AbstractThe role of the people are needed to the development, because development success in a country is how the government to make a empowerment community. Local government policy in development has contributed by doing upaya­upaya serious. More indonesia is facing Asean economic community (MEA) in 2016, aimed at as an effort to increase stability the economy in Asean. Continuity of the local government and communities to face the challenges MEA indispensable. Local governments have to make regulatory system warehouse related resinous to cut the tengkulak a highly lethal businesses fshermen in guarantees the availability of capital for the production of sustainable and stabilize commodity prices.IntisariPeran masyarakat sangat dibutuhkan untuk tercapainya pembangunan, karena keberhasilan pembangunan di suatu negara adalah bagaimana pemerintah menentukan model pemberdayaan kepada masyarakatnya. Kebijakan Pemerintah Daerah dalam pembangunan memiliki andil dengan melakukan upaya-upaya serius. Lebih lagi Indonesia menghadapi Masyarakat Ekonomi ASEAN (MEA) pada tahun 2016, yang bertujuan sebagai salah satu upaya untuk meningkatkan stabilitas perekonomian di kawasan ASEAN. Kesinambungan antara pemerintah daerah dan masyarakat guna menghadapi tantangan MEA sangat diperlukan. Pemerintah daerah harus membuat regulasi terkait sistem resi gudang guna memangkas jalur tengkulak yang sangat mematikan hasil usaha nelayan dalam menjamin ketersediaan modal usaha untuk produksi yang berkelanjutan dan menstabilkan harga komoditi.

<p>This study aims to explain and show the role and influence of local government policy and political law in protecting and developing Geographical Indications as a regional superior product. This article is the writing of normative law using the legislative approach method. The results of the study indicate that the policy and political law of the local government greatly affect the protection and development of Geographical Indications as a regional superior product, this is clearly seen in two ways, namely: a. The Regional Government of Sleman Regency provided assistance, with assistance from the Regional Government and after being officially requested by the Pondoh Salak Farmers Community of Sleman District, finally the pondoh salak variety succeeded in obtaining a geographical indication certificate in August 2013, b. Protection and development of Muntok White Pepper Geographical Indication products are inseparable from the role of the Regional Government of Bangka Belitung Province.  ABSTRAKPandemi Covid-19 yang terjadi di Indonesia membuat pemerintah membuat kebijakan-kebijakan sebagai stimulus untuk menjaga kestabilan masyarakat dan perekonomian. Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Peran Pemerintah Daerah dalam Pengelolaan Keuangan Daerah untuk Penanganan Pandemi Covid-19 yaitu dengan melakukan refocusing kegiatan, realokasi anggaran, dan Penggunaan Anggaran Pendapatan dan Belanja Daerah.Kata kunci: Pemerintah Daerah, Pengelolaan Keuangan Daerah, Pandemi Covid-19 ABSTRACTThe Covid-19 pandemic in Indonesia led the government to make policies as a stimulus to maintain the stability of society and the economy. This is because the local government better understands the needs of the region. The issue raised first, how is the relationship between the Central Government and Local Government in financial management for the handling of the Covid-19 pandemic? Second, What is the role of local governments in regional financial management for the handling of the Covid-19 pandemic? Using normative juridical research methods with statutory approaches and concept approaches. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. This chapter argues that democratic local government embeds the culture of democracy at grassroots: as the government closest to the people, it establishes a culture of responsiveness, transparency, and accountability more readily and effectively than by holding national leaders to account. Local democracy can also be used strategically when a country seeks to move from an authoritarian or military regime to democracy. Furthermore, it provides space for political inclusivity—an argument with particular relevance in ethnically diverse societies, where a winner-takes-all paradigm of competition at the national level typically results in the marginalization of geographically concentrated losers. Finally, local government allows for experimentation in different forms of inclusive politics, be they representative or participatory. However, although most African countries have adopted decentralization policies, the dividends are meagre. Local government is but feebly equipped to play a democracy-constituting role: operating in a constrained constitutional environment, central governments have generally not allowed local governments the opportunity to hold regular free and fair elections and thereby play a role in democratization. Despite these findings, there is also some evidence that on occasion local democracy has indeed played such a role and thus enhanced democratic participation.

Abstract Following the agreement of the ASEAN Economic Community (AEC) in 2015, it has been approved that cooperation between ASEAN and the other five partner countries, namely China, Japan, Australia, New Zealand, and Korea, has been bound in new economic partnerships, Regional Comprehensive Economic Partnership (RCEP). The main objective of RCEP is to empower economic integrity and enhance the economic development of respective member countries. Coffee and cocoa are two of Indonesia’s important estate commodities for exports. A study focusing on coffee and cocoa agribusiness development to take advantage of RCEP was conducted in several production centers of rural areas. This paper aims to analyze the role of coffee and cocoa business in RCEP trade cooperation by: (i) understanding and analyzing trade on RCEP using RCA and RO, (ii) reviewing trade development in RCEP toward Indonesia’s coffee and cocoa performance using Gereffi analysis. This study was conducted in North Sumatra and South Sulawesi provinces. The study revealed an opportunity for coffee and cocoa to increase their market in the RCEP region but only with its high quality. Coffee and cocoa should be well prepared with significant, integrative, and comprehensive improvement. The government is suggested increasing the production and productivity of coffee and cocoa through intensive extension and closely working with the farmers.

Aceh Patchouli is an export commodity product that has a high value on the global market. In fact, this great potential can increase the income of farmers and will also indirectly have an effect on the economy of the community, but this has not yet happened, many problems have arisen, ranging from rent issues, unilateral monopoly prices to the continuity of patchouli production. Therefore the role of the government as a facilitator for the development of regional potential is very much needed. Moving on from these problems, this study aims to see how the role can be done by local governments in increasing the selling value of patchouli by using Global Value Chains or GVC glasses. The election of the GVC perspective in seeing this case is certainly inseparable from the swift influence of globalization on the local government that is now happening. The government should be able to capture the current of globalization as an opportunity to improve the people's economy.

This article reports the results of a study on how to fill the free market program of ASEAN Economic Community (AEC). Indonesia has significant demographic bonus when compared to other ASEAN countries, so that specifically Indonesia will become an easy target for economic activity (read: free market flow transactions) carried out by all members of ASEAN. Demographic bonus is an opportunity and challenge for the Indonesian people, both for those who live in cities or in the countryside. This condition will be more complicated, if the mapping potential of the population does not become a serious concern for the government and stakeholders so that the people of Indonesia will become the largest consumer for products of ASEAN countries. One of the potential populations of Indonesia is women, because they have specific skills that are able to be directed towards an income. The purpose of this study is to prepare the people of Indonesia who have the skills, especially women in entering the AEC both urban and rural communities. This study uses a qualitative method of observation, interviews and review of documents, such as books, newspapers and others.

The COVID-19 pandemic has had a serious impact on various aspects of Indonesia, especially the economy. The government has made countermeasures by issuing various policies and social programs. However, the implementation of policies is not necessarily followed by the attitude of the people who are not disciplined and indifferent. The role of higher education is very much needed to provide guidance with a humanist approach. Therefore, it is necessary to have a synergy of good cooperation between local governments and universities in facing obstacles in overcoming the COVID-19 pandemic. The research aims to analyze how the synergy between the government and universities is in overcoming the COVID-19 pandemic cases in the community. The research was conducted with a qualitative approach. The data were obtained through literature review and interviews with the Provincial Government of Lampung and the University of Lampung. The results of the study show that the synergy between the government and universities is good. This is shown by interaction and mutual support. Where the government acts as a policy maker and facilitator, while universities act as a support for implementation through community service programs.

District XIII Kampar City is one of the districts in Kampar regency. The number of sub-districts in Kabupaten Kampar reaches 21 districts. District XIII Koto Kampar consists of 13 villages that have various potentials that can be developed and economic value. Like Muara Takus temple located in Muara Takus village, Salai Patin processing in Desa Mosque and Pulo Simo Waterfall in Tanjung Alai Village.All these potentials are very proud for the Government and the people of District XIII Kampar City. It's just that this has not been managed with the maximum. This is evidenced by inadequate road access to reach the site.Therefore, the role of leaders needed to overcome them. According Sinambela (2014), the role of leaders in public services is to provide motivation, create a pleasant atmosphere, coordinate and implement the policy.               From the results of the research, the District Leader XIII Koto Kampar has performed its role well. Where Sub District as a Local Government Apparatus District is the spearhead of the implementation of government. Whereas the sub-district with the number of apparatus that has not been complete and supported with the existing agency. The Camat office is a government, development and community administrator supported by the agency office, the sub-district administration is led by a subdistrict head who is in charge of the government with the help of the staff of the Kecamatan Office and the existing department in the sub-district and the village administration.

Purpose of Study: Creative industry is one of the economic sectors that important to get attention from the government. Absorption workers in the creative industry are very large considering the main capital in this industry is idea and creativity. An employee who works on large industry, often replaced by mechanical power by efficiency reason. This is different from the creative industry which had to take creativity owned by a human being to maintain its existence. The rattan industry in this area has been able to penetrate the export market in the Netherlands, Germany, The United States, and Australia. Although has penetrated the export market, a number of problems experienced by actors of the creative industry, such as difficulty in competition with other countries related to the design of products and the difficulties to participate in the event of the international exhibition. Methodology: The methodology used in this research is nondoctrinal, its describe clearly on local government policy in the development of the rattan creative industry in Trangsan Village, Gatak, Sukoharjo, Central Java. Results: This study found that one of an industry that relatively has been shown to be able to survive in the center of turbulence and national and global economic crisis is the rattan industry in Trangsan Village. Implications/Applications: Looking at these problems, the local government should take an active role to provide support for rattan industries of Trangsan Village by facilitating ease licensing and integrated technical assistance in connection to promoting both through social media and facilitation to be fit for as well as in international events.
