Annotation. Introduction. The current state of Ukraine’s economy largely depends on the development of small and medium-sized businesses. Today, there are problems of urgent solution, which are related to financial and investment support for entrepreneurship. The main obstacles to the development of small and medium-sized businesses in Ukraine are: lack of financial security; imperfection of legislation; underdeveloped financial and credit mechanism; quarantine restrictions related to COVAD-19. Purpose. The main purpose of the study is to study the problems, prospects of state regulation of financial and investment support for small and medium business development in Ukraine. Results. The article focuses on identifying problems related to state regulation of financial and investment support for small and medium business development. It is determined that the main obstacles to the development of business entities in Ukraine are: limited opportunities for export; insufficient level of qualification of modern managers; low level of innovative development; low level of business efficiency; lack of an effective system of state support for small and medium business development; limited access to funding sources; lack of incentives for business growth; spread of fictitious entrepreneurship; imperfection of the tax system; lack of effective regulatory support, effective government projects and programs for small and medium business development; limited information and advisory support from public authorities. The article analyzes the main indicators of small and medium business development in Ukraine. The analysis showed that in Ukraine entrepreneurship does not yet play a significant role in ensuring economic growth, its contribution to gross domestic product is only 19,2%. The main legislative and normative documents that regulate the process of financial and investment support of small and medium business are analyzed. The article emphasizes the need to create more favorable conditions for the development of small and medium enterprises by the state. It is substantiated that all measures of state regulation of financial and investment support of small and medium business should be evaluated from the standpoint of their effectiveness. The main indicators for assessing the effectiveness of public policy in the field of small and medium enterprises are identified. These include institutional and legal, budget and tax, financial and investment, institutional and infrastructure and information and advisory vectors of state regulation in the field of development of small and medium enterprises. Conclusions. To increase the efficiency of state regulation of financial and investment support for the development of small and medium-sized businesses, the author proposes to revise the taxation system, revise the procedure for granting state loans and guarantees, expand lending and introduce a system of guaranteed targeted loans for business projects. In the article the author substantiates the importance of forming a favourable business environment for the development of national small and medium businesses. State plans and programs for the development of small and medium business in Ukraine are analyzed; the main directions and expected results of their achievement are revealed. The key provisions of the Strategy for the development of small and medium business in Ukraine for the period until 2020 are determined and its content is analyzed. The effectiveness of the state policy on stimulating the development of domestic small and medium businesses in Ukraine is investigated. Particular attention is paid to the experience of economically developed countries, and it is determined that Ukraine needs to create a favourable business environment for the development of national small and medium enterprises. The experience of foreign countries shows that small and medium-sized businesses are the basis of sustainable development of the state, which provides national welfare due to production of competitive products, job creation and raising the level of effective employment of the population, activating the country’s innovative potential, ensuring its competitiveness in the international market. The concept of the National Program for the Development of Small and Medium Enterprise for 2014-2024 is considered, and it is emphasized on the ways of overcoming the problems of small and medium business development. It has been stated that strategic initiatives should not be the result of generalization of previous projects and programs, but a qualitatively new action plan for the development of small and medium businesses. The attention is paid to the fact that the development and expansion of the business sector has been declared as a one of the priorities of the state economic policy in Ukraine. Priority in addressing tasks regarding the solution of the issue of small and medium enterprises development is to overcome the burdensome procedures of state regulation, the instrument of which may be a deregulation, which should provide an improvement of the business climate for small business in the referral article.

One of the directions of the Strategy for the Development of the Information Society in the Russian Federation for 2017-2030 is elaboration of technology for processing data on the activities of economic entities, as a tool for analyzing economic activity and making decisions based on the most complete amounts of information. The number of small and medium enterprises in certain industries and regions of Russia amounts to tens and hundreds of thousands. The assessment of their performance indicators requires improving methods for the formation and analysis of relevant databases, as well as the development of computer economic and mathematical models. Taking into account the large number of enterprises included in the relevant aggregates, the authors propose a new original approach to the description of their performance indicators. The study aims to develop a methodology for a system analysis of performance indicators of small and medium enterprises using set theory. These indicators are formed on the basis of a combination of different variants of their sets. The authors also consider the interrelations between the indicators characterizing the sets of small and medium enterprises belonging to different size categories, industries and territories. The results of the study can be used to develop technology for processing data on the activities of business entities, as a tool for analyzing economic activity and making decisions. They make it possible to establish patterns and trends in the development of various aggregates of SMEs, substantiate proposals and recommendations for improving their functioning on the basis of the characteristics specific to particular aggregates, and provide a differentiated approach to solving problems of state regulation of entrepreneurship.

The article examines the issues related to the processes of formation and use of the small and medium enterprises’ innovative potential. The innovative potential’s importance in organizing the activities of business entities as a measure of their readiness to produce and commercialize innovative products is noted. It is considered the influence of small and medium enterprises on the national economy development from the standpoint of saturation of local markets with quality products, job creation, ensuring socio-economic development at the regional level in the context of the implementation of innovative development state programs. The analysis of domestic and foreign publications related to the peculiarities of organizing the small and medium business enterprises’ innovative activity, the problems of shaping and using their innovative potential is carried out. The author’s understanding of the essential content of the innovative potential category is presented, its components and characteristics are given. The roles of external and internal factors in the formation and implementation of innovative potential are identified, the need for close cooperation with academic and scientific institutions, especially for small and medium enterprises, is emphasized. The importance of the marketing component of small and medium enterprises’ innovative potential is established. The expediency of including the digital component to the structural parts of the potential as an important factor in strengthening the competitiveness of small and medium enterprises in the economy’s digital transformation is substantiated. The analysis of the advantages and disadvantages of small and medium business entities in front of large enterprises in the organization and implementation of innovative activities in the context of innovative potential realization is presented. A set of indicators is presented, which can be used to assess the effectiveness of processes of innovative potential’s formation and implementation. It is concluded that data acquisition procedures are complex for such an assessment.

One of the solutions proposed by Badan Amil Zakat Nasional is to form Lembaga Pemberdayaan Ekonomi Mustahik which has the task of improving the quality of life of mustahik through its programs. So, the purpose of this study is to find out how the role of Lembaga Pemberdayaan Ekonomi Mustahik Badan Amil Zakat Nasional in improving the economic welfare of mustahik. This study uses qualitative research methods that produce descriptive data. Where this research is based on observations made by the author and then explained according to what the author observed in the field. The data collection that the researchers did was using the method of observation, documentary interviews, and other data. When the data has been collected, the researcher conducts an analysis and then draws conclusions from the analysis. The results of this study are Lembaga Pemberdayaan Ekonomi Mustahik BAZNAS plays a role in the development of micro, small and medium enterprises (MSMEs) and focuses on potential creative businesses, empowers by providing business development capital assistance, in accordance with the budget draft proposed by mustahik, and approved by LPEM BAZNAS. The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

MSMEs (Micro, Small, and Medium Enterprises) according to Law No. 20 of 2008 is a stand-alone productive economic activity. This business is usually carried out by individuals and not business entities that have subsidiaries or branch companies. It is further explained in the Law regarding the criteria for MSMEs, which are as follows:• Micro Enterprises: maximum assets of IDR 50 million• Small Business: assets of more than IDR 50 million – IDR 500 million.• Medium Enterprises: assets of more than IDR 500 million – IDR 10 billion.

Academics are interested in exploring small and medium business actors both from a macro perspective that examines external factors in developing small and medium business actors, as well as from a micro perspective on internal determinants that contribute to the performance for small and medium enterprises. The purpose of this study was to analyze the effect of entrepreneurial character on external funding and the development of small and medium business actors. This research is a quantitative study that explains the influence of exogenous variables on endogenous variables. Research location in the city of Makassar, South Sulawesi. The population in this study were 136 entrepreneurs who made loans to banks (State-owned enterprises) in the city of Makassar. The sampling of this study used the census sampling method (saturated sample). The data collection method uses a survey method with primary data collection in the form of a questionnaire. Data analysis techniques using structural equation modelling. The results showed that the entrepreneurial character variable had a significant effect on external funding and the development of small and medium business actors. Therefore, based on research findings, efforts to enhance the development of small and medium business actors in further research can develop further models.

This article explores undergraduate-run business development services firms catering to small and medium enterprises (SMEs) as a new educational opportunity for students as the gig economy expands and as a growth alternative for SMEs. It describes how to structure the firm in the space between students, the university, and the regional community, and why this is an important model moving forward. This approach offers the dual benefit of providing SMEs with high-quality services at affordable rates and provides undergraduates with authentic work experiences that teach students to be flexible, operate on a per-project basis, and prepare themselves for “portfolio careers” of the future. Founded in 2015, Bear Studios has completed 82 projects with 62 different companies, split between health care (49%), education (20%), software (16%), consumer goods (6%), and other industries (9%). Involving 43 student fellows and having generated over $52,000 in billings to date, the company expanded to Baltimore and is expanding into the Salt Lake City metropolitan area. Students can become better prepared for postgraduate careers through this model. We propose how students can gain valuable work experience prior to graduation as a participant in the new workforce, while functioning as a cost-effective alternative for SMEs.

Small and medium-sized business enterprises (SMEs) have been operating in the Russian Federation since 1991. The study is devoted to the development of methods and tools for assessing the current structure of production volumes, the number of employees and the number of small and medium enterprises, as well as individual entrepreneurs through: economic and mathematical modeling; analysis of statistics for all SMEs of each of the regions in Russia; modeling of the weights of small, medium-sized enterprises, individual entrepreneurs in the overall indicators of SMEs and their distribution by regions of Russia is based on the functions of the density of normal distribution. Association of regions of the country with similar indicators is based on cluster analysis using the k-means method. The nine functions of the normal distribution density obtained in the course of the computational experiment have a high quality of approximation of the empirical data, which was confirmed by the Kolmogorov-Smirnov, Pierson and Shapiro-Wilk tests. Clusters have been formed that unite the regions of the country with similar indicators, namely, the specific weights of production, the number of employees and the number of business entities. The results can be used to solve the problems of institutional, financial and infrastructural support for the development of entrepreneurship in the regions of Russia, and the proposed methodology is applicable for studying the activities of territorial aggregates of enterprises of any state.
