The article identifies the role of small business in the development of national economies that is due to the ease of perception of innovations, the creation of a significant number of jobs, contentment of social needs in goods and services. It was established that due to a number of problems faced by domestic small business, there is a need to form new approaches to the development of this area. On the basis of the Global rating of favorable business conditions was assessed the business environment of the world. There were taken into account such indicators as business registration, obtaining building permits, connection to the power supply system, property registration, obtaining loans, protection of minority investors, taxation, and International trade, ensuring the implementation of contract and insolvency settlement. It is determined that the top three in this indicator (by 2020) included New Zealand, Singapore and Hong Kong. Emphasis was placed on the significant difference (more than four times) in the ease of doing business index between the leader – New Zealand (86.59) and the outsider – Somalia (20.0), that indicates unevenness development of this area in the countries of the world. Based on a study of foreign experience in the development of small business in developed countries were identified practices that were interesting for further adaptation in Ukraine. Namely: formation of an effective legal framework; implementation of an effective regulatory policy and the use of a program-targeted approach to state regulation; state support of small business through the implementation of investment programs, projects, assistance in obtaining government orders, the formation of effective credit and tax policies, aimed at solving problems of financial and credit support of small business; stimulating innovation and development of small innovative enterprises and relevant infrastructure facilities (technology parks, science parks, venture funds), improving the system of training and retraining of specialists for small business; development of information technologies and e-business; active promotion of small enterprises, creation of necessary support institutions; cooperation of large and small business entities.

Іntroduction. The stable functioning and qualitative development of enterprises of the small business sector largely depend on the state's effective regulatory policy in a modern economy. Necessary are regulatory measures of the state in relation to entrepreneurship development, increase their efficiency, improvement of methods of influence on entrepreneurial activity, which will help to equalize cyclical tendencies in the functioning of small businesses, increase their social role in the social and economic development of regions and the country as a whole. In this regard, it is expedient to study the current state of small business development through the prism of identifying the advantages and disadvantages of regulatory policy in this area. Methods. General scientific and special methods are used: statistical analysis and systematization; empirical synthesis and generalization in the process of research. Results. The article covers the existing manifestations of improvement of certain important economic indicators: increase of sales volumes, growth of the share of small business in GDP and in the total number of economic entities, increase of assets and capital, increase of labor productivity and social parameters. The shortcomings of small business development in Ukraine were identified, among them: a decrease in the number of small business entities, low financial and economic efficiency, weak financial and economic status of small enterprises, high level of profitability of economic activity, small number of employed and self-employed in this sector of the economy, reduction of available workers places, critical imbalances and deformations in the development of the small business sector in the spatial and sectoral aspects. Discussion. Since regulatory policy plays a strategically important role in the functioning of the small business sector, the study of its effectiveness and the identification of deficiencies will allow to form a high-quality business environment favorable for the activation of the entrepreneurial activity of the population, the emergence of new ones, and the improvement of the efficiency of business activities of the small business actors, balanced development of the entrepreneurial sector of the national economy as a whole. The article aims at investigating and analyzing the changes trends of small business key indicators in the Adjara region and forecasting, as well as the disadvantages that impede small business development in the region on the background of such critical phenomena as unemployment, low revenue and lack of production, small business development helps to solve these problems through the creation of additional job places, through the overcoming of sectorial and territorial monopolies and introducing innovations to evaluate the economic potential of the region and properly determine the business strategy, the key indicators of small business should be studied and evaluated. In the research the section of the given article econometric-statistical analyses of small business key indicators in Adjara is conducted based on statistical data of 2006-2017 years. The study aims at underlining the government policy supporting an advantageous small business environment and conditions, which is a precondition for regional development.

Today small business functions in conditions of continuously changing external environment. This situation of uncertainty is more typical of Russian business environment than of countries with relatively stable social, economic and political structure. Today’s crisis standing of economy seriously influences small business functioning and stipulates changes in strategies of its development. The article identifies measures of state support of small business in the period of pandemic. Preferences of small business representatives concerning state support during pandemic were assessed. Sectors of business, which were damaged most of all in present conditions: tourism, hospitality and restaurant business, sphere of leisure, entertainment and sport. The necessity to respond quickly and adapt to negative conditions of external environment was grounded for small enterprises. Different variants of strategy for small business development in Russia were proposed, such as strengthening market positions, extension of market, entering the new market with existing product, diversification. The article gives a brief characteristic of these strategies and identifies factors of choosing them. Apart from that it studies possible strategies of business growth oriented to sale increase: selling to effective clients, extension of the client base, introduction of new offers (new products or services). Brief and at the same time deep analysis of the current situation requires the availability of the crisis team focusing on key problem solving.

The article analyzes the foreign experience of small business development in the context of the COVID-19 pandemic. In the course of the study, statistical methods of information processing and methods of comparative analysis were used. Small business is a priority tool for economic growth. The consequences of the current crisis are manifested in a decrease in the level of employment of the population and purchasing power, an increase in prices for goods and services, a change in the structure of the labor market and an increase in the level of poverty of the population. Small business sets itself the task of developing and implementing innovative technologies. This is especially relevant in new crisis conditions, when there is an active use of digital technologies and it is necessary to respond quickly and adapt to changes in the external environment. Therefore, the topic acquires its relevance and significance in the rapidly changing circumstances of the modern world.

The national project for the development of small business in Russia provides for an increase in the number of people employed in this area in 2024 to 25 million people (in 2019 5.5 million people) and the share of SME products in the country’s GDP to 30% (currently less than 23 %). The ongoing economic crisis in the country, exacerbated by the Covid-19 pandemic and internal problems of economic development, created additional difficulties for achieving these goals in the small business sector. In this regard, it is necessary, first of all, to scientifically identify the very sphere of small business and its inherent problems that impede development and have both internal and external character, taking into account the variety of organizational and legal forms of small enterprises, the specifics of their types of activity, to determine indicators , really reflecting the processes taking place in this area. On the basis of the data obtained, substantiate a system of measures to ensure the acceleration of the development of small business. The purpose of this work is to develop the theory of state regulation of small business development, in terms of identifying the sphere of small business as a basic condition for creating an effective system to stimulate its development. The historical and logistic analysis of small business development processes is used, based on an eleven-year retrospective of the performance indicators of small businesses, the totality of which is considered as a system, which makes it possible to apply economic and statistical research methods to it. As a result of the work carried out, indicators have been established that most adequately reflect the development of the small business sector and the change in the existing procedure and criteria for classifying enterprises as small has been substantiated. The results obtained can be used to change the classification of small enterprises in Russia and other countries of the world, which will increase the effectiveness of the support carried out in relation to their state policy.

The presence of a large number of small and untapped gold deposits provides great prospects for small business development. Throughout the world, the key direction of economic development of countries is the widespread introduction of innovative technologies, as well as active state support. An effective, environmentally friendly Project for the development of small gold deposits has been developed. The developed technology for the development of small deposits will reduce costs throughout the entire organization cycle of gold mining by 2–3 times. These developments were reported to the committees of the Kyrgyz Republic.

The rapid diversification of immigration to New Zealand post-1987 has made Auckland, as the nation’s key gateway city, both culturally and demographically superdiverse, and the location of considerable immigrant business development. We focus here on the development of ethnic precincts as the manifestation of this transformation of the cityscape. The neo-liberalism of the 1980s continues to prevail in the unwillingness of central and local government to recognise the ethnic/immigrant nature of such developments and there has been little in terms of either policy or resourcing to support or brand these precincts. As a consequence of this laissez-faire attitude, immigrants’ relational embeddedness tends to be privileged and ethnic-specific networks dictate the nature and location of ethnic precincts within a policy environment that stresses the importance of market processes and encourages small business development.

The definition of state policy on business regulation is understood here in accordance with the current Commercial Code of Ukraine, namely: it is a system of economic, social, organizational, legal and political support of a favorable business climate so as to form and develop small business. This understanding allows us to distinguish three blocks within state policy. The first block includes fiscal components of economic relations, primarily related to financing (this block includes monetary policy, investment policy, antitrust policy, depreciation policy, innovation policy); the second block includes organizational measures, in particular, support for small businesses, domestic banks and funds financing small businesses; the third block includes legal measures, namely: a simplified system of registration and licensing, improved tax legislation as for the implementation of international accounting standards, simplification of the accounting system for small businesses, etc. The classification of the system of state policy tools in the field of supporting and stimulating small business development is considered. Unlike others, it provides systematizing state influence tools in two main vector directions: state regulation tools and state policy tools of support and stimulation of small and medium business entities, which makes it possible to clarify the composition of each group. The composition of the state regulation mechanism of small business development has been clarified as one including functions, methods, means and tools, thus allowing us to single out the tools of state regulatory and coordination influence. The concept of state support for small business has been specified as a component of public policy, which is interpreted in the work as a set of methods and forms of promoting small business, taking into account the interests of the state and businesses, allowing us to formulate its purpose, directions and tools. The latter are divided into three groups by their features: state forecasting and planning of small business development by type of economic activity; tax and financial and investment support; information, advisory and institutional support for the development of small business entities

The article considers the key points of application of strategic management in the management of innovation and investment development of small businesses in the context of state regulation. The purpose of the article is to develop theoretical provisions at developing of strategic principles of innovation and investment development of small business as a tool for implementing socio-economic policy. The influence of the functioning of small business institute and its innovation and investment activity on the socio-economic development of the has been justified. According to the generalization of leading scientists researchеs, it has been noted that the state support of innovation and investment activities of small businesses is extremely important for the development of regions and local communities. The list of problems of objective and subjective nature of small business development at the present stage has been outlined. It has been substantiated the need to develop a long-term policy of the state based on the strategic supporting of innovation and investment component of small business. It has been noted that the strategic supporting of innovation and investment activity of small business is possible provided the development of an appropriate system of strategic management. The main goals of this system has been outlined. It has been determined that the system of strategic management of small business development involves the implementation of strategic measures at the national, regional and municipal levels, each of which determines the list of economic and administrative instruments that will contribute to the effectiveness of state regulation of small business. The basic requirements for the functioning of the system of strategic management of innovation and investment development of small businesses have been developed. The conformity to these criterias will increase the effectiveness of strategic management. The list of tasks to be implemented in the process of functioning of the strategic management system has been determined. It has been established that the process of strategic management of innovation and investment development will be effective on the monitoring basis. It would establish the program measures for support of small business by public authorities and the formation of an effective feedback system between business and government at all levels.
