The article deals with the nature of land ownership in Dagestan in the 19th - early 20th centuries. Estate and land relations, land and legal problems were the most complex in the socio-economic development of the pre-revolutionary Dagestan. Russian authorities paid much attention to their solution. After joining to Russia, several estate and land commissions were formed and they collected a large amount of material on the estate and land relations in Dagestan. The article covers the forms of land ownership in the 19th - early 20th centuries. There were communal, waqf (i.e. mosque) lands, state and private lands. The latter were divided into large feudal landownership and peasant landownership - myulks. Pastures were in communal ownership and plowing and hay fields belonged to myulks. On the plain, land ownership was communal. State-owned lands in Dagestan appeared due to confiscation of lands from anti-Russian feudal lords and due to the lands of rural societies as well. Waqf lands were those bequeathed to the mosque. Much attention is paid in the article to redistribution of land ownership, when lands passed from one owner to another. There were several great redistributions of lands in Dagestan. The first of them occurred in the 18th century when the feudal lords, in the course of rise of their political and economic power, began to seize peasant lands on the Kumyk plane. By the end of the 18th century all the lands were in the hands of ten princely families. The second great redistribution of lands in Dagestan took place in the 1860s when after the agrarian reform half of the feudal lords’ lands on the plain and in the foothills passed to the emancipated peasants. Rise and development of capitalist relations were accompanied by the growth of extra estate land ownership. Feudal lords actively pawned their lands and gave them to representatives of other estates, in particular, to rich uzdens. Thus, in the late 19th - early 20th centuries there was another redistribution of lands in Dagestan. Considerable changes in the sphere of land ownership occurred in Soviet times.

The article presents a scientific consideration of the development of regulation of economic security in the field of land and property relations through the prism of lease relations in the use of covered areas. The main problems in the field of land relations are revealed, which can be addressed by scientific research, including on the further development of methods for calculating the rental rate, which should be an integral characteristic that includes various parameters. The authors concluded that the rent rate should be differentiated taking into account various characteristics reflecting the quality of land resources, their natural fertility, geographical location, the level of economic efficiency of the type of activity planned on a specific land plot. Taken together, the listed characteristics make up the investment attractiveness of land resources. The article defines the principles of economic policy on which the system of ensuring economic security in the field of land and property relations should be built, taking into account the specific features and the level of socio-economic development of the regions. It is noted that opportunities for a balanced and sustainable development of territories are determined not only by the available resource potential, competitive advantages in the level of development, but also by the presence of institutional mechanisms for enhancing business activity of business, including in the land and property sphere. Currently, the most common form of land transactions are transactions for the acquisition of rights to lease state and municipal land. This form of land use is a type of rental relationship in the national economy. The important role of harmonization and establishment of a balance of economic interests of public law entities as land owners and tenants as economic agents is noted. The mechanism for the formation of rent on the basis of the agreed interests of the subjects of rental relations is one of the main institutional tools for land management in the region, on which the efficiency and rationality of their use, sustainable socio-economic development of territories and the state as a whole depend. The key principle of the formation of land payments should be the principle of economic justification of its value.

After independence, the article was devoted to carrying out appropriate reforms to ensure the development of agriculture, which is one of the key areas of the economy of the Nakhchivan Autonomous Republic. It was noted that the leadership of the autonomous republic at the same time, and then the country’s leadership, was instructed to issue the necessary orders for the development of the agrarian sector and the fulfillment of the tasks arising from these orders. In addition, the role of the agrarian sector in ensuring socio-economic development was justified, and the corresponding statistical indicators are reflected in the article. It has been shown that food security is the key to agrarian reform, which is to restrict imports by stimulating domestic production and, above all, production-driven production.

Abstract The article presents the project of revitalisation of the former industrial zone of the district of Bagnoli in the context of possibilities of development of the thermal tourism in the Italian region of Campania. The authors refer primarily to the thermal facilities which were in use in the period from the second half of the 18th century to the 1970s, and which border directly the area of revitalisation, but weren’t included in the plan. The aims of the article are: (1) the reconstruction and the recommendation of the locations of the forgotten thermal sites formerly in use in the area of the Bagnoli district, (2) the presentation of the current state and development of such buildings, (3) the estimation of the tourism development potential in the region with reference to similar experiences of Poland and Austria, where the thermal infrastructures became the driving force of socio-economic development.

An economic assessment of the existing main trends in the socio-economic development of the agrarian spheres of the economy and its basic industry - agriculture is uncovered and their main internal systemic problems are revealed. The most significant results in three areas of fundamental research conducted in 2020 are considered. They dealt with the solution of issues of economic theory and principles of development of the country’s agro-industrial complex in the context of globalization of integration processes in the world economy, of the theory and mechanisms of formation of the social paradigm of sustainable development of rural territories, of complex research of the problems of transformation of land relations and land management in agriculture.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.
