The article substantiates the expediency of using marketing tools to increase the investment attractiveness of the united territorial communities. Positive tendencies of creation and unification of territorial communities in Ukraine have been identified. This is primarily due to raising public awareness of the decentralization process, awareness of the positive results of the merger, including an increase in financial revenues from the state budget. Changes in the structure of state financing of local and regional development are studied. It is established that since 2017 the most important financial source for ensuring the development of territorial communities was the State Fund for Regional Development. Since 2016, a gradual increase in financial support by the state for infrastructure development, and in 2017 in the structure of state financial support there are funds for the construction of sports facilities and their share is growing steadily in 2018–2019. The specifics of the content of “state marketing” and “public marketing”. It is established that technological marketing in public administration does not differ significantly in essence from state marketing, but today it is more appropriate to use the term «marketing in public administration», which fully covers all subjects and objects of public administration, including territorial communities. The specific features of the marketing concept implementation in the activity of the united territorial communities have been identified. The components of the marketing complex of the united territorial communities are determined, in particular the goods, price, promotion, place, people, process, environment, i.e. the marketing of the united territorial community is carried out according to the principle “7p”, which is characteristic of marketing of all service organizations. The mechanism and key marketing tools for influencing the capacity of the united territorial communities have been identified. The essence of the concept of “investment attractiveness of the territorial community” is formed. The main tasks to be solved by the united territorial community in order to increase its own investment attractiveness have been identified.

The article investigates the structure and dynamics of capital expenditures and capital investments at the expense of local budgets during 2010-2019. It has been established that since 2015 in Ukraine there has been an increase in capital expenditures of local budgets, both in the total amount of expenditures of local budgets, and in GDP as well. This is due to the growth of the local budgets resource base in connection with the decentralization reform. Also, a positive trend of growth in the percentage of capital expenditures of local budgets is revealed. This fact reflects the budgetary investment intensification at the local level. It was found that the growth of capital expenditures from local budgets occurs in the direction of the growth of capital transfers to enterprises (up to 40% in the total amount of capital expenditures). This may be due to the replenishment of the registered capital of utilities, a significant part of which is formed because of a medical reform. Major maintenance, reconstruction and restoration traditionally remain at a high level in the structure of local budgets capital expenditures. The significance for local budgets and procedures for obtaining various types of financial support for regional development from the state budget is also studied. It has been established that the investment potential of local budgets is formed by their own revenues to the development budget, as well as by funding from the state budget in the form of subventions to local budgets for the formation of the united territorial communities infrastructure (0.3-0.4% in the revenues of local budgets); subventions for the implementation of measures for the certain territories socio-economic development (0.2-1.2%) and financing of investment projects at the expense of the State Fund for Regional Development (0.7-1.03%). It was found that the growth of capital investments from local budgets to a small extent depends on financial support from the state budget. It was also clarified that the use of funds for the regional development financial support at the expense of the state budget does not quite correspond to the goals defined by legal acts. The problems of the efficiency of financing investment projects at the expense of the SFRD funds and subventions of socio-economic development have been identified. Recommendations are given for eliminating the identified problems of the effectiveness of financing investment projects for regional development.

Increasing the competitiveness level of regions based on smart-specialization is one of the foundations of regional development policy in Ukraine until 2027. Ukrainian regions have identified areas of their smart-specialization and formed projects for their implementation to achieve this goal. However, the smart-specialization projects require considerable financial resources. Identify and assess the financial sources for smart-specialization projects in Ukrainian regions, describe the weaknesses of the financial support mechanism for regions’ smart-specialization and suggest possible ways to eliminate them is the goal of our research. We analyzed regional development strategies and medium-term action plans of strategies’ implementation for identifying smart-specialization projects and the expected sources and scope of their financing. Then, we evaluated the possibility of financing the smart-specialization of Ukrainian regions from the expense of state and regional budgets, international organizations and domestic enterprises. State budget funds are the main financial resource for the introduction of regions’ smart-specialization. On average, almost half of the total planned funding for the regions’ smart-specialization projects comes from the state budget. The own funds of enterprises, grant funds, resources of international financial organizations, etc. – cover the second planned half of the regions’ smart-specialization projects’ cost. Funds from regional budgets will provide only a small need for funds for regions’ smart-specialization projects implementation. However, we found the absence of a separate financial support mechanism specifically for regions’ smart-specialization projects at both the state and regional levels. Conclusion. In Ukraine, there are sources of funds to start financing smart-specialization of regions. The range of tools for financial support of smart-specialization projects is quite wide. Besides, we propose to allocate part of the funds within the state and regional programs exclusively to the implementation of regions’ smart-specialization projects. We recommend introducing the funding for relevant projects on a revolving basis alongside non-repayable financial instruments to support regions’ smart-specialization.

The article analyzes the current state of financial support for socially oriented extension services in Ukraine in order to identify the obstacles to stability and regularity of its implementation. It has been established on the basis of statistical data, that the financing of such activities from the state budget has a downward trend. Its volumes are tens of thousands of times less than similar budgetary expenditures in post-socialist countries that are currently EU members. The results of a survey of representatives of consulting services showed that the reason for the low activity of the registered agricultural extension services in the implementation of state programs to support agricultural producers and, accordingly, the incomplete development of the allocated funds are the scarcity, unpredictability and instability of state support for agricultural extension activities, the weakness of the coherence between themselves of the state programs, aimed at the development of the agricultural sector of economy. There is also a lack of understanding of the importance of agricultural extension by local government representatives. It is proved that conservatism in the introduction of innovations by owners of small farms, low level of awareness of agricultural extension, significant distance of advisory centers from potential customers, low income of the rural population minimize their ability to pay for commercial advisory services. It is established that financial and organizational difficulties have a significant negative impact on the psychological aspects of counseling. Advisors declare a lack of faith in their own strength. The results of the study allow us to assert that the formation of stable, simple and clear rules for long term state financing of agricultural extension activities and the absolute abidance of such rules by state institutions will help to increase the sustainability of financial support for agricultural extension activities in Ukraine.

During the years of independence in Ukraine, a certain set of investment instruments of state governance for regional development has been created: state and regional target programs, regional development agreements, agreements on implementation of interregional projects, programs for overcoming the state of depression, the State Fund for Regional Development (DFRD), and others. However, their level of performance is quite low.Notwithstanding the provisions of the State Strategy for Regional Development for the period up to 2020, regional development agreements and programs to overcome the state of depression of the territory are not implemented at all. The use of the DFRR in the "manual mode" reduces the role of the fund in solving the tasks of regional policy of the state.One of the main investment instruments of state governance for regional development are regional target programs. The analysis of target programs of the Odesa Oblast, which operated in 2015, showed that most of them did not meet the priorities of the economic and social development strategy of the Odessa region and (or) have other defects.Agreements on the implementation of interregional projects, the implementation of which contributes to the improvement of socio-economic development of two or more regions, have not been used at all. The same situation with regard to programs to overcome the state of depression of the territory.The inadequate institutional support of the DFRD leads to its underfunding, non-compliance with the rules for distributing its funds between regions, and non-compliance with the priorities of regional development.The article proposes: to return the practice of using agreements on regional development as a mechanism for coordinating the interests of central executive and local self-government bodies in relation to the implementation of strategic tasks of regional development; based on the principle of subsidiarity, delegate to the regional level the authority to develop programs to overcome the state of depression of the territory; to implement methodological recommendations for the evaluation of regional target programs.

Societal management, although important for the development and democratization of the State, is not yet recognized as a theoretical model of public administration, and academic studies on this subject remain few in number. The principal aim of this study, bearing in mind its exploratory perspective, is to study societal apathy and its externalities in local development. To this end, it seeks to answer the following question: how is it possible to understand whether there is a symbiotic overlap between societal apathy and its externalities in local development? In methodological terms, this aspect is based on the purposes of exploratory and explanatory research and the means of bibliographic research. The results show that societal apathy has a direct impact on local/regional development due to the lack of inspection by society with regard to public management, generating negative externalities. Consequently, patrimonialist political interests prevail over collective interests.

To solve the problems of stimulating the development of innovative activity of domestic enterprises, a number of regulatory acts have been developed in Ukraine today that regulate relations in the sphere of investment in innovation. National legislation defines the following forms of investment of innovative activity: state (municipal) investment, commercial investment, social investment, foreign investment, general investment. In order to receive financial support, the subjects of innovation activity whose innovation projects are listed in the State Register of Innovation Projects shall submit to the State Innovation Financial-Credit Institution (its regional branches) innovative projects and all necessary documents, the list of which is determined by it. The subject of innovative activity, the innovative project of which has been competitively selected, may receive one or more types of financial support from the innovative financial-credit institution, depending on the competitive procedure established by the competitive procedure. Financial support for the implementation of innovative projects can be provided in the form of successive tranches as a result of monitoring the progress of project implementation.The analysis of the structure of state financing of innovation activity by types of economic activity of subjects of innovation in 2018 allows to determine the priority branch of chemical and petrochemical industry. Investing of own funds of subjects of innovative activity is realized through capital investments and financial investments. Structural analysis of sources of financing of innovative activity in Ukraine allows to distinguish the overwhelming share of own funds of the enterprises in the total volumes of financing of their innovative activity. But in the conditions of insufficient level of state support of innovative activity of enterprises and instability of their financial results, as the main source of own funds for investing, the role of financial and credit providing of investments by the subjects of the financial market significantly increases.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

The article analyzes the indicators of the budgetary financing of the sociocultural sphere in 2008–2017 based on the official statistical reports by Russian and Chinese authorities. Within the framework of structural analysis of budget expenditures in both countries, the priority of these areas for the expanded budget of the Russian Federation has been identified, whereas the sociocultural block is given only a small share in the structure of the state budget expenditures of the People’s Republic of China. The analysis of the dynamics of the budgetary spending on social and cultural events during the studied period showed a significant increase in such spending in China, with a slowdown in growth in Russia. Special attention was paid to the analysis of expenditures on the sociocultural block in the GDP volume. It was found that the Russian spending on sociocultural events in the GDP volume was gradually approaching the numbers in developed countries. This corresponds to the global trends in the leading countries characterized by increased expenditures on social protection due to the influence of factors such as the aging of the population, declining birth rates, and increasing unemployment. It is emphasized that China’s spending on sociocultural events in the GDP volume is significantly inferior to the indicators of the world’s leading economies and is aimed more at financing education, which is justified by the conditions of the “catching-up” stage. The author concludes that modern threats and challenges determine the need to adjust priorities and volumes of the state funding of sociocultural activities in China and Russia.

The efficiency of meeting the needs of the military personnel of the Armed Forces of Ukraine directly depends on financial planning, which includes: correct identifying of the needs and ensuring timely and efficient use of the funds specified by law. It is determined that the level of financing of the Ukrainian Armed Forces is insufficient and adversely affects the fulfillment of the tasks assigned to them.The article defines the dynamics of defense expenditures from the State Budget of Ukraine, as well as their share of the volume of domestic gross product. A comparative analysis of the structure of budget expenditures of the Ministry of Defense of Ukraine and NATO countries is carried out. It was proved that the current structure of the state budget expenditures does not allow to satisfy fully the needs of the Ministry of Defense of Ukraine and provide military servicemen with their social guarantees.The forecast of financial support of the Armed Forces of Ukraine on general and special funds till 2023 is presented. In course of conducted research, the following scientific methods were used: modeling – to determine the projected financial support for the Armed Forces of Ukraine; economic and statistical – to assess the dynamics of defense expenditures; analysis and synthesis – to find out the reasons for the change in the structure of expenditures; tabular and graphical – to represent the results of the study; abstract-logical – in implementation of theoretical and methodological conclusions.

Abstract. The article examines the mechanisms of process financing informatization of administrative services. The purpose of the article is to determine the sources of funding and prospects for the provision of administrative services in terms of informatization of the public sector of Ukraine. Research methods are comparative analysis of analytical and official statistical data of Ukraine, institutes of international support on the basis of group classification of instruments of financing of Administrative Servics Center (ASC). It is proved that decentralization, development and improvement of the quality of administrative services determine the ASC as a priority area of reforming the system of administrative services in Ukraine. The legal bases of creation and maintenance of functioning of ASC, legal statuses of establishment, principles of process of rendering of administrative services in ASC are defined. The dynamics of the number of administrative service centers and regional features of functioning are analyzed. Sources of financing of ASC (the state budget, regional and city budgets, means of the State fund of regional development, the international projects of technical assistance) are allocated. It is proved that the most common and largest source of funding for informatization processes in the ASC is the state budget (subvention for infrastructure development). The authors propose a forecast model for the creation and development of administrative service centers in Ukraine under conditions of further state funding in appropriate volumes. The necessity of attracting external sources of financing (funds of international technical assistance projects, initiatives of international donors) in the conditions of limited and deficit of the state budget of Ukraine is substantiated. The necessity of modernization of ASC from the point of view of use of IT-technologies is substantiated. Priority areas for comprehensive reform of improving the quality of administrative services are identified: decentralization, simplification, deregulation, institutional capacity development and communication support.
