The paper presents an analysis of the existing system of state support for rural social infrastructure for the first time. To address this goal the author studied the state information resources and data base of research of the models of state support for the sustainable development of rural areas. The researcher reveals the limitations of research on this subject (the analysis of Web of science, Scopus, Science Direct, Springer Link, Agris, Russian research data base), formulates the descriptive models of various countries in Europe and North America, and groups them into two basic systems. The tests revealed the main factors of the system of public funding of social infrastructure projects. In general financing the algorithms of support for rural social infrastructure were brought to light, the basis of which is made up by two main groups of countries: those with a support system for large rural settlements, selected on the principle of “driving member” and the countries with a system of grant and loan support for rural communities based on projects and local initiatives. The list of systems is not closed, because the study does not affect the countries of Asia, South America, Africa and Australia, which have their own distinctive features. The limitations in a single database of comparable statistical data about the objects of social and engineering infrastructure in rural areas do not allow to assess the effectiveness of investments. The author comes to the conclusion that single common methodology and standards for the evaluation of all forms of efficiency (economic, social, demographic and environmental) the use of state and interstate programs of support of social and infrastructural projects in rural areas, including a preliminary assessment of the needs in social and engineering facilities are necessary.

Relevance. The current state of rural areas is characterized by poor development of engineering and social infrastructure, low, compared to urban, standard of living, negative forms of migration, natural decline and depopulation of the rural population. Within the framework of state regulation of the process of overcoming the current situation, state support is provided for measures for the development of rural areas put forward on the basis of local initiatives (ofmunicipalities, citizens, professional communities). However, generally accepted scientific recommendations for the formulation of such measures are not currently developed, so the topic of the study is relevant.Methods. The research is based on systematic, dialectical, abstract-logical, and organizational approaches. The object of the study is rural territories, the subject is theoretical and methodological issues related to the formulation of measures for their development.Results. A methodological approach to the formulation of a set of measures for the development of rural areas, taking into account the opportunities provided by the current state programs, is proposed. It includes the following stages: analysis of the state of the rural territory; forecasting the directions and dynamics of its development; determination of objective needs and selection of the most appropriate changes in the properties of the rural territory; formulation of a set of measures and justification of mechanisms for their implementation. In the proposed methodological approach, the rural territory is considered not in isolation, but in a single system of settlement “city — village” based on the use of SWOT and PEST analysis. At the stage of forecasting the directions and dynamics of rural development, a comprehensive use of the normative resource method and the method of extrapolation of time series trends is proposed. The selection of the most appropriate changes in the properties of the rural territory is carried out on the basis of a multi-level approach that allows to identify the problems of rural settlements, individual social groups and rural residents. It is proposed to justify the mechanisms for implementing measures for the development of rural areas based on the resources of municipalities, rural population, private business and state support measures.

Resilience of rural communities is becoming increasingly important to contemporary society. In this study we used a quantitative method to measure the resilience regulating ability of rural communities close to urban areas—in Licheng Subdistrict, Guangzhou City, China. The main results are as follows: (1) Rural systems close to urban areas display superior adapting and learning abilities and have a stronger overall resilience strength, the spatial distribution of which is characterized by dispersion in whole and aggregation in part; (2) the resilience of most rural economic subsystems can reach moderate or higher levels with apparent spatial agglomeration, whilst the ecological subsystem resilience and social resilience are generally weaker; the spatial distribution of the former shows a greater regional difference while the latter is in a layered layout; (3) some strategies such as rebuilding a stable ecological pattern, making use of urban resources and cultivating rural subjectivity are proposed on this basis, in order to promote the sustainable development of rural areas and realize rural revitalization. This work also gives suggestion for the creation of appropriate and effective resilience standards specifically targeted for rural community-aiming to achieve the delivery of local sustainability goals.

Currently, the analysis of the causes and consequences of differences in territorial systems (municipalities, regions) by individual social, demographic and economic indicators, as well as by the totality of their interaction, is becoming more and more significant and relevant. Achieving sustainable and integrated development of rural areas is an important task of state and municipal administration. In the study, the authors focus on the effectiveness of public administration in terms of meeting the needs of the population of rural areas, and describe the tools that provide a link between the basic conditions and the final result of management decisions. The basis of the analytical study was the degree of satisfaction of the population of the municipalities of the Novgorod region with the set of implemented measures in the context of the program of integrated development of rural settlements. The authors used the approach of constructing structural groupings to characterize and justify the composition of the municipalities of the Novgorod region in the directions (spheres) and the degree of actualization of needs. The article presents the results of the ranking of municipalities in the region in order to determine the most significant territories for the implementation of the measures of the integrated development program. Thus, the authors touch upon the aspect of assessing the potential of the territory to improve the effectiveness of using public administration tools.


with carrying out the decentralization reform public administration mechanisms play an important role in ensuring the comprehensive development of rural areas. Expanding the use of such mechanisms in the sphere of cooperation on the state level will facilitate development and support of small entrepreneurial forms, common use of material and technical basis, emerging new working places, building social infrastructure and engineering communications, providing qualitative services to citizens and preserving rural settlements. The objective of the article is to identify constituents of the comprehensive mechanism of public administration for development of service cooperation of rural areas in Ukraine and to integrate them into a coherent system which would facilitate realization of the state strategies and programmes to achieve the Sustainable Development Goals. The object of the research is a comprehensive mechanism of public administration for development of service cooperation. Research methodology is grounded upon the use of general scientific knowledge methods, in particular, logical and semantic, induction and deduction for formulating definitions, systemic and situational analysis for characterizing constituents of a comprehensive mechanism and identifying their interrelations. Based on the systemic approach it has been defined that comprehensive mechanism is an integrated system which combines interrelated and dependable functioning of legislative, institutional, organisational and economic, financial and credit, information and communication as well as staffing mechanisms in the sphere of developing cooperative movement in the rural localities. It is proved that every mechanism influences its particular direction and is formed at the international, national, regional and local levels based on cooperative values and generalized system of principles. Special attention is paid to the research of international and national legislation to generalize the system of principles of cooperation, intermunicipal cooperation, public authorities and public associations’ functioning, upon which the comprehensive mechanism for public administration of service cooperation development in rural areas of Ukraine is based.

The article describes the digitalization of ecological and economic principles of agricultural enterprise development management. It presents effective techniques for adapting enterprises to the challenges of the smart economy, which changes human needs, products, services, value chains, markets, processes, business models, forms of competition and business partnerships. The article proves the efficiency of precision farming, which includes parallel driving, yield mapping, differentiated application of seeds and fertilizers. It is determined that the lack of systemic demand for digital solutions from domestic agricultural enterprises and rural communities and unpreparedness (strategic, financial, technological, personnel, organizational, etc.) of most enterprises and communities to cardinal innovations significantly deter the formation of smart agribusiness in Ukraine. The article describes the system of measured indicators and capabilities of the Hummingbird Technologies platform and consequences of its implementation for land management, in particular normalized relative biomass index, leaf surface index, crop heterogeneity map, plant lodging risk map, weed map, seedling density map, electronic maps creation tasks, task map for differentiated desiccation, task map for differentiated application of herbicides, task map for differentiated application of growth regulators in plants. It justifies the need to intensify the work of rural a community, which try to communicate with agricultural producers on mutually beneficial terms and with other stakeholders for the sustainable development of rural areas. The issues of participation of rural communities in projects to increase soil fertility, organization of organic farms, service cooperatives, which are directly or indirectly related to the effective management of environmental and economic development of agricultural enterprises. The article shows the necessity of professional development of business engineers, personnel and strengthening of role of analytics for agricultural enterprises to digitalize the economic activity.

Background: In response to the need for interventions that facilitate the accessibility of medical services in poor communities, an outreach activity was organized in semi-rural areas of Maraba and Simbi sectors located in Huye district, Southern province of Rwanda. The outreach was undertaken by health sciences students and involved the screening of hypertension, risk of diabetes, hepatitis, anemia, eye disease, and HIV.Methods: Clinical assessments and rapid laboratory diagnostic assays were used to screen invited residents from the two selected communities. An observation research was conducted from May 21 to 25 May, 2018, at Maraba and Simbi sector located in Huye district, Southern province, Rwanda. We employed a purposively sampling technique for participants' recruitment in the outreach. The outreach was conducted as part teaching program and community engagement, and was endorsed by college of medicine and health sciences and all the subjects voluntarily participated in this exercise; the ethical approval was not applicable for this outreach activity. Results: The total beneficiaries from those sectors were 1427 citizens of whom females predominated at 72%. During the screening, hypertension was found to be high at 47.8% among adults. Anemia which mostly presumes iron deficiency was observed at 32.5% among under 15 years old children and at 15% in pregnant women. The vision impairment and cataract were observed at 5.66 and 19.59%, respectively. The assessed viral infection indicated a rate of 0.56% for HIV, 1.03% for HBV, and 7.17% for HCV. High blood glucose was found in 10.4% of the screened population.Conclusions: The findings highlight a high burden of non-communicable diseases (NCDs) in rural communities and call for further investigations and interventions to align with the sustainable development goals (SDGs), particularly access to affordable health services. Furthermore, the success of this outreach highlights the potential contribution of health care trainees in achieving these goals and calls for integration of such interventions in the health education curriculum.

The article is devoted to the analysis of the results of observing the living conditions of the rural population, assessing the scale and effectiveness of state support measures aimed at the development of rural territories. The development of engineering infrastructure (gasification and water supply), provision of improved housing, accessibility of means of communication, educational and medical services in rural areas was considered. A comparative assessment of the level and structure of household income in the city and the countryside has been carried out. Living conditions have been identified as factors in the deterioration of the socio-economic situation in rural settlements. The directions of improvement of socio-economic conditions of development of rural territories, which involves increase of state support financing within the framework of federal targeted projects and programs, increase of interest of private business and activity of the local community, have been defined.

Both Southern Italy and Central China feature historic rural settlements characterized by underground constructions with residential and service functions. Many of these areas are currently tackling economic, social and environmental problems, resulting in unemployment, disengagement, depopulation, marginalization or loss of cultural and biological diversity. Both in Europe and in China, policies for rural development address three core areas of intervention: agricultural competitiveness, environmental protection and the promotion of rural amenities through strengthening and diversifying the economic base of rural communities. The challenge is to create innovative pathways for regeneration based on raising awareness to inspire local rural communities to develop alternative actions to reduce poverty while preserving the unique aspects of their local environment and culture. In this view, cultural heritage can be a catalyst for the sustainable growth of the rural community. Through a series of projects on a national and international scale, the authors have addressed some of these problems by exchanging best practices in conservation, sustainable use and the enhancement of the underground heritage.

The paper describes the possibility of forming a tourism and recreation cluster in depressed rural communities through a process of territorial planning (based on the example of rural settlements in Borisoglebskii and Bolsheselsky municipal districts of the Yaroslavl region). On the basis of the identified negative features of socio-economic status of the territories of rural settlements confirmed their depression and overall difficulty of further development. Substantiated what is happening now with changing functions of rural areas. As one of the potential strategic directions of development analyzed are the changes in the prevailing agrarian economy through the organization of tourist and recreational facilities. To this end, the group factors are identified that need to be supported in the implementation of this plan: a variety of tourist activities, natural and environmental, social and economic factors. In general, the article highlights that the formation of the tourist and recreation areas is conducive due to the immense open spaces, historical and cultural sites, unique landscapes, convenient geographical position. The problems of the deployment of tourist services on these territories are identified, which are mostly related to the imperfection of the legislation in relation to recreational areas, the existing practice of taxation and social and economic status. As a result, it is shown that in the procedure of spatial planning and in the process of identifying all the features and trends the functional role has changed and formation of qualitatively new areas of management has happened. Determined is the severity of the recreational functions of the system of settlement with respect to the combination of suburban settlements and second-home and production facilities.

The article reveals theoretical and methodological aspects of assessing the sustainable development of rural areas in Kazakhstan. In the course of the analysis, the authors revealed that economically stable and socially developed rural areas will become the basis of stability, independence and food security of the country. Changes in the number of rural population, natural growth and migration growth in recent years have been analyzed. The main socio-economic indicators of development of the Kazakh countryside are presented. The authors state that the losses are mainly observed in the spheres of professional, scientific and technical activities. It is concluded that the problems of improving the level and quality of life in the countryside should not be solved by the old costly methods. The conditions and opportunities for the development of rural areas are diverse in the republic. In this regard, studies aimed at assessing the potential of rural settlements, as well as the effectiveness of the activities of State and local authorities in ensuring sustainable development of rural areas, become relevant. The generalization of literary sources and foreign experience showed the importance of the main directions of public support for rural residents, the implementation of which contributes to the efficient use of agricultural resources, modernization of production and development of innovative technologies, formation of conditions for the intensive development of small business and entrepreneurship in rural areas, the increase in the employment level of rural residents due to expanding the scope of non-agricultural activities and more fully involving rural labor resources in economic turnover, increasing their level of income.
