Increasing the competitiveness of Ukraine is possible only providing the establishing of innovative development mechanisms and technological improvement of the national economy. Innovation processes in the economy have not gained significant scale, the number of enterprises implementing innovations is decreasing every year and today is 12-14 %, which is 3-4 times less than in innovative economies countries. It is concluded that the intensive development of innovation in modern conditions provides a basis for sustainable economic growth, which provides an opportunity to argue about the innovative type of economic development in contrast to the stagnant, evolutionary, extensive. The course for innovative development in Ukraine determines the transition of the economy to a new qualitative state. Neither the development of the world economy nor the availability of raw materials can guarantee the stability of economic development and a high level of social welfare. Now Kazakhstan faces the task of accelerated development of national economy sectors that give a multiplicative effect (the share of agricultural products in the country's GDP should grow 5 times by 2050), including the agro-industrial complex of Kazakhstan has a great potential to become a new driver of economic development. Therefore, the agro-industrial complex of Kazakhstan needs sustainable development of export-oriented agricultural production that is competitive on the world market. Despite the solution of many theoretical and applied problems reflected in the works of these authors, a General approach to the classification of organizational reserves for improving the efficiency of production of scientific-intensive products is not currently formed, and the issues of forming a mezzanine for identifying and using, and evaluating the level of production efficiency require further improvement. The purpose of the research is to develop theoretical, scientific, methodological and practical provisions for the formation of a production management system of innovative potential based on improving the competitiveness of the agricultural industry, aimed at ensuring food security in Kazakhstan. The article shows that the innovative type of economic development requires the development of a competitive innovative potential product, the implementation of the principles of continuous improvement, the search and use of the organization of production for its effective production. The necessity of forming mechanisms for identifying and using organizational reserves to increase the efficiency of production of innovative potential products is also determined. This opened up the possibility of creating and developing conditions conducive to the mobilization of domestic reserves.

The paper dwells on the issues of institutional assistance to investment-innovative development in Ukraine. The paper emphasizes that low level of investment-innovative activity in Ukrainian regions is the major obstacle to economic development. It is caused, on one hand, by the low efficiency of separately functioning innovation sphere, innovative infrastructure and innovative entrepreneurship, and on the other hand – insufficient and inefficient institutional maintenance of innovative activity. The paper aims to research the features and problems of institutional maintenance of investment-innovative development in a region and to find the ways of its improvement. The authors mention that institutional maintenance of investment and innovative activity is the set of state and non-governmental institutions, which provide the availability of legal, organizational and economic conditions necessary to conduct and develop investment and innovative activity. The major tasks of institutional maintenance of innovative development in Ukraine are analyzed, including the creation of favourable entrepreneurship climate in the regions to absorb innovations and form consumers’ demand for innovative products, conditions of development of knowledge production basis, efficient system of financial provision of innovative process and efficient innovative capacity, etc. Main legal and regulative acts that provide the foundations of economic development in Ukraine are analyzed. The paper emphasizes that despite many legal and regulative acts directed at support of innovative development, the forming of legal basis of innovative activity in Ukraine is not complete. It is fragmentary, controversial and not fully corresponding to the foundations of innovative and smart economy. Therefore, it requires the review in terms of its improvement. European experience of approaches, principles, forms and methods applied in institutional system is examined. EU innovative strategies provide for efficient functioning of innovative economy model, granting tax and credit preferences, target funding of certain innovations, public procurement, restructuring and modernization of public enterprises, use of venture capital, creation and development of new innovative structures.

Overall overview of current economic situation in Russia and in the world and possible scenarios of future economic development are presented in the paper. The analysis of GDP slowdown factors shows that the fall in excess inventories, accumulated in 2007—2008, accounts for more than 2/3 of GDP reduction in Russia. It is noted that instruments used by the government are weakening each other and do not allow to achieve internal and external equilibrium simultaneously in the future. Two possible anti-crisis economic policies (which are also behind the differences in two scenarios) are considered — countercyclical and anti inflation ones, their advantages and drawbacks are examined. The conclusion is made that countercyclical policy is now more favorable, which seems also to be a government choice. Nevertheless, anti-inflation policy directed to shrink monopolies power is necessary in both scenarios.

Innovative energy efficient technologies are the driving force behind the economic development of the region. The feasibility of introducing such technologies is determined by the degree of innovative development of this region. Today there are a large number of models that substantiate certain indicators used to calculate the integral indicator of an innovative energy-efficient focus. The dynamics of the development of an administrative unit depends on the ability to create favorable conditions for the dissemination and use of innovations, the intensification of scientific and innovative activities. The article also uses the concept of "innovative orientation" rather than "innovative development". The innovation orientation is considered as the degree of intensity and timeliness of the implementation of certain actions by economic entities aimed at innovative development. To calculate the indicator of innovative orientation, the method of integral assessment of innovative orientation is used, which makes it possible to: determine a large number of indicators; explore individual sectors of society; not to analyze generally accepted economic indicators that are not sectoral known in the research subjects, and to determine the energy-efficient focus at the expense of the selected indices of the focus of innovative potential. As part of the study, primary indicators are collected from 14 administrative units of the Kharkiv region. At the next stage of the study, indicators of innovative orientation are determined. In accordance with the principles of conducting research and identifying innovative potential, the indicators are formed in 5 groups. The ranking of integral indicators of innovative energy-efficient orientation is carried out, which makes it possible to reasonably and purposefully give recommendations on energy savings in the studied subjects in accordance with the rank of this index.
