This article investigates the role of higher education in the economic development of the country. The research aims to investigate the theoretical and methodological basis of the role of higher education and human capital in economic growth, evaluate the current state of higher education within pandemic COVID-19, and develop scientifically and applied recommendations to strengthen capacity and improve the competitiveness of human capital in the developing countries. An analysis of the existing researches and debates is made. We defined the state of higher education in Kazakhstan and considered the changes in education within the context of COVID-19. We made multiple correlations and regression analysis based on the education coverage index and GDP(mln KZT), where defined the moderate correlation between two variables. Statistical data is studied in a period from 2000 to 2019. This paper contributes to the literature by fulfilling a theory of human capital development in the knowledge economy, revealing the relational mechanism between higher education, sustainable development, and the economic boundary of this relationship. It also contributes to the further understanding of the role of higher education in economic development. This study result implies to strengthen capacity and improve the competitiveness of human capital, draft human capital development policy. Keywords: SDG; COVID-19, human capital, higher education

The article reveals the benefits of diversification of industry, measures for overcoming of "curse of natural resources" in relation to the conditions of Azerbaijan and moving from the resource development industry in the country are studied there. This issue has three aims. Firstly, it is disclosure of necessity of diversification of industry, secondly - justification of the benefits of diversification, the third aim - the development of scientifically based recommendations for opportunities of diversification of the economy of the country. Two ways are used for fight against "curse of natural resources": backup of oil revenues in the State Oil Fund of the Azerbaijan Republic and the creation of the necessary political and economic institutions. The results of the research show that diversification is necessary in the countries depending on export of hydrocarbon resources. Diversification of economy of Azerbaijan should be directed to increase in human capital, development of infrastructure, support of financial institutions and stimulation of development of private business.

AbstractDespite Indonesia’s impressive economic growth, it still lags behind other countries with a similar income level in terms of the quality of its human capital. This paper argues that one key factor explaining this low quality of human capital relates to the lack of focus and clear strategies to develop its education system. This paper attempts to assess Indonesia’s current state of human capital development with particular focus on its education sector. In order to benefit from its demographic bonus, Indonesia needs to to improve its current education and skill training system. Better education and skill training system will support the country’s effort to reduce poverty and youth unemployment. The effectiveness of public spending in education should be improved to raise the quality of education. Tulisan ini berpendapat bahwa faktor kunci yang menjelaskan rendahnya kualitas sumber daya manusia berhubungan dengan ketiadaan strategi yang terfokus dan jelas untuk mengembangkan sistem pendidikan Indonesia. Tulisan ini menilai kondisi kekinian dari pengembangan sumber daya manusia Indonesia dengan fokus khusus pada sektor pendidikan. Agar dapat mengoptimalkan manfaat dari bonus demografi, Indonesia perlu membenahi sistem pendidikan dan pelatihan keterampilan. Sistem pendidikan dan pelatihan keterampilan yang lebih baik akan menunjang upaya pengentasan kemiskinan dan pengurangan pengangguran muda.
