The subject of this research is the legal norms and scientific sources that characterize the ideological grounds of ensuring traffic safety. The object of this research is the social relations that determine the framework for ensuring traffic safety. Examination of the normative legal acts and scientific literature, allows conducting a comprehensive analysis of ideological grounds of ensuring traffic safety. The author indicates certain scientific problems of legislative regulation of the sphere under review, and resumes that the presence of state ideology within the system of legal norms is inevitable. The conclusion is formulated that the ideological grounds of ensuring traffic safety are based on the system of views, ideas, and value orientations from the perspective of personal, social, and state levels. The author claims that the state uses law as the official ideology. The ideological grounds of ensuring traffic safety, associated with implementation of state policy in indicated field of research, represent legal forms of ensuring traffic safety, which contribute to the perception of law by personal and public legal awareness, which positively impacts legal mentality of the society, reducing the risk of traffic accidents and their negative consequences. The novelty of this work consists in the comprehensive analysis of theoretical legal and organizational aspects that characterize the ideological grounds of ensuring traffic safety, determine controversial issues in legislative regulation of the system of views, ideas, and value orientations for ensuring traffic safety from the perspective of personal, social, and state levels.

This study analyzes the Chinese freeway-fatality situation to identify areas in which the total harm caused by crashes can be substantially and readily reduced.It provides a comprehensive analysis of the current freeway -fatality situation in China using conventional indices.Results:three areas were identified in which countermeasures have the most potential to substantially reduce fatalities in China: speeding,nighttime driving, Hit rear collisions.Conclusion:While China faces unprecedented road safety issues,this report identifies major areas in which there are opportunities to greatly reduce total harm.

With the consideration of frequent occurrence of traffic accidents on operating highway tunnels, the advancement of safety evaluation for highway tunnels in domestic and abroad are systematically summarized. Through the comprehensive analysis of infrastructure factors influencing on traffic safety of highway tunnels, safety checklists focusing on tunnel horizontal and vertical alignment, tunnel portal situation, pavement condition, ventilation and lighting facilities, traffic safety facilities are provided in qualitatively evaluating operating highway tunnels. Based on the concept of risk, risk assessment indices oriented in infrastructure factors, environmental factors and management factors for operation safety of expressway tunnels and standard highway tunnels are put forward. Quantitative evaluation methods based on indices architecture and the corresponding classification criteria for operation safety risk of tunnels are developed.

Smart cities are ecosystems where novel ideas and emerging technologies meet to improve economy, environment, governance, living, and mobility. One of the pillars of smart cities is transport, with the improvement of mobility and the reduction of traffic accidents being some of the current key challenges. With this purpose, this manuscript reviews the state-of-the-art of communications and applications in which different actors of the road are involved. Thus, the objectives of this survey are intended to determine who, when, and about what is being researched around smart cities. Particularly, the goal is to situate the focus of scientific and industrial progress on V2X, I2X, and P2X communication to establish a taxonomy that reduces ambiguous acronyms around the communication between vehicles, infrastructure, and pedestrians, as well as to determine what the trends and future technologies are that will lead to more powerful applications. To this end, this literature review article presents a comprehensive study including a representative collection of the 100 most cited papers and patents published in the literature together with a statistical bibliometric analysis of 14,364 keywords over 3422 contributions between 1997 and 2018. As a result, this work provides a technological profile considering different dimensions along the paper, such as the type of communication, use case, country, organization, terminology, and year.

Einnicken am Steuer ist eine häufige und verhütbare, aber bisher noch zu wenig beachtete Ursache von Verkehrsunfällen. Eine Hypersomnie mit unfreiwilligem Einschlafen am Steuer in gefährlichen Situationen wird durch akuten oder chronischen Schlafmangel, durch die Schlafqualität beeinträchtigendes Verhalten und krankhafte Schlafstörungen begünstigt. Eine häufige Erkrankung, die sich typischerweise mit vermehrter Einschlafneigung manifestiert, ist das obstruktive Schlafapnoe Syndrom. Betroffene Patienten haben ein deutlich erhöhtes Risiko für Unfälle im Straßenverkehr. Die Früherkennung, Abklärung und Behandlung betroffener Fahrzeuglenker sowie eine gezielte Aufklärung der Öffentlichkeit über das Risiko des Einnickens am Steuer können wesentlich zur Verhütung solcher Unfälle beitragen.
