The primary approach in Alberta has been that the distribution of utility services delivered by investor-owned utilities are subject to full economic regulation by the Alberta Utilities Commission, whereas if public utility services are delivered by municipalities it has been recognized that the services should be principally regulated by the municipal council rather than the Commission. Affording the municipal council, or its equivalent, regulatory jurisdiction over municipally owned utilities involves a more politically responsive form of regulation. The role of the Commission in this context is limited. The Commission has exercised narrow jurisdiction to ensure that rates established for municipally owned utilities are internally and externally consistent, and to ensure that such rates are not unreasonably discriminatory.

This paper presents a study as of July 1977, of statutory provisions, regulations and decisions which relate to the jurisdiction of the Quebec Public Service Board (Régie des services publics) and the law of municipal corporations in the field of public utilities. Among the topics covered are the following: the amendment of zoning by-laws prescribing the joint use of facilities by public utilities; disputes that arise when public utilities are required to use underground facilities; the role of municipal corporations in the provision of public utility services; and disputes between municipal corporations and public utilities.

Abstract The subject of this article is a part of a broader debate related to the participation of the private sector in the execution of public services. It concerns those services which are provided to recipients in the conditions of a natural monopoly, based on a license (so with the privilege of exclusivity) awarded to private companies for executing the state’s tasks. This paper aims at outlining the reasons behind the implementation of similar solutions and the problems related to entrusting the private party with satisfying public needs – problems which revealed a conflict of interest between the parties of the licensing contract.

Over the past two decades, utilities policy in Greece has been steadily shifting towards privatization and liberalization. This shift signified a critical reconsideration of the boundaries and the dynamics of the relationship between the state and the market in network industries. Public debate usually focuses on issues of ownership of public enterprises and economic performance. On the contrary, this book places the emphasis on the socio-economic implications of utilities policy for citizens. A key issue is the impact of privatization on the relationship between government (state), public enterprises (market) and citizens (society). The study covers the period from the post-war state monopolies to the current circumstances of mixed/private ownership of public enterprises and liberalized markets. The main questions addressed in this book are the following: What is the rationale (legitimization) for government intervention in the utilities sector? What are the politics of nationalization and privatization? How different policy contexts affect the institutional, organizational and regulatory framework of the utilities sector? Who are the key-stakeholders and policy actors? What is the role of citizens? What is the (re)distribution of utilities policy costs and benefits among stakeholders?

The purpose of the article is to reveal the role of budgetary projection in the system of financial and economic regulation of social processes within the framework of improving the efficiency of fiscal policy intended to macroeconomic stability maintenance in both countries with transformational and advanced economies. The comparative and factorial methods allowed to developthe features of the institutional environment of the budgetary progection methodology, to identify approaches for its improvement. Methodology. Substantiation of the role of budget forecasting in the system of financial and economic regulation of social processes, determination of provisions for improving its methodology is based on generalized and systematic approaches that are applied in both developed and transformational economies. An analysis of the stages of the process and the budgetary projection methods evaluation, that are used in different countries, have been carried out. Results showed that the efficient budgetary projection methodology is the basis for sound fiscal policy. The development of realistic budgetary projections facilitates justified management decisions aimed at ensuring the country financial firmness. Devia-tions from budget revenues from the projected indicators do not make it possible to achieve certain fiscal policy outcomes and, accordingly, cause a budget cut. In order to develop realistic budgetary projections, a welldesigned and coherent database is needed for all time series, necessary to analyze and project budget revenues. Time series of key determinants affecting the budget revenues level should be available at different frequencies (monthly, quarterly, annually). Where data reflecting similar economic processes by different revenue sources are available, any differences between them shall be determined by reference to their coverage and methodology. Practical implications. Budgetary projections are the basis for the formation of effective fiscal policy and the benchmark of the reproduction process. Adequate level of justification for budget projection will help to provide a dynamic balance of budgetary indicators and the budgetary system stability. Institutional changes to the budgetary projection methodology should be made on the basis of taking into account the dynamic interrelation of budgetary and macroeconomic indicators. The remarkable task here is the development of an economic and mathematical model based on the assessment of the national economy capabilities by reference to the assessment of macroeconomic proportions and the corresponding social and economic conditions of social production. Value/ originality. Developing the budgetary projection approaches in the context of improvement of the fiscal policy efficiency is an important precondition for ensuring macroeconomic stability. In order to increase the budget projection justifiability, it is advisable to make institutional changes to its methodology. Based on the methioned above, the article reveals the essence and role of the budgetary projection in the system of financial and economic regulation of social processes in the context of improving the fiscal policy effectiveness aimed at macroeconomic stability maintenance; approaches to improving the budgetary projection methodology have been identified, and it has been determined that the soundness and feasibility of budgetary projection are the basis for effective fiscal policy. The predictability of budgetary criteria, budgetary architectonics contribute to improving the efficiency of transformations in the public finance system.

MUNICIPAL COUNCIL OF SENIORS - THE ROLE OF " THE VOICE OF EXPERIENCE" IN THE MATTERS OF LOCAL COMMUNITIESUnder the Act dated 11 October 2013 amending the Act on Municipal Self- Government, the ability to create municipal councils of seniors was introduced. The considered amendment is one of the wide range of legislative changes resulting from the process of population aging. The article attempts to assess how this optional collective body, aimed primarily at the civic activation of the elderly people and identification of their needs, works in the structure of the basic unit of the territorial system.

The chapter focuses on the role of citizens and how this role is framed in official reports about waste. The hypothesis advanced is that the “objectivity” of the win-win game of waste recycling, accounted for by the official national reports, neutralizes the political overlapping of the neoliberal logic of waste commodification with the logics of public utility and urban welfare. A documentary analysis of official reports released by three of the most important actors performing Italian governance of waste management and recycling, is presented. The findings show how different logics adopted in the institutional accounting strategy contribute towards enacting a particular identity and agency of citizens in the process of waste valorisation.
