Among the tasks performed by the Slovenian municipalities to meet the needs of individual residents there is also the provision of local public services. A municipality provides the performance of the public services determined by the municipality itself, and the performance of the public services established by law (local public services). The legal foundations for the regulation and operation of public utility services are given primarily in the Local Self-Government Act and in the Public Utilities Act, as well as in sector-specific laws for individual services. The overview of public utility services and the modes of their performance in two urban municipalities indicate that in Slovenian municipalities, public utility services are performed primarily in two ways: in public enterprises and by awarding a public service concession. Due to problems such as migration from rural areas to cities and to the difficulties generated by those displaced by violence, the water utility companies in developing counties are faced with the challenge of supplying this service to communities that have settled in an irregular and disorganized manner. The challenge public utility services face is solving the problem without letting such circumstances impinge on the financial feasibility of the company. In order to achieve this, it is essential to design programs with a prominent degree of community participation and self-management, which may even change this social problem into a commercial opportunity. This paper portrays EEPPM's experience in four successful programs within this field, illustrating their benefits as regards sustainability and replication.

Since the last decade of the XX century, the sphere of housing maintenance and utilities has been undergoing a period of reform. Its main goal is to transfer the activities of economic entities in this area to market principles, to carry out a comprehensive modernization of its infrastructure, to ensure the economical use of all types of resources, to expand the range and to improve the quality of housing and public utility services.  The problem of the study is that in modern conditions the housing maintenance and utilities is among the key life-supporting sectors of administrative-territorial entities and acts as an objective indicator of the level and quality of the population well-being, which contradicts the low efficiency of the housing maintenance and utilities management in certain territories. In some districts of the city of Moscow, it is in sharp contrast to the general advanced innovative level of management and the state of housing maintenance and utilities in the Russian capital.
