The relevance of any material offered to the scientific and expert community depends on many factors. Objectively, the presence of this or that issue in the center of public attention has a positive effect on the actualization of this or that article. However, there is an obvious danger. Academic approaches that accidentally find themselves in resonance with global trends can fall victim to political conjuncture. Relevance in this case can fall victim to the political moment. Moreover, this or that topic, being in the center of public discussion, negatively affects the academic understanding of the problem. All this fully relates to the question of the relationship between the state and the church in modern Europe and Russia.A few words about global trends. Their essence boils down to the growing confrontation between supporters of new ideological approaches and traditionalists, among whom are many adherents.The relationship between religion and the state testifies to the fact that states and societies have not yet learned to draw an effective line between their interests and those of adherents. This fact presupposes careful state and public participation in the affairs of the church. However, acknowledging this circumstance is not enough. The state must clearly know what, where and how is happening in the church sphere of the life of society in cases where church affairs can affect public and state security.It is also known that almost all the leading churches, to a greater or lesser extent, provide official reporting to the state. However, working with this reporting, its scientific analysis is not always representative.Objective. The presented article is aimed at a partial solution of the problem of increasing the effectiveness of academic research of the church` activities. Moreover, it is made based on official church statistics.The author’s position is the following. States and societies have no right to let go of this vital sphere of life. The functions of the state, in this case, are at least controlling. The ineffective execution of its functions by the state can be revealed in many countries of the world. The situation in France is nothing more than a reference case of a problem that, to one degree or another, exists in most of the countries of the world, which are distinguished by ethnic and confessional heterogeneity.

Abstract In line with global trends, community policing has been a vehicle for transforming the state police in Kenya. This article analyses various community policing efforts in Kenya and argues that many of these initiatives have largely failed to act as a vehicle for transformation due to three interconnected problems of diversity, representation, and ownership. The first problem—diversity—relates to the multiplicity of definitions, manifestations, and practices of community policing, which creates uncertainty and provides space for various actors to engage with it in conflicting ways. The second problem—representation—concerns the identification and creation of the ‘community’: this remains to occur in a state-driven manner and is also not a straightforward concept or organizational unit, especially in a highly multi-ethnic and classed setting as Kenya. The third is ownership: community policing is not experienced or exercised as a partnership, but as a state-centric framework that should remain under the direction and ownership of the state police. We make our claim by focusing on Likoni, Mombasa and drawing from further qualitative data conducted by both authors in Kenya.

The paper deals with the evaluation of the state tourism policy of the Czech Republic. Primarily it focuses on the accomplishment of the strategic document the Concept of the State Tourism Policy of the Czech Republic for 2014-2020. The activities related to particular measures are examined and as well as the implementation of tools used by the state tourism policy is analysed. The state tourism policy of the Czech Republic is also confronted with the theoretical background. Therefore, the attention is paid to the decision-making process, the legitimacy of state interference in tourism and the role of the state in tourism policy. It is emphasized that external factors (e.g. global trends or COVID-19) have an impact on the decision-making process and the direction of tourism policy. The paper is based on the qualitative analysis of documents, which is supported by the analysis of secondary data sources.

The article analyzes the indicators of the budgetary financing of the sociocultural sphere in 2008–2017 based on the official statistical reports by Russian and Chinese authorities. Within the framework of structural analysis of budget expenditures in both countries, the priority of these areas for the expanded budget of the Russian Federation has been identified, whereas the sociocultural block is given only a small share in the structure of the state budget expenditures of the People’s Republic of China. The analysis of the dynamics of the budgetary spending on social and cultural events during the studied period showed a significant increase in such spending in China, with a slowdown in growth in Russia. Special attention was paid to the analysis of expenditures on the sociocultural block in the GDP volume. It was found that the Russian spending on sociocultural events in the GDP volume was gradually approaching the numbers in developed countries. This corresponds to the global trends in the leading countries characterized by increased expenditures on social protection due to the influence of factors such as the aging of the population, declining birth rates, and increasing unemployment. It is emphasized that China’s spending on sociocultural events in the GDP volume is significantly inferior to the indicators of the world’s leading economies and is aimed more at financing education, which is justified by the conditions of the “catching-up” stage. The author concludes that modern threats and challenges determine the need to adjust priorities and volumes of the state funding of sociocultural activities in China and Russia.

The article explores the phenomenon of the development of virtual currencies and their growing popularity, resulting in a natural imbalance when innovations in the field of economy outstripped the development of legislation governing the relationship between entities in the field of calculations and payments. This led to the lack of a common understanding of the legal status of cryptocurrency and the methods of its regulation at the current stage of economic relations and global technologies, which caused the world community the problem of determining the legal status of cryptocurrency, which arose from the evolution of money and the emergence of new structured financial products. For Ukraine, as for most countries in the world, the global digital economy remains an area with undiscovered potential, since the National Bank of Ukraine does not recognize cryptocurrencies with either electronic money, money surrogates or other legal means of payment and does not recommend using them as such, but, in addition, it does not prohibit their use. Evidence of NBU's desire to keep up with current global trends was the emergence in May 2016 of the first Ukrainian «Karbowanec» cryptocurrency (after the Karbo rebranding in September 2017), which prompted many financial agents to ask whether – «Can you trust Karbo?» and «What is Karbo better than other cryptocurrencies?». Karbo is positioned as an alternative to low volatility settlement, designed for calculations and real use with new cryptocurrency ways of regulating money supply and market price. However, the question remains open – should the state recognize cryptocurrency as a digital (virtual) currency, or as a means of exchange or payment, or as other digital or intangible assets, or as property rights, etc., to introduce a method of accounting and regulate the system of taxation of transactions with it?

This article describes the types of higher education institutions financing around the world, as well as the features of university financing and their structural changes in the context of the countries of the world. The management system of higher education around the world is multifunctional, complexly structured. This activity appears to be specially organized by the state authorities jointly with public institutions and is aimed at increasing the effectiveness of the higher education sector in the context of the implementation of the goals and objectives of the state in a particular historical period of development. In the last decade, there has been a demand for educational services and a corresponding increase in the cost of financing higher education. The drivers of this increase were wage growth, the cost of modern infrastructure, and the slow response to rising costs. The decline in government revenue has led to more efficient use of resources and careful monitoring of research results, since the priority for the state is to strictly evaluate the results for their funding, and research funded by the private sector has clear goals. Universities in the updated system of values stimulate the development of society, implement the training of personnel required by the market. New challenges – the pandemic and the development of the digital economy-provide new opportunities for people focused on higher education, and at the same time change the education system itself and its financing mechanisms.

The relevance of the research is determined by the need to search for new scientific, theoretical, methodological, substantive and technological foundations for the training future lawyers, as the intellectual and political elite of the state, possessing a stable civic position and ready to form a civil society and protect the rights of Russian citizens. The problem of the research is to study the features of training future lawyers and to determine the scientific and theoretical platform for designing a model for the formation of civic position of future lawyers in the legal clinic of a university. The purpose of the research is scientific substantiation and design of a model for the formation of the civic position of future lawyers in the legal clinic of a university. The research methodology and methods: content analysis of scientific research; theoretical analysis of pedagogical dilemmas in the training of future lawyers; forecasts of pedagogical fronts for the development of conditions for the development of the civic position of future lawyers in the process of professional training; designing a model for the development of the civic position of future lawyers in the legal clinic of a university. The research results are: transformational processes in the world change civil society (social stratification, lack of protection of the rights of a separate part of society, etc.) and become challenges to modern education in the training of future lawyers; integration and an interdisciplinary approach in the training of future lawyers determine scientific-theoretical, methodological, substantive and technological approaches to the development of the civil position of a future lawyer; designing a model for the development of the civic position of future lawyers in the legal clinic of a university makes it possible to make forecasts for the required competencies of this category of specialists, optimize the environment of a university - a legal clinic as a place of professional self-realization and manifestation of the civic position of a future lawyer. Key findings are: global trends are challenges for modern legal education; the training of future lawyers should be coupled with the formation of a civic position, understood as a willingness to serve their Fatherland, the state and its citizens; the design of innovative models for the training of future lawyers is focused on the integration of the processes of professional formation and education of a future citizen of Russia with a stable civic position, on the anticipatory nature of the development by future lawyers in the legal clinic of university of professional and personal competencies in demand in the rule of law.

The article briefly describes the impact of global trends on the formation of the energy security strategy of the Russian Federation today based on the analysis of existing statistical data and media publications. The role of the pipe-rolling industry, the fuel and energy complex and other industries in Russia in the energy security of the country is shown including the prospects for their innovative development, energy efficiency, the implementation of strategically important directions in the energy sector of the state formed under the influence of the latest global trends. The author has made an attempt to reveal the concept of ensuring the energy security of Russia through the prism of the latest Federal Laws, Decrees, Resolutions, Orders and Draft Resolutions of the Government and the President of the Russian Federation. On the basis of the given legislative framework and the possibilities of the country's industrial capacity, the role of the pipe-rolling industry for the fuel and energy complex and other sectors of the economy is revealed, with conclusions about the long-term prospects for the intensive development of the industry associated with the modern concept of ensuring Russia's energy security which issues serious challenges to the entire industrial complex of the state.

The objective of the research is to analyze scientific and technical literature, to identify trends in world production and trends in apple breeding. The article uses official data from the FAO - Food and Agriculture Organization of the United Nations (Statistics Division). In addition, the information from the websites of the Federal State Statistics Service and the Federal State Budgetary Institution "Gossortcommission" - the State Commission for Selection Achievements, Test and Protection - were used. Statistical reports for the period from 2000 to 2019 were taken for analysis. The volume of fruits produced in the world is increasing every year. Apple production is in third place in the world, second only to coffee and olives. The leading apple suppliers are China, USA, Turkey, Poland, Iran, Italy, India, France, Russia, Chile. In 2000-2019 the gross harvest of apples increased from 59 million tons. up to 87 million tons, while the number of cultivated areas decreased from 5.4 to 4.7 million hectares. The main producing regions of this crop are Asia (60.7%), Europe (22.1%), America (12.9%), Africa (3.2%) and Oceania (1.1%). At the same time, the world production of apple trees has significantly stepped towards intensification, thanks to new cultivars and new cultivation technologies. Over the past twenty years, global apple production has grown significantly due to the intensification of production and the introduction of new breeding cultivars.

Global trends have a significant impact on the state housing policy of Russia, which is aimed at solving the housing problems of socially vulnerable groups of the population. Evaluation of the effectiveness of housing programs will determine the most complete and sustainable end result of their implementation. The aim of the article is to analyze the effectiveness of regional housing programs in the context of globalization. As part of this work, an assessment was made of the effectiveness of the implementation of housing programs in the Volgograd region. The application of the selected criteria was carried out on the basis of an analysis of the situation in the field of housing policy and the provision of housing for citizens of the Volgograd region. Evaluation of the effectiveness of the housing programs of the Volgograd region is carried out in order to achieve the optimal ratio of the costs associated with their implementation and the results achieved in the course of implementation. The specificity of of regional investment programs in the field of housing construction was determined, the emerging problems are revealed. Recommendations for improving the efficiency of the use of investment resources in the field of housing construction are given.
