En este artículo se presenta una recopilación de las mejores prácticas aplicadas en la experiencia del llenado de autoevaluación en el Programa Educativo (PE) de T.S.U. en Tecnologías de la Información y Comunicación, área Multimedia y Comercio Electrónico de la Universidad Tecnológica de Tlaxcala, donde se contó con la participación de todas las áreas que brindan servicios al PE y el Personal que lo conforma, aplicando la metodología SCRUM. The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

Abstract While information and communication technologies (ICT) are prominent in educational practices at most levels of formal learning, there is relatively little known about the skills and understandings that underlie their effective and efficient use in research higher degree settings. This project aimed to identify doctoral supervisors’ and students’ perceptions of their roles in using ICT. Data were gathered through participative drawing and individual discussion sessions. Participants included 11 students and two supervisors from two New Zealand universities. Focus of the thematic analysis was on the views expressed by students about their ideas, practices and beliefs, in relation to their drawings. The major finding was that individuals hold assumptions and expectations about ICT and their use; they make judgements and take action based on those expectations and assumptions. Knowing about ICT and knowing about research processes separately form only part of the work of doctoral study. Just as supervision cannot be considered independently of the research project and the student involved, ICT skills and the use of ICT cannot be considered in the absence of the people and the project. What is more important in terms of facilitating the doctoral research process is students getting their “flow” right. This indicates a need to provide explicit support to enable students to embed ICT within their own research processes.

ABSTRACTDuring the last years, Information and Communication Technologies have been included in the educational field, not only as support tools for teachers, but also as an essential part of the training and of the very learning environment. For this reason, the digital competence is considered one of the main competences in the teachers’ professional profile. However, there is a digital divide between the new Pre-School and Primary students, digital natives, and their teachers. Our study aims at knowing the self-perception on the digital competence and the daily habits of use of technology either in professionals of several fields and in students of the Degrees in Pre-School and Primary Education, most of them with working experience, comparing both items with the observation of their performance in blended learning subjects, with a significant online workload for the students. The aim of this communication is to present the initial results of the survey and the comparative analysis, which shows a gap between the self-perception and the usage habits, in order to suggest measures to be implemented in Higher Education.RESUMENA lo largo de los últimos años, las Tecnologías de la Información y la Comunicación se han ido incorporando al ámbito educativo, no solo como herramientas de ayuda al profesorado, sino también como parte integrante de la formación y el propio entorno de aprendizaje. Por este motivo, la competencia digital es una de las principales competencias del perfil profesional de un docente. Sin embargo, existe una brecha digital entre los nuevos alumnos de Infantil y Primaria, nativos digitales, y sus profesores. Nuestro estudio pretende, a través de la realización de encuestas a profesionales de diversos ámbitos y a estudiantes de los Grados en Educación Infantil y Primaria, ya diplomados en Magisterio y con experiencia docente en muchos casos, conocer su autopercepción de la competencia digital y sus hábitos básicos de uso de la tecnología, comparando ambas cuestiones con el desempeño en asignaturas semipresenciales, con una importante carga de trabajo en línea para los estudiantes. Requirements engineering is an important stage in any software development. It is more so in the case of software development for social development projects in rural areas of the developing countries. ICT4D which stands for “Information and Communication Technologies for Development” is gaining more and more attention as computing is more widely affordable. This article is concerned with requirements engineering in the ICT4D domain. In many developing counties, a significant effort is being put into providing people in rural areas with access to digital content and services by using Information and Communication Technologies. Unfortunately most ICT4D projects pursue a top-down development model which is driven by the technology available and not by the very needs and social problems of the people living in rural communities (Frohlich et al., 2009). Existing technologies are often applied in a non-inclusive manner with respect to the local population, without sufficient adaptation or re-invention, and often without regard for user’s needs and their social contexts.

In the context of a transforming school of the 21st century and in the context of the digital transformation of the economy and education globally, the digital competence of pedagogical specialists is crucial for the implementation of the new professional roles of the teacher in response to the ever-increasing requirements for it. This article examines the framework of teachers’ digital competency by specifying the main competencies that guarantee their full practical experience. The empirical study presents a self-assessment of the digital competence of future pedagogical specialists trained in the professional field of pedagogy, as well as highlights from their real possibilities of solving specific practical tasks based on the application of information and communication technologies. Some recommendations have been made to rethink the education of future pedagogical specialists and the professional qualification of current teachers in the context of the formation and development of their digital competence.

This article describes the European project GainTime developed in the educational field. The objectives of the project concern the development of professional and pedagogical competences among teachers and trainers. It intends to enhance learning through the use of Information and Communication Technologies and increase the access to Open Educational Resources (OER) with the aim to combine higher levels of excellence and attractiveness with increased opportunities for all. To attain the objectives, an online course that teaches teachers on how to innovate in their classroom, specially using flipped classroom and games supported on OER, will be developed. The target of the project is secondary education. In order to identify the best practices in Portugal concerning the use of flipped classroom and games as well as creative classroom, a questionnaire was administered and results are presented. Furthermore, the handbook regarding the master model developed as well as the online courses are also presented.

In recent years, rapid developments in the field of science and technology have profoundly affected social lifestyles and have led to significant changes in the process of producing, sharing, and communicating information. Acceleration in the growth rate of knowledge as a result of developments in science and technology has made it necessary to constantly update existing information. Parallel to this, the necessity of the people to follow the information constantly and to continuously update it to keep up with the speed of daily changes tops the agenda. This situation increased the use of information and communication technologies and the internet in the field of education, resulting in the spread of online environments.

The People of Mishkeegogamang

Mishkeegogamang First Nation is a rural Ojibway community in Northwestern Ontario. Mishkeegogamang community members of all ages use a wide array of information and communication technologies (ICT) as tools in daily life, and as a means to support individual and community goals. This collaborative paper tells the story of how Mishkeegogamang uses ICT for community development, drawing on 17 interviews with community members, and several community member profiles. A basic descriptive quantitative analysis is also provided, giving information on frequency of use of a wide variety of technologies. Community informatics theory guides the interpretation of the findings. A broad range of ICT use by community members will be explored, including the Mishkeegogamang website, the busy yet invisible use of social networking sites, youth and ICT, ICT for health and education, and ICT to support traditional activities. Finally, a section on challenges and needs for facilitating ICT use is also provided. Mishkeegogamang has collaborated on a rich chronicle of its land and people in the Mishkeegogamang book: The Land, the People, and the Purpose (Heinrichs, Hiebert, & The People of Mishkeegogamang, 2009). This paper is conceptualised as a new chapter, documenting how community members use ICT in their daily lives and for community development. There have been no similar past explorations that have addressed this area. In addition, within the broader literature on First Nations in Canada, there have been few to no published accounts of community members’ perspectives and uses of ICT. This study is part of a broader collaborative research project called (First Nations Innovation), which explores how remote and rural First Nations are using information and communication technologies for community development.

AbstractIdentity has been widely understood in Western societies as a specular construction that operates simultaneously both from within and from outside oneself. However, this process is fiercely changing in a world in which almost every human action is mediated by information and communication technologies. This paper, from a theoretical perspective, aims to discover the main educational implications of this change. For that purpose, we first consider the traditional meaning and process of forming the self in Western culture. Afterwards, we identify and describe the mechanisms for the construction of the self in our current context, highlighting the fact that technologies, in themselves and regardless of the use we make of them, hide implications. Taking this into account, we show to what extent the current development of the self presents shades, conflicts and tangible risks from an educational perspective. We finally conclude that it is essential to promote an education on technology that goes beyond the use regulation in which, up to now, it has been solely focused on.
