Collection of data in healthcare is vitally important to inform healthcare resource planning and monitor effectiveness of care. The Canadian Emergency Department information System and Canadian Triage Acuity Scale are primary tools for collecting such data. Although emergency nurses use these tools to collect significant patient and healthcare data on daily basis, their understanding of the purposes and implications for collecting these data is sub-optimal. Furthermore, emergency nurses’ awareness about informatics, and the limited representation in information and communication technology strategic initiatives and research within Canadian emergency nursing are some barriers preventing nurses from realizing the full benefits of information and communication technology to improve patient and system outcomes, and nursing knowledge development. The National Emergency Nurses Association is well positioned to provide the leadership required to move nurses from being data collectors, to information users by maximizing their potential to advance Canadian emergency nursing practice through informatics.

New forms of information and communication technology, surveillance and data collection have blurred the boundary between public and private responsibility: whereas it used to be only the statesman and his selected few who made decisions regarding national security, it is, in the age of unpredictability and resilience, a very wide range of both state and civilian actors who, on a daily basis, participate in the national intelligence practice. is article argues that a new security politics, driven by the notion of unpredictable risks and made possible by new data and surveillance technologies, has created a new kind of intelligence practice in which ethico-democratic questions about ownership, responsibility and control are urgent. e intelligence services’ current answer to these questions is more ‘method’ and better ‘procedures’. is is, however, not good enough. By identifying not just an ethos of rules but also an ethos of judgement in the Western tradition of state, this article recommends that we rediscover and democratise the line of thinking in our bureaucratic ethos that emphasises the ability to make (self-)critical judgements.

The paper analyze the frequency of academic staff and students use of information and communication technology {Ict} in Katsina State College of Education, it explore the ability of staff and students in computer application 114 academic staff and 1995 students were engaged in the study. A survey research design was used; the data collected was analyzed using percentage to present the responses. 4 point Likert-scale was used, while a mean of 2.50 was adopted to determine the higher and lower participation in the use of ICT and ability in computer application. The finding show that the use of ICT in the College is high [m=2.78 higher than m=2.50]. The study also indicated that the academic staff are more competent in the use of wide range of computer applications than students are [m=3.08and 2.56 respectively] the study reveals that the staff and students actually engaged in the use of ICT almost on a daily basis for both school learning and individual use. The researchers therefore recommend that this study should be carried out in all the tertiary institutions in Nigeria to clarify the uncertainty of the frequency of ICT use in Nigeria schools.

Information and communication technology (ICT) is integral in today’s healthcare as a critical piece of support to both track and improve patient and organizational outcomes. Facilitating nurses’ informatics competency development through continuing education is paramount to enhance their readiness to practice safely and accurately in technologically enabled work environments. In this article, we briefly describe progress in nursing informatics (NI) and share a project exemplar that describes our experience in the design, implementation, and evaluation of a NI educational event, a one-day boot camp format that was used to provide foundational knowledge in NI targeted primarily at frontline nurses in Alberta, Canada. We also discuss the project outcomes, including lessons learned and future implications. Overall, the boot camp was successful to raise nurses’ awareness about the importance of informatics in nursing practice.

E-Government is the world government instrument of bureaucracy reform towards good governance and the Indonesian government has initiated the improvement of technology-based bureaucracy signed by the establishment of the State Administration Automation Coordinating Board (BAKOTAN) in 1969 and the Presidential Decree No. 20 of 2006 on the Establishment of National Information and Communication Technology Board, but its implementation has not seen. The Pariaman City Government make bureaucratic reform based technologies for achieving good governance as a priority in the Medium Term Development Plan (RPJMD) in 2013-2018. In a previous study, Enterprise Resource Planning (ERP) is a perfect solution in reforming the bureaucracy to realize good governance but the ERP implementation is still at risk of failure. Nasir and Sahibuddin (2011) recorded as much as 72.43% of system implementation projects from 1994 to 2008 is problematic.This study aimed to analyse the readiness of the Pariaman City Government in the ERP system implementation using 4 variables: infrastructure, the rate of adoption, human resources and organizational culture which are Critical Success Factors (CSF). This research is a case study using mixed methods, embedded correlation models design and judgment sampling techniques on the orientation of the sample selection at the same time with the relationship of a stratified sample. Data analysis technique is done in stages which are infrastructure readiness of Information and Communication Technology (ICT) variable utilize documentation data analysis and description of the interview results, while variable rate of adoption, human resources and organizational culture are using questionnaire data descriptive statistics and analysis of the interview results.Based on this research, Pariaman City Government was ready to implement the ERP system with the potential strengths and weaknesses. In the variable infrastructure readiness, more than 83% of infrastructure and its supports in decent and good condition with network support and reliable security but there are still weaknesses related to non-optimal service channels, the absence of a Disaster Recovery Centre (DRC) and the inclusion of procedures for infrastructure maintenance in regulation implementers. Variable rate of adoption has potentially powerful because it is supported by ICT development documents legally enforceable, but there are weaknesses in planning procedures that are still inconsistent application. Variable human resources have the potential strength for their leaders who trusted by ASN and Parliament is able to implement information technology projects well, but its weakness is the lack of skilled ICT personnel and ASN which has computer educational background are not engaged. Variable culture of organization has potentially powerful because their awareness of the technology needs and the culture of good leadership and has a tangible manifestation in the implementation of bureaucratic reforms, but there is the disadvantage that the reluctance to change in the near future because they are in a comfort zone or the ASN difficult to break the habit of using paper documents with the manual system.

This paper studies whether and how information and communication technology (ICT) changes self-construal and cultural values in a developing country. Ethiopian children were given laptops in the context of an ICT for development scheme. We compared children who used laptops (n = 69) with a control group without laptops (n = 76) and a second control group of children whose laptop had broken down (n = 24). Results confirmed that after 1 year of laptop usage, the children’s self-concept had become more independent and children endorsed individualist values more strongly. Interestingly, the impact of laptop usage on cultural values was mediated by self-construal (moderated mediation). Importantly, modernization did not “crowd out” traditional culture: ICT usage was not associated with a reduction in traditional expressions (interdependent self-construal, collectivist values). Theoretical and practical implications are discussed.

So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. In this era of internet, ICT is committed to provide real, timely accurate authentic information to the farmers and rural peoples.
