Abstrak: Pengembangan kompetensi guru Pendidikan Agama Islam di wilayah Kota Lhokseumawe dilatarbelakangi oleh kompetensi guru Pendidikan Agama Islam mengalami kemunduran dari beberapa indikator profesionalisme. Artikel ini mengajukan temuan, yang didasarkan pada teknik pengumpulan data kualitatif yang dideskripsikan melalui analisis dekriptif, bahwa pengembangan kompetensi profesionalisme guru di Kota Lhokseumawe belum sepenuhnya mengalami perkembangan. Langkah-langkah pengembangan kompetensi profesionalisme guru adalah melalui belajar mandiri, mengikuti pelatihan individu, diskusi dan rapat dewan guru, melakukan penguatan melalui kegiatan Kerja Kelompok Guru, serta melakukan pusat kegiatan guru pada tingkat kecamatan. Lebih jauh ditemukan bahwa kendala utama pengembangan kompetensi profesionalisme guru adalah pelatihan guru berjalan di tempat, kurangnya alokasi dana peningkatan guru, terjadinya penurunan motivasi, dan kurangnya penguasaan informasi dan teknologi.<br /><br />Abstract: The Development of Professionalism Competence of Islamic Education Teachers in Aceh. The development in Islamic Education Teachers Lhokseumawe City area, against the background by the competence of teachers of Islamic education suffered a setback of several indicators of professionalism. The findings based on qualitative data collection techniques are described through descriptive analysis reveals that the development of professional competencies of teachers in Lhokseumawe city has not shown significant growth. Efforts to develop  professional competence of teachers are done through independent study, individual training, discussions and meetings of the board of teachers, strengthening through teachers’ group work, and organizing centre for teachers’ activities at the district level. However, the whole process of the training for teachers of Islamic education became stagnant, the budget cut for improving the quality of teachers, less motiveted, and lack of mastery of information and technology.<br /><br />Kata Kunci: guru, kompetensi, profesionalisme, pendidikan agama Islam<br /><br />

ABSTRACTLibraries have an important role in the field of education, for research purposes, preservation of information resources and recreation areas. Libraries also have a role in increasing the intelligence and empowerment of the nation, as a human person who always wants to advance and the development of institutions that are increasingly experiencing intense competition. This study seeks to see the role of the library in improving the quality of elementary schools at SDIT Salsabila 2 Klaseman, both with regard to student achievement and the progress of the institution. The type of research used is descriptive qualitative, data collection is done by looking directly at the object of research (direct observation) interviews and documentation. The results of this study indicate that libraries have an important role in improving the quality of elementary schools such as the development of library facilities; there is a special room, a growing collection of books, modern service systems, air-conditioned room facilities, computers and LCD projectors are available and also supports children's achievements in winning several championships including in the PAI quiz competition and the MIPA OlympiadKeywords: Quality Improvement of Elementary Schools: The Role of Libraries

The purpose of this paper is to assess the extent of relevance of the federal character as a national policy in recruitment into the Nigerian federal civil service and probe whether or not the level of application of merit supersedes the application of ecological considerations in recruitment into the service. It utilizes quantitative and qualitative data collection to espouse its theme. The paper finds that there are personnel problems connected with poor application of federal character policy in recruitment into the civil service and this affects the quality of entrants. It recommends strict application of merit standard to attract best workers while implementing federal character policy through proven certification of state of applicants. The paper notes that the Nigerian federal character policy is one that places premium on state representation in governance and bureaucracy and a strategy for national integration. However, there must be predominant application of merit in recruitment.

Tujuan penelitian ini adalah: (1) untuk mengembangkan model pembelajaran berbasis alam untuk anak usia dini, dan (2) untuk mengetahui perbedaan kualitas proses belajar antara Model PBA dan model pembelajaran konvensional. Metode penelitian ini adalah penelitian pengembangan. Data dikumpulkan menggunakan lembar observasi dan lembar catatan lapangan. Data kualitatif dianalisis menggunakan analisis deskriftif dan data kuantatif dianalisis menggunakan analisis independent sample t-test. Hasil penelitian ini adalah (1) produk penelitian ini adalah Model PBA untuk anak usia dini. Prinsip pembelajarannya yaitu belajar tentang alam, belajar dengan menggunakan alam, dan belajar bersama alam, dan (2) ada perbedaan kualitas proses belajar yang signifikan antara model Model PBA dan pembelajaran konvensional dan. Hal ini ditunjukkan oleh hasil SPSS 16 uji terbatas yaitu thit= -3,008< ttabel= -1,717  dan hasil uji diperluas yaitu nilai thit= -2,159< ttabel= -2,024. Model PBA dapat meningkatkan kualitas proses belajar anak karena model ini mengakomodasi karakteristik belajar anak.Kata Kunci: model pembelajaran berbasis alam, anak usia dini, proses belajar Developing Nature-Based Learning Model for Improving Learning Process Quality of Early Age ChildrenAbstractThis research aims to: (1) develop nature-based learning model for early age children, and (2) know the difference of nature-based learning model and conventional learning model on early age children learning process. The research method was developmental research.The data were collected through observation guide and fieldnotes. The qualitative data were analyzed through descriptive analysis and the quantitative data were analyzed through independent sample t-test. The result of the research are (1) the research product is a nature-based learning model for early age children. The learning principles are learning about nature, learning through nature, and learning with nature, and(2) there are different significant result quality on learning process between the nature-based learning model and conventional learning model. It has been proven on the result of SPSS 16 program which is shown value of tcount= -3,008 < ttable= -1,717 and enlarged testing that value of tcount= -2,159< ttable= -2,024. The nature-based learning model increased learning process quality because it was accommodate learning characteristic of children.Keywords: nature-based learning process, early age children, learning process

Indonesia is currently experiencing an education crisis. Education is the key to the success of a nation. Human Resource Improvement is an outstanding problem solving solution. Teachers as educational staff and the main factor in the creation of a qualified Islamic education. Teacher professionalism has an effect on improving the quality of education. This study uses a qualitative approach with library research research methods in the form of documents. The data analysis technique used was descriptive (non-statistical) analysis technique. The results of the study: First, teacher professionalism in improving the quality of Islamic education can be seen from four aspects of competence, namely pedagogical competence, personality competence, social competence, and professional competence. Second, the supporting factors are divided into two, namely internal factors and external factors while the inhibiting factors, namely the majority of teachers have not fully pursued their profession, there are still universities that produce original teacher graduates, and the low motivation of teachers in improving the quality of the profession. Third, the impact of the low professional competence of teachers is that learning activities are less effective and efficient, learning is less than optimal, the learning atmosphere is less pleasant and comfortable, learning outcomes are less creative, active, and productive.

<p><em>Educators are human resources who contribute in the exploration of students at an educational institution. In general, educators should have four competencies such as professional competence, paedagogik competence, personality competence, and social competence.</em><strong><em></em></strong></p><p><em>As an educator who has the task of developing the potential of learners, it is clear that a teacher should improve his ability with various efforts, including by writing, discussing, following scientific activities, following seminars, and other activities that are able to hone his noble duty as an educator. Because some competencies to be developed are social competence, competence, pedagogy, and professional competence. A good teacher is those who meet the requirements of professional skills either as educators. Herein lies the importance of teachers' professional quality standards to ensure the quality of teaching and learning process</em><em>.</em><em>In addition to being a professional educator, with the certification of teachers is expected to be an economically prosperous educator. In addition to the economic welfare it will obviously increase the motivation of teachers to develop their professional tasks through several activities such as delegation of subject teachers work (MGMP), KKG, seminars, discussion activities and even motivation to continue higher education. Because of the cost of functional allowance to teachers who have passed a certified teacher can really focus on the task of becoming an educator in an effort to educate the nation by no longer thinking about the family economy that has been the burden of teachers in Indonesia. Because we know there are still many teachers who are still far from welfare. Many who have a double profession other than to be a teacher like a buyer of used goods, public transportation drivers, newspaper delivery, fried sellers, and so forth. So ultimately the dignity of a teacher can occupy at the highest social stratification through this certification program</em><em>.</em><strong><em></em></strong></p><p><em>                   Methods of data collection in this study using literature study. In this stage, the researchers try to select the data (books) that have relevance to the professional policy of madrasah teachers through certification program in improving the quality of Islamic education. Then the authors also use the synthesis analysis that is by handling of certain scientific objects by combining the understanding of one with another understanding, which ultimately can be obtained by the new knowledge of professional policy of madrasah teachers through certification program in improving the quality of Islamic education. The author also uses content analysis that is research conducted on the information documented in the recording, good pictures, sounds, writings and others. </em></p><p><em>                   With this method will be done data analysis and processing scientifically about the content of writing policy of the profession of madrasah teachers through certification program in improving the quality of Islamic education research results indicate that the government certification to teachers intended as an effort to project teachers into educators who are actually able to do their duties with good and professional who have a predetermined standard of competence. Abstract This research describes several management of MI Nurul Ummah in order to improve the quality of education in the school, the type of research in this paper is descriptive qualitative. Data collection techniques used by interview and also with various sources both from relevant books and journals. From the results of the writing, it is known that there are some policies implemented by MI Nurul Ummah management (1) Assisting the reading of Asmaul Husna, intends to educate students characters to love Allah through Asmaul Husna, (2) The implementation of Full Day School, the application of this policy is expected to make it easier to supervise students in the school, (3) Dhuha prayer in congregation, get children to pray in congregation and a good character building, (4) The training of teachers to upgrade teachers knowledge in order to produce a good quality of education. While that which is the inhibiting factors of the policy namely internal factors (Funds, Teachers, Students) external factors (Parents of Students, Society)

This research aims to identify the supporting and inhibiting factors of educational innovation implemented by SD Muhamadiyah 7 Kota Bandung. By identifying supporting and inhibiting factors, the implementation of the innovation program is hoped can be more successful. The research method that was used in this research was descriptive qualitative. Data collection techniques through observation, interviews, and documentation study. Data analysis was performed by reducing data, displaying it, taking conclusions, verifying, analyzing, summarizing, and analyzing data. The research results show; supporting and inhibiting factors for educational innovation SD Muhammadiyah 7 Bandung City in developing the quality of school management, some are internal and external.

<p><em>This study aims to determine the spatial distribution of landslide vulnerability and its mitigation in Sungai Pinyuh District Mempawah District. This type of research is qualitative. Data collection methods are observation and documentation. The data analysis technique used is descriptive analysis, using GIS (Geographic Information System) 10.1 application with weighted tiered quantitative overlay modeling. The results of this study indicate that: 1) The level of landslide susceptibility in Sungai Pinyuh District consists of 3 classes: low (not prone), moderate (prone) and  high (very vulnerable). (a) Areas that are not vulnerable are spread throughout the villages in Sungai Pinyuh District. (b) Areas with moderate level of vulnerability (vulnerable) are spread in Galang Village (0.24%), Nusapati Village (1.74%), Peniraman Village (3.22%), Sungai Pinyuh Village (1.18%), and Sungai Purun Kecil Village (0.11%). (c) Areas with a high level of vulnerability (very vulnerable) are only found in Peniraman Village, which has 223 ha or 1.15% of the total area of Sungai Pinyuh District. 2) the location of the observation points shows that there are seven points selected, including six points with a level of vulnerability and one point with a very vulnerable level, then of the seven have different land use characteristics.</em></p>

This research aims to analyze aspects affecting the implementation of electronic parking, a digital- based public services provision in parking. The concept of digital divide, workforce, regulation, and infrastructure were used to conduct the analysis. This study employed a qualitative research methodology with qualitative data collection techniques through interviews with two officers of the Parking Technical Implementation Unit (TIU) - the Department of Transportation Bandung City Government, 4 parking attendants, and 100 people as the roadside parking users. To enrich the data, observation and study documents were also conducted. The research used a descriptive analysis combined with simple descriptive quantitative data. It is evident from this study that four primary aspects hindered the implementation of the electronic-parking initiative. Those aspects are a large gap in the digital divide, low workforce quality and quantity, the absence of the proper regulations, and futile infrastructure. Adding to these four barriers, we also found other significant aspects: the investment that has not been strategically designed, the lack of leadership, and the low quality of education and marketing. All these three additional aspects also contribute to the failure in meeting the objective of the electronic parking initiative. This finding suggests that any new initiatives in public service provision, mainly using ICT, need to be well communicated and consulted with the implementing units. Furthermore, the initiative needs to be complemented with an acceptable set of policies to ensure its sustainability.
