This article presents a variety of approaches to solving the problem of the formation of specialist capable of achieving complete realization of their potential by structurally different education systems. The necessity of complex development of the system of professional education on the basis of full use of its potential in order to provide training of demanded specialists is revealed. The proposed systematic approach to the design of activities in institutions of secondary vocational education, aimed at training, affecting the development of competencies of skilled workers and specialists in an educational institution of a new type is shown by the examples of a number of services and departments of educational institutions of secondary vocational training, uncharacteristic of a typical educational institution. These include: training stations, training areas, employment departments, scientific and methodological departments, departments of information and computer technology, student government services and others.

Characterological profile of cadets of the naval educational institution as an indicator of their professional adaptation

A 2-stage comprehensive psychological and physiological examination of freshmen of a higher naval educational institution was carried out. At the first stage, characteristic profiles of cadets were determined. At the second stage, the identified characteristic profiles were correlated with the traditional criteria for military-professional adaptation. It was found that the most often examined young men (according to the Leonhard Schmiszek technique) have such character accentuations as hypertimicity (81.8%) and demonstrability (53.1%), less often stuck (39.3%), pedanticity (19.6%), emotion (18.2%), exaltation (15.4%), and even less often cyclothymic (8.4%), excitability (7.7%), anxiety (2.8%) and dysthymic (2,1%). Cadets assigned to the passive-aggressive stereotype group manage worse in the main disciplines than cadets from other groups. Cadets with passive-aggressive stereotype have lower academic performance as compared to other groups. They have lower expert scores in discipline, neuropsychic stability, communication skills, credibility in a team and level of general culture. In addition, in cadets of this group, the mobility of the main nervous processes at the level of the motor analyzer is somewhat lower to the comparison group. The study showed that the characterological features in the form of mixing or opposing accentuations of characters revealed in cadets play in favor of their personal development, health and successful study only in about 2040% of cases. In other cases, these character features do not contribute to this and can develop into personal disorders incompatible with military service during the training process. Based on the results of the study, psychological and pedagogical tasks were formulated to improve the system of selecting of cadets for naval educational institutions and to improve their professional education.

In the article on the basis of scientific and pedagogical sources the ways of perfection of the system of professional education with the purpose of preparing the future specialist for the practical realization of the idea of health saving of the nation at all stages of educational activity are analyzed and solved. New approaches to the development of the content, forms and methods of professional training of specialists of the new formation, as well as introduction of the modern technologies in the educational process of higher educational institutions are studied. It is noted that the educational process should be transformed in the direction of individualization of educational interaction, learning, formation of creative thinking and increase of independent work of students. It is characterized that a specialist-innovator is the bearer of specific innovations, their creator, modifier, it has wide possibilities and has an unlimited field of activity, since in practice it is convinced of the efficiency of existing technologies and teaching methods and can correct them, carry out research work, develop new methods and technology. The focus of this activity is the innovative potential of a future specialist. The directions of introduction into the educational process of modern technologies are revealed, where the teacher becomes more and more the functions of a consultant, counselor, mentor, since in professional activity not only special subject knowledge is realized, but also modern knowledge in the field of pedagogy and psychology, acmeology, technology of education and upbringing. In the course of scientific research, the preconditions for creating a concept for forming the readiness of future specialists for the implementation of innovation as the basis for improving the educational process, the essence of which is the introduction of modern tools and methods into the traditional system of education, is outlined. the pedagogical conditions of effective use of health-saving technologies are formulated, essential characteristics and stages of training of future specialists in educational institutions are highlighted; substantiated the basic provisions, the observance of which provides the training of specialists of the new formation to the implementation of healthcare-saving technologies. It is emphasized that in the educational space of a higher educational institution it is necessary to create conditions that will promote the formation of the right attitude of health professionals to the health of the future as the main value of the person that will significantly stimulate their reflective activity and awareness of personal responsibility for the health of their pupils.

The article reveals the main problems of organizing mentoring in a secondary vocational educational institution, suggests ways to solve these shortcomings on the example of the Novosibirsk College of Food Industry and Processing. The situation of staffing of regional enterprises is highlighted, mentoring is analyzed as the activity of educational institutions and enterprises in solving problematic issues related to providing enterprises with in-demand specialists. The promising areas of activity and efforts of employers and educational institutions in terms of introducing the institution of mentoring are determined and evaluated. Modern educational institutions require qualified teachers who can provide the educational services of proper level. The problem of providing educational institutions with pedagogical staff has been relevant for a long time, till nowadays. It can be solved by a consecutive marketing program, elements of which can be found on the school websites. The author carried out a general analysis of the websites of Ukrainian schools (both public and private ones) and concluded that there is a solid lack of information, which should be aimed specifically for young graduates. The author believes that during the process of development of marketing program, the governance of schools ought to orientate it not only based on necessities of consumers of educational services, but also made it suitable for teachers who in future can apply for work in these institutions. According to the author, the pages of websites devoted to the personnel policy of schools should also contain the requirements to the possible candidates for vacant places in these institutions. It is also important to place the information about working conditions - material and technical support of the educational institution. This will allow young specialists to make conclusions about the possibility of realizing their knowledge and practical skills. The author believes that young specialists are interested in the information concerning the projects in which an educational institution is involved. Such information indicates the level of development of the institution and possible perspectives for its employees. The author suggests the use of the "reverse" orientation of the marketing activities of the school regarding employees, which will encourage its attractiveness for young professionals, and will also help the educational sphere in its competition for highly skilled workers.

The author presents a multi-component practical study of a new type of electronic educational environment on the example of the author’s cross-platform project Langteach-online, aimed at teaching foreign students Russian. A new type of elearning environment will allow you to create online courses without the use of Western learning management systems, such as LMS Moodle, Schoology, and others with the integration of mobile devices that are trained in the learning process in mixed and distance formats. The methodology of this study will allow creating multidisciplinary online courses for teachers without special training in information technology and programming, which is especially relevant in the context of the Covid-19 pandemic. Russian cross-platform project Langteach-online is used in teaching foreign citizens Russian at the bachelor’s and master’s levels in a number of higher educational institutions of the Russian Federation in order to form a creative professional personality of a foreign graduate. The multi-format of organized tasks and materials (text, video, audio, graphics, presentations) allows us to talk about the possibility of using cross-platform projects of this type not only for teaching practical courses in foreign languages and RFL, but also other disciplines that are taught in schools and higher educational institutions. Training based on this model can be carried out both in blended and distant formats. The system of technical and methodological organization of a cross-platform project has the fexibility to use it inside the personal web resource of a teacher or educational institution.

The author shares her own practical ideas of how to set up monitoring system to assess and correct the students� readiness for continuous professional education. Theoretical basics of such monitoring system and details of its establishment in higher educational institutions are defined. Among the main features of monitoring system are highlighted: the object, the subject, goals, main requirements and informational framework. Conceptually monitoring is based on the model of higher educational institution graduate, where the graduate continues his professional education. It is accepted that the model has value-motivational, cognitive, reflexive and activity components, which serve as initial metrics for the monitoring system designing. Various functions of monitoring system are revealed, including constructive and indicative, information and analytical, integration, research and strategic planning. In addition to a set of principles, traditional for monitoring systems designing and implementing, the author provides the rationale for the humanization principle, which makes it possible to treat monitoring system as a means to support students� professional and personality self-development, professional self-determination and self-fulfillment. Peculiarities of monitoring at different stages of students� readiness to continuous education (adaptive-and diagnostic, prospective-and-developmental, reflexive-and-regulatory) are described.

One of the topical fields of modern education is implementation of an inclusive approach which makes it possible to get equal rights and access to education for students without regard for their health condition. The purpose of the article is to carry out the analysis of the inclusive components of learning environment in educational institutions and of higher and secondary professional education (using the city of Volgograd and the Volgograd Region as an example). As a part of the study, an integrated model for inclusive educational environment, which contains technology (psycho-didactic), space-object, social and process components, was developed. Relying on this model, analysis and assessment of the state of the learning environment in educational institutions and of higher and secondary professional education of Volgograd and the Volgograd Region were made. The results showed that each educational institution has its own specific way of organizing inclusive environment; there is no common standard for its implementation. The research possesses both theoretical significance and applied functions so far as with the help of this model it is possible to assess the state of learning environment and building a unified educational system on the basis of all its components.

The article touches upon the problems of organization and semantic direction of professional education of elementary school teachers on the territory of Ukraine at the time of Russian Empire and the Soviet period. The specifics of degree education of future teachers is defined: the way of formation, development, factors, which cause their changes.The periodization of this process, created by O. Shkvyr is suggested. The role of famous people of the past time in formation and development of fundamental preparation of teachers is mentioned. For example, M. Lomonosov, who suggested to create a special pedagogical educational institution , developed and substantiated mandatory requirements towards practical activity of teachers; K. Ushynskiy , as the author of the first systems of preparation of folk school teachers , recommendations concerning organization of the teachers' seminarium activity and the content of future preparation of folk school teachers. Some aspects touch upon the experience of educational institutions, where professional preparation of teachers for elementary school took place, are also described in this article. Legislative documents and scientific- pedagogical literature, which illustrate the state and content of professional preparation of future teachers of the elementary school on different stages of the society development , are analyzed.
