The purpose of this study is to determine the effect of intergovernmental transfers fund and the region's autonomy in financing public welfare at local government (municipal and districts) in West Java. This research employs survey with verification approach, and documentation as data collection techniques. Financial data is taken from the report of the budget realization published by the Directorate General of Fiscal Balance (DJPK), the Ministry of Finance of the Republic of Indonesia. The the data of public welfare is taken from the report of human development index (HDI) published by the central agency statistics (BPS) in 2011-2014. The results show that increasing the amount of intergovernmental transfers fund and the level of the region's autonomy in finance have impacts in improving the HDI as a measurement of public welfare

Abstract Selling and buying activities have been done often since long ago, and this study will be discussed about the use of technological advances, especially in the field of financial management by utilizing e-commerce. When carrying out financial data collection, staff can make recapitulation by writing each transaction in the ledger, then counting the data to be  the income information. However, the process is not in tune with current technological progress, because it still use a data collection process that requires a lot of time and energy. Thus, to overcome this problem, e-commerce websites are used so that it can manage finances accurately and quickly. In this study, there are 4 (four) problems that will be overcome with 2 (two) methods, and 1 (one) solution as the answer. This research method was qualitative with a descriptive approach. The data collection technique used were financial data from the church treasurer about offerings and tithes giver. The first stage was to create a data graph to see the giving unit and the second stage was analyze the economic situation of the congregation and the level of faithfulness of the congregation. The results of the ongoing COVID-19 pandemic research increase the faith of church members through the provision of integrated offerings that increase during the pandemic and the giving of tithes given every month. With the number of data transactions that occur, if data collection is done manually much time wasted for financial data processing. Because many stages to be done to be able to produce financial statements. The resulting data is not necessarily accurate and appropriate. Accounting applications have been created to facilitate in making decisions on the business run. The use of computer accounting applications is very efficient and effective for a businessman or a trader in running his business. Processing financial data that only live input transaction data alone, can produce the desired report for decision making. By using Zahir Accounting the ease given is indeed designed as simple as possible so that users can easily understand the features provided. In the processing of data that has been inputted directly form the journal and also the financial statements. This study aims to determine the financial performance of all local governments in Indonesia. This study uses financial data from all the districts/cities and provinces in Indonesia from 2013 to 2015. The data collection techniques used in this study is documentation. This research used descriptive and quantitative analysis methods. The results of the study show that the government's financial performance in Indonesia has been effective but inefficient. This is evident from the ratio of the financial effectiveness ratio of local governments in Indonesia in 2013-2015 in the range of 102-121%, but the ratio of financial efficiency of local governments in Indonesia in 2013 to 2015 was in the range of 99% -104%. Financial performance that is not optimal from this local government is because during 2013-2015 the contribution of taxes and regional retribution on Regional Original Income was low so that in the end it caused the level of income received by the regional government to be not too large

The development of the hydration stages for electron microscopes has opened up the application of electron diffraction in the study of biological membranes. Membrane specimen can now be observed without the artifacts introduced during drying, fixation and staining. The advantages of the electron diffraction technique, such as the abilities to observe small areas and thin specimens, to image and to screen impurities, to vary the camera length, and to reduce data collection time are fully utilized. Here we report our pioneering work in this area.

Electron tomography is a technique where many projections of an object are collected from the transmission electron microscope (TEM), and are then used to reconstruct the object in its entirety, allowing internal structure to be viewed. As vital as is the 3-D structural information and with no other 3-D imaging technique to compete in its resolution range, electron tomography of amorphous structures has been exercised only sporadically over the last ten years. Its general lack of popularity can be attributed to the tediousness of the entire process starting from the data collection, image processing for reconstruction, and extending to the 3-D image analysis. We have been investing effort to automate all aspects of electron tomography. Our systems of data collection and tomographic image processing will be briefly described. To date, we have developed a second generation automated data collection system based on an SGI workstation (Fig. 1) (The previous version used a micro VAX). The computer takes full control of the microscope operations with its graphical menu driven environment. This is made possible by the direct digital recording of images using the CCD camera.
