The study focuses on the research of the digital competence of students in an interactive environment. The concept of public policy implementation in the field of reforming general secondary education regards information and communication technologies (ICT) in the educational process as a «tool for success» of the New Ukrainian School (NUS). Problems, status and directions of development of information technologies, possibilities of their application in the education system, development and formation of information competences are widely discussed in the scientific community. The ideas of the competence approach in education were considered by: V. I. Bidenko, G. Weiler, V. K. Zagvozdkin, J. Raven, A. V. Khutorsky and others; integration of the concept of «information competence» in the educational process was studied by A. F. Akhmerova, N.V. Bagramova, A.I. Mishchenko. Various aspects of personality development in the conditions of informatization were reflected in the works of N.V. Gafurova, M.P. Spodarets, I.V. Robert. The analysis of the studies showed that theoretical prerequisites for informatization of education and development of information competence using different pedagogical conditions have been established, but the lack of research examining the formation of students’ digital competence in an interactive environment is emphasized. This research is devoted to this problem. The purpose of the study is to highlight the main problems of digital competence development of students’ competence in the interactive environment. The article also defines the essence and structure of the concept of information competence as an integrative quality of the individual, describes its components and the possibilities of the interactive environment. The methodological basis of the study was a systematic approach that considers competence as a set of structural components an activity approach aimed at the use of modern methods and technologies; a competence approach that ensures the development of information competence in an educational process based on an interactive environment. It has been found that an interactive environment is required to build digital competence as an educational output. The main feature of online learning is the use of students’ own experience in solving problematic issues, with maximum freedom of thought. The interactive environment should be based on certain didactic features of the organization of the learning process, which are implemented in the conditions of interaction with the electronic information and educational environment. Contemporary means of digital competence formation can be different content (e-courses, simulators, teacher-student interaction tools, distance learning systems, etc.). The building of the digital competence is made through a combination of digital tools and interactive learning.

Papers discuss educational assessment as one of the major areas of psychological assessment. On the declarative level, the individualization of teaching is one of the central themes of the changes taking place in the Czech education system since the 90th years and logically demands a better knowledge of the individual characteristics of each individual student. Educational assessment practice this system development only partially replicates. Historically developed educational assessment areas maintain high level, but a number of new topics and areas are sidelined and assessment tools are designed unsatisfactory, with the logic consequences for the entire education system. Educational assessment ceased to be a showcase for diagnostic and became her backyard, although the entire population has experience with this kind of assessment. A number of assessment activities in the field of education can be seen as an example of high-stakes assessment. The paper tries to identify some problematic part of the training of users of diagnostic tools and their results and educational policy and its implementation in the form of regulations governing the assessment in the field of education.

The course of the changes in the Bulgarian education system is a direct reflection of the changes in the different structures and institutions in recent years. Among the key areas of refor, the pre-school and school education system has undergone significant changes in structures, models and practices. The personal development process starts from childhood, with the upbringing in the kindergarten, where children get acquainted with the world and themselves. The musical upbringing has an important role for their socialization and formation of social and civic competences. In the pre-school music education curricula developed in accordance with the new SER for educational content and approved by the Ministry of Education and Science, Bulgarian musical folklore as a factor for children's musical, emotional, intellectual and physical development is educational and thematic. The positive aspects of communication between children from the earliest age with its models - the variety of songs and music for performance and perception, movements, folk dances and games - is the basis for the authors of all approved educational materials for the kindergarten in the educational field Music to include it. During the work with Bulgarian musical folklore in the contemporary educational process of music in the kindergarten the musical pedagogue skillfully combines traditional and interactive methods, integrates knowledge, experience and skills with the other educational directions. This greatly encourages unity to be enjoyable and beneficial. Children learn easily about music content in an interesting and entertaining way. Working with musical folklore provides incredible opportunities to develop the individual abilities and interests of each child, while building team skills. The specificity of musical-pedagogical work with folklore in the kindergarten reflects the personal and professional profile of the musical pedagogue, covers both the methods and approaches that the teacher uses in the music education, the acquired knowledge, skills and competences on a professional basis, as well as the personal attitude that the teacher uses to present the Bulgarian musical folklore as a national spiritual value. Building this value in children from pre-school is one of the most important. The professional training of the music pedagogues allows them to gain both knowladge and develop self-discipline. It models the conditions in which the child enriches his personality, forms any kind of culture - ethic, moral, musical, mathematical, ecological, health, physical. In this sense, the figure of the music pedagogue is also a factor and a condition in the process of building the child's personality, as well as the guardian of the national values. In the kindergarten the modern music teacher performs new tasks in the modern educational environment, adopts new criteria for structuring the pedagogical and educational process of music, preserving the individuality and stimulating the creativity of the children. The educational and thematic presence of Bulgarian musical folklore is the basis for understanding these ideas.

At the present stage of human development, under the influence of the development of information and communication technologies, the globalization of social processes, "activity"as a scientific concept has undergone significant semantic changes in the sense that human activity began to be carried out not only in the usual real life, but also in the virtual world, where social relations have other characteristic features and differently affect the development. In addition, the global crisis has put the issue of civic engagement on the agenda, since the development of social innovations in the context of the crisis is one of the most optimal forms of social innovation development, which will create the dynamics of political processes and lead to the formation of new conditions for social development. The polarity of views regarding the utilitarianism of the existence of social ties and their impact on the positive development of the individual expands the scientific paradigm of the phenomenon under study, providing researchers with the opportunity to analyze the situation from different points of view to understand the current trends in the organization of various processes that affect the formation of the individual and his civic activity. In this aspect, it should be noted that the scientific understanding of civic activity requires an interdisciplinary understanding, especially from the standpoint of philosophy, sociology and psychology, which will help us to fully analyze this category within the framework of pedagogical science
