Estimating the Effects of Non-Pharmaceutical Interventions (NPIs) and Population Mobility on Daily COVID-19 Cases: Evidence from Ontario

This study employs COVID-19 case counts and Google mobility data for twelve of Ontario’s largest Public Health Units from Spring 2020 until the end of January 2021 to evaluate the effects of Non-Pharmaceutical Interventions (NPIs: policy restrictions on business operations and social gatherings) and population mobility on daily cases. Instrumental Variables (IV) estimation is used to account for potential simultaneity bias, as both daily COVID-19 cases and NPIs are dependent on lagged case numbers. IV estimates based on differences in lag lengths to infer causal estimates, imply that the implementation of stricter NPIs and indoor mask mandates are associated with COVID-19 case reductions. Further, estimates based on Google mobility data suggest that increases in workplace attendance are correlated with higher case counts. Finally, from October 2020 to January 2021, daily Ontario forecasts from Box-Jenkins time-series models are more accurate than official forecasts and forecasts from a Susceptible-Infected-Removed (SIR) epidemiology model.

As COVID-19 continues to pose significant public health threats, quantifying the effectiveness of different public health interventions is crucial to inform intervention strategies. Using detailed epidemiological and mobility data available for New York City and comprehensive modelling accounting for under-detection, we reconstruct the COVID-19 transmission dynamics therein during the 2020 spring pandemic wave and estimate the effectiveness of two major non-pharmaceutical interventions—lockdown-like measures that reduce contact rates and universal masking. Lockdown-like measures were associated with greater than 50% transmission reduction for all age groups. Universal masking was associated with an approximately 7% transmission reduction overall and up to 20% reduction for 65+ year olds during the first month of implementation. This result suggests that face covering can substantially reduce transmission when lockdown-like measures are lifted but by itself may be insufficient to control SARS-CoV-2 transmission. Overall, findings support the need to implement multiple interventions simultaneously to effectively mitigate COVID-19 spread before the majority of population can be protected through mass-vaccination.

Background The effect of contact reduction measures on infectious disease transmission can only be assessed indirectly and with considerable delay. However, individual social contact data and population mobility data can offer near real-time proxy information. Aim To compare social contact data and population mobility data with respect to their ability to predict transmission dynamics during the first wave of the SARS-CoV-2 pandemic in Germany. Methods We quantified the change in social contact patterns derived from self-reported contact survey data collected by the German COVIMOD study from 04/2020-06/2020 (compared to the pre-pandemic period), and estimated the percentage mean reduction in the effective reproduction number R(t) over time. We compared these results to the ones based on R(t) estimates from open-source mobility data and to R(t) values provided by the German Public Health Institute. Results We observed the largest reduction in social contacts (90%, compared to pre-pandemic data) in late April corresponding to the strictest contacts reduction measures. Thereafter, the reduction in contacts dropped continuously to a minimum of 73% in late June. R(t) estimates based on social contacts underestimated measured R(t) values slightly in the time of strictest contact reduction measures but predicted R(t) well thereafter. R(t) estimates based on mobility data overestimated R(t) considerably throughout the study. Conclusions R(t) prediction accuracy based on contact survey data was superior to the one based on population mobility data, indicating that measuring changes in mobility alone is not sufficient for understanding changes in transmission dynamics triggered by public health measures.

BACKGROUND Population mobility is closely associated with COVID-19 transmission, and it could be used as a proximal indicator to predict future outbreaks, which could inform proactive nonpharmaceutical interventions for disease control. South Carolina is one of the US states that reopened early, following which it experienced a sharp increase in COVID-19 cases. OBJECTIVE The aims of this study are to examine the spatial-temporal relationship between population mobility and COVID-19 outbreaks and use population mobility data to predict daily new cases at both the state and county level in South Carolina. METHODS This longitudinal study used disease surveillance data and Twitter-based population mobility data from March 6 to November 11, 2020, in South Carolina and its five counties with the largest number of cumulative confirmed COVID-19 cases. Population mobility was assessed based on the number of Twitter users with a travel distance greater than 0.5 miles. A Poisson count time series model was employed for COVID-19 forecasting. RESULTS Population mobility was positively associated with state-level daily COVID-19 incidence as well as incidence in the top five counties (ie, Charleston, Greenville, Horry, Spartanburg, and Richland). At the state level, the final model with a time window within the last 7 days had the smallest prediction error, and the prediction accuracy was as high as 98.7%, 90.9%, and 81.6% for the next 3, 7, and 14 days, respectively. Among Charleston, Greenville, Horry, Spartanburg, and Richland counties, the best predictive models were established based on their observations in the last 9, 14, 28, 20, and 9 days, respectively. The 14-day prediction accuracy ranged from 60.3%-74.5%. CONCLUSIONS Using Twitter-based population mobility data could provide acceptable predictions of COVID-19 daily new cases at both the state and county level in South Carolina. Population mobility measured via social media data could inform proactive measures and resource relocations to curb disease outbreaks and their negative influences.

AbstractThe implementation of governmental Non-Pharmaceutical Interventions (NPIs) has been the primary means of controlling the spread of the COVID-19 disease. One of the intended effects of these NPIs has been to reduce population mobility. Due to the huge costs of implementing these NPIs, it is essential to have a good understanding of their efficacy. Using aggregated mobility data per country, released by Apple and Google we investigated the proportional contribution of NPIs to the magnitude and rate of mobility changes at a multi-national level. NPIs with the greatest impact on the magnitude of mobility change were lockdown measures; declaring a state of emergency; closure of businesses and public services and school closures. NPIs with the greatest effect on the rate of mobility change were implementation of lockdown measures and limitation of public gatherings. As confirmed by chi-square and cluster analysis, separately recorded NPIs like school closure and closure of businesses and public services were closely correlated with each other, both in timing and occurrence. This suggests that the observed significant NPI effects are mixed with and amplified by their correlated NPI measures. We observed direct and similar effects of NPIs on both Apple and Google mobility data. In addition, although Apple and Google data were obtained by different methods they were strongly correlated indicating that they are reflecting overall mobility on a country level. The availability of this data provides an opportunity for governments to build timely, uniform and cost-effective mechanisms to monitor COVID-19 or future pandemic countermeasures.
