Features of public administration reform in the context of modern decentralization processes are studied. The analysis of features of formation of system of authorities is carried out, the legislative and regulatory base of activity of authorities of various levels is considered. The actual scientific problem of substantiation of theoretical and methodological principles of the transformation process in the system of public administration is solved. A conceptual approach to solving the problem of content of modern public administration reform in the format of initiatives of the President of Ukraine to reform public administration is proposed, with the criteria of decentralization reform proposed to be used as factors influencing the reform process in Ukraine and equally as transformational factors in public administration. The multifaceted nature of the transformation process in the system of public administration due to the influence of political, economic and social components is demonstrated, the concepts of socialization of management, humanization of management, complex administrative systems are determined. Author’s approaches to periodization of development of processes of formation of strategy of reforming of authorities are developed, system characteristics of development of public relations in Ukraine in the field of development of a state policy are resulted. Using the results of the study, the principles of forming the concept of development of the Ukrainian state, as well as the methodological basis for improving the management model at the central and regional levels were developed. Based on the analysis of the activities of regional institutions of government, the directions of public administration reform at the regional level are proposed. In general, the regional level of government has been adopted as a baseline in the process of public administration reform in the context of decentralization reform. Internal and external factors of influence on the transformation process, their characteristics are determined, the stages of institutionalization of public administration are established. It is substantiated that in the process of public administration reform it is necessary to determine the structure and methodology of analysis of the impact of decentralization, the presence of a generalized set of tools to improve public administration in the central, regional and sectoral levels by combining technologies of socio-economic development and organizational and management mechanisms. A new approach to the formalization of governance as the influence of the state on public relations by introducing the concept of an integrated system of public administration and the principles, forms and methods of interaction of elements of such a system are proposed.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

The article analyzes the individual components of the mechanism of administrative and legal regulation of relations in the domestic pharmaceutical industry at the present stage. Some problematic aspects of such activity are outlined. The legal bases of regulation of relations in the domestic pharmaceutical industry and the preconditions for reforming both the industry as a whole and its institutional component are determined. It is noted that the state policy in the pharmaceutical sector is implemented by public authorities, however, which, based on the constant change of the central executive system and decentralization reform, undergo quite frequent transformations, which directly affects the quality of their direct functions. In the pharmaceutical industry of Ukraine, there are a number of problematic issues, including corruption. One of the most painful problems facing the country is the problem of providing the population with quality and affordable medicines. The directions of activity of the domestic pharmaceutical branch are analyzed. It is noted that the administrative and legal regulation of relations in the pharmaceutical industry is an integral part of national management. The mechanism of administrative and legal regulation of relations in the pharmaceutical industry is considered as a system of tools (legal, organizational and institutional), which are components of the impact of this branch of law on public relations in the pharmaceutical industry and aimed at ensuring its proper functioning. The analysis of elements of administrative and legal regulation of relations in the pharmaceutical industry is carried out. PA education is closely related to the public administration understanding of the relevant country and the public administration reform process. In this context, the structure of the Italian public administration, its historical roots, traditions, and public administration reform processes are discussed in order to understand the PA education in Italy. Since Italy is from the Continental European school of public administration, its effects on public administration reforms and PA education in Europe have been examined. Factors such as the spread of the new public management approach and the Bologna process initiated by the European Union, the convergence process in PA education and its effects on Italy are discussed. It is aimed to shed light on the PA education studies in Turkey by considering the PA education in Italy, one of the important representatives of the Continental European public administration understanding, which constitutes the intellectual foundation of the Turkish administrative system.

This article aims to elucidate the tradition of Japan’s public administration emphasizing the civil service system. A number of studies explain the impact of the tradition (norms, values, and institutions), in shaping the process and result of public administration reform. By applying the historical institutionalism perspective, this study reveals how the legacy of the past, the tradition promoted by the Meiji Restoration, creates the new tradition of public administration. This study selects Japan as a typical case representing Asian developmentalists. The remarkable Meiji restoration marked the process of adoption and adjustment of the Germanic traditions in the bureaucracy modernization. Norm institutionalization has established the new norms and civil service system. The basic norms consist of legality, consensus, and seniority. It develops the "kyaria" denoting recruitment, selection, and promotion influenced by seniority, long term performance, and prestigious university recommendation and produces competent and dominant mandarins in the policy process. However, the parliament continuously initiates the reform to reduce the mandarin's domination and heighten political control over the bureaucracy. The reform has not yet changed the power balance of two institutions since the ”kyaria's” embeddedness in Japan's polity produces two consequences. First, it contributes to public administration modernization. The mandarin’s outstanding performance increases political legitimacy and social acceptance to the "kyaria"system. Second, the parliament cannot drastically reduce the mandarin’s role since the lifetime employment model enriches them with knowledge and experience of the government affairs. Conducting cautious reform and, at the same time, working closely with the mandarin are the primary reform strategy of the parliament.

The article is devoted to the modern concept of government as a platform, it reveals its essence, principles, conditions of implementation and advantages. The emergence of the concept is associated with the process of digital transformation going on in the leading countries of the world. The author concludes that in the course of its implementation a state platform comes into existence on which the public sector cooperates with partners from the private sector and citizens. The author demonstrates that the prospects for cooperation are expanded, the provision of public services becomes more efficient, safe and fast and an effective mechanism for decision-making and public administration is created.

Over the past 10 years, Ukraine has been undergoing very active reform processes. Changes are taking place in all areas that are under state control, and the methods and means of reform are very diverse. The basis for such processes is the need to solve a large number of social, political and economic problems, including within the framework of the state direction in European integration. In addition, this is a particularly relevant issue recently, given the obvious problems in various industries and the availability of certain opportunities to solve them. The main areas of reform today concern the sphere of public administration, as one of the most important, directly related to other areas and containing a large number of problems of organization and functioning. One of the main methods that meets modern requirements is the digitalization of public administration – the introduction of digital technologies in the processes of public administration, public obedience and control. Thus, in Ukraine there was a direction of public administration, which is called “Electronic government” or “E-government”. This “innovation” is quite ambiguous, because it covers a very wide range of public relations, provides for a large number of changes, but it does not have a systematic and clear measures, according to which, the effectiveness of changes is lower than expected. In addition, new problems arose in the reform process due to the wrong approach to its implementation. At the same time, the world practice of E-uryaduvannya has a significant number of examples of successful implementation of digital technologies in the sphere of public administration. It can be argued that the correct solution would be to use the successful solutions of other States that have already completed the transition to the E-government system. So, there is a real problem that needs to be solved as quickly as possible. Keywords: E-government, Electronic governance, reform, digitalization, public administration.

Fashion in Africa has undergone a tremendous transformation process due to an increase in international trade. As a result, African consumerism has surfaced. Through being part of the global community, the youth in Africa capitalizes on the wide variety of fashions available, and they view fashion as a medium for expressing their identity. More specifically, in South Africa, fashion is used as the ideal vehicle for the youth to re-map previously fixed racial identities. Although a number of studies have explored this subject in an array of contexts, limited research has focused on factors that drive fashion adoption among the youth in Johannesburg. In view of this identified research gap, the present study aims to investigate the impact of fashion consciousness, the need for uniqueness, interpersonal influence, individualism/collectivism, and masculinity/femininity on fashion adoption. A Field study was conducted in Johannesburg and research data were collected from 400 respondents aged between 18 to 29 years. Linear regression analysis was performed to explore the relationship between the quantitative outcome variable and the predictor variables of the study by use of the SPSS 22 and the AMOS 22 software program. The results reveal that two of the five variables positively influence fashion adoption, while individualism/collectivism has an inverse relationship with fashion adoption. The significance of gaining insight into such factors, draw from the rich political history of South Africa and how the youth’s conflicting identities may influence the modern concept of adopting global fashion trends.

The article is devoted to theoretical and methodological basics of implementation of foreign experience of public administration reform. The well-established identification of the terms «public administration» and «state administration» in modern management and science are used. The field study of the implementation performs the process of Euro-pean integration as a factor of influence on public management reforms In the process of analyzing. It is established, that a theoretical basis of introduction of foreign experience in the science of public administration is not systemically developed. Comprehensive com-parative analysis of the adaptation of the algorithm of introduction of foreign experience in public administration reform are proposed.The article examines various approaches regarding the principles of reforming public administration on the basis of introducing foreign experience of good governance. Stud-ies are based on the use of the complex of General scientific and special scientific methods of research. The article improved conceptual approaches regarding organizational prin-ciples of implementation of foreign experience in the practice of public administration in Ukraine. The feasibility of the methodology of the system approach to the process of re-forming the system of public administration on individual scientific direction are proved. Approaches are developments of the methodology of the structurally functional analysis of the transformation process in public administration are proposed. The methodology of the analysis the introduction of foreign codetermination by examining institutional forms, organizing principles and socio-historical origins and trends of public adminis-tration development. Sareas for further research of reforming the state in line with the concept of sustainable development «Ukraine – 2020» are uggested. In the article the attention is focused on the feasibility of developing the modern para-digm of public administration reform. This paradigm is based on the determination of regularities of development of the national state in the conditions of European integra-tion processes, and formed in a multicomponent form.
