Challenges of Using Computer-Based Educational Technologies in Higher Education

The level of higher education faces great needs and challenges in the use of computer technology. The technology-based learning process has several important priorities. In particular, the learning process is flexible and comfortable; It is much more exciting and creative; The learning material is comprehensive and teaching/ learning process is of high quality. However, the process, along with the priorities is fraught with many problems and challenges. In this paper, we aim to conduct research and determine what hinders the introduction of computer-based educational technologies and to work out the recommendations for the educators to enhance the quantitative and qualitative quality of the use of computer-based educational technologies. The survey was conducted using online survey, Interview, Focus group and Experiment methods. The following conclusions were made by analyzing the results: students preference is in favor of computer-based educational technologies;  Not all the staff implementing higher education programs use computer-based educational technologies in the educational process; HEIs have poorly renovated equipment; The quality does not meet modern requirements;  Professors lack of competence; Readiness to actively use computer-based educational technologies and participate in the trainings; To respond the results: It is important to review the training courses in the field of computer technology in the educational programs of HEIs and focus on the use of computer educational technologies; Making a mandatory requirement to use of computer-based educational technologies in the process of planning and implementing educational programs; Plan trainings in the field; To enhance the quality, the studies and surveys should be  conducted by HEI quality assurance services.

The article discusses the features of active and interactive teaching methods. The analysis of the application of these methods in the educational process of higher education is carried out, it is said that a teacher of a higher school must not only transfer scientific knowledge, but also be able to choose the optimal teaching strategy, use modern educational technologies, creating the prerequisites for creativity. The authors note that the educational process, based on the use of active and interactive teaching methods, is organized taking into account the inclusion in the learning process of all students in the group, without exception. The article also indicates the possibility in the process of teaching the teacher to choose both one method and use a combination of several. According to the authors, a successful application depends on the consistency and correlation of the selected methods and tasks.

The relevance of the research topic is predetermined by significant changes in the domestic and world educational space. Modernization of educational technologies, the emergence of an electronic library resource, the active use of the information and communication network Internet in the educational process expands the possibilities for the realization of the right to education, makes it accessible regardless of the place of residence and the material status of students. At the same time, the Russian regulatory and legal framework of the educational process at the higher education level is universalized for any educational programs, regardless of the form of their implementation and the educational technologies used, which results in the refusal of many higher education institutions from distance educational technologies. The article summarizes the domestic practice in the application of distance learning, analyzes the positions of the leading researchers on the issues examined. The authors offer their forecasts regarding the future development of digital technologies in the higher education segment of the Russian market of educational services. The article grounds the need to differentiate the requirements of the Federal state educational standards depending on the methods and forms of implementing educational programs, simplifying the requirements for conducting practices, current and intermediate monitoring of learning outcomes, and material and technical support when using distance higher education. Proposals are made to improve the methodological support and legal regulation of the implementation of educational programs using digital technologies.

The features and problems of using interactive, active and distance educational technologies in the process of teaching the educational discipline «Macroeconomics» in the preparation of bachelors in higher educational institutions of economic and managerial profile have been analysed. It has been proved, that the above-mentioned educational technologies, while being an urgent necessity and a mandatory requirement of the educational process in the digital age, include various types of breakthrough technologies in modern interdisciplinary scientific research, higher education, economic sciences. It has been substantiated, that these educational technologies are a chance for higher education in the Russian Federation to take a leading position in the world ranking of educational institutions in the context of the country’s membership in the World Trade Organization. The author’s technique of innovative teaching methods in the discipline «Macroeconomics» in the oldest Russian higher education institution has been presented.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

The academic competence of cadets is the basis for the formation of professional and social-personal competence of a specialist. Academic competence is a set of skills to independently obtain, process and apply knowledge in the field of jurisprudence, as well as to study and explain from a theoretical point of view the phenomena associated with the implementation of law enforcement. The specifics of training in higher education institutions of the Ministry of Internal Affairs predetermines the need for a systematic organization of activities to develop the academic competence of cadets. DL), which has resulted in an unprecedented experiment in the sphere of higher education in Ukraine that requires scientific analysis. The aim of the work was to identify the possible potential directions of DL development in institutions of higher education as a result of marketing research of satisfaction/dissatisfaction of students with DL. The survey method was used in the study. The results of marketing research (an online survey of students) (Kharkiv, 2020, n = 316) allowed the authors to identify the factors of satisfaction and dissatisfaction of students with DL. Students considered the most important factors of satisfaction with DL as follows: development of competencies, self-organization, discipline, self-motivation, responsibility, taking an active position as participants of the educational process, comfort. Students expect that lectures secure improvement of teacher-student communication process; flexibility of educational approaches; use of interactive tools and constant change of activities to maintain the attention, interest, concentration of students on studying process. The latter will maximize students’ involvement in activities during training; improvement of digital competencies. The students` expectations are: flexibility of the DL platforms compared to full-time in-person education; creation of the “map” of the educational process in a distance mode. It is noted that the results of marketing research (the online survey) demonstrated the factors of satisfaction and dissatisfaction of students with DL. This information was considered as the arguments for identifying the possible potential directions of DL development in higher education institutions.

The article examines the stages of implementation of the main aspects of university autonomy, in particular the organization of student governance in domestic higher education institutions. It is necessary to realize that the creation of effective student government is a key condition for building a domestic system of higher education in accordance with the best practices of the European educational space. It is determined that in the process of restructuring higher education through the formation of university autonomy, students should be considered as a full partner in the process of modernization of the domestic higher education system. It is established that the work of student government should significantly expand its scope and be more active in developing key issues of organization and content of university education. The main points of formation of student self-governance in Ukrainian HEIs are determined and a comparative analysis of the key principles under which European universities operate is carried out. The authors analyzed the Law of Ukraine «On Higher Education», in particular in terms of organizing the work of student government. The main issues of student self-governance, which are reflected in the statutes of higher education institutions, are summarized. The article shows the results of the study conducted during the research «Implementation of university autonomy in the context of decentralization of HEIs, the democratization of the educational process, increasing responsibility for the quality of education». The stance of the students to the process of the autonomy of educational institutions in general is studied. The information on the respondents’ awareness of the regulatory framework is summarized. The degree of activity of student self-government bodies in solving issues of improving the educational process is analyzed. The proposals of the participants of the online survey on the next stages of activity for the successful implementation of university autonomy have been studied.

The research focuses on identifying the way in which Romanian universities managed to provide knowledge during the Coronavirus pandemic, when, in a very short time, universities had to adapt the educational process for exclusively online teaching and learning. In this regard, we analyzed students’ perception regarding online learning, their capacity to assimilate information, and the use of E-learning platforms. An online survey based on a semi-structured questionnaire was conducted. Data was collected from 762 students from two of the largest Romanian universities. The results of the research revealed that higher education institutions in Romania were not prepared for exclusively online learning. Thus, the advantages of online learning identified in other studies seem to diminish in value, while disadvantages become more prominent. The hierarchy of problems that arise in online learning changes in the context of the crisis caused by the pandemic. Technical issues are the most important, followed by teachers’ lack of technical skills and their teaching style improperly adapted to the online environment. However, the last place was assigned by students to the lack of interaction with teachers or poor communication with them. Based on these findings, research implications for universities and researchers are discussed.

This article reviews aspects of the organization of the educational process in medical school using advanced simulation technologies. It contains a brief historical background of the origin and development of simulation technologies.The necessity of introducing simulation in graduate and post-graduate training of students and doctors is justified. The problems of modern medical education and methods of their solutions with the phantom simulation classes are described.The aspects of the optimal organization of phantom simulation classes and learning process, based on the experience of the Center of Modern Educational Technologies in Saint-Peterburg State Pediatric Medical University are addressed.It presents modern concepts and methods of new educational technologies in the educational process.
