Researchers and policy makers have been exploring ways to reduce the digital divide. Parameters commonly used to examine the digital divide worldwide, as well as in this study, are: (a) the digital divide in the accessibility and mobility of the ICT infrastructure and of the content infrastructure (e.g., sites used in school); and (b) the digital divide in literacy skills. In the present study we examined the degree of effectiveness of receiving a desktop or hybrid computer for the home in reducing the digital divide among children of low socio-economic status aged 8-12 from various localities across Israel. The sample consisted of 1,248 respondents assessed in two measurements. As part of the mixed-method study, 128 children were also interviewed. Findings indicate that after the children received desktop or hybrid computers, changes occurred in their frequency of access, mobility, and computer literacy. Differences were found between the groups: hybrid computers reduce disparities and promote work with the computer and surfing the Internet more than do desktop computers. Narrowing the digital divide for this age group has many implications for the acquisition of skills and study habits, and consequently, for the realization of individual potential. The children spoke about self improvement as a result of exposure to the digital environment, about a sense of empowerment and of improvement in their advantage in the social fabric. Many children expressed a desire to continue their education and expand their knowledge of computer applications, the use of software, of games, and more. Therefore, if there is no computer in the home and it is necessary to decide between a desktop and a hybrid computer, a hybrid computer is preferable.

Purpose – The purpose of this paper is to examine the effects of the digital divide on e-government development. Design/methodology/approach – The study takes a multidimensional and integrative approach in order to examine the various ways in which different contextual factors affecting the digital divide (i.e. economic, social, political, demographic, cultural and ICT infrastructure) interact to influence e-government development. To test the hypotheses, authors perform a correlation and multiple regression analysis using SPSS. Findings – After analysing several global data sets such as those of the World Bank and the United Nations, the study finds that the digital divide is a multidimensional construct that has a significant impact on e-government development in various ways. In contrast to the consensus view of a correlation existing between economic status on the one hand, and the digital divide and e-government development on the other, this study finds that economic status is not a significant predictor of the digital divide or e-government development. Practical implications – The findings should help inform public policy makers when developing strategies to deal with issues of the digital divide and e-government development by encouraging analysis in a holistic and integrative way. Simply addressing the digital divide alone is unlikely to be sufficient to stimulate an increase in the uptake of e-government. Moreover, our model helps identify areas of strengths as well as weaknesses for improvement. Originality/value – The authors develop a multidimensional and integrative research model to study the digital divide and e-government development and the relationship between the two, and validate the model through systematically testing it with empirical data. This study is among the first to take such an approach.

Aim/Purpose: The digital divide and educational inequalities remain a significant societal problem in the United States, and elsewhere, impacting low income, first-generation, and minority learners. Accordingly, institutions of higher education are challenged to meet the needs of students with varying levels of technological readiness with deficiencies in information and digital literacy shown to be a hindrance to student success. This paper documents the efforts of a mid-Atlantic minority-serving institution as it seeks to assess, and address, the digital and information literacy skills of underserved students Background: A number of years ago, a historically Black university in Maryland developed an institutional commitment to the digital and information literacy of their students. These efforts have included adoption of an international certification exam used as a placement test for incoming freshmen; creation of a Center for Student Technology Certification and Training; course redesign, pre and post testing in computer applications courses; and a student perception survey. Methodology: A multi-methodological approach was applied in this study which relied on survey results, pre and post testing of students enrolled in introductory and intermediate computer applications courses, and scores from five years of placement testing. Student pre and post test scores were compared in order to examine degree of change, and post test scores were also assessed against five years of scores from the same test used as a placement for incoming freshmen. Finally, a student perception and satisfaction survey was administered to all students enrolled in the courses under consideration. The survey included a combination of dichotomous, Likert-scaled, and ranking questions and was administered electronically. The data was subsequently exported to Microsoft Excel and SPSS where descriptive statistical analyses were conducted. Contribution: This study provides research on a population (first-generation minority college students) that is expanding in numbers in higher education and that the literature reports as being under-prepared for academic success. Unfortunately, there is a paucity of current studies examining the information and technological readiness of students specifically enrolled at minority serving institutions. As such, this paper is timely and relevant and helps to extend our discourse on the digital divide and technological readiness as it impacts higher education. The students included in this study are representative of those enrolled in Historically Black Colleges or Universities (HBCUs) in the United States, giving this paper broad implications across the country. Internationally, most countries have populations of first-generation college students from under-served populations for whom a lack of digital readiness is an also an issue therefore giving this study a global relevance. Findings: The digital divide is a serious concern for higher education, especially as schools seek to increasingly reach out to underserved populations. In particular, the results of this study show that students attending a minority serving institution do not come to college with the technology skills needed for academic success. Pre and post testing of students, as well as responses to survey questions, have proven the efficacy of computer applications courses at building the technology skills of students. These courses are viewed overwhelmingly positive by students with respondents reporting that they are a necessary part of the college experience that benefits them academically and professionally. Use of an online simulated learning and assessment system with immediate automated feedback and remediation was also found to be particularly effective at building the computer and information literacy skills of students. The total sample size for this study was over 2,800 individuals as data from 2690 IC3 tests administered over a five year period were considered, as well as 160 completed surveys, and pre and post testing of 103 students. Recommendations for Practitioners: Institutions of higher education should invest in a thorough examination of the information and technology literacy skills, needs, and perceptions of students both coming into the institution as well as following course completion. Recommendation for Researchers: This research should be expanded to more minority serving institutions across the United States as well as abroad. This particular research protocol is easily replicated and can be duplicated at both minority and majority serving institutions enabling greater comparisons across groups. Impact on Society: The results of this research help to shed light on a problem that desperately needs to be addressed by institutions of higher education, which is the realities of the digital divide and the under preparedness of entering college students in particular those who are from low income, first generation, and minority groups Future Research: A detailed quantitative survey study is being conducted that seeks to examine the technology uses, backgrounds, needs, interests, career goals, and professional expectations with respect to a range of currently relevant technologies.

The importance of computer literacy in today’s’ information based society cannot be over emphasized as undergraduate students are expected to possess adequate knowledge and skills in using information and communication technology especially the computer to access wide range of electronic information. This study presents the computer literacy skills of undergraduate students at the Delta State University, Abraka. The study revealed that some of the computer applications were not fully utilized by the students. Hence, the study suggested the need to improve the students’ computer literacy skills through the introduction of a more practical computer related courses into the curriculum. This should be made compulsory for students irrespective of discipline to enable them acquire computer literacy skills which is vital especially in this technological age where the use of computers have become a necessity for students’ academic success. The study employed a survey research design and a well structured questionnaire was distributed for collection of data. Data collected were analysed using statistical tools such as simple percentage and were presented in table, pie chart and bar chart. The stratified random sampling strategy was applied and the population was divided into four strata. The simple random sampling technique was used to select 50 respondents each from the faculties of Education, Arts, Sciences, and Social Sciences.

Students are accessed using paper and pen on cognitive abilities in Nigeria. This method of assessment encourages different forms of examination malpractices. The threat of examination malpractices on the validity of examination outcomes has resulted in some examination bodies adopting different methods of examination. One of such methods is the computer based test (CBT). Using survey research method, this study investigated the levels of competency in computer literacy skills possessed by senior secondary school students. Three research questions and one hypothesis guided the study. Problems encountered by the students and prospective methods of enhancing computer based test (CBT) acceptance in Nigeria were also documented. A total of 310 copies of the questionnaire were administered to students who participated in the 2015 Unified Tertiary Matriculation Examination (UTME) at Afrihub Information and Communication Technology (CBT) centre, Institution of Management and Technology (IMT), Enugu and Godfrey Okoye University, Enugu and 237 representing 76% were adequately completed and found usable. The findings revealed among others that majority of the respondents confirmed that CBT can curb examination malpractice. Majority of candidates were also found to prefer CBT to the paper and pencil test (PPT). The mean, standard deviation and Pearson‟s Correlation Analysis showed that the respondent is preference for CBT were sensitive across gender. While improving electricity was identified as critical in enhancing CBT examinations, poor ICT skills on the part of students and the invigilators were also identified as the major problems facing the implementation of JAMB CBT examination in Nigeria.

Bridging the gap of the digital divide can play an important role in education, employment and economic growth of any country. The present study attempts to examine and analyze the digital divide status of the Gulf Cooperation Council (GCC) countries compared with countries of the Association of Southeast Asian Nations (ASEAN) and other Arab countries. It uses 19 indicators of four factors adapted from The Global Information Technology Report 2009–2010 to measure the digital divide. Findings of the study indicated that GCC countries have a better ICT infrastructure than the ASEAN and other Arab countries. Similarly, the results of the study revealed that GCC nations have more ICT users than the ASEAN and other Arab countries. However, the study found no significant differences among these groups of countries in regard to government support and usage of ICT. Findings of the Analysis of Variance (ANOVA) show that, across the three groups of countries, the influence of ICT infrastructure is consistently significant in narrowing the digital divide. The regression results also prove a significant relationship between government support for ICT and government usage of ICT.

PurposeThe purpose of this paper is to show how the digital divide has become a common metaphor originating from now nearly obsolete phrases such as “information have and have nots” and “information rich and information poor”. The article aims to focus on several dimensions of the digital divide that pertain to service as well as the responsibilities of libraries.Design/methodology/approachThis article places emphasis on the role of librarians and information professionals in bridging the digital divide by indicating some aspects related to it as evidenced in the literature including its definition, aspects, factors affecting, and internet users.FindingsLibraries are treated as one of the major social tools which can solve the information divide rooted in the digital divide and contribute to the realization of democratic society.Research limitations/implicationsThis article revolves around the authors' points of view. So, further studies, especially comparative research between developed and developing countries which vary in terms of digital divide rate, can help to understand the real role librarians and information professionals play.Practical implicationsRethinking the digital divide, librarians must redesign and redefine their service menu for their customers through thinking functionally. They also need to review the various IT devices and information services available and examine which can be employed to present a more effective library service. In addition, policy‐makers should consider the vital role that librarians can play in the realization of knowledge‐based society and sustainable development.Originality/valueThis paper provides a theoretical basis for librarians to be more active and sedulous and policy‐makers to be vigilant and place much value for information sector and its professionals, particularly librarians working in various libraries.

This study attempts to provide the bibliography and future agenda of a school attribute: academic optimism. Academic optimism refers to a tool used in the hands of school teachers to attain student achievement which can help side-line their socio-economic status. In other words, it explains teachers' belief in self, colleagues, and students in order to manage change in student outcomes. The study evaluates the different taxonomies used within the concept of academic optimism through a comprehensive review of existing literature located in different databases. However, only English language full-text articles available in online databases between the periods of 2000-2019 were considered in this study. The result provided significant lines for future studies that can be conducted in this area by examining publications in 39 journals and 19 countries. Since the topic was considered as key school attribute to achieve student achievement and school effectiveness, this study provides the contextual gaps where future studies can be conducted. The result indicated that most of the research underlying the selected papers on the topic was conducted in developed nations rather than developing nations. The current analysis will contribute understanding in two ways: first it adds value to highlight the conceptual gap available in the literature; second, the gaps identified will pave the way for future research. Practically, this study provides ways for policy makers and other constituents involved in education to design their academic curriculum and motivate their faculty to remain academically optimistic.

The ability to navigate the web and to use technology effectively and efficiently is no longer an option but a requirement in schools and in the workplace. Information literacy is widely accepted as embracing rapid advances in technologies and recognizing the multiple literacies required of students living and learning in this century. Information literacy has grown to include traditional literacy, computer literacy, media literacy, and network literacy. School library media specialists in the twenty-first century face both challenges and opportunities in the recent high expectations of information literacy. Among the challenges is keeping up with changing technologies and taking the necessary steps to ensure students and teachers have appropriate access to resources and instruction. Opportunities include the chance to transform today’s library into a resource center of the future where information literacy can be easily obtained.
