Ontological Model of Government Documents

The paper develops an ontological model to extract information from government legal documents and facilitate the understanding of its content. In particular, international bilateral investment agreements between countries are the subject of analysis, which aims to quantify their semantic diversity. The paper argues it as an accurate approach to extract qualitative and quantitative information.Cette communication expose un modèle ontologique pour extraire de l’information à partir des documents juridiques du gouvernement et faciliter la compréhension du contenu. Plus particulièrement, les ententes internationales d’investissements bilatéraux entre pays ont fait l’objet d’une analyse, dans le but de quantifier la diversité sémantique. La communication conclut qu’il s’agit d’une approche exacte pour extraire de l’information qualitative et quantitative.

Professional jurists are often inquisitive about the subject matter of their calling and in the course of their careers may well develop fascinating insights into the law and those who interpret it. Their employers, however, be they governments, corporations, firms, or private clients, rarely show similar enthusiasm for such insights unless the hours spent pondering the social or historical significance of this or that legal view have a contemporary value that justifies the lawyer's fee.Thankfully, other members of society are rewarded for mining the legal records of the past. For legal historians, the search often focuses on the changing legal ideas and how legal doctrine develops over time to meet the changing needs of societies. Yet because the law generally deals with concrete matters – again, because jurists are paid by people who are unlikely to remunerate those who simply while away their hours making up legal cases – it offers a reservoir of information that can be used, albeit with caution, in fields other than just the history of the law.A partial reconstruction of the law of any given time and place is among the more obvious historical uses of legal documents but statutes, practical decisions, and even theoretical texts can be used to advance other forms of the historical endeavour. Legal works often reflect the values both of jurists and society-at-large, for while the law creates social values it is not immune to changes in these very values.

Социально-экономическое развитие есть планомерная процедура совершенствования уровня жизни, качественных и количественных характеристик, потребляемых общественностью благ. Исходя из ситуации со здоровьем населения в регионе, выставляются соответствующие ориентиры. В разрезе региональной специфики закладываются и реализуются целевые программы, которые одновременно зависят от здоровья населения и направлены, собственно, на улучшение качества его здоровья. Согласно тематике настоящей статьи, ведущий фактор социально-экономического роста - здоровье населения, именно он будет оценен как катализатор искомого регионального развития. Socio-economic development is a systematic procedure for improving the standard of living, qualitative and quantitative characteristics of the goods consumed by the public. Based on the health situation of the population in the region, appropriate guidelines are set. In the context of regional specifics, targeted programs are being laid and implemented, which at the same time depend on the health of the population and are aimed, in fact, at improving the quality of its health. According to the subject of this article, the leading factor of socio-economic growth is the health of the population, it will be evaluated as a catalyst for the desired regional development.

Abstract The practice of arbitrators and counsel in investor-state dispute settlement (ISDS) cases simultaneously playing both roles — known as “double-hatting” — has been the subject of much controversy in recent debates on ISDS reform, notably, at the United Nations Commission on International Trade Law’s (UNCITRAL) Working Group III where a Draft Code of Conduct for Adjudicators in International Investment Disputes is under discussion. While Canada has been less than consistent in its approaches to ISDS in recent international investment agreements (IIAs), its position against double-hatting has been rather constant. This article explores whether this stance reveals a commitment on the part of Canada towards increased judicialization of ISDS or reflects a “flavour of the month” reform likely to change with differing IIAs and negotiating partners. Analysis of Canada’s recent IIA practices, including its model Foreign Investment Promotion and Protection Agreement, released in May 2021, and the positions it has taken at UNCITRAL’s Working Group III, lead the author to conclude that Canada appears committed to increased judicialization of ISDS in the long run.

The subject of this paper is to evaluate criteria in the decision-making process for choosing new usable office facilities in light of a big company or public service seeking for new usable office facilities. The criteria defining the requirements for individual selection variants enter into this decision-making process. These criteria have qualitative and quantitative characters. In order to model the criteria, it is desirable that their values are standardized. The method of standardization of these criteria is given in this paper. In this paper, attention is paid to the decision-making process in the course of choosing new usable facilities in administration objects. This decision-making process is based on input data analyses and on conclusions for a certain selection variant resulting from them.

This article discusses the relationship between legal, legal aid and legal assistance. The lack of a clear distinction between the term "legal assistence" and the terms "legal aid" and "legal" has led, in our observations, to the conclusions of individual authors and entire institutions that Ukraine's law enshrines in fact a triple system legal aid. Studies have shown that the legislator distinguishes between "legal aid" and "legal" (or legal) assistance, depending on the subject of assistance. Positive trends in the replacement of legal aid terminology with professional legal aid have been identified and shown. At he article notes that the development and establishment of independent professional legal assistance continues in the future. A large number of reforms and changes, especially at the constitutional level, on the one hand, contribute to improving and improving the development of the institution of professional legal assistance, and on the other hand, there are many contradictions and inconsistencies in this regard, because the introduction of new terms is always a supporter for its introduction and against it. Legal aid is the most successful term and should be interpreted as a multidimensional legal practice aimed at ensuring the rule of law and the realization of the rights of each person who enters into a specific legal relationship, the content of which is the implementation of legally defined means, including legal advice and clarification of the rights and procedures for their implementation, assistance in the preparation and filing of applications, petitions, complaints and other legal documents, initiation and participation in procedural actions and proper recording of their course and results, assessment of the adherence, validity and admissibility of evidence, analysis of the legality of legal decisions, taking measures to remedy infringed cases. to, damages caused offense. It also includes some of the problems that need to be addressed by further consolidating professional legal assistance in other regulations to ensure their compliance with the Basic Law of Ukraine.

This paper reports on the first stage of a study on the usage of electronic information services (EIS) by staff and students at Glasgow Caledonian University (GCU) and Leeds Metropolitan University (LMU). The study used by qualitative and quantitative methodologies. The questionnaires used at GCU were modeled on those developed at LMU. The project aimed to monitor off-campus usage of EIS, the use of passworded databases, and the freely available internet. The volume of electronic citations in students' course work and the possibility of developing routine performance indicators were also examined. Focus Groups were conducted with both staff and students between November 2001 and March 2002. These suggested, inter alia, that paramedics are the heaviest users of EIS and that paramedicine is the subject area where EIS are most integrated into the curriculum. Attitudes to the internet are extremely varied. Mode of attendance and workplace usage are important factors.

Resumen:El proceso de globalización de los procesos económicos, a primera vista sugiere un mundo de dimensiones homogéneas, muy interrelacionado entre sí y con igualdad de oportunidades de desarrollo para todos los países. Pero la realidad se desenvuelve en otra lógica: la globalización impulsa dinámicas muy segmentadas, donde el mundo vive las paradojas de la conformación de bloques regionales entre países y de regiones diferenciadas al interior de estos. En este sentido, uno de los espacios donde en la actualidad, por una razón u otra, se dan relaciones peculiares, son las fronterizas. Hay países donde los vínculos fronterizos se expresan como conflictos étnicos y religiosos; en cambio en otros, las conexiones más importantes son de índole económica y demográfica. Este es el caso de la frontera entre México y Estados Unidos, espacio donde se reproduce una de las relaciones binacionales más intensas entre países. En el presente artículo, se pretende avanzar en hacer una relectura de la frontera norte de México y sur de Estados Unidos, considerándola una región integrada por dos subregiones: la estadounidense y la mexicana. Para ello, se pasa revista a los más importantes enfoques teóricos para entender esa realidad, y se propone su revisión a la luz de las constantes modificaciones en ésta, que conducen a agotamientos muy rápidos en los "paradigmas" de análisis que cada autor del tema utiliza. Este planteamiento se documenta con la aportación de elementos cuantitativos y cualitativos acerca de las partes que configuran la región y, particularmente, se destacan las distintas modalidades de corredores económicos como medios de vinculación entre las "subregiones". Se plantea también reflexionar acerca de aspectos poco estudiados en estas últimas, como sería el perfil de los actores empresariales, básico para entender sus niveles de competitividad en la globalización a partir de una plataforma regional.Palabras clave: Globalización, Zonas fronterizas, Frontera México-Estados Unidos, Corredores económicos, Economía fronteriza.Abstract:The globalization of economic processes, at first sight, suggests a very inter- related world of homogenous dimensions, with equal opportunities of development for all countries. But reality comes about with another logic: globalization furthers very segmented dynamics, where the world experiences the paradox of the establishment of regional blocks among countries and regions that are differentiated within such blocks. In this sense, border areas are one of the spaces where presently, due to one reason or another, peculiar relations occur. There are countries where border ties are expressed as ethnic and religious conflicts, whereas, there are others, in which the most important connections are of an economic and demographic nature. This is the case of the Mexico-US border, space where one of the most intense binational relations between countries takes place. This article intends to review Mexico?s northern border and the United States southern border, considering it a region integrated by two subregions: the one of the United States and the one of Mexico. For such purpose, the most important theoretical approaches is reviewed in order to understand said reality. Its review is proposed in view of its constant modifications that lead to very fast depletions in the "paradigms" of analysis used by each author who writes about the subject. This statement is documented with the contribution of qualitative and quantitative elements about the parts that form the region, particularly underscoring the different modalities of economic corridors as means to link the "subregions". Statements are also made that lead to reflect on aspects that have been little studied in the latter, such as the pro file of the business actors, that is basic to understand their levels of competitiveness in globalization as of a regional platform .Key words: Globalization, Borderlines, USA-Mexico borderline, Economic corridors, Borderline economics.

The purpose of this research is to improve the ability of introduction of geometry in the 5 to 6 year old children  through blocks playing activities. The subject of this research is children in grade B, RA Al-Watoniyah 16 Rawa Terate Cakung, East Jakarta. The method uses classroom action research. This research uses qualitative and quantitative approach according to Kemmis model which consists of four stages: planning, action, observation and reflection. The average score obtained in pre intervention is  35.90%. Based on these results, interventions must be taken through blocks playing activities. After doing intervention in cycle I, the results obtain an average score of 61.52%. Then intervention in cycle II obtains an average score of 80.97%. Based on the results of research that has been implemented, blocks playing activities can improve the ability children to introduction geometry effectively. Furthermore, this activity also can improve the moral, cognitive, social emotional, language and motor development.

Объектом статьи выступает региональная инфраструктура цифровой экономики, а предметом - институциональные механизмы распространения инфраструктуры от карскаса расселения к малым населенным пунктам на периферийных территориях региона. Выполнен анализ объемов, структуры и приоритетов финансирования национального проекта «Цифровая экономика». Сделан прогноз финансирования НИОКР в РФ в период 2019-2024 на основе правительственных документов, прогнозов ВВП и курса рубля. Выполнен сравнительный анализ достаточности финансирования НИОКР в РФ. Определена проблема, с которой столкнутся регионы России при переходе к цифровой экономике - дефицит инфраструктуры цифровой экономики и выявлены пространственные характеристики этого дефицита. Сформулированы понятия объективного (структурного) и субъективного (стратегического) барьеров на пути инвестиций в региональную инфраструктуру. На основе статистического анализа, разработаны методы решения вскрытой проблемы реиональными силами. Сформулированы региональные задачи снижения субъективных барьеров на пути развития инфраструктуры и доказана возможность их решения. Regional infrastructure of the digital economy is the object of this paper. And the subject is the institutional mechanisms for the infrastructure distribution from the urban lattice to the small rural settlement in the districts peripheral territories. Authors made analysis of the volumes, structure and priorities of the national project "Digital Economy" financing. A forecast is made for financing R&D in the Russian Federation in the period 2019-2024 based on government documents, forecasts of GDP and the ruble exchange rate. A comparative analysis of the adequacy of R&D funding in the Russian Federation is carried out. The problem that Russian districts will face in the transformation to the digital economy is identified - a deficit in the infrastructure of the digital economy and the spatial characteristics of this deficit are revealed. The author formulated the concepts of objective (structural) and subjective (strategic) barriers to investment in regional infrastructure. Methods for solving a district level open problem based on statistical analysis are proposed. Based on the institutional approach, two tasks have been set for the district authorities and the possibility of solving them has been proved.

PurposeThis study aims to introduce and characterize a specific form of self-service technology (SST), customer self-service devices (SSDs), as well as propose and apply a classification scheme of SSDs to encourage future research on such SSTs.Design/methodology/approachThe paper is based on conceptual development of customer SSDs and exploratory qualitative insight from representatives of companies offering various types of SSDs.FindingsThis paper introduces SSDs as customer-possessed and controlled smart service devices aiming to solve problems from the customer’s perspective, often within completely new, customer-defined service processes and ecosystems. SSDs are not confined to the company-controlled service environment, and customers may thus use them wherever and whenever they so wish. The study characterizes SSDs based on service and customer use features, as well as on the subject of the service act (self/other vs belongings) and nature of service act (monitoring vs acting).Research limitations/implicationsThis study is limited to conceptual exploration with qualitative insights from six companies. Future research is needed to empirically study different SSDs by using both qualitative and quantitative approaches in various settings.Originality/valueThe paper conceptualizes SSDs as an extension to the traditional SST framework. It contributes to the understanding of how personal handheld devices can contribute to customer experiences. It provides research directions to stimulate further research in SSTs.
