This article discusses the influence of state legislative ideology on the legislative preemption of local ordinances in the area of worker rights. States define the powers of local governments within their purview and states may use this power to restrict local governments from pursuing certain policies. Using data on state legislative activity and ideology from 1993 to 2016, I find within-state increases in legislative ideology, indicating increased legislative conservatism, associated with an increased risk of preempting local government policy, all else equal. This finding is robust to a number of alternate specifications and hypotheses. Ideology appears to play an important role in the decision to involve the state in the affairs of local governments.

State and local governments traditionally exerted leadership in policy areas that directly affected their communities and citizens. The leadership of cities, however, has expanded into a number of policy areas where the states and the national government have reduced their policy footprint. This article summarizes research on local policy leadership, examines it within the context of historical state–local intergovernmental relations, and reviews three expanding policy areas. As creatures of state government, localities are subject to legislative restrictions; however, recent research reveals a significant upsurge of state governments preempting policy actions of local governments. Therefore, it can be concluded that the flame of local government policy leadership burns brightly now, but forces appear to be gathering that may cause it to flicker.

<p>This study aims to explain and show the role and influence of local government policy and political law in protecting and developing Geographical Indications as a regional superior product. This article is the writing of normative law using the legislative approach method. The results of the study indicate that the policy and political law of the local government greatly affect the protection and development of Geographical Indications as a regional superior product, this is clearly seen in two ways, namely: a. The Regional Government of Sleman Regency provided assistance, with assistance from the Regional Government and after being officially requested by the Pondoh Salak Farmers Community of Sleman District, finally the pondoh salak variety succeeded in obtaining a geographical indication certificate in August 2013, b. Protection and development of Muntok White Pepper Geographical Indication products are inseparable from the role of the Regional Government of Bangka Belitung Province. Abstract Adequacy of operational cost for basic education becomes the responsibility of the central and local government. Adequate funding is necessary for the success of compulsory basic education. The research aims to analyze and develop a framework for the local government policy in sharing operational cost adequacy for basic education in the study area. This research used a descriptive-quantitative approach. Data collecting was conducted by observation and interviews. The analysis used a descriptive one. There are findings in the research. Firstly, at the beginning of the year 2021, adequate funding for the elementary school in Pati regency is IDR 869,017 per student and it has been fulfilled with School Operational Assistance (BOS) IDR 900,000 provided by the central government but to cope with inflation during 2021, the local government should provide sharing operating cost IDR 38,538 per student yearly. Secondly, adequate funding for junior high school in Pati regency is IDR 1,063,797 per student at the beginning of the year 2021 and available funding from School Operational Assistance (BOS) is less than the needed funding. To satisfy adequate funding, the local government should provide sharing operating cost IDR 148,901 per student in 2021. To alleviate worsening problems in the pandemic era (Covid-19), local governments must take higher responsibility for boosting basic education by allocating more funds. It is useful to alleviate worsening problems such as dropping out of students in basic education.

Kebijakan Pemerintah Daerah dalam pembangunan memiliki andil dengan melakukan upaya-upaya serius. Lebih lagi Indonesia menghadapi Masyarakat Ekonomi ASEAN (MEA) pada tahun 2016, yang bertujuan sebagai salah satu upaya untuk meningkatkan stabilitas perekonomian di kawasan ASEAN. Kesinambungan antara pemerintah daerah dan masyarakat guna menghadapi tantangan MEA sangat diperlukan. Pemerintah daerah harus membuat regulasi terkait sistem resi gudang guna memangkas jalur tengkulak yang sangat mematikan hasil usaha nelayan dalam menjamin ketersediaan modal usaha untuk produksi yang berkelanjutan dan menstabilkan harga komoditi.

This study examines how Akita citizens view their local government policy on 1) Industry and Production, 2) Medical/Welfare, 3) Education, 4) Agriculture, Forestry and Fisheries, 5) Regional activation, 6) Transportation/Conveniences, and their relationships with community livability by using data from “Citizens Awareness Survey” conducted by Akita local government in 2016. Results show that Akita citizens feel that policy on “Depopulation”, “Medical/Welfare”, “Education” and “Industry/Production” have influence on community livability. However, policies on Agriculture, Forestry, Fisheries, Regional activation, and Transportation/Convenience are negative influence on community livability.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.
