France used to have one of the most powerful cultural diplomacy: it needs nowadays to modernize its strategy to hold on to its international position. France has a long history of foreign cultural policy and is one of the few countries that have placed great emphasis on fostering its culture abroad. However, the French position is currently being challenged by emerging international rivalries. Establishing a cultural strategy in the 21st century requires not only a consistent approach between the projection of an elite culture and of a pop culture, but also a joint action between public and private players. Japan could be a model, even a paradigm for France and its cultural action abroad, as well as an ally through a cultural alliance.

The Canadian media landscape is changing at an unanticipated pace, catching public and private broadcasters off-guard and ill equipped to meet the changing demands of the market. This is placing significant strain on the regulator's existing approach to new media regulation. Since 1999, the Canadian Radio-television and Telecommunications Commission (CRTC) has employed a policy of non-regulation-or as I will argue in this paper, a policy of non-policy regarding new media broadcasting undertakings (NMBUs). While NMBUs cast a wide net in terms of what we would classify under this term, its most widely known proponents-"over-the-top" (OTT) providers like Netflix Inc., Hulu, Apple TV, and countless others are taking the lion's share of the criticism and concern in Canada by broadcasters and social groups like ACTRA, and the Canadian Media Production Association (CMPA). This paper will provide an environmental scan of the existing approach to new media regulation in Canada by examining The Broadcasting Act, the New Media Exemption Order (NMEO), and the OTT Fact-Finding Mission (and results). This exploration will identify existing policy gaps, provide a history of the regulatory model, and highlight a brief case study on the Office of Communications (Ofcom) in the United Kingdom that has adopted an umbrella regulatory model that may be useful when exploring new options for new media policy in Canada. Finally, it will identify some existing roadblocks for undertaking such a policy review by looking specifically at the legislative confines of The Broadcasting Act.

There are now more new faces and diversity among the workforce than ever before and this trend is expected to continue into the 21st century. Managers in public and private organizations are searching for and experimenting with various approaches to more effectively deal with increasing workforce diversity. This article briefly reviews the history of diversity management and calls for a new agenda that encourages more collaboration between scholars and administrators, increased researcher on-site observation of workplace reactions to diversity management initiatives, more informative and rigorous case studies, and more third-party evaluations of diversity management initiatives.

At the present stage, Kazakh musical culture is heterogeneous. It represents traditions coexisting at the same time and interacting with each other: Kazakh ethnic and newly established composer school (tradition). Examining changes in cultural landscapes of the 20th century I reveal the peculiarities of interaction and dialogue between two kinds of culture: ethnic and global (endogenous and exogenous). The procedures include the complex study of the history of Kazakh culture in the 20th century, stylistic analysis of traditional and composer’s music, semiotic approach to intercultural interaction, as far as a comparative analysis of oral and written music of 19th and 20th centuries. On one hand, dramatic changes in the structure of music culture were caused by external objective reasons: new industrial and postindustrial civilization phases (urbanization and information technologies); intensification of interaction with western (mainly Russian) cultures, etc. On the other hand, some changes were inspired by inner factors: diverse development of local song and kui (dombyra piece) traditions; Soviet cultural policy. As a result new type (or layer) of national culture – Kazakh composers’ music – appeared. It was connected with the formation of a national style based on transcriptions and borrowing. Traditional music was influenced by new social institutions (philharmonic halls, theatres, radio, conservatoire) that caused changes in the creative process (decrease of oral transmission, lack of traditional social context) as well as in the style (virtuoso performance, new genres of songs).

In this paper the authors proceed from defining the concept of balance of forces, theoretical understanding of the balance of forces from the aspect of the scientific understanding of the realistic theory of international relations with concrete examples from the history of international relations. However, the focus of the work is an analysis of the power between a single world power (USA) and major powers (Russia, China) in a possible balance of power.The aim of the paper is to try to point out, through a relatively brief review, the possibility of establishing a balance of forces in the 21st century.

This article centers around the case study of Rome's House of Memory and History to understand the politics of memory and public institutions. This case study is about the organization and politics of public memory: the House of Memory and History, established by the city of Rome in 2006, in the framework of an ambitious program of cultural policy. It summarizes the history of the House's conception and founding, describes its activities and the role of oral history in them, and discusses some of the problems it faces. The idea of a House of Memory and History grew in this cultural and political context. This article traces several political events that led to the culmination of the politics of memory and its effect on public institutions. It says that the House of Memory and History can be considered a success. A discussion on a cultural future winds up this article.

Justice Amy Coney Barrett’s nomination and confirmation featured frequent references to her role as a mother. This article situates these references within the trajectory of American political development to demonstrate how motherhood operates as a mechanism for enforcing a white-centered racial order. Through a close analysis of both the history of politicized motherhood as well as Barrett’s nomination and confirmation hearings, I make a series of claims about motherhood and contemporary conservatism. First, conservatives stress the virtuousness of motherhood through a division between public and private spheres that valorizes the middle-class white mother. Second, conservatives emphasize certain mothering practices associated with the middle-class white family. Third, conservatives leverage an epistemological claim about the universality of mothering experiences to universalize white motherhood. Finally, this universalism obscures how motherhood operates as a site in which power distinguishes between good and bad mothers and allocates resources accordingly. By attending to what I call the “republican motherhood script” operating in contemporary conservatism, I argue that motherhood is an ideological apparatus for enforcing a racial order premised on white protectionism.
