This article developes a critical reflection about a learning acceleration project facing the senior students of fundamental education . The project entitled Autonomia Carioca was prepared by a private institution and recently introduced in public schools of Rio de Janeiro, in the perspective of public-private partnership. The Project proposal is based on teacher training to deal with different languages, emphasizing the values construction, the self-esteem recovery and the study habits formation. Facing the challenge of dropout, 8500 students concluded the first stage of elementary education. This paper describes the objectives and methodology of the Project and also analyze work field observations and school principal interviews in a school in order to discuss challenges and opportunities. From the proposal of the Project to its implementation in the classroom, many factors were involved in the task of teaching the students who did not succeed in the traditional education. Some aspects discussed in this case study are: school director support, pedagogical attendance, teacher profile identification, classes’ arrangement, partnership with families and distinguished accompanying of students. The results point to the joint action of school agents as a determining factor for the success of the work. AbstractThe objective of this article is to analyse critically a government proposal to privatize the management of federally-run secondary schools in Nigeria. Although they have performed relatively well over the years, recent problems have led to a decline in academic standards in these schools. The article examines the potential merits and demerits of the proposed public-private partnership with a view to assessing whether the partnership can add value to the current public model. Although the analysis falls short of endorsing the proposed reform, the article recommends its phased implementation subject to the application of specific legal and practical considerations. It argues that there are enforceable limits to changes in secondary education policy and that the government has an obligation progressively to implement free and compulsory secondary education. It also highlights a number of practical matters meant to ensure that the best interests of any affected children will be taken into account.

Partnerships between researchers and stakeholders offer an opportunity to bring scientific and practice-based knowledge and experience together to improve the quality, value, and relevance of implementation science efforts and increase the application of findings. The chapter covers (1) a continuum of engagement for research–practice partnerships, including the benefits and challenges of engaged implementation science; (2) challenges and opportunities for partnerships in implementation science in community, policy, public opinion, and public–private partnership domains; (3) implementation science partnership evaluation, with an emphasis on social network analysis; and (4) a series of questions for the field as increasing attention is paid to partnerships for implementation science.

Resumo: A Operação Urbana Consorciada (OUC) Porto Maravilha refere-se a um conjunto de intervenções urbanísticas, viárias, imobiliárias e financeiras na zona portuária do Rio de Janeiro, levado a cabo por um consórcio que envolve o poder público municipal e grandes empreiteiras transnacionais. Trata-se de uma operação urbana de evidente destaque, sendo a maior parceria público-privada do país. O objetivo deste artigo é analisar a OUC Porto Maravilha a partir da formulação teórica do rent gap, proposta por Neil Smith, e a consequente discussão sobre o conceito de gentrificação. A ideia é verificar se a teoria do rent gap pode ajudar a compreender esse grupo de intervenções urbanas. Além disso, pretende-se examinar os limites e virtudes do rent gap. Várias questões são consideradas no estudo, tais como: (1) é possível importar uma teoria formulada para cidades de países centrais e aplicá-la na experiência carioca? Em caso positivo, (2) quais distinções devem ser sublinhadas e quais precauções precisam ser tomadas?Palavras-chave: Porto Maravilha; gentrificação; rent gap; empreendedorismo urbano. The Porto Maravilha project and  the Neil Smith’s rent gap theoryAbstract: The Operação Urbana Consorciada (OUC) Porto Maravilha refers to a set of urban interpositions on roads, real state and financial apport in the port area of Rio de Janeiro. The interpositions are performed by a consortium involving the municipal government and transnational contractors. The urban operation in question stands out from others because this is the largest brazilian public-private partnership. The aim of this paper is to perform an analysis of the OUC Porto Maravilha from the theoretical rent gap formulation proposed by Neil Smith with the consequent discussion about the concept of gentrification. The purpose is to make sure that it can help to understand the urban interventions in Rio. In addition, it intends to examine the limits and virtues of the the rent gap. There are several issues to consider: Is it possible to “import” a theory formulated to cities of core countries and apply it in Rio experience? Learning outcomes refer to the performance of the students in academic tests pertaining to the respective grade level. In Pakistan, survey evidences from Annual Status of Education Report (ASER) show a significant dispersion in learning outcomes of public schools as compared with private sector counterpart. The perceived results of learning outcomes in private schools very clear but less evidence is found for educational outcome of schools run under public-private partnership programs. This becomes especially relevant when status of curricular, co-curricular, and extra-curricular activities is compared between public school, private schools, and schools run under public private partnership. In recent literature, it is found that schools taken up by public-private partnership have been providing a better learning environment—Infrastructure Rehabilitation and Development, Administrative changes, Academic Innovation and Planning, Teacher Reform and Student Affairs—is perceived to have a positive impact on learning outcomes. It is to investigate and document that the investments in these areas are justifiable. To promote this fact, we conduct a quasi-experiment to examine the profiles of students in a public-private partnership school at Karachi (running under Zindagi Trust program) and a public school (as counterfactual) in the same neighbourhood. We also recorded the household and socioeconomic characteristics to create a good set of control variables. The propensity-score results show that public-private school is performing better than that of comparison group in attaining learning outcomes thus showing positive effects of PPP. Finally, the study probed into household and parental covariates of student's educational outcomes to enhance internal validity of results. JEL Classification: I21, C21, L32. The global Coronavirus or COVID-19 pandemic exposed the weakness of healthcare systems including laboratory systems and is a call to action for unprecedented collaboration and partnerships to deal with the global crisis. The United States (U.S.) President’s Emergency Plan for AIDS Relief (PEPFAR) establishes the global HIV/AIDS treatment agenda in alignment with the UNAIDS 90-90-90 treatment targets to achieve epidemic control related to enhanced testing, treatment, and viral suppression. A strategic PEPFAR priority area recognizes that large-scale collective efforts and sharing of resources bear greater potential impact for lasting change than any single organization or entity can achieve alone. An important vehicle utilized within the global public health context is the public-private partnership (PPP) model whereby multiple international organizations forge unified project charters to collectively reach mutually agreed goals. While touted as an ideal mechanism to synthesize resources and maximize gain in numerous applications, little is known from a seasoned stakeholder perspective regarding PPP implementation and sustainability issues. The purpose of this research is to holistically examine perceptions of PPP model sustainability related to inputs and impacts among a collective network of stakeholders experienced with PEPFAR workforce development, laboratory-system strengthening project implementation. Interviews were conducted with frontline stakeholders from public and private sector organizations based in the US and select PEPFAR-supported priority countries. Analysis revealed three dominant themes: PPP impacts, keys of successful collaboration, and logistical challenges and opportunities to enhance sustainability of PPP outcomes in the future.
