- The Italian Parliament has recently passed a new reform of local utilities. Compulsory competitive tendering will be the rule, while direct public management will be confined only to very special cases. The article discusses the scope of the reform and its main weaknesses: the excessive width of the focus, the uncertainty on auction design issues and the lack of a proper regulatory framework besides the tender. Policy reform recommendations are proposed with the aim of informing the next phase of the policy, namely the translation of the frame legislation into detailed regulation.Key words: local utilities; liberalization.JEL classifications: L9, H4

- UK electricity consumers have paid provisions for decommissioning since before 1980 but by 2002, there were still negligible funds available to pay for decommissioning civil nuclear facilities. By then, the two major UK nuclear companies, British Energy and British Nuclear Fuels Limited (BNFL), were both effectively bankrupt. This paper examines: the pre-2002 provisions for decommissioning and how they were lost; the Nuclear Decommissioning Authority, a new public body which took over ownership of BNFL's facilities including the duty to manage their decommissioning and how it expects to carry out and fund decommissioning of its sites; how the re-launched British Energy will contribute to decommissioning its eight plants; and government plans for collecting decommissioning provisions for any new plants.JEL classifications: L50, L38, H23, H44, L71Key words: Nuclear power, decommissioning cost, funding and polluter pays.

ResumenEste artículo es un producto del proyecto de investigación Del análisis textual al análisis del discurso: un estudio de la lengua del fútbol, que pertenece al grupo de investigación Fray Antón de Montesinos: lenguajes y universos simbólicos de la Universidad Santo Tomás. El texto pretende hacer un acercamiento a un problema de reciente discusión: ¿es sexista la lengua? ¿es la lengua un instrumento de discriminación? Y, por lo tanto, ¿un instrumento para mantener la desigualdad entre los hombres y las mujeres? Purpose The purpose of this paper is to explore the historical path and the future direction of the government reform initiative in Korea regarding the public policy and management reform. Design/methodology/approach Analysis of National Agenda published by the Presidential Transition Committees of each president for the past 20 years. Findings Public policy reform has been rather slow or even has gone backwards for some periods of time in Korea. The market intervention by the government needs to be reduced whereas its role in the social welfare or people’s quality of life should be expanded. President needs to create a reform-driving agency to design a new paradigm of government role. Originality/value There has been no research that has investigated Korea’s Government reform with the framework of public management and public policy reform.

  En Cuba todos los ingresos generados por los tributos ambientales se aportan directamente al presupuesto del Estado, por lo que se propone perfeccionar la distribución de los ingresos y gastos en consonancia con las responsabilidades distribuidas entre los diferentes niveles de gobierno con la intención de propender al ejercicio racional de las facultades que les son inherentes a cada uno de ellos, de modo de alcanzar un adecuado equilibrio institucional, la concreción de la real descentralización fiscal, la búsqueda de eficiencia y equidad en la asignación de los ingresos y gastos sociales así como la transparencia de la gestión pública, por lo que se propone la utilización de un porcentaje de la Contribución Territorial para el Desarrollo Local, independientemente del cumplimiento o no de la captación de los ingresos cedidos, para hacer del municipio de Moa un espacio sustentable.   Palabras clave: contribución territorial, Externalidades negativas, Desarrollo local.   ABSTRACT In Cuba, all income generated by environmental taxes is contributed directly to the state budget, so it is proposed to improve the distribution of income and expenses in line with the responsibilities distributed among the different levels of government with the intention of providing for the exercise rational of the powers that are inherent to each of them, in order to achieve an adequate institutional balance, the realization of real fiscal decentralization, the search for efficiency and equity in the allocation of income and social expenses as well as transparency of public management, so it is proposed the use of a percentage of the Territorial Contribution for Local Development, regardless of compliance or not with the collection of the income assigned, to make the municipality of Moa a sustainable space.   Key words: territorial Contribution, Negative Externalities, Local Development

In the present paper, the author has introduced reduction formula for Generalised H-Function of two variables. This paper deals with certain identities and reduction formulae for generalised H-Function, which are of great interest and generalise many known and unknown results in literature, especially the results given by Srivastava [1] and Cook [2]. Also some interesting special cases of H- Functions have been taken in which H-Function of two variables has reduced to one variable. A results-based system for the regulation of reforestation obligations is described. The system involves establishing performance targets for harvested areas, surveying areas after harvest to assess achieved performance, and maintaining a ledger to tally target and achieved performance over a large number of cutblocks. The obligation to reforest is considered met when total achieved performance exceeds total target performance evaluated over all cutblocks. Reforestation performance is indexed by predicted merchantable volume per hectare 80 years after harvest. To obtain these volume predictions, areas are surveyed 10 years after harvest and estimates of site quality, tree stocking, species composition, and stand height are input to a set of yield prediction tables. This results-based system, which we believe improves the regulatory framework governing the reforestation of harvested areas, will be tested in a management unit (TFL 49) in southern British Columbia in 2002. AbstractIn recent years, several European antitrust authorities intervened in the wine sector to authorize mergers and acquisitions, provide opinions to governments, and ascertain anticompetitive agreements. This article analyzes these interventions in the context of an evolving regulatory framework. In the past decade since the introduction of temporary urban discourse promising “faster, lighter, and cheaper” planning and a radical reorganization of power between regulators, land owners, and the public, temporary urbanism has become increasingly integrated in formal planning structures. This paper explores how temporary urbanism is being practiced in Toronto and what impact this formalizing process has had on its ability to achieve its claimed goals of democracy, equity, and diversity. This paper specifically assesses the impact that the City of Toronto’s regulatory framework has had on these goals. It concludes by examining how three other cities have created temporary use frameworks, Amsterdam, London, and Vancouver and highlights what lessons can be transferred to the context of Toronto. In this chapter we undertake a narrative analysis of health care policy reform. We consider the beguiling and rhetorical quality of health care policy reform, and how it positions “heroes” and “villains” as it attempts to shape imagined futures, under three narrative themes—management, measurement; markets. However, we highlight the policy narrative is not entirely beguiling. A countervailing professional narrative argues that regulatory bodies and clients put their trust in the experts, which has made change slow to realize in some areas. Meanwhile, a narrative critical of policy reform makes the case for a return to bureaucracy to counter excesses of flexibility, adaptability and emphasis upon delivery associated with new public management and entrepreneurial governance. To illustrate our analysis, we draw upon a particularly propitious health care setting for policy reform, that of the English NHS. We suggest our analysis is not just transferable to other national contexts, underpinned by new public managment policy, but extends to reforms in other national settings, although the detail of the management, measurement and market themes may vary on the ground, as illustrated in the case of the US and Nordic countries.
