In the Russian Federation, the permafrost zone are gaining increasing importance due to wood procurement operations. Active timber harvesting, accompanied by the simultaneous development of wood processing enterprises in the Far Eastern Federal District, leads to the depletion of available and exploitable forests in southern and central Siberia, Buryatia, and Khabarovsk territory. The exploitation of modern forestry machines, wheeled forwarders, in particular, broadens the question of their effectiveness. In specific production and geotechnical conditions, the cross-country ability and technological productivity of wheeled forwarders are of particular relevance. These circumstances, combined with the need to minimise technological pressure on the ecological environment raise the problem of optimisation of the forest machines. We developed a mathematical model for calculating parameters of the defrosting soil destruction process occurring at the border with the permafrost zone. The mathematical model allows assessment of the possible value depth of the induced track at the stage of the project design. The assessment is conducted with the account of the forest machine’s technical and maneuvering capabilities in specific natural and industrial conditions.

The article presents an overview of the data of statistical observation of the Khabarovsk Krai, the Russian Federation and the Far Eastern Federal District (Okrug) on tuberculosis; their significance for assessing the epidemic situation and the quality of anti-tuberculosis care in these territories in 2002–2019 is studied. The dynamics of statistical indicators for 18 years is given using the methodology for calculating rank values. The dependence of the incidence of tuberculosis on the population density in the constituent entities of the country, the Far Eastern Federal District and its regions has been determined

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

This article focuses on the study of territorial self-government as one of the most relevant forms of the local community functioning. A special scientific interest in it is due to its exceptional ability for self-organization, which makes it possible to realize the potential of citizens in solving local issues. The authors present an analysis of two main trends in the formation of the TSG system and structure - administrative and initiative - and their organizational potential. The study of the organizational structure of territorial self-government and the forms of its implementation reveals a number of specific features of TSG. Particular attention in the article is paid to the analysis of the TSG of the Far Eastern Federal District, the problems of the functioning of this form of self-organization and the prospects for development

This study reviews and compares the market potential of two macro-areas in the Republic of Sakha (Yakutia) in the AZRF (Arctic zone of the Russian Federation) and the FEFD (Far Eastern Federal District. Moreover, this work shows that a significant part of supply and demand in municipalities' domestic markets is concentrated in the FEFD. Until recently, the AZRF and the FEFD were not considered by the State as a single government body. Transferred powers to the Ministry of the Russian Federation for the development of the Far East and the Arctic has allowed the territory of the Arctic uluses of the Republic of Sakha (Yakutia) to be included in the social and economic development of the FEFD.

Subject. The article considers the performance of the Federal Customs Service of Russia, methodology and management analysis of customs authorities’ activities, based on the proposed areas of assessment and generalized system of indicators. Objectives. We focus on developing the assessment and analysis of customs activities in key areas, using the intelligent modeling methods. Methods. The simulation rests on the knowledge technology in the fuzzy logic format. The Mamdani’s algorithm serves as a modeling algorithm. The computer implementation of the mathematical model is conducted, using the MATLAB Fuzzy Logic Toolbox. Results. The comparative analysis of the evolution of approaches to assessing activities of the customs authorities of the Russian Federation and a number of foreign countries unveiled trends and directions in the development of a methodology for assessment, taking into account the needs of all stakeholders. Using the intelligent measurement methodology, we created a mathematical model and implemented it as a computer simulation to assess delivering on objectives related to implementation of the fiscal function of customs authorities. Conclusions. The proposed methodology enables to quantify the performance in different areas of customs authorities' functionality and to make informed management decisions on the basis of the created information base.


The evaluated territories have favorable environment for functional foci of trichinellosis. Despite wide spread, natural focality and a large variety of animals that are reservoir hosts of Trichinella, trichinellosis is a preventable invasion. It was possible to maintain a low incidence rate of this disease in the Southern Federal district and North Caucasian Federal District for many years due to veterinary and epidemiological control measures. However, structure of factors that facilitate infestation with trichinellosis in the Far Eastern Federal district is substantially different from the one prevailing in the south territories of the Russian Federation. The major sources of invasion is meat of wild animals and dogs that do not undergo veterinary-sanitary examination. As a result, the Far Eastern Federal district has one of the highest rates of trichinellosis cases registered in the Russian Federation.
