from entertaining works to advertisements proposing complex ideas. In these advertisements, properties such as innovation and encouragement, etc. are rewarded.These advertisements are not the advertisements of the capitalist system which instigate over-consumption, but they are the advertisements which see the social issues, conflicts and contradictions, and emphasize and question those issues. The most powerful, well-known, and successful advertising agencies are in an elite position in these evaluations. For example, we can mention ‘Young and Rubicam’ and ‘Saatchi and Saatchi’. Another view which the advertisements studied in this paper are based on was the post-modern society evaluations of Baudrillard. He proposed the term simulation to show that the post-modern world took the place of the real and concrete as a virtual-reality. The philosopher emphasized at this point that the post-modern society became a world of images and signs. According to Baudrillard, revolution and freedom are structures that entrap the individuals in an array of simulation. Noteworthy advertisements of the advertising companies selected by The Top Consolidated Agency Net Works in 2013 by Estimated World Wide Revenues will be analyzed according to the views of the contemporary philosophy thinkers.Evaluations were made in accordance with the conflicts and contradictions in the society by approaching through the windows of concepts, ideas and designs created in the 21st century world by the creative and skilled designers of these companies.Study: was completed with the review of the literature, watching and analyzing the advertisements, and discussing and examining them through the philosophical accumulation created by the era. In this respect, the views of the expert views as well as the views of the average audience of the consumer society were included in the study.Conclusion: The study tried to answer the question “In line with the social conflict, contradiction, and changes, can advertisements be extraordinary despite being in the capitalist production system?”  Keywords: Communication, advertising, ads worth spreading, philosophy, critics, show society.

Modern socio-economic transformations and the development of ideas of universalization of individual rights and needs emphasize the urgency of overcoming the new forms of inequality and finding effective mechanisms for consolidation and integration of social systems to avoid negative social phenomena that threaten national security, preventing the exclusion of certain groups from public life, forming the stable social ties and interpersonal cooperation, which is an important condition for the successful development of the state and society as a whole. The changes taking place in Ukraine today are marked by the ambivalence of their impact: on the one hand, there are positive changes towards the necessary reforms, on the other – the aggravation of social tensions due to instability, bottlenecks or imperfections of the reform process itself, increasing income gaps and limiting the access of large sections of the population to resources, including basic social services, etc. Despite the significant number of scientific papers on the phenomenon of social exclusion, the issue of substantiation of the forms and features of social exclusion, as well as the dynamics of its spread in Ukrainian society remains insufficiently elaborated. Thus, the purpose of this article is to study the phenomenon of social exclusion in Ukrainian society. In the context of the study, the reasons underlying the formation of the phenomenon of social exclusion in Ukraine in the early stages of statehood are substantiated, the problems that determine its spread in modern Ukrainian society, and the consequences of the impact on society are highlighted. A categorical analysis of the phenomenon of social exclusion is carried out, in particular by forms of manifestation, criteria and factors, scale of distribution, levels of formation, and nature of social ties. Based on the analysis, the peculiarities of the manifestation of social exclusion in Ukraine at different stages of development of Ukrainian society are revealed.

Features of public administration reform in the context of modern decentralization processes are studied. The analysis of features of formation of system of authorities is carried out, the legislative and regulatory base of activity of authorities of various levels is considered. The actual scientific problem of substantiation of theoretical and methodological principles of the transformation process in the system of public administration is solved. A conceptual approach to solving the problem of content of modern public administration reform in the format of initiatives of the President of Ukraine to reform public administration is proposed, with the criteria of decentralization reform proposed to be used as factors influencing the reform process in Ukraine and equally as transformational factors in public administration. The multifaceted nature of the transformation process in the system of public administration due to the influence of political, economic and social components is demonstrated, the concepts of socialization of management, humanization of management, complex administrative systems are determined. Author’s approaches to periodization of development of processes of formation of strategy of reforming of authorities are developed, system characteristics of development of public relations in Ukraine in the field of development of a state policy are resulted. Using the results of the study, the principles of forming the concept of development of the Ukrainian state, as well as the methodological basis for improving the management model at the central and regional levels were developed. Based on the analysis of the activities of regional institutions of government, the directions of public administration reform at the regional level are proposed. In general, the regional level of government has been adopted as a baseline in the process of public administration reform in the context of decentralization reform. Internal and external factors of influence on the transformation process, their characteristics are determined, the stages of institutionalization of public administration are established. It is substantiated that in the process of public administration reform it is necessary to determine the structure and methodology of analysis of the impact of decentralization, the presence of a generalized set of tools to improve public administration in the central, regional and sectoral levels by combining technologies of socio-economic development and organizational and management mechanisms. A new approach to the formalization of governance as the influence of the state on public relations by introducing the concept of an integrated system of public administration and the principles, forms and methods of interaction of elements of such a system are proposed.

Problem setting. Aspects of leadership have been studied throughout the entire history of humanity, and since the 80s of the 20th century it has become a subject of systematic research of various sciences, scientific investigations of ways and means of development of leadership qualities of a person have been carried out [25, p. 73]. The phenomenon of leadership is extremely rich in its manifestations and functions and depends on historical epochs, types of political systems, specific situation, peculiarities of leaders and their constituents and other factors [25, p. 76].Accordingly, during the critical period in the development of the Ukrainian society, the old principles of governance lose their efficiency and stop to work. It becomes difficult to exercise leadership in a world where creativity is valued more than diligence, indicating a change in the nature of the leadership phenomenon. Taking into account that Ukraine is currently in a zone of turbulence, there is an urgent need to improve approaches to human resource management in the system of public authorities. Therefore, aspects of enhancing the effectiveness of management and leadership in the public service are still gaining relevance in further research.In our publication we will focus on our own thoughts on the development of leadership in general and leadership in public service on the basis of analysis of the source base of scientific research on leadership.Recent research and publications analysis shows that the problem of leadership in public administration is constantly in the sight of the scientists who are trying to grasp all edges of the leadership phenomenon. However, this topic is still more thoroughly designed and developed by foreign scientists, among them: A. Adler, K. Lewin, R. Bales, R. Tannenbaum, I. Weschler and F. Masaryk, P. Drucker, F. Fiedler, V. Vroom, F. Yeatton, M. Mescon, P. Hersi and C. Blanchard, W. Bass, Conger and R. Kanungo, A. Fllley, R. House, S. Kerr, B. Chester, C. Shrishame, F. Fiedler and others. The scientific paths of formation and development of leadership were also studied by native scientists. These include T. Vasylevska, N. Honcharuk, I. Hrishchenko, S. Derzhanovska, A. Kliuchnikov, A. Lipentsev, L. Pashko, A. Pakhariev, T. Pidlisna, L. Prykhodchenko, A. Rachynskii, I. Surai, S. Seriohin, V. Tolkovanov, P. Khaitov and others. At the same time, the leadership of the civil service was repeatedly emphasized by NAPA (National Academy for Public Administration) scientists O. Parkhomenko-Kutsevil, O. Piddubchak, V. Poberezhnaia, N. Popadiuk, P. Sydorenko, R. Storozhev, S. Chernova, S. Haiduchenko, and others. Some positions of works of these scientists are used in the further for substantiation of own understanding of leadership.At the same time, the largest Google search engine for the query «leadership in public administration» (status 23.08.2021) received 558,000 links, which indicates that the concept of leadership is very popular. We have reviewed a few of them that are relevant to our own research [6, p. 35].Highlighting previously unsettled parts of the general problem. The research of leadership development in the public service is of particular relevance for modern Ukrainian society. Accordingly, the authors studied theoretical and conceptual approaches to the research and development of leadership in public authorities, taking into account the priorities of the “Public Administration Reform Strategies in Ukraine for 2022-2025”, approved by the Cabinet of Ministers of Ukraine of 21 July 2021, №831-p.Aim of the paper. The article aims to reveal theoretical and conceptual approaches to the research of leadership in public authorities in the context of the tasks of scientific support for the implementation of the main goals of the “Strategy for Public Administration Reform in Ukraine for 2022-2025”.Paper main body. Summarizing various definitions, we can define leadership as a type of managerial interaction (in this case – between the leader and followers), based on the combination of different sources of power depending on a specific situation and aimed at motivating people to achieve common goals. In other words, leadership is the relationships of dominance and subordination, influence and direction in the system of interpersonal relations in the group, which lead to the intended goal. However, in socio-political life, the concept of “leader” is often associated with the concept of “manager”. Thereby, serious debates about the similarity or divergence of these concepts take place in the scientific community today. In particular, researchers are trying to reveal who is more required in a modern civil service – a manager, a leader, or a manager-leader? They also try to find out if a specialist can be an informal leader. If yes, how can a manager successfully use such a human resource then?Besides, the practice shows that a manager in public authorities is not always a leader, and a leader is not always a manager. It has also been proven that a manager with managerial skills, who exercised leadership, is more effective. Conclusions of the research and prospects for further studies. Leadership in public authorities is an understudied phenomenon that requires comprehensive research. Comparing the phenomena of leadership and governance within classical management and leadership, it can be argued that leadership involves the ability to lead employees to a common goal, to motivate them to want to do what is necessary.The way to an effective model of public administration management is the systematic development of leadership at all management levels.Development of innovative and service aspects of organizational culture and its management - this is the main task of leaders at all levels in public authorities in the context of the implementation of the “Strategy for Public Administration Reform until 2025”.
