Intersectionality and the Substantive Representation of Migrant Interests in Germany

The paper uses the concept of intersectionality to examine the experiences of politicians with migrant backgrounds in Germany. The last decade has seen a significant increase in the number of persons with migrant backgrounds integrating into political parties and winning elections to both federal and regional legislatures. Do the migrant experiences of these persons shape their politics? Theories of substantive representation have suggested that gender shapes representation. What about the racial and ethnic identities that often coexist with immigrant status? Moreover, how do those identities and experiences interact with the prerogatives of party, partisanship, and regional representation? This study uses data gathered from both the federal and regional level to explore and explain the role of migrant-related concerns in the political behavior and articulated preferences of politicians with migrant background in Germany. It further explores how these relate to gender, careers, representational roles, and partisan identification. The article concludes that a consideration of the interaction of migrant identity with other factors allows us to see multiple dimensions of representation in Germany today.

This research examines the role of the personal contacting activities of the political parties as mobilizing forces in what Verba and Nie termed campaign activities. A reformulated rational choice model is discussed in which parties seek to reduce certain avoidable and unavoidable costs associated with political participation. Using data from the 1952 through 1994 American National Election Studies, it is shown that the party contact has been and continues to be a major factor in mobilizing campaign activists. Its influence is remarkably robust, maintaining statistical and substantive significance even after controlling for other important factors usually associated with political behavior.

This article analyzes the contributions of the kiais who are members of the Aliansi Ulama Madura (AUMA) in responding to Islamic and publicity issues in the Pamekasan region. This organization was born after the stagnation of the Badan Silaturahmi Ulama Pesantren Madura (BASSRA) organization in guarding the issues of religiousness and Islam. They are committed to fighting for Islamic da‘wah which is kāffah; an agenda to optimize the concept of amr ma‘rūf nahy munkar collectively and sincerely in order to uphold the motto of the development of Pamekasan based on Islam. In the field of Islam, their vision is to anticipate and avoid Indonesia, especially the Madurese, from all kinds of deviations of teachings and religious beliefs, both Shī‘ah, Wahabi, Liberal, and Blasphemy (SYIBILIP). Not only in the field of Islam, but this organization also contributes in the political sphere. This can be referred to the strategic roles and functions of those who actively involve themselves in many political dynamics, both at the regional and central levels. At the regional level, the political roles and strategic functions of these organizations are clearly illustrated in the political cooperation they build with elite political parties at the regional level. While at the national level, the strategic role of this organization is indicated by their involvement in national leadership contestation. [Artikel ini menganalisis kontribusi para ulama yang tergabung dalam wadah Aliansi Ulama Madura (AUMA) dalam merespons isu keislaman dan keumatan di wilayah Pamekasan. Organisasi ini lahir pasca mandeknya organisasi Badan Silaturahmi Ulama Pesantren Madura (BASSRA) dalam mengawal isu keumatan dan keislaman. Mereka berkomitmen memperjuangkan dakwah Islam kāffah; sebuah agenda menjalankan amr ma‘rūf nahy munkar secara kolektif dan demi menegakkan jargon pembangunan Pamekasan yang berasaskan Islam. Dalam bidang keislaman, visi mereka adalah mengantisipasi dan menghindarkan Indonesia, khususnya masyarakat Madura, dari segala ragam deviasi ajaran dan paham kegamaaan, baik Shī‘ah, Wahabi, Liberal, dan penistaan agama (SYIBILIP). Tidak hanya bidang keislaman, AUMA juga bergerak di wilayah politis. Hal ini dapat dirujuk pada peran dan fungsi strategis mereka yang aktif melibatkan diri dalam banyak dinamika politik, baik di level daerah maupun pusat. Di level daerah, peran dan fungsi strategis politik organisasi ini terilustrasi secara jelas dalam kerja sama politik yang mereka bangun bersama elit partai politik di tingkat daerah. Sedangkan di level nasional, peran strategis organisasi ini mereka tunjukkkan melalui keterlibatan diri dalam kontestasi kepemimpinan nasional.]

Chapter 3 investigates the process of party formation in France, Germany, Great Britain, and Italy, and demonstrates the important role of cultural and societal premises for the development of political parties in the nineteenth century. Particular attention is paid in this context to the conditions in which the two mass parties, socialists and Christian democrats, were established. A larger set of Western European countries included in this analysis is thoroughly scrutinized. Despite discontent among traditional liberal-conservative elites, full endorsement of the political party was achieved at the beginning of the twentieth century. Particular attention is paid to the emergence of the interwar totalitarian party, especially under the guise of Italian and German fascism, when ‘the party’ attained its most dominant influence as the sole source and locus of power. The chapter concludes by suggesting hidden and unaccounted heritages of that experience in post-war politics.

This study deals with the political parties’ pluralism in Iraq under the Parties Law No. 36 of 2015. The importance of the study lies in the fact that it looks at a topic that is at the heart of democracy and it is necessary for the success of any democratic processes. The study focuses on parties’ pluralism in Iraq since the establishment of the Iraqi state in 1921 until the end of the Baath Party regime in 2003, it also covers the period after 2003 and pays particular attention to the Parties Law No. 36 of 2015. It focuses on the legal framework of political parties after the adoption of the Political Parties Law and studies the impact of this law on parties’ pluralism in Iraq after its approval in 2015. The study concludes that Law No. 36 of 2015 is incapable of regulating parties’ pluralism for reasons including: the lack of commitment by the political parties to the provisions of the law, the inability of the Parties Affairs Department to take measures against parties that violate the law the absence of a strong political opposition that enhances the role of political parties, the association of most Iraqi parties with foreign agendas belonging to neighboring countries, and the fact that the majority of Iraqi parties express ethnic or sectarian orientations at the expense of national identity.

The article examines the role of political parties in modern state-building processes in Ukraine. The place of political parties in the political and legal system of society is determined. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered. It is noted that political parties play an important role in the organization and exercise of political power, act as a kind of mediator between civil society and public authorities, influence the formation of public opinion and the position of citizens directly involved in elections to public authorities and local governments. It is determined that in a modern democratic society, political parties carry out their activities in the following areas: the work of representatives of political parties in public authorities and local governments; participation in elections of state authorities and local self-government bodies; promoting the formation and expression of political will of citizens, which involves promoting the formation and development of their political legal consciousness. These areas of political parties determine their role and importance in a modern democratic society, which determines the practical need to improve their activities and improve the national legislation of Ukraine in the field of political parties. Political parties are one of the basic institutions of modern society, they actively influence the ac-tivities of public authorities, economic and social processes taking place in the state and so on. It is through political parties that the people participate in the management of public affairs. Expressing the interest of different social communities, they become a link between the state and civil society. The people have the opportunity to delegate their powers to political parties, which achieves the ability of the people to control political power in several ways, which at the same time through competition of state political institutions and political parties contributes to increasing their responsibility to the people. It is noted that the political science literature has more than 200 definitions of political parties. And approaches to the definition of this term significantly depend on the general context in which this issue was studied by the researcher. It was emphasized that today in Ukraine there are important issues related to the activities of political parties. First of all, it is a significant number of registered political parties that are incapable, ie their political activity is conducted formally or not at all. According to official data from the Department of State Registration and Notary of the Ministry of Justice of Ukraine, 352 political parties are registered, of which 48 political parties do not actually function. The reason for the liquidation of such parties is not to nominate their candidates for the election of the President of Ukraine and People's Deputies of Ukraine for 10 years. According to this indicator, Ukraine ranks first among other European countries. Thus, 73 political parties are officially registered in Latvia, 38 in Lithuania, 45 in Moldova, 124 in Romania, and 56 in Slovakia. However, despite the large number of officially registered political parties in Ukraine, public confidence in their activities is low. It is concluded that political parties occupy a special place in the political and legal system of society and play an important role in the organization and exercise of political power, as well as a kind of mediator between civil society and public authorities. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered, namely: introduction of effective and impartial control over activity of political parties; creating conditions for reducing the number of political parties, encouraging their unification; establishment of effective and efficient sanctions for violation of the requirements of the current legislation of Ukraine by political parties.

At its best, a tool like DICTION allows scholars not just to describe the features of political language, but also to analyze the causes and the consequences those features in ways that advance our understanding political communication more broadly. Effective analysis involves helping academic audiences understand what the measures being used mean, how the results relate to broader theoretical constructs, and the extent to which findings reveal something important about the political world. This involves exploring both the causes and the consequences of linguistic choices, including by attending closely to how those texts are received by their intended audiences. In this chapter, the authors review ways in which DICTION has been used and might be used to better understand the role of political leadership, the meaning of democracy, and the effects of political language on the political behavior of ordinary citizens.

This chapter presents the theoretical explanation that links core institutional features of democracy (political parties, competitive elections, civil society, and protection of democratic rights) to the political behavior of the poorest citizens. The focus is not only on those factors that boost the political activity of the poor, but those that have a disproportionately strong positive impact on poor people’s activism. The chapter argues that where civil society is strong, where political parties have the capacity and incentives to focus mobilization efforts on the poor, and where democratic institutions are strong, poor people will be able to participate at high levels.

This chapter discusses the role of smaller parties in the law-making process. General elections in the UK are conducted with an electoral system which militates against the representation of smaller political parties, particularly those having no strong support at the regional level. However, events at Westminster over the last decade have increased the prominence of smaller parties in the operation of parliamentary business. The chapter first considers the role of small parties in the UK Parliament, committees and legislation, as well as their participation in backbench debates before examining how the political and electoral context of Parliament, especially in the twenty-first century, has affected the representation of smaller parties and the ways in which reforms to parliamentary procedure since the 1980s have enhanced the role of the second opposition party. It suggests that Parliament today offers more opportunities for smaller political parties to influence debate and policy, but this remains quite limited.

This article studies voters and parties, beginning with realignment or dealignment in the party-voter nexus. It discusses changes in the policy preferences of voters and even organizational changes to the party-voter linkage. Electoral competition, performance of traditional parties, and organizational change are discussed as well. This article determines that there are two parallel trends in the linkage between parties and voters. The first is that voters are showing weaker partisan identification with political parties, and a widening gap between the policy preferences of voters and the electoral manifestos of parties is apparent. The second trend is that improvements in educational attainment and innovations in media technology are strengthening the political capability of both parties and voters.
