Reluctant emancipator : James Sidney Rollins and the politics of slavery and freedom in the border south, 1838-1882

[ACCESS RESTRICTED TO THE UNIVERSITY OF MISSOURI AT REQUEST OF AUTHOR.] This dissertation examines the career of James Sidney Rollins, a free-soil slave owning politician and lawyer in Missouri, to garner a better understanding of the politics of slavery in the years surrounding the Civil War. Rollins, like many Border State slaveholders, staked out a moderate public position on slavery and decried abolitionists and fire-eating proslavery demagogues as extremists who sought to destroy the Union. By the middle of the 1850s, Missourians recognized that significant demographic shifts in their state brought about by railroad construction and large waves of immigration from Germany, Ireland, and northern states undermined the political and social support for the slave regime. More immediately, however, the violence and unlawfulness of the proslavery element in Kansas placed Rollins's personal beliefs, political ambition, and economic wellbeing in tension. He gradually worked to reconcile his private statements with his public positions, all while being mindful of the economic effect of emancipation would have on slave owners in Missouri. Twice elected to the House of Representatives during the Civil War, Rollins cast one of the deciding votes on the Thirteenth Amendment to the Constitution, freeing all enslaved people in the country. The story of Rollins's career fills a gap in the current historiography of Civil War emancipation. Historians who discuss emancipation tend to focus on the efforts of a small minority of radical northerners who advocated for immediate abolition, or on the work that enslaved people did to emancipate themselves as the system began to erode around them prior to and during the Civil War. Both of these perspectives are important but modern scholarship has elided the complicated efforts of the political center at the edges of slavery's reach to bring about an end to the peculiar institution. Despite harboring personal animosity or at the very least ambivalence toward slavery, Rollins found his public statements on the institution moderated by the political realities of his state. Operating within a constrained framework of what was politically feasible, Rollins helped prevent his state and the institutions within it from falling prey to proslavery extremists. Men like Rollins and his allies worked from within the slavery system to bring about its end while simultaneously ensuring states like Missouri and Kentucky maintained their invaluable connection to the United States during the war. This work also complicates the narrative that historians of slavery and capitalism tell about the continued viability of the slave labor regime during the middle of the nineteenth century. Unlike states in the deep south, Missouri failed to attract the wealthiest slave owners because a lucrative staple crop never became dominant. Hemp and tobacco served as nominal staples but could not produce the levels of wealth that the southern cotton belt witnessed. Consequently, a smaller proportion of Missourians owned slaves, and those who did, held fewer on average than in other parts of the South. The geography of Missouri, jutting out into the northern states, helped ensure that the state's economy became closely tied to the states of the north and that free labor emigrants flooded into the state. By the late 1850s Missourians on all sides of the debate on slavery's future believed that these factors were undermining slavery, a fact that cuts against the trajectory of slavery presented by the capitalism and slavery scholarship.

This essay looks at the hearing held by the Foreign Affairs Committee of the U.S. House of Representatives in April 1922 on the subject of a Jewish National Home in Palestine, as well as the broader congressional debate over the Balfour Declaration at that crucial time. The landmark hearing, which took place against the backdrop of growing unrest in Palestine and just prior to the League of Nations' formal approval of Britain's Mandate over Palestine, offers a glimpse into the cultural and political mindset underpinning U.S. support for the Zionist project at the time as well as the ways in which the political discourse in the United States has, or has not, changed since then. Despite the overwhelming support for the Zionist project in Congress, which unanimously endorsed Balfour in September 1922, the hearing examined all aspects of the issue and included a remarkably diverse array of viewpoints, including both anti-Zionist Jewish and Palestinian Arab voices.

The political challenge to the post-World War II order in shipping has been issued in the context of the North-South debate, but American power and interest are central to current developments. In the bulk and tanker sector the United States retains a strong interest in stability and successfully defends the existing order. In the liner sector, on the other hand, the United States has participated in recent assaults on the postwar order, producing great tension between Europe and America. There is a strong correlation between this growing maritime conflict and the political processes anticipated by the general theory of hegemonic stability. But “hegemony” and “power” are distinct concepts. Instability in international shipping arises neither from America's loss of power in shipping nor from challenges from Europe and the Third World. Rather, instability reflects American attempts to establish a closer identity between the existing regime and short-term national interest.

Pressures to extend the activities of the North Atlantic Treaty Organization (NATO) into fields other than the military, or actually to shift the emphasis to political, economic, and cultural objectives, have been so strong in recent years that one wonders whether there has not been a growing tendency, particularly in Europe, to lose sight of the purpose for which NATO was established and which makes it vital to the United States. Essentially, NATO is a multilateral military alliance for the protection of western and southern Europe against Soviet conquest, a means of denying these areas and their resources to the Soviets. If the members of the alliance, on one side or the other of the Atlantic, were ever to reach the conclusion that the threat of military attack from the east had vanished or that it could not be countered effectively by common military effort, NATO would have lost its original raison d'être, though it might be continued for the sake of what today are secondary non-military functions, such as political conciliation and economic collaboration. It should be added that the primacy of the military purpose of NATO, as it exists today, does not preclude the desirability or even the necessity of extending its scope beyond purely military matters. As Ruth C. Lawson has pointed out, there is little hope for reliable military collaboration among countries ohat do not succeed in attaining a reasonable degree of harmony between their political aims and policies. Cyprus, Suez, and Algeria are symptomatic of the problems NATO faces in the political field.

Hammond, Surgeon General of the United States Army, announced the intention of his office to collect material for the publication of a “Medical and Surgical History of the War of the Rebellion (1861–1865)” (1), usually called the Civil War of the United States of America, or the War Between the Union (the North; the Federal Government) and the Confederacy of the Southern States. Forms for the monthly “Returns of Sick and Wounded” were reviewed, corrected and useful data compiled from these “Returns” and from statistics of the offices of the Adjutant General (payroll) and Quartermaster General (burial of decreased soldiers).

A hundred years ago Virginia drafted a new state constitution designed to disfranchise African American voters. That objective was transparent from the outset of the convention. As John Goode, the presiding officer, assumed his seat, he called black suffrage “a great crime against civilization and Christianity.” At the age of seventy-two, Goode was the grand old man of the convention. A graduate of the University of Virginia and life-long Democrat, he had served in the state legislature, the Secession Convention of 1861, the Confederate legislature, and the U.S. House of Representatives before his appointment as Solicitor General of the United States in 1885. Goode reflected the mentality of the vast majority of convention delegates when he stated that African Americans were incapable of education or citizenship. “The omniscient Ruler of the Universe … made [them] inferior,” he proclaimed, and sometime in the future, when the North knew better, the Fifteenth Amendment would be repealed.

This history of the Civil War considers the impact of nineteenth-century American secret societies on the path to as well as the course of the war. Beginning with the European secret societies that laid the groundwork for Freemasonry in the United States, the book analyzes how the Old World's traditions influenced various underground groups and movements in America, particularly George Lippard's Brotherhood of the Union, an American attempt to replicate the political secret societies that influenced the European Revolutions of 1848. The book traces the Brotherhood's various manifestations, including the Knights of the Golden Circle (out of which developed the Ku Klux Klan), and the Confederate secret groups through which John Wilkes Booth and others attempted to undermine the Union. It shows how, in the years leading up to the Civil War, these clandestine organizations exacerbated existing sectional tensions and may have played a part in key events such as John Brown's raid on Harpers Ferry, Lincoln's election, and the Southern secession process of 1860–1861.

In the 1850s, the American scientist and educator Frederick A. P. Barnard created a collection of scientific apparatus at the University of Mississippi in Oxford, Mississippi, of a size and expense that surpassed any collection in the United States at that time. The collection, which would come to include over three hundred instruments of both American and European manufacture, was the attempt by Barnard, born and educated in the North, to bring Big Science to the South and challenge the dominance of Northern schools in science education. In this respect it failed, and the collection became a forgotten footnote in the history of Southern science. This article examines the importance of the collection in understanding science at U.S. universities before the Civil War and what Barnard referred to as the "scientific atmosphere" of the South. The first section compares the collection to others of the period, highlighting its historical uniqueness and significance. The second section uses Barnard's correspondence to construct a narrative of the collection's assembly, providing insight into the international scientific instrument market of the period as well as the difficulties he faced working in the antebellum South. Finally, an examination of Barnard's perceptions regarding intellectual isolation and the failure of his endeavor highlights differences perceived by scientists of the day concerning the practice of science in the North versus in the South prior to the Civil War.

This paper studies the tactics developed in Spain to improve the country's scientific capacity over most of the 20th century. Early in the 20th century, Spain sought to raise its low scientific standing by establishing relations with foreign scientists. The tactics changed according to the political situation. The first part of the paper covers the period from 1900 to the Civil War (1936-39); the second examines consequences of the conflict for physical scientists in Spain; and the third analyzes the growth of physical sciences in Franco's Spain following the Civil War, a period in which the United States exerted special influence.

At the time of the decision to negotiate the North American Free Trade Agreement (NAFTA), advocates argued that closer integration with Canada and the United States would have a democratizing influence on Mexico's political regime (Baer and Weintraub, 1994: 174–79; Pastor, 1993: 67). Critics of the deal suggested just the opposite, insisting that NAFTA might perpetuate or even reinvigorate authoritarian rule (Aguilar Zinser, 1993: 203–15; Castañeda 1996). With the breakthrough elections of July 2000 and the transfer of executive power to an opposition party the — PAN, or National Action Party — it is timely to ask: were the advocates of NAFTA right all along? Was NAFTA the impetus for Mexico's long overdue transition to democracy?

Before he took over the management of the Economist in 1860, Walter Bagehot had not had much occasion to notice the United States, at any rate in his published writings. During the 1850s he had been too taken up with banking, and literary criticism, and expounding the value of stupidity in politics. To be sure, in 1859 he decided that the time had come to discredit the American example. The English were becoming disquietingly interested in democracy, a system as to which he had all the usual mid-Victorian doubts and a few extra. So he told the world, through the National Review (which struggling Unitarian quarterly he edited) that the vulgar American voters sent only vulgar men to Congress: “ men of refinement shrink from the House of Representatives as from a parish vestry ”; and that America was too unlike England to be a safe model. Then, just as he became editor of the Economist, the secession crisis and the Civil War erupted. It was incumbent on him to pronounce on these events, and it would have been most uncharacteristic of this sunny, self-confident man to shirk such a responsibility.
