This work is an attempt to explain the political roots from which banking systems have evolved in different countries and how they have evolved at different times. For this purpose, materials and analysis tools from three different disciplines were used: economic history, political science and Economics. The main idea that is set out in this paper is the statement that the strength and weakness of the banking system is a consequence of the Great political game and that the rules of this game are written by the main political institutions.

The relevance of this study is explained by the need to find out the heuristic parameters of one of the segments of the institutional analysis of Ukrainian political science - sociological institutionalism. At the present stage of world development of institutional research in politics, it is no longer enough to turn to the formalized aspects of the essence of political institutions, which is still a fairly common approach - in contrast to the general theory of the new institutionalism. Also, there is a widespread view that the latest models of research strategies can be offered only by foreign political science and it is among its developments that the necessary analytical tools should be sought. Due to certain historical aspects of the political development of our country, political science research has not been able to develop synchronously with global trends for a long time, but it is possible to assume that today this situation is gradually changing. Therefore, the purpose of our study was to concretize in domestic political science the analytical field of such research areas of the new institutionalism as sociological institutionalism and systematize the main parameters of its research strategy. As a result of the study, it was found that the provisions of sociological institutionalism of political science are based on more normative-formalized approaches compared to other types of institutionalism because its formation was significantly influenced by the theory of organizations. Most Ukrainian scholars use the methodological tools of this area of institutionalism for a comprehensive analysis of the nature of the political institution as a research unit, which is close in its characteristics to the latest world examples and requires an appropriate research methodology. The group of specific issues considered by domestic scholars on the basis of the provisions of sociological institutionalism is opened by the normative aspects of the functioning of international politics (for example, humanization), which in this dimension is in the center of attention of foreign scholars as well. A more interesting area of research is the peculiarities of the process of European integration, the analysis of which also begins in the works of foreign scholars, but we are interested in this question given Ukraine's European ambitions - whether its regulatory Europeanization will have appropriate prospects. Another important aspect of research using the methodology of this area of institutional analysis, and again - important for our country, are the socio-political processes in transition societies, where democratization has begun, but the achievements in this way are difficult to call sustainable.

The impact of morality conflicts on the political landscape is widespread. These debates have involved political institutions at every level of government, impacted electoral outcomes, shaped agendas, and occupied significant space in citizen discourses. However, despite the historical and modern regularity of these debates, scholars have been slow to consider belief-laden conflicts within the purview of political science research. This chapter explores the development of the morality politics literature. Attention is given to the initial research in this field, as well as the studies that refined and challenged several of the early assumptions underpinning morality politics scholarship.

The purpose of the article is to study the concept of a political person in the context of the anthropo-humanistic turn, which is carried out in social and humanitarian knowledge. The political science perspective of studying a person in the political space of a network society presupposes an analysis of the features of his political participation, political behavior, political activity in the context of a new social reality. The main content of the article is the study of a number of approaches of the concept under consideration in political science and the identification of the main characteristics of a political person in a network society. The author is based on the methods of content analysis, discourse analysis, a systematic approach, the results of opinion polls about the attitude of citizens to politics, their trust in socio-political institutions. The analysis showed that in a network society there are changes in the forms and types of former political practices, the participation of a modern political person in them, where, under the influence of information flows, their consciousness and worldview change. At the same time, in the context of informatization, digitalization, network, humanization of society, the role of a person in the political process will also change.

In recent years some of the best theoretical work on the political economy of political institutions and processes has begun surfacing outside the political science mainstream in high quality economics journals. This two-part article surveys these contributions from a recent five-year period. In Part I, the focus was on elections, voting and information aggregation, followed by treatments of parties, candidates and coalitions. In Part II, papers on economic performance and redistribution, constitutional design, and incentives, institutions and the quality of political elites are discussed. Part II concludes with a discussion of the methodological bases common to economics and political science, the way economists have used political science research, and some new themes and arbitrage opportunities.

In recent years, political scientists have talked a great deal about the proper definition of their subject, and of how the ‘field’ of the political scientist is best distinguished from that of other social scientists. One proposal that is frequently made is that political science might quite properly be defined as the study of power, its forms, its sources, its distribution, its modes of exercise, its effects. The general justification for this proposal is, of course, that political activity itself appears to be connected very intimately with power: it is often said that political activity is a struggle for power; that constitutions and other political institutions are methods of defining and regularising the distribution and the exercise of power, and so on. Since there seems to be some sense in which one can say that, within the wider area of social life, the political field is that which has some special connection with power, it may seem plausible then to suggest that the study of politics focusses upon the study of power.

The Political Science Program at the National Science Foundation provides support for basic empirical and theoretical research on political institutions and processes. The goal of the program is to facilitate the development of scientific theory and knowledge on political behavior, the operation of political systems, and the actions of governments. The program seeks to meet this goal by supporting research on a very wide range of substantive topics falling under the rubric of politics. As part of its long-range planning, the program attempts to identify areas of intellectual growth for program emphases. In making funding decisions, however, the determining factor is the scientific merit of the proposed work rather than topical or methodological closeness to the major emphases in program plans.Support for basic political science research has been growing at a faster rate than overall NSF support for the social sciences. From fiscal 1977 to 1979 the Political Science Program allocation grew 35 percent compared to a 17 percent increase in the overall funding for the Division of Social and Economic Science.

Metagovernance has traditionally been evolving as an effective mode of governance in developed democracies for states or governments to legitimately steer and coordinate stakeholder governance across jurisdictions. This article extend this work to understand the application of metagovernance in the context of developing democracies. Using an institutionalist viewpoint, the article explores the conceptual and empirical bases of metagovernance, drawing from the political science and political economy literature on developing economies to explain how political institutions can shape the state capacity to metagovern socio-economic activities in developing democracies. This article finds that the state capacity to metagovern can be challenged by weak democratic political practices.

The author begins with a brief description of the essential political institutions of Iceland, as a republic with a parliamentary cabinet form of government and the special role of the president, arguing with the point of views that Iceland should be seen as a state with a semi-presidential form of government. Describing the political situation before the banking crisis, the author underlines the strong position of the Independence Party, which according to the results of the parliamentary elections (elections in 2007), plays a leading role in the "political life" of the state. The author pays attention to the process of oligarchisation in that party and the informal systems of social-network-based links and pathological links between the worlds of politics and business. Growing since the 90s, the dominance of a few family clans, together with the deregulation and privatization of the economy, led to nepotism and lack of accountability on the part of politicians and business representatives. An expansion of the three largest Icelandic banks Landsbanki, Kaupthing and Glitnir, without any significant criticism and state control, has led to a situation where at the end of 2008 their assets were 10-fold greater than the GDP of Iceland. Loss of confidence in the interbank markets after the collapse of Lehman Brothers in the U.S., caused inhibition of liquidity and consequently the collapse of these banks, eventually acquired by the state. The most spectacular was the collapse of Icesave - the Internet branch of Landsbanki operating in the UK and the Netherlands. The disintegration of the banking system led to a disintegration of the coalition government. Early elections in April 2009, won by the Social Democratic Alliance and the Left-Green Movement, led to the formation of a center-left government of Prime Minister, Ms J. Sigur?ardóttir. The first major action was the government's reorientation of foreign policy and submitting an application for EU membership, and the subsequent arrangement of the debts after the collapse of these banks, reform of the central bank and banking supervisors, the establishment of a parliamentary committee to investigate the banking crisis and identify those responsible, the appointment of a special Prosecutor investigating violations of law during privatization of the banking sector and the actions taken on the eve of the crisis. The article contains the constitutional and legal analysis of the first and second so-called referendum. on Icesave, conducted after the President vetoed a further act concerning Iceland's agreements with its creditors - the United Kingdom and the Netherlands. As a result, residents of Iceland have not agreed to repay debts incurred without any fault on their part and through arrogance, incompetence and greed of the financial elite and the political managers controlling the banking system. This puts into question the country's future membership in the EU. The government, despite the opposition to the proposal made by a vote of no confidence, which fell, still take the difficult decisions associated with the revitalization of the banking system and economy of Iceland and improve its international image.

The article analyzes the process of formation, empirical verification and development of the theory of the Second Modern. It is established that it can be described with the help of four stages: the stage of actualization of the renewed essence of social and political; the stage of approval in scientific political science discourse; stage of development; a stage of empirical application and evolution. It is proved that among the features of the new form of modernity, which could be explained with the help of the theory of the Second Modern, the most important is the ambiguous in its consequences, the transformation of political signs, in particular, the increase in the degree of openness of national political systems, accompanied by growing uncertainty of the functioning of political institutions; strengthening of the absolutization of traditional value-normative systems of political regulation; strengthening the importance of political self-organization of citizens, the formation of new forms of democracy and civil society; the complication and differentiation of the space-time characteristics of the political, in particular, the «glocalization»of space and the «compression»of time. It is substantiated that the development of the theory of the Second Modern in modern political science reflects the transformation of the political essence in the new social conditions. All analyzed research interpretations of the Second Modernism state that the main direction of political change is the process of deinstitutionalization of political institutions, which takes place in sufficiently diverse forms: through new identification practices destroying the old institution; by forming «normal deviations», that is, due to a change in the notion of norms; changing the functions of the institution; weakening the legal form of institutionalization; changing the basis of legitimization, when instead of legal legitimization, social legitimization becomes more meaningful.
