Being on the wrong side of the digital divide limits the life chances of the socially excluded, who have had neither the wherewithal nor the opportunity to obtain highly paid, skilled positions in IT. Irish policy makers see education as the solution to this problem. However, providing institutional support for third level education in IT for the socially disadvantaged poses significant challenges. This paper describes these problems and explains how they were overcome in implementing an undergraduate university course. This diploma course has been an unqualified success has achieved its objectives and those of the policy makers who instituted it. However, what made it so was the commitment of concerned stakeholders, from members of the executive steering committee who developed and implemented the course, to the lecturers who delivered it, and the students who participated in it.

In this research, we have analysed the relations between equality of life chances and early childhood care and education (ECCE). During the last decades we have seen a constant growth in socio-economic inequalities world-wide. Yet, in the same period, we have acknowledged an increasing attention, among scholars and policy makers, to early childhood education as a prominent (and consensual) equalizing policy. We critically reviewed this claim, by using a mixed method research, including a theoretical analysis through a critical literature review, quantitative analyses of a longitudinal database, and qualitative focus groups with parents in Mauritius. Findings suggest ECCE can only be an equaliser if accompanied by a change in the educational and social structures. Conclusions highlight the need of focusing further research on detecting complex mechanisms of accumulation of disadvantage in specific groups, and assessing the equalising effects of diverse interventions during early years, including income redistribution. Purpose The purpose of this paper is to highlight various ways in which micro-aggressions and other forms of institutional oppression have affected subaltern professors and students in the academy. Design/methodology/approach This qualitative case study draws from testimonios collected from fall 2010 to spring 2016. Six testimonios are incorporated in the study, and they stem from a various set of data. These testimonios show patterns across data set regarding systemic oppression subaltern that professors have experienced in the academy. Findings As the findings of this study show, subaltern professors face intersecting forms of discrimination – often race, language, accent, gender, and class based – in predominantly white institutions. Their testimonios unravel the complexity of the professional, academic, and personal lives of these professors highlighting their professional achievements and successes. Their testimonios demonstrate at the same time the ways in which various forms of oppression might have limited their life chances and opportunities. Research limitations/implications Suggestions are made as to how social justice educators and policy makers can collectively challenge and eradicate these social wrongs. Originality/value This paper is an original take on both micro-aggressions and institutional oppression affecting subaltern professors and students.

Women’s empowerment has been at the centre of research focus for many decades. Extant literature examined the process, outcome and various challenges. Some claimed substantial success, while others contradicted with evidence of failure. But the success remains a matter of debate due to lack of empirical evidence of actual empowerment of women around the world. The current study aimed to address this gap by taking a case study method. The study critically evaluates 20 cases carefully sampled to include representatives from the entire country of Bangladesh. The study demonstrates popular beliefs about microfinance often misguide even the borrowers and they start living in a fabricated feeling of empowerment, facing real challenges to achieve true empowerment in their lives. The impact of this finding is twofold; firstly there is a theoretical contribution, where the definition of women’s empowerment is proposed to be revisited considering findings from these cases. And lastly, the policy makers at governmental and non-governmental organisations, and multinational donor agencies need to revise their assessment tools for funding.

Financial inclusion and startup are two topics, which recently get attention of academic researchers and policy makers in Vietnam. One of the important factors for setting up a successful startup is the financial capability of the owners. Therefore, financial inclusion has a strong correlation with startup establishment. This article tested the effects of several factors in financial index (findex) developed by World Bank on startup establishment in some OECD countries. The result showed that borrowing from friends and relatives along with from credit institutions and opening a debit account at banks have  significant impacts on startup establishment in these countries. Finally, the article presented several recommendations for policy makers to stimulate the startup growth in Vietnam in the next time. This interdisciplinary case study explores information literacy policy in Ontario’s public education system. Using interviews with policy makers and a rhetorical analysis of information literacy policy documents, it finds Ontario’s current information literacy policy inadequate to the task of providing equitable student access to opportunities for information literacy development.Une étude cas interdisciplinaire explore la politique de littératie informationnelle du système d’éducation publique de l’Ontario. En utilisant des entrevues avec les décideurs et une analyse rhétorique des documents sur la politique de littératie informationnelle, il est démontré que la politique de littératie informationnelle actuelle de l’Ontario est inappropriée pour la mission qui vise à offrir aux étudiants un accès équitable aux possibilités de développement de la littératie informationnelle.

The objective of this study was to measure the level of cruise tourists' satisfaction as well as the relationship between satisfaction, recommendation, return intention, and expenditure. Also, the impact of factors such as nationality, length of the visit, and age on the level of expenditure was measured. An empirical approach for data collection was followed and a total of 152 questionnaires were collected from cruise tourists visiting the capital city of Oman, Muscat, as cruise liners anchor at Sultan Qaboos Port. Results of the regression analysis supported the existence of a causal relationship between satisfaction with destination attributes, overall satisfaction, recommendation, return intention, and expenditure. It was found that the average expenditure varies according to age and length of the visit. Recommendations for policy makers were suggested on how to increase the role of cruise tourism in strengthening the economy.

This essay explores the theory of intersectionality in the study of youths’ lives and social inequality in the Global South. It begins with an overview of the concept of intersectionality and its wide applications in social sciences, followed by a proposal for regrounding the concept in the political economic systems in particular contexts (without assuming the universality of capitalist social relations in Northern societies), rather than positional identities. These systems lay material foundations, shaping the multiple forms of deprivation and precarity in which Southern youth are embedded. A case study of rural migrant youths’ ‘mobility trap’ in urban China is used to illustrate how layers of social institutions and structures in the country’s transition to a mixed economy intersect to influence migrant youths’ aspirations and life chances. The essay concludes with ruminations on the theoretical and social implications of the political-economy-grounded intersectionality approach for youth studies.

Vaccination is the single most important preventive medicine action worldwide. However, there are inequalities in the procurement of vaccines particularly among US ethnic and racial minority males when compared to the rest of the US population. This study explored the reasons given by adult Mexican-origin males residing in Texas, for obtaining or not, immunizations. This was a cross-sectional, exploratory study with a sample of convenience of 401 adult males (age range 18–79) who were invited to participate in the study while waiting their turn to receive administrative services at the Mexican Consulate in Austin Texas. Data was collected in Spanish with a seven-item multiple choice questionnaire, using electronic tablets. The majority of respondents received their last vaccination longer than 5 years earlier. A higher percentage of individuals in the older age groups received a vaccine in the last year, as opposed to their younger counterparts who obtained their last immunization 3 to 5 years earlier. Among the reasons given for not getting vaccinated were lack of time or money, feared injections and side effects, insufficient information, interest or motivation. Others did not get vaccines because they perceived themselves to be healthy and did not feel sick. Findings from this study have important implications for future preventive medicine and vaccination practices that reach socially excluded groups in times of COVID-19. Recommendations are made to facilitate access to vaccines to the target group of this study and other socially disadvantaged populations in the global health context.
