In the article the author substantiates the importance of forming a favourable business environment for the development of national small and medium businesses. State plans and programs for the development of small and medium business in Ukraine are analyzed; the main directions and expected results of their achievement are revealed. The key provisions of the Strategy for the development of small and medium business in Ukraine for the period until 2020 are determined and its content is analyzed. The effectiveness of the state policy on stimulating the development of domestic small and medium businesses in Ukraine is investigated. Particular attention is paid to the experience of economically developed countries, and it is determined that Ukraine needs to create a favourable business environment for the development of national small and medium enterprises. The experience of foreign countries shows that small and medium-sized businesses are the basis of sustainable development of the state, which provides national welfare due to production of competitive products, job creation and raising the level of effective employment of the population, activating the country’s innovative potential, ensuring its competitiveness in the international market. The concept of the National Program for the Development of Small and Medium Enterprise for 2014-2024 is considered, and it is emphasized on the ways of overcoming the problems of small and medium business development. It has been stated that strategic initiatives should not be the result of generalization of previous projects and programs, but a qualitatively new action plan for the development of small and medium businesses. The attention is paid to the fact that the development and expansion of the business sector has been declared as a one of the priorities of the state economic policy in Ukraine. Priority in addressing tasks regarding the solution of the issue of small and medium enterprises development is to overcome the burdensome procedures of state regulation, the instrument of which may be a deregulation, which should provide an improvement of the business climate for small business in the referral article.

Annotation. Introduction. The current state of Ukraine’s economy largely depends on the development of small and medium-sized businesses. Today, there are problems of urgent solution, which are related to financial and investment support for entrepreneurship. The main obstacles to the development of small and medium-sized businesses in Ukraine are: lack of financial security; imperfection of legislation; underdeveloped financial and credit mechanism; quarantine restrictions related to COVAD-19. Purpose. The main purpose of the study is to study the problems, prospects of state regulation of financial and investment support for small and medium business development in Ukraine. Results. The article focuses on identifying problems related to state regulation of financial and investment support for small and medium business development. It is determined that the main obstacles to the development of business entities in Ukraine are: limited opportunities for export; insufficient level of qualification of modern managers; low level of innovative development; low level of business efficiency; lack of an effective system of state support for small and medium business development; limited access to funding sources; lack of incentives for business growth; spread of fictitious entrepreneurship; imperfection of the tax system; lack of effective regulatory support, effective government projects and programs for small and medium business development; limited information and advisory support from public authorities. The article analyzes the main indicators of small and medium business development in Ukraine. The analysis showed that in Ukraine entrepreneurship does not yet play a significant role in ensuring economic growth, its contribution to gross domestic product is only 19,2%. The main legislative and normative documents that regulate the process of financial and investment support of small and medium business are analyzed. The article emphasizes the need to create more favorable conditions for the development of small and medium enterprises by the state. It is substantiated that all measures of state regulation of financial and investment support of small and medium business should be evaluated from the standpoint of their effectiveness. The main indicators for assessing the effectiveness of public policy in the field of small and medium enterprises are identified. These include institutional and legal, budget and tax, financial and investment, institutional and infrastructure and information and advisory vectors of state regulation in the field of development of small and medium enterprises. Conclusions. To increase the efficiency of state regulation of financial and investment support for the development of small and medium-sized businesses, the author proposes to revise the taxation system, revise the procedure for granting state loans and guarantees, expand lending and introduce a system of guaranteed targeted loans for business projects. The purpose of the article is to reveal the essence, goals and objectives of the state support of small and medium entrepreneurship in the agricultural sector of the economy under modern conditions. Research methods. The methodological basis of the study was a set of methods of scientific knowledge of the system and mechanism of state support for small and medium entrepreneurship in the agricultural sector. The achievement of the goal was facilitated by general scientific methods: empirical research (measurement, comparison, observation), theoretical research (analysis and synthesis), as well as local (specific): situation analysis (computational-constructive). Research results. It has been established that state support is one of the components of the state regulation mechanism; a system of preferential financing of priority industries and small and medium enterprises has been established; a system of measures to increase the adaptability and competitiveness of small and medium enterprises in the agricultural sector of a controlling, executive, legislative nature. It was revealed that the main tasks of state regulation of small and medium entrepreneurship in the agricultural sector are: the formation of optimal financial and credit instruments; improving the legislative and regulatory platform; stimulating the interaction of small and medium businesses in the agricultural sector with the logistics and market infrastructure; the formation of an information culture and the development of socialization of small and medium entrepreneurship in the agricultural sector, etc. The necessity of solving the problem of forming an adaptive, comprehensive and integrative system of state support for small and medium businesses in the agricultural sector, which flexibly and quickly reflects the impact of an unstable market environment, creating an adequate logistics business infrastructure at all levels of the hierarchy. Scientific novelty. The main tasks of the functioning of state support for small and medium businesses in the agricultural sector of the economy in modern conditions are revealed and a methodological approach is proposed to substantiate the main directions of modification of state support, which contribute to solving the problems of the functioning of small and medium entrepreneurship in the agricultural sector of the economy. The attention is focused on the main programs of state support for the development of entrepreneurship in the agricultural sector of Ukraine. Practical significance. It is advisable to use the methodological approach as a base in the system of tasks for the functioning of state support for small and medium entrepreneurship in the agricultural sector according to the statistical reporting of business entities and macro indicators of the country's socio-economic state. The article considers the problem of supporting small and medium businesses in the southern Federal district and Rostov region. The topic is relevant, because on small and medium enterprises hold the economy of the developed countries. The development of the microcredit sector in Russia and market development of financial services requires the theoretical study and practical resolution of issues that are associated with the organization levers of the financial interaction between the public and private sectors of the economy, the development of the legal base and state regulation. Special attention is paid to the problem of microcrediting of small businesses, with a description of regional programs of support and analysis specific amounts of subsidies and microcredit, the conditions of issuance, etc.. The specifics of microfinance organizations and credit organizations of a special kind, their special role and positive impact on the economic processes in Russia, which is reflected in the demand for loans to enterprises medium and small businesses and strengthening the flow of capital through the provision of loans to enterprises of the real sector of the economy, and participation in the transformation of the banking system, to ensure the flexibility of the financial system and the functioning of the differentiated structure of the banking organizations in Russia.

Aim. The presented study aims to produce a set of tools for modeling the development of internet companies.Tasks. The authors show the competitive advantages of small and medium enterprises; identify the main features of the modern business environment; determine the structure of modern e-business; identify Internet factors affecting a company that implements Internet technologies in its commercial activities; identify the main factors that make the Internet market attractive for small and medium enterprises and determine their readiness to implement e-business; provide an overview of government support for small and medium enterprises in the context of a pandemic.Methods. This study uses general scientific methods of cognition to analyze the problems of e-business development among small and medium enterprises in Russia.Results. The development of e-business has produced new functions and business processes, adding fundamentally new qualities to the companies’ commercial activities. The ultimate goal of modeling e-business development is to create a set of tools for the formation of an efficient development program for Internet companies that involves building adaptive economic and mathematical models for managing the development of an Internet company as a complex system.Conclusions. The formation and rapid expansion of the national market of computer technologies and software, the growing number of Internet users, and the creation of electronic payment systems in Russia facilitate the introduction and spread of e-commerce among small and medium enterprises. At the same time, doing business online involves solving many problems under conditions of risk, uncertainty, and certain restrictions.

This research is literature research, aimed at knowing how to analyze the marketing strategies used by micro, small and medium businesses in the digital age 4.0. The results of the analysis in this study found that micro, small and medium enterprises in Indonesia are still low when compared to other countries. The contribution of the micro, small and medium business sector to national exports was 15.80% lower than Malaysia 19.00%, Sri Lanka 20.00%. One contributing factor to the low contribution rate is the lack of potential use of existing resources by micro, small and medium business actors such as the use of mobile social media. Through the digital era 4.0 the marketing system of the micro, small and medium business sector is expected to utilize the maximum potential so that it can grow inclusive and sustainably.

Determining an effective strategy for innovative security development of enterprises is the main task of their operation in modern business conditions, taking into account the existing risks of such activities. The basis of functioning and selection and formation of the strategy of innovative security development is the general strategy of the enterprise, which strategy should have a comprehensive action plan of the enterprise, which will ensure the implementation of its mission and goals and be focused on improving its long-term effectiveness. The task of innovation strategies at a certain level is not only to establish the competitive advantage of the enterprise in goods and markets, but also to maintain a competitive advantage and ensure economic security. The article analyzes the existing strategies for innovative development of small and medium enterprises. The security component of such development is defined, the importance of observing the level of economic security of development of small and medium business enterprises is emphasized. The basic forms of strategic planning of innovative safe development of small and medium business enterprises are offered. Competitive strategies are closely related to the efficient use of available and potential resources and provide for customer satisfaction by gaining market leadership. The introduction of certain management technologies in the development and selection of a strategy for innovative security development of small and medium-sized businesses will build a certain algorithm of actions that can affect the level of their innovative development and economic security. The analysis of scientific views on the problems of choosing enterprise development strategies allowed to identify real approaches to finding factors influencing the level of innovative development and the level of their economic security, to determine the components of developing a strategy for innovative security development of enterprises and to offer existing management technologies. small and medium enterprises.

The article deals with the problems of antimonopoly policy and development of small and medium enterprises in conditions of protectionism in Russia. On the basis of comparative analysis of the industrial economies of the various countries and of government tools used for social and economic development, the problems are identified and the mechanisms of implementation of antimonopoly policy and development of small and medium enterprises in conditions of protectionism in Russia are suggested. The author proves the necessity of transformation of the Russian economy, the mainstay of which serves small and medium businesses in crisis.

Third main section is about entry strategy into foreign markets and competitiveness of SMEs and in this section you can find entry strategies of enterprise on foreign markets and competitiveness of Slovakia and Slovak SMEs.

The article considers the essence and evolution of small and medium enterprises, identifies the levels and mechanisms of support for small and medium enterprises, explores the tools to support small and medium enterprises, substantiates institutional measures to ensure the priority of support for small and medium enterprises. It is investigated that in many developed countries the main purpose of supporting small and medium enterprises is not to directly subsidize enterprises or provide them with financial resources, but to create favorable conditions for comfortable functioning of small and medium enterprises and facilitate access of small and medium enterprises to borrowed resources (primarily through the implementation of warranty programs). In the countries with the most developed level of small and medium-sized enterprises, regulatory practices are minimized: the system of regulation of small and medium-sized enterprises is simplified and the norms imposed on small and medium-sized businesses, both in the manufacturing and trade sectors, are revised. It is substantiated that support for small and medium-sized businesses in Europe is provided at the regional, national and supranational levels. The policy of supporting entrepreneurship in Europe is implemented through the activities of states and through special programs implemented under the auspices of the EU. At the state level, business support in many European countries is carried out through the development and implementation of targeted programs of financial, economic, personnel, technical, information assistance to small and medium-sized businesses. Most states create special reserves to support small and medium-sized businesses through subsidies, soft loans, grants, and so on. Along with creating favorable conditions for the functioning of small and medium-sized businesses, the state develops special support programs aimed at ensuring equal development of all regions. All EU countries help small and medium-sized businesses to access sources of funding, using a variety of levers. In particular, some countries, such as the Netherlands, provide loan guarantees.
