Economic development is characterized by certain processes occurring in the economy and society. One of them is a transformation in the direction of forming a post-industrial society, the priority of which is a person with his creative and intellectual potential and the conditions of his life. In turn, ensuring the necessary freedom, meeting different needs, realizing the potential of the individual, creating its living space, which cannot be limited to the framework of one country, as well as eliminating signs of periphery, require the development of cross-border cooperation based on its simple and complex organizational forms.In recent years, Ukraine's cross-border cooperation with neighboring countries states pay a lot of attention, which is confirmed as at the highest level both at the state level and at the regional level. Euroregions are becoming a fairly common form of cooperation on the south-western border of Ukraine, representing the basis of cross-border cooperation between regional and district authorities and non-governmental organizations. They do not have an administrative nature, and their activities are based on the coordination of the work of the subjects of this euroregion, which operate in accordance with the legislation of this state. Euroregional policy is an organic component of the national policy politicians. The initial provisions for its formation are the degree of economic efficiency strength of border regions. Such a policy, on the one hand, it is aimed at ensuring the comprehensive development of the regions, and on the other hand, at ensuring the comprehensive development of the regions. preserving the territorial integrity of the state. It is implemented on the basis of developed programs of trade, economic, scientific and technical and cultural cooperation. Active development of Regions is considered as one of the elements of the pan-European priority system, which corresponds to fundamental integrations of states through the integration of Regions. Such activities it provides for the acceleration of socio-economic development of cross-border countries regions, personnel infrastructure training of Regions and the country as a whole for deepening cooperation with the EU, accelerating European processes integrations.

Modern international relations are characterized by integration processes, among which Euroregional cooperation plays an important role. Euroregional cooperation as an element of state policy today occupies a rather important place both in the system of priorities of socio-economic development and in the direction of European integration of Ukraine. Such a policy, on the one hand, is aimed at ensuring the comprehensive development of the regions, and on the other hand, at preserving the territorial integrity of the state. It is implemented on the basis of jointly developed programs of trade, economic, scientific, technical and cultural cooperation. Active regional development is considered as one of the elements of the pan-European system of priorities, which corresponds to the fundamental integration of states through the integration of Regions. Such activities involve accelerating the socio-economic development of euroregions, personnel and infrastructure training of Regions and the country as a whole to deepen cooperation with the EU, and accelerating European integration processes. Euroregions allow their participants to quickly solve common problems, create flexible, joint economic structures, establish cross-border trade, tourism, and expand cooperation in cultural, social, environmental and other fields. Their functioning is based on the principles of local self-government and cross-border cooperation. The activation of Euroregional ties in the context of integration and the creation of various forms of cooperation have positive results for the regions and for Ukraine as a whole. This makes it possible to modernize economic processes, attract foreign investment and new technologies, and create new jobs, which will lead to competition between products and the region. The integration processes that have recently been observed in Euroregions, in addition to traditional cross-border cooperation, can be distinguished as innovative, which include Euro-regional and cross-border clusters, business incubators, technology parks. All this leads to increased competitiveness of the regions, which leads to increased effective use of the region’s potential.

The present paper reveals the significance of the National Archival Fund for preservation of the historical and cultural memory of the Bulgarian nation and the formation of historical consciousness. The National Archives Fund is defined as the largest collection of documents with historical, scientific, social, economic, cultural significance as an essential part of the cultural and historical heritage of Bulgaria.It treasures documents about the history of thousands of institutions and prominent figures of the state, economy, culture and art, of ordinary citizens whose activity is historically important in one respect or another.The emphasis of the study is on the main factors determining the daily enrichment of the National Archival Fund with new documents. Among these key factors are development of documentaristics and archivistics, trends in social development, ideological and political climate, financial stability and attitude of the society as a whole, of the istitutional leaders and administrative heads, creating documents, in particular, of the non-governmental organizations and even of the individual citizen to the problems in the field of archivistics.In the focus of the paper as well is the leading role of the state archives for the formation of the National Archival Fund of Bulgaria and the opportunities for cooperation with museums, libraries, community centers and other institutions of memory working with the same purpose and vision.

AbstractSubjective vitality is a positive feeling of aliveness and energy, and it is a crucial aspect of well-being. The Subjective Vitality Scales (SVS) have been developed to measure subjective vitality both at the individual difference level and the state level in English-speaking samples. We translated the SVS into German (the SVS-G) and examined their psychometric properties. In Study 1 (N=260), we found that two correlated factors (Factor 1: individual difference level; Factor 2: state level) with five items each constituted a useful structure for the SVS-G. Moreover, the scores on the individual difference scale were more stable than the scores on the state scale. We also found partial evidence for the measurement invariance over a period of three weeks. Conforming to our expectations, Study 2 (N=296) revealed that the SVS-G scores were related to positive and negative affect but could still be distinguished from the affect variables. In line with previous findings, Study 3 (N=203) showed that SVS-G scores are related to well-being variables (happiness and joviality) and the perceived capacity to actively perform effortful tasks (attentiveness and capacity for self-control). Across all the studies, the SVS-G showed satisfying inner consistency, and the two consideration levels (individual differences vs. state) could be differentiated. The initial evidence suggests that overall, the SVS-G have good psychometric properties.

With the widespread usage of systems analysis in political science over the last twenty years it is axiomatic that the problem of adaptation has been a recurring theme in the literature. At the level of the individual political system this concern has been germane to the work of Easton, the structural functionalists and the developmental/modernization writers. In International Politics writing, the problem of adaptation is central to both the applications of systems theory, at whatever level of analysis (for example Kaplan, Rosecrance at the systemic level, and Hanrieder and Modelski at the state level) and the less overtly theoretical works which still emphasize the importance of a state adapting to its environment.

The article provides a general overview of the course of forming Ukraine’s legal and policy basis for cross-border cooperation in connection with economic development. Specific attention is given to its cross-border cooperation with the neighbouring Eastern European countries in the frameworks of bilateral treaties, the Madrid Outline Convention and the EUUkraine Association Agreement. Their cooperation within four Euroregions, supported by the EU European Neighbourhood Instrument, is observed. The complex of cross-border cooperation advantages, shortcomings of their realisation and the current prospects for cross-border cooperation advancement in the light of sustainable development are characterised.

The study considered the importance of strategic planning for human resources and its impact on Sudanese national security considering that strategic planning is one of the important mechanisms that achieve integration and interaction between the components of the comprehensive perspective of human resources at the state level, in order to achieve the conditions required to achieve the full utilization of competitive human capabilities as one of the important elements affecting national security. The study aimed at the importance of strategic planning for human resources at the macro level of the state and its impact on Sudanese national security. The study reviewed the terms related to strategic planning, the concept of national security and the relationship between strategy, national security and human resources. The study also dealt with the aspects affecting the human resources and the Sudanese reality. The descriptive approach was used for the study and the scientific sources that dealt with the subject were used as sources for the study. The study concluded that strategic planning for human resources should be adopted, and that a national policy should be established through human resource development programs and clear foundations for investing human resources to meet challenges related to human capabilities, especially competitive human capacities.

The article considers one of the most common and most effective forms of cross-border cooperation between the countries of the European Union, namely the European groupings of territorial cooperation. The role of territorial cooperation in the European Union is constantly growing as it is the basis of political, economic and social cohesion, which is an integral part of Ukrainian society. The development of territorial cooperation is due to the change and development of national, regional or local participants in this process. The Schengen Agreement, the common internal market and the common currency, as well as the emergence of numerous new cross-border projects and the development of cross-border territories, are integral parts of this process. The article examines the EGTC Tisza, which was established in October 2015 in the Transcarpathian region of Ukraine together with the Hungarian region of Szabolcs-Szatmár-Bereg and the municipality of Kisvárd. It is noted that the union has received broad social and political support from both sides at the regional and local levels. This event was decisive for both Ukraine and the EU, as for the first time such an association was created with the participation of a non-EU country. This was a long-awaited step, as the participating regions have long been cooperating together in various fields, including the implementation of grant projects. Many issues need to be addressed together, including flood protection, the rehabilitation of wastewater treatment plants, transport and the development of economic ties. We can say that today Euroregions are the most developed form of cross-border cooperation in Ukraine, but their activities also show a range of problems that hinder their effective functioning. This includes a large number of participants with different cultural and economic characteristics, disparities in the legislation and administration of the country, the low level of business structures and non-governmental organizations. Issues such as the lack of a systematic approach to the organization of Euroregional cooperation, the low level of regional government and the lack of financial support are also worth mentioning.

This essay discusses the evolution of cross-border cooperation in local and state government in the contentious and competitive arena of economic development. Drawing on literatures from economic development and public administration, the authors highlight current issues and conflicts in cross-border cooperation drawing on several cases of successful ventures. In particular, they suggest that state and local governments adopt a new frame for understanding and evaluating cross-border cooperation as economic development “coopertition.” The logic of coopertition in economic development is that while a particular unit of government may not secure a specific economic development project, the odds of securing any project are increased if that government becomes more competitive by cooperating with other governments. Coopertition is thus the result of a need to cooperate to be more competitive.

Foreign policy analysis benefits from careful attention to state identity. After all, identity defines the field itself by making it possible to speak both of policies and of a domain that is foreign. For some scholars, identity has proven useful as a guide to agency and, in particular, to agent preferences. For others, identity has served as a guide to social or institutional structure. Theories of state identity can be divided into three categories: conditions internal to agents, social interactions among agents, and “ecological” encounters with a broader environment. Internal conditions refer to either processes or constraints that operate within the agent under consideration. In the case of the state, these may include domestic politics, the individual characteristics of citizens or other internal actors, and the collective attributes of these citizens or other actors. Although internal causes are not social at the state level, they nevertheless have social implications if they give rise to state identity, and they may themselves be social at a lower level. The social interactions of states themselves constitute a second source of identity, one that treats states as capable of interacting like persons. This approach essentially writes large social and psychological theories, replacing individuals with the state. Finally, the ecological setting or broader environment is a third possible source of identity. The environment may be material, ideational, or discursive, and treated as an objective or a subjective influence.

EU border regions continue to face economic and social disadvantages compared to other regions in the same country. Since 1990, the European Commission has been implementing extensive territorial cooperation programs to support EU border regions in solving regional problems and building social cohesion. This study offers a contribution for decreasing the economic and social disadvantages of EU border regions by investigating the complementarity between institutional EU cross-border cooperation and social entrepreneurship. We argue that both concepts build upon similar drivers and characteristics with the aim of creating impact and bringing about change. We test and improve our initially literature-based framework to provide a better insight into how institutional and entrepreneurial processes could benefit from each other. We conduct interviews with experts operating at different governance levels and in various EU countries and border regions. The complementarity between both concepts is confirmed considering a differentiation between governance levels and fields of expertise. The results show that complementarity between the concepts mainly exists in terms of taking advantage of opportunities for a certain effect. The commercial activities of social enterprises are seen as effective, but it is necessary for social enterprises to establish sustainable EU cross-border cooperation and to improve regional social and economic development.
