In this article, we try to investigate the community high schools project policies implemented by current educational units in Taiwan through document analysis and questionnaire survey methods. We also investigate what role the school library should play and what jobs the school library should promote in the point of view of a director of library in a senior high school. We try to conclude operation items which meet the spirits of government’s policies. In the mean time, based on a thinking that the school library should participate in local cultural activities aggressively, we try to investigate further, when the availability of school is extended into local community, what would be the possible cooperative contents and ways between school library and the local community? The research result is going to be used as a reference for future development and operation of school library in senior high school and vocational high school.

Abstrak: Analisis Prestasi Belajar Mahasiswa Lulusan Sekolah Menengah Umum dan Sekolah Menengan Kejuruan. Penelitian bertujuan untuk menganalisis perbedaan prestasi belajar mahasiswa lulusan Sekolah Menengah Umum dan Sekolah Menengah Kejuruan dan untuk menganalisis faktor yang mendukung dan menghambat prestasi belajar mahasiswa.. Subjek penelitian adalah mahasiswa pada program studi Pendidikan Administrasi Perkantoran Fakultas Ilmu Sosial Universitas Negeri Makassar. Penelitian ini menggunakan pendekatan kuantitatif,  jenis ex post facto dengan eksplanasi komparatif. Populasi pada penelitian ini sebanyak 335 mahasiswa. Sampel penelitian sebanyak 167 mahasiswa yang diambil menggunakan metode probability sampling.  Pengumpulan data menggunakan teknik observasi, wawancara, dan dokumentasi. Pengujian hipotesis menggunakan uji F, anava, dan t-Test. Hasil penelitian menunjukkan: 1) Prestasi belajar mahasiswa lulusan Sekolah Menengah Umum rata-rata 3,72 dan  lulusan Sekolah Menengah Kejuruan rata-rata 3,77; 2) Tidak terdapat perbedaan signifikan prestasi belajar antara mahasiswa lulusan Sekolah Menengah Umum dan Sekolah Menengah Kejuruan; 3) Faktor-faktor pendukung prestasi belajar meliputi: motivasi belajar, inteligensi, konsentrasi, tujuan yang ingin dicapai, rajin kuliah dan mengerjakan tugas, keaktifan dalam perkuliahan, manajemen waktu yang baik, suasana belajar yang kondusif, dan hubungan mahasiswa dengan dosen. Faktor penghambat: malas, jarak tempat tinggal yang jauh, persepsi mahasiswa salah jurusan, jadwal  kuliah sore, dan metode pembelajaran yang monoton. Kata kunci: prestasi belajar; indeks prestasi komulatif; hasil belajar; sekolah menengah umum; sekolah  menengah kejuruan.  Abstract: Analysis of Student Achievement of Graduates of Senior High School and Vocational High School. The research aims to analyze the differences in the learning achievement of students who graduate from Senior High School and Vocational High School and to analyze the factors that support and hinder student achievement. The research subjects are students in the Office Administration Education study program, Faculty of Social Sciences, Makassar State University. This research uses a quantitative approach, ex post facto type with comparative explanation. The population in this study were 335 students. The research sample was 167 students who were taken using probability sampling method. Collecting data using observation, interview, and documentation techniques. Hypothesis testing uses the F test, ANOVA, and t-Test. The results showed: 1) The learning achievement of students graduating from Senior High School was 3.72 on average and Vocational High School graduates had an average of 3.77; 2) There is no significant difference in learning achievement between students who graduated from Senior High School and Vocational High School; 3) Supporting factors for learning achievement include: learning motivation, intelligence, concentration, goals to be achieved, diligent in studying and doing assignments, activeness in lectures, good time management, a conducive learning atmosphere, and student relations with lecturers. The policy to increase ratio of the number of students between vocational high school (SMK) and senior high school (SMA) being 70:30 in 2014, needs to be supported by policy to improve both quality and quantity of teachers, infrastructures, diversification of skills, and absorption of graduates in job market. Using quantitative descriptive approach, this research reveals that availability of infrastructures in all vocational high schools in Bandung city at present, and how the projection in the future. The result of this research shows that at present situation, when the comparison of the number of students SMK:SMA is 50:50, it proves that generally SMK with state status just fulfill exactly about 75% equipment and quality in accordance with infrastructure national standards.

E-learning in Indonesia began in mid-nineties with the advent of internet preceded by information technology which was introduced in Indonesia in late 1970s and early19 80s. However, those elearning initiators hit hard by the economic and political crises which hit Indonesia in 1997s until early 21st century. Beginning the year 2000, many schools, especially senior high school, took the initiatives to conduct e-learning in their environments, in spite of the economic crises. Based on data available from the Department of national Education, a survey conducted toward high school Websites. A virtual visit and randomly selected physical visits to high schools situated in Jakarta, Yogyakarta (Central Java), Makassar (South Sulawesi) and Padang(West Sumatera) yielded result that those Websites mainly used for disseminating school profiles including name and address, principals and teaching staffs, facilities, extracurricular works etc, but none specially directed to e-learning materials. The research orientation changed to vocational high school with the assumption that the vocational high school graduates are geared toward working market hence the courses are directed to more practical application and subsequently can improved with e-learning activities. Based on data from National Library of Indonesia and Directorate of Vocational High School, purposive sampling was done. The criteria are (a) the school has conducted e-learning for at least five years; (b) agree to be interviewed; (c) has trained other schools on e-learning development; (d) own a school library (e) appointed by Directorate of Vocational High School as a pilot project (f) accessible economically from Jakarta so it is more convenient to visit. Using snowball method, from interview with Wikrama principal and teachers, yielded data on other vocational schools in many regions. Those vocational high schools are randomly selected, interviewed by volunteer researchers . The results are analysed and showed that e-learning in vocational high school is limited to facilities designed by the school such as commonly found in Intranet, the constraints mainly on physical infrastructure and e-learning spread because of lack of facilities from school library. The development of e-learning activities is separated from school library, a cause resulted from the wrong perception of the school principals. It is suggested that the development of e-learning should synchronised with school library because in the future, even right now, school library will developed into learning resource centres, in which e-learning is covered. However, it needs better understanding among school principals which in Indonesia who will decide the fate of school library, either like it or not.

Abstract:  The imbalance of the distribution of study field-teachers in state senior high schools (SMAN) in the whole area of Banjarmasin city has became the background of this research. This research aimed at: (1) describing the real condition of distribution of study fields-teachers in state senior high schools in Banjarmasin city, (2) describing the analysis of the number of study field-teachers needed for each state senior high school in the whole area of Banjarmasin city, and (3) identifying the number of study field-teachers that needed and exceed the need for each state senior high school in the whole area of Banjarmasin city. This survey research used the technique of interview and documentation in collecting data. The collected data were presented in the forms of tables and graphics and descriptively analyzed. The research result showed that: (1) there are 552 study field-teachers that spread in 13 state senior high schools in the whole area of Banjarmasin city, (2) the number of study field-teachers needed in state senior high schools in the whole area of Banjarmasin city were 593 teachers, and (3) study fields that exceed in the number of teachers needed were in the fields of religion education, civics education, English language, biology, physics, and counseling training. While study fields that lack of the number of teachers were in the fields of Indonesian language, math, chemistry, economy/ accountancy, sociology, geography, history, art, information and communication technique, local content, and foreign/ethnic language. Keywords: distribution, teacher, and state senior high school (SMAN) Banjarmasin.     Abstrak:  Kondisi belum meratanya penyebaran guru mata pelajaran di SMAN se-Kotamadya Banjarmasin mendorong penulis untuk melakukan penelitian yang bertujuan untuk: (1) mendeskripsikan kondisi rill penyebaran guru mata pelajaran di SMAN se-kota Banjarmasin, (2) mendeskripsikan analisis kebutuhan guru mata pelajaran di SMAN se-kota Banjarmasin, (3) mengidentifikasi kebutuhan dan kelebihan guru per mata pelajaran di SMAN se-kota Banjarmasin. Jenis penelitian ini adalah penelitian survey, dengan menggunakan teknik pengumpulan data berupa wawancara dan dokumentasi. Data yang diperoleh disajikan dalam bentuk tabel dan grafik selanjutnya dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa: (1) jumlah guru mata pelajaran yang tersebar di 13 SMAN se-kota Banjarmasin adalah sebanyak 552 orang, (2) Jumlah guru mata pelajaran yang diperlukan di SMAN se-kota Banjarmasin berdasarkan analisis kebutuhan adalah sebanyak 593 orang, (3) Kelebihan jumlah guru SMAN se-kota Banjarmasin terjadi pada mata pelajaran Pendidikan Agama, Pendidikan Kewarganegaraan, Bahasa Inggris, Biologi, Fisika, dan Bimbingan Konseling, sedangkan yang masih kekurangan guru terjadi pada mata pelajaran Bahasa Indonesia, Matematika, Kimia, Ekonomi/Akuntansi, Sosiologi, Geografi, Sejarah, Kesenian, Teknik Informasi dan Komunikasi, Muatan Lokal, dan Bahasa Asing/Daerah. Kata Kunci: penyebaran, guru, dan SMAN Banjarmasin

Penelitian ini bertujuan mendeskripsikan efisiensi eksternal pendidikan Sekolah Menengah Kejuruan (SMK) di Kota Yogyakarta dengan sudut pandang nilai guna kemampuan lulusan. Penelitian ini menggunakan pendekatan kualitatif dengan jenis fenomenologi. Sumber data adalah dokumentasi dan informan dari alumni SMK di Kota Yogyakarta. Pengumpulan data dilakukan melalui studi dokumentasi dan wawancara. Teknik analisis data meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menemukan keterserapan lulusan SMK di Kota Yogyakarta belum tercapai dengan maksimal. SMK belum mampu memberikan manfaat seperti yang diharapkan kepada seluruh lulusan. Oleh karena itu efisiensi eksternal pendidikan kejuruan di Kota Yogyakarta disimpulkan tidak efisien. Kesesuaian pengajaran di sekolah dengan perkembangan dunia kerja/industri belum sepenuhnya baik. Di sisi lain, terdapat beberapa manfaat dari pendidikan SMK bagi siswa antara lain: Mendapat pengalaman kerja melalui program Magang, PKL, atau prakerin; Mendapat peluang kerja di dunia usaha dan industri; Berwirausaha dengan keterampilan yang didapat; Pendidikan menengah kejuruan bisa melanjutkan ke jenjang pendidikan lebih tinggi. Sedangkan dari survai kepuasan diketahui alumni merasa puas terhadap lembaga sekolahnya. Namun terdapat beberapa informan yang merasa kurang puas antara lain kesesuaian kurikulum dengan dunia industri, keberadaan pembelajaran soft skill di lembaga pendidikan, bimbingan guru selama prakerin, jumlah kelengkapan sarana dan prasarana praktik, dan kesesuaian sarana prasarana praktik dengan dunia industri. The external efficiency of vocational education in YogyakartaAbstractThis research aims to describe of external efficiency of vocational education (SMK) in Yogyakarta with point of view of the values of graduates’ ability. This research used the qualitative approach of phenomenology. The data sources were the documentation and the informants of graduates of Vocational High School in Yogyakarta. The data collection was done through document analysis and interview. The data analysis technique included of collecting data, data reduction, data display, and conclusion. The research finding reveals that the absorption of vocational high schools graduates in Yogyakarta have not been reached maximally. Vocational high schools cannot enable to give the benefits as expected for the graduates. So, the external efficiency of vocational education in Yogyakarta can be concluded that is inefficient. The instructional conformity of the school that related to the development of working field/industry is not good enough. In other hand, there are some benefits of Vocational education for students such as: getting experience in the work field through the internship program, PKL, or prakerin; getting job opportunity in the business world and industry; entrepreneurship with the skill that got; Vocational High School Education can continue to the advanced study. Meanwhile, based on the survey of satisfaction is known that the graduates feel satisfied toward their school education. However, there are some informan that are not satisfied with the conformity of curriculum related to the industry field, the existence of learning soft skill in the school education, the teacher’s guide during prakerin, the number of completeness of practicum tools, and the conformity of practicum tools with the industry field.

During 1990s, traditional senior high school education encountered challenges of social transitions, information explosion while entering a learning-oriented society. Educational reforms and policies were conducted and enforced nation-wide. School libraries was situated in a turning edge to cope with the education reforms. Two major projects have impacted heavily on the development of high school (including vocational high schools) librarianship. One was the subsidy for collection development from the Ministry of Education that enriched the high schools’ library holdings, the other one was the establishment of “The Senior High School Library Guidance Committee (SHSLGC)”. SHSLGC consists of scholars of Library and Information Science Education, educational administrators, and selected high school library directors. The SHSGC Team started consulting jobs by selecting high school libraries as demonstrative models in different regions of the Island, conducting library symposiums, having published “The Handbook for Senior High School Libraries”, hosting forums for high school principals and chief librarians, establishing professional courses for chief librarians, and paying on-site visits to high school libraries around the Island. The on-site visits created inter-library cooperation and exchange of professional experiences among high schools and vocational high schools. Efforts continued and when the “ Library Law” was effected in year of 2002, SHSLGC gained its legal stands and became a regular organization to officially provide its services to senior school libraries. In addition to its original services 2 during the years, SHSLGC expanded its services to conduct researches on current-status of senior school libraries, posting e-Paper on the Internet, composing a high school e-learning data bank, helping high school libraries to delivery services to communities. This paper addresses the development of SHSLGC, the history, milestones, the implementation, and its impact as well.

The attitude of students during the learning process is essential to be known by an educator to understand how to deal with students in the class. This study aims to determine how students 'attitudes towards science subjects and this study also aim to determine whether there is a comparison of students' attitudes towards natural science subjects in junior high schools in Indonesia. This research was conducted at some state junior high schools in Jambi. Specifically, the research sites were Junior High School 5, Junior High School 6, and Junior High School 26 in Jambi. The research design used in this study was a quantitative approach with survey methods. The research instrument was a science attitude questionnaire. Data were analyzed using descriptive statistics and inferential statistics. The results showed that students' attitudes toward science subjects based on indicators of adoption of scientific attitudes, fun in learning science, and interest in increasing the time to study science were in good categories and also there are significant differences of students’ attitude towards science subjects in the three schools with a comparison value of 0.042 < 0.05.

PROFIL OF PEDAGOGIC AND PROFESSIONAL COMPETENCIES OF SENIOR HIGH SCHOOL COUNSELORS IN BANDUNG CITY. This study aims to get a profile and description of pedagogic and professional competencies of guidance and counseling teachers (counselor) in Bandung. The research used the quantitative approach with survey methods. The population of this research is 127 counselors of the senior high school in Bandung. The Instrument was the development of Permendiknas No. 27 Tahun 2008 concerning Academic Qualification Standards and Counselor Competencies with ten aspects related to pedagogic and professional competencies. Data analysis techniques in this research are descriptive analysis techniques. The result of the research shows that the profile of counselors is in the competent category but in several aspects need some developed. The result of the research can be used as a need assessment for supervisor in understanding counselors competencies so that it can be used as a basis to provide guidance and counseling services effectively and efficiently.

AbstrakPembelajaran berbasis proyek merupakan salah satu model pembelajaran yang direkomendasikan untuk digunakan dalam pembelajaran menurut kurikulum 2013. Pelaksanaan proses pembelajaran di Sekolah Menengah Kejuruan (SMK) memiliki karakteristik yang berbeda dengan pelaksanaan pembelajaran di Sekolah Menengah Atas (SMA). Guru SMK harus mampu mengembangkan model pembelajaran yang dapat menghasilkan aspek keterampilan kerja. Salah satu masalah paling kritis dalam proses belajar mengajar Bahasa Inggris di Sekolah Menengah Kejuruan adalah keengganan dan kreativitas guru yang kurang untuk menemukan cara agar pembelajaran lebih kreatif dan menyenangkan. Untuk mengetahui sejauh mana pemahaman siswa tentang suatu materi yang telah diajarkan dalam proses belajar mengajar, guru harus memberikan tugas kepada siswa. Penugasan dapat dilakukan dengan model Pembelajaran Berbasis Proyek (PjBL). Tujuan dari penelitian ini adalah untuk mengetahui bagaimana persepsi guru tentang pembelajaran berbasis proyek. Penelitian ini dilakukan dalam desain deskriptif kualitatif yang melibatkan tiga guru Bahasa Inggris SMK di Kabupaten Indragiri Hilir, Provinsi Riau sebagai responden. Penelitian ini menggunakan wawancara semi terstruktur sebagai instrumen pengumpulan data. Hasil analisis menunjukkan bahwa guru memiliki persepsi positif terhadap pembelajaran berbasis proyek. Dapat ditarik kesimpulan bahwa pembelajaran berbasis proyek perlu dilakukan oleh guru di kelas Bahasa Inggris sebagai salah satu model dalam proses belajar mengajar karena berfokus pada siswa.Kata Kunci: Pembelajaran Berbasis Proyek, Persepsi Guru, dan Sekolah Menengah Kejuruan. AbstractProject-based learning is one of the recommended learning models to be used in learning according to the 2013 curriculum. The implementation of the learning process in Vocational High Schools have different characteristics from the implementation of learning in Senior High Schools. Vocational high school teachers must be able to develop learning models that can produce aspects of work skills. One of the most critical problems in teaching and learning English at Vocational High School is teachers’ unwillingness and less creativity to find ways to make learning more creative and fun. To find out what extent students understand about the material that has been taught in the teaching and learning process, the teachers must give assignments to the students. The assignments can be done with the model Project-Based Learning. The aim of this study was to investigate how teachers’ perception about project-based learning. This research conducted in descriptive qualitative design which involved three vocational high school English teachers in Indragiri Hilir Regency, Riau Province as respondents. This research used semi-structured interview as an instrument to collect the data. The result of the analysis showed that teachers have positive perception toward project-based learning. The purpose of this research to imporove the activity and student learning outcomes of class XI Islam Salak Brojo Pekalongan Vocational High School by audio-visual menthod on the brake system subjects.This education is clasroom action researsh that been conducted in Islam Salak Brojo Pekalongan.Vocational High School in the academic year of 2014/2015. The subject in this research is a class XI student of Light Vehicle Engineering Islam Salak Brojo Pekalongan Vocational High School that amounted to 26 student. The data collection techniques used observation and tests are divided into pre-test and post test. The data were anilyzed using descriptive statistics.The research result showed that the application of audio-visual method on the brake system subjects can improve activity and student learning outcomes class XI Islam Salak Brojo Pekalongan Vocational High Shool. The result can be seen in the successful development of the I cycle, the average value of learning activities amounted to 53,84 increased in the II cicle to 56,34 then on the III cycle increased to 59,42. On the learning outcomes of I cycle on average reached 5,11 increased in the II cycle to 6,51 then on the III cycle increased to 18,32. Therefore can be concluded that audio-visual method can increase the activity and student learning outcomes on the  break system subjects of class XI student of Islam Salak Brojo Pekalongan Vocational High School.
