Open space office: A review of the literature and Hong Kong case studies

BACKGROUND: Open plan or open space office has become increasingly popular but those who promote the concept selfdom refer to health studies or workers’ perceptions of a change in office layout towards an open space arrangement. OBJECTIVE: To review the literature on open plan or open space office layouts in terms of facilities management (FM) with users’ perception in mind and to obtain opinions of users of open space offices of for a better appreciation of the FM issues. METHODS: A literature search of research papers from 2007 in journals using the keywords “open plan office” and “open space office” plus “health”, first in the titles then in the text, was carried out. Thirty-two of those papers, accessible by the authors’ institutions, were consulted together with 5 other works in the Harvard Business Review. The review consulted but excluded papers and reports published or sponsored by commercial firms that were in favour of open space layouts. Case studies were conducted by face to face meetings in confidence with workers in the middle managements of twelve Hong Kong organisations known as friends to two of the authors. Problems as seen by staff are reported and discussed. RESULTS: The literature review reveals that apart from writing that promotes the use of an open plan office layout, a host of scientific works point to the problems of perceived dissatisfaction with such a layout, the nature of the dissatisfaction tending to depend on the actual design. Most workers interviewed disliked the new style open plan layouts, which points to the necessity of consulting workers when such changes are contemplated, as well as monitoring the results of the change once it is in place whether against workers’ wishes or with their support. There is a need for a number of facility arrangements in making a change to open plan that ensures that worker needs for proper lighting, privacy, and indoor health will be met. CONCLUSIONS: If the aim of a change to an open plan arrangement is to promote collegial communications in office, the study sheds light on the extent to which such arrangements may not in practice be suitable for achieving the aim. It follows that further, more specifically sociological studies of workers’ job satisfaction and emotional health in open plan office settings would be worth doing.

Purpose This paper aims to identify the factors that affect facilities management (FM) service outsourcing. Design/methodology/approach Five focus group discussions (FGDs) were conducted for this study. A total of 25 professional FM managers were invited to participate in the FGDs. The qualitative data collected from the FGDs were analysed with the coding method. Findings FM managers commonly regard that tight budget constraints and the absence of strategic planning are two important factors that affect FM service outsourcing. Tight budget constraints reflect that clients control their service providers by constraining budgets, which creates a series of inefficiencies in the outsourcing process and thus lead to adverse outsourcing relationships. A series of strategies are recommended to deal with the challenges posed by budget constraints and the lack strategic planning. Research limitations/implications Twenty-five Hong Kong-based FM managers were interviewed for this study. The empirical data collected mainly reflects FM service outsourcing in Hong Kong. It is important to test the findings with a bigger group of FM managers from other regions. Originality/value The managerial significance of FM service outsourcing has not yet been valued in practice. This study draws academic attention to FM service outsourcing practice and provides practical opinions from FM managers. Also, this study adopts the FGD method in data collection, which extracts to a maximum degree of authentic opinions from practitioners.

Purpose The purpose of this paper is to analyze how professional cultures in schools and school systems could improve the well-being of students, with a particular emphasis on teacher-health partnerships, which would not naturally occur without a specific intentional intervention. Implemented with a whole-school approach, the Health Promoting School (HPS) is one of the most effective intentional interventions to achieve improvements in both the health and educational outcomes of students through the engagement of key stakeholders in education and health to create a healthy physical/psycho-social environment. This paper emphasizes collaboration and the building of professional cultures in schools that share collective responsibility for the whole student. Design/methodology/approach Student outcomes in schools should include both academic and health and well-being outcomes that promote positive pathways throughout adulthood. This paper connects HPS research with policy analysis drawing on Hong Kong’s unique context as being at the top of the PISA rankings and striving toward a positive health culture and well-being in its schools. Findings Evidence has been gathered extensively about what schools actually do in health promotion using the HPS framework. The HPS framework has served to assist schools and authorities to concentrate on the gaps and affirm best practices. This paper also reports how teachers have created a professional and collegial community with health partners to address outbreaks of infectious diseases in schools and obesity in students. Practical implications The concept of HPS can serve as an ecological model to promote the positive health and well-being of students, fostering their personal growth and development, and as an alternate model for school improvement. Social implications This paper has highlighted that structured school health programs such as HPS could have positive effects on educational outcomes, while also changing professional cultures and communities in schools with an emphasis on students’ physical health, emotional health, social health, or spiritual health. The Assessment Program for Affective and Social Outcomes is used as a tool by schools in Hong Kong, reflecting the affective and social developments of the students in the school under review as a whole, and how they relate to the school. It resembles the core areas of action competencies, and school social environment; the two key areas of HPS. Originality/value Hong Kong is often analyzed from an educational rankings perspective. However, it offers broader lessons on educational change, as it has in recent years emphasized dual goals in student outcomes and professional communities – the importance of whole student health and well-being as a both a precursor and key component to the educational outcomes schools seek. Globally, very few schools are able to implement HPS in its entirety. Continuing development of HPS in Hong Kong would add value to international literature in terms of which types of data would influence adoption of HPS in which types of school and policy contexts.

AbstractThe increasing importance of subnational governments in interstate affairs calls for international and comparative law scholars to take subnational foreign relations law more seriously. This article conceives this law as the legal rules that regulate the vertical allocation of foreign relations powers within and across States, and constructs an analytical framework that addresses the questions of why any sovereign would grant extensive foreign relations powers to constituent entities and how such an arrangement plays out in actual practice. This study takes a comparative approach to case studies of the Special Administrative Regions (SARs) of the People's Republic of China: Hong Kong and Macau, which are known for their unusually extensive paradiplomatic powers, which not only defy conventional categories but also surpass those of other substates.

This paper examines the case studies of three East Asian entities (Thailand, Myanmar and Hong Kong) battling both the COVID-19 coronavirus pandemic as well as socio-political unrest simultaneously. While Thailand/Myanmar and Hong Kong are different in geographical/demographic sizes and the former two are sovereign states while the latter is a Special Administrative Region (SAR), they have similar challenges in experiencing cosmopolitan pro-democracy movements (made up of young activists) pitted against the governments determined to maintain control in what political scientists may characterize as illiberal political systems. While Thailand and Myanmar may be much larger in terms of geographical/demographic sizes, much of the recent political activism occurred in the capital city of Bangkok (a city of about 8 million people) and Yangon (also having about 7 million in population and being the former capital of Myanmar before the military elites had moved the capital to Naypyidaw in anticipation of political unrests). In the case of Myanmar, the demonstration and protests have effectively spread nationwide. Both cities are similar in size to Hong Kong that is with approximately 7 million inhabitants. Both Bangkok and Hong Kong are also cosmopolitan cities with high exposure to global commerce, ideas and tourism while Yangon is a fast-developing urban commercial capital city. In terms of ideologies and political systems, both Bangkok and Hong Kong have nominal liberal democratic systems that have limits imposed on political freedoms while Myanmar was liberalizing and democratizing before the military coup on February 1, 2020. These similarities make them suitable candidates for comparative studies, including analyzing their differences in managing the political challenges.

PurposeThis study examines the relationship between quality and quantity of open space in residential areas and the sense of community of Chinese older adults in Hong Kong.Design/methodology/approachA survey was conducted with 257 adults aged 55 and over in Kwun Tong, Hong Kong. The quality of open space was assessed from four dimensions: social and recreational facilities, entrance, location and environment. Geographic information system (GIS) was used to evaluate the quantity of open space in terms of size and amount.FindingsThe result shows that the environment has a strong influence on the sense of community, while the quantity of open space does not. The results provide urban planners with evidence for open space planning in the future. Urban planners should consider building more people-oriented environment; such as green areas instead of merely increasing the size, amount and facilities of open space. The Hong Kong Government also needs to review the current standardised planning guideline in order to maximise the social connection of older adults.Originality/valueThis cross-sectional study tried to understand the relationship between the quality and quantity of open spaces and sense of community in Chinese older adults in Hong Kong. It is one of the few studies to simultaneously examine both the quality and quantity of open spaces when studying its relationship with sense of community.
