Climate change has become a critical political issue in the past twenty years. However, there is a related issue that is often overlooked by governments, industry, and the public: energy supply security, defined by the IAEA (2007) as “...the ability of a nation to muster the energy resources needed to ensure its welfare” (n.p.). Conventional energy requires the burning of fossil fuels, which releases carbon dioxide, the primary driver behind climate change (Pulles & Amstel, 2010, p. 4). Because of this, the problems of our dependence on fossil fuels and carbon fuelled global warming are interrelated. As such, solving the climate change problem may mitigate energy concerns. However, the potentially disastrous consequences of climate change will not be felt immediately while energy is critical to our daily survival; so, energy issues are arguably a more pressing concern.

Energy generation with fossil fuels produces emissions of greenhouse gases into the atmosphere and releases toxic chemicals into the environment. Greenhouse gases produce global warming which can cause climate change and costly human displacements. Toxic chemicals released into the environment produce health problems and damage the ecosystems. With fossil fuels providing today over 85% of energy needs and the Earth’s population projected to increase by several billion people and energy needs projected to double by the middle of this century, considerable pressure exists to develop sustainable energy supply services. This poses an enormous challenge to engineers, economists, and policy makers. The energy mix required to produce energy for humanity depends on the availability of energy resources, security of energy supply, climate change requirements, technological breakthroughs, financial conditions, and public acceptance. Population, standard of living, toxic and greenhouse gas emissions, thermodynamic limits imposed on biophysical processes, and economics and ethics of resource utilization produce some key sustainability indicators or attributes that need to be employed for guiding our path toward a sustainable energy future. Following a general discussion of indicators and frameworks of indicators, a small number of energy supply values or objectives are presented for the purpose of developing attributes that can measure the degree of accomplishment of these objectives. A systems approach is then employed to define indicators for generic energy supply services and a risk-based multi-criteria decision making procedure is presented for deciding which energy supply service option is most sustainable. The methodology can be applied locally, regionally, and globally, by both the energy services providers and energy policy makers.

The problem of the decay and conservation of stone-built heritage is a complex one, requiring input across many disciplines to identify appropriate remedial steps and management strategies. Over the past few decades, earth scientists have brought a unique perspective to this challenging area, drawing on traditions and knowledge obtained from research into landscape development and the natural environment. This paper reviews the crucial themes that have arisen particularly, although not exclusively, from the work of physical geographers — themes that have sought to correct common misconceptions held by the public, as well as those directly engaged in construction and conservation, regarding the nature, causes and controls of building stone decay. It also looks to the future, suggesting how the behaviour of building stones (and hence the work of stone decay scientists) might alter in response to the looming challenge of climate change.

The past year has not been notable for any special events in American psychiatry, though the usual amount of activity has existed. There has been no retrogression, and signs of a better future ahead as regards political control of charitable institutions have appeared in quarters where they are most welcome. In Illinois, for example, where for ten years past politicians have controlled the institutions, recent events have made reform in this regard a political issue, and both parties are, so to speak, tumbling over each other in their zeal to utilise it to their own advantage. The scandal that excited this was not abuse of patients or bad financial management, for neither of these has been proven, but the assessment of employés for political purposes, which has at last aroused the public conscience. The outcome can hardly fail to be good, and we may hope at least for a better state of affairs than existed even before the politicians took control. It is a slow work educating the public as to the political neutrality of hospitals for the insane, but it is being done, and the prospect is that they will before very long be as free from the abuses of partisan politics in Illinois as in any of the older states of the Union. I have spoken of this matter in previous letters, but it is right that I mention it again, for it is the chief fault of our public institutions, and the one that is more than everything else responsible for their failings.

AbstractWildfires are an integral part of most terrestrial ecosystems. Paleofire records composed of charcoal, soot, and other combustion products deposited in lake and marine sediments, soils, and ice provide a record of the varying importance of fire over time on every continent. This study reviews paleofire research to identify lessons about the nature of fire on Earth and how its past variability is relevant to modern environmental challenges. Four lessons are identified. First, fire is highly sensitive to climate change, and specifically to temperature changes. As long as there is abundant, dry fuel, we can expect that in a warming climate, fires will continue to grow unusually large, severe, and uncontrollable in fire-prone environments. Second, a better understanding of “slow” (interannual to multidecadal) socioecological processes is essential for predicting future wildfire and carbon emissions. Third, current patterns of burning, which are very low in some areas and very high in others—are often unprecedented in the context of the Holocene. Taken together, these insights point to a fourth lesson—that current changes in wildfire dynamics provide an opportunity for paleoecologists to engage the public and help them understand the potential consequences of anthropogenic climate change.

Tourism is one of the sectors of the economy that is most dependent on climate, creating multiple vulnerabilities and new opportunities arising with changing climate. Even though the links between tourism and climate have been well researched, this scientific knowledge has not percolated into policies and the ability to act. This disconnect between scientific knowledge and practices is frequently blamed on inadequate climate change communication to the public in mass media. We studied the mass media framing of climate change and tourism by analyzing English newspaper publications worldwide over the past 30 years. The paper presents a Big Data analysis of the content, geographical patterns, and temporal changes in newspapers’ publications on climate change and tourism.

AbstractEnergy has come to the forefront of the public debate in the past decade for two main reasons: the first relates to the lack of a secure, continuous, and unconditional energy supply in the importing countries, mostly developed and transition economies, which are still dependent on non-renewable carbon-based fossil fuels. The second reason is that uncontrolled production, distribution, and use of conventional energy may lead to environmental degradation and global warming. Renewable energy certificates (RECs) are instruments that allow countries to promote energy generation from renewables and form part of domestic policies aimed at climate change mitigation and adaptation. Since RECs can be traded in secondary markets, this paper discusses issues raised by the nature of and the trade in RECs which can be of concern for the General Agreement on Trade in Services (GATS) and the multilateral regulation of trade in financial services, notably in the case where World Trade Organisation (WTO) Members undertook sweeping commitments in financial services which equally apply to trade in RECs.

Environmental Context.Excessive levels of carbon dioxide are accumulating in the atmosphere, principally from burning fossil fuels. The gas is linked to the enhanced greenhouse effect and climate change, and is thus monitored carefully, along with other trace gases that reflect human activity.The rate of growth of carbon dioxide has increased gradually over the past century, and more rapidly in the last decade. Teasing out fossil emissions from changes due to wildfires and to natural exchange with plants and oceans guide global attempts in reducing emissions.

euenergy policy objectives are directed at three highly interdependent areas: energy supply security, competitiveness and decarbonization to prevent climate change. In this paper, we focus on the issue of energy supply security. Security of energy supply for the immediate and medium-term future is a necessary condition in the current context of the global political economy for the survival of the Union and its component member states. Since the Lisbon Treaty entered into force, energy policy no longer comes onto the agenda of the European Commission through the backdoor of the common market, environment and competitiveness. The Treaty created a new legal basis for the internal energy market. However, securing external supplies as well as deciding the energy mix, remain matters of national prerogative, though within the constraints of other parts of eu’s legislation in force. Without a common defense policy, the highly import dependent Union and its members face external instability in the energy rich Arab Middle East and North Africa.Concern about energy security has been triggered by declining European energy production as well as the strain on global demand exerted by newly industrializing economies such as China and India and the Middle East, as well as the political instability in this reserve-rich part of the world. This paper explores the following two topics [1] the current situation and past trends in production, supply, demand and trade in energy in the eu, against the background of major changes in the last half decade and [2] threats to the security of the supply of oil and natural gas from import regions.Fossil fuel import dependence in the eu is expected to continue to increase in the coming two decades. As global trends show, and despite new fields in the Caspian region and the Eastern Mediterranean, conventional fossil oil and gas resources remain concentrated in fewer geopolitically unstable regions and countries (i.e. the Middle East and North Africa (mena) and the Caspian Region (cr) including Russia), while global demand for fossil energy is expected to substantially increase also within the energy rich Gulf countries. This combination directly impacts eu energy supply security. It should be noted that the trend towards higher levels of import dependence was not interrupted when the era of low energy prices, between 1980 and 2003, came to an end.Within the eu itself, domestic resistance to the development of unconventional resources is an obstacle to investment in unconventional sources in this part of the high-income world. This should therefore not put at risk investments in either renewables or alternative sources at home or conventional resources mainly in the Arab-Middle East.The situation is exacerbated by the spread of instability in the Arab-Middle Eastern countries. There are three domestic and geopolitical concerns to be taken into consideration:(1) In the Arab-Middle East, threats to eu energy supply security originate in the domestic regime of these countries. Almost all Arab resource-rich countries belong to a type ofpatrimonial, rentier-type of state-society relation. These regimes rely on rents from the exploitation of energy resources and the way in which rents are distributed.Regimes of this type are being challenged. Their economies show uneven economic development, centralized power structures, corruption and poverty at the bottom of the social hierarchy. The discrimination of females is a major obstacle to the development of the service sector. At present, even the monarchies fear the spread of violent conflict.Offshoots of these consequences have proven to cause civil unrest, exemplified by what optimists have called the ‘Arab Spring.’(2) The second concern is the domestic and global impact of Sovereign Wealth Funds (swfs) managed by Arab patrimonial rentier states. swfs have proven to be an asset in both developing and developed economies due to their ability to buffer the ‘Dutch Disease,’ and to encourage industrialization, economic diversification and eventually the development of civil society. In patrimonial states, however, swfs are affected by corruption and the diversion of funds away from long-term socioeconomic development to luxury consumption by political elites. In fact, Arab swfs underpin the persistence of the Arab patrimonial rentier state system.(3) Finally, the post-Cold War, me and cea geopolitical landscape is shifting. The emergence of China and other Asian economies has increased their presence in the Middle East due to a growing need for energy and the expansion of Asian markets. The recent discovery of energy resources in the us has led to speculation that there will be less us presence in the region. There would be a serious risk to eu energy security if emerging Asian economies were to increase their presence in the Middle East as us interests recede.

Abstract Background Humans have wandered this planet for hundreds of thousands of years, yet in the last 160 years we have dramatically disrupted planetary systems upon which we depend. Humanity has polluted the oceans, rivers, air and soils. Our persistent burning of fossil fuels to power opulent lifestyles is now perilously close to permanently disrupting global climatic systems. Problem It is clear. The problem is us. Australia's summer of horrors provides a terrifying glimpse into our collective future. This rich and exquisitely advantaged nation has voted for governments that have ignored fragile ecosystems, dismantled environmental protection laws, ignored climate science and expanded its fossil fuel exploration, extraction, consumption and exportation. It has systematically silenced science, ignored its duty of care to protect its present and future citizenry. Evidence The 2019-2020 summer brought unprecedented disasters to a country familiar with disasters. After the hottest and driest year on record came the world's largest bushfire, which started in winter, and burned uncontainable for 7 months across 5 states. Billions of animals perished, thousands of homes & businesses destroyed, 33 people burned alive. Continental-wide temperatures of 42oC. Smoke levels exceeded hazardous levels by a factor of 25, lingered 6weeks in the national capital, circumnavigated the southern hemisphere. 80% of Australians were affected by the fires in some way, and the nation fell into a deep grief. The public health challenge As the world faces new climate regimes, the associated health challenges are elevating to unheralded and unforeseen levels. Public health preparedness for past situations will inevitably fail. Events are no longer singular, short lived or readily managed. Today's events are multifaceted, expansive and protracted. Their sheer magnitude and scale prevent response activities, interrupt transport and supply chains and shut down power and communications. Key messages Unfettered human development has degraded planetary systems upon which humanity depends for survival and flourishing. Climate change is disrupting all our key environmental determinants of health. Environmental degradation and climate change now present a rapidly intensifying health emergency. Australia’s summer of disasters demonstrates we need an explosion of public health preparedness.

This paper addresses the issue of public participation in one of Alberta's most important administrative tribunals, the Energy Resources Conservation Board (ERCB). The ERCB makes significant decisions regarding the exploration for, and development of, natural resources in Alberta. In the past twenty-five years the public has taken an increasing interest in the types of issues which face the ERCB. The following essay discusses the legislative scheme which permits and encourages public participation in these decisions. It also addresses the increase in public participation, and focuses on two specific events: the Crown of the Continent Project in the Waterton Lakes area of Alberta and the Caroline/Beaverhill Lake Gas Development Applications.
