This paper uses a model of governance in higher education, called the political model, that explains the role of universities as agencies of control and socialization, with a resulting repercussion on the quality of education. It compares this model with common models such as the academic, Napoleonic, market-oriented and managerial. It undertakes a review of ten published cases studies, each dealing with the oldest public universities in ten Arab countries, using a historical approach, from their inception until 2016. Among the ten public universities, nine fall into the category of the political model, while the tenth represents the Napoleonic model. The discussion opens the field for further research.

On the threshold of elections designed to be held in February 2019,  the first after the military junta seized power in 2014, it is important  to define the role of parties in the political process of Thailand, which  as other developing countries of Asia, faces  challenges in democratic state building. The contemporary political  history of kingdom represents the confrontation of two tendencies –  authoritarianism and democracy what has a reverse impact on  political parties, their character, structure and ability to represent  interests of the society as a whole. The author analyses the process  of party evolution in the historical retrospective in the context of  transformation of political system – from bureaucratic to  semidemocratic subjected to economic modernization and changes in  socio structure of society where traditional form of organization patron-client is persisted. The author defines three  stages of evolution of party system in Thailand The first is  characterized by the full control of civil-military bureaucracy over  parties. The second stage is closely related to the formation of provincial political clientele groups. The third stage marks the  evolvement of party of “power” with the implication for  strengthening the parliamentary democracy in the beginning of XXI  century. And as the result of it – to the destabilization of political  system, based on the relative balance of power between two main  political forces – bureaucracy and army interested in reservation of authoritarian government, and bourgeoisie supporting the  liberalization of political institutes. With the emergence of party of “power” supported by the majority of population advocating  parliamentary democracy political spectrum has changed. The arising conflict of interests subjected to collision of positions  regarding the model of political governance was overcome by  military coup. Analyzing the political spectrum on the threshold of  elections the author comes to conclusion that the restoration of  compromised model of political governance sample of 80-90 years of  XX century is the most likely option of political development of  Thailand in the near future. Though it differs in one aspect – the  social structure has changed, there is the rise of that groups of population that intend to participate in the political process, what  will force the power to be more transparent and social oriented. These challenges face the political parties as well.

The article analyses some constitutional changes and social phenomena over thirty years of transition and transformation of the economy and society in Croatia. The findings point at very frequent radical changes in key institutions and the tendency to believe that problems can be solved via formal legislative approach. Most of Croatia’s main problems (political and societal) arise from the wrong choice and performance of democratic and market institutions and understanding of integrations. The adopted legislation has not provided for predictability, Preliability, or system stability in key areas of human interaction. The findings indicate an ambivalent attitude of the actors towards the state, the political system, and the rule of law. After three decades of transition and transformation, the failure of the established model of political governance is visible. In order to change the model of political governance, there must be an agreement about the political role model and the consensus about the fundamental values of society.

Background: Urban liveability and its relationship with health indices is now an emerging topic in health research. In order to conduct liveability research, initially, the liveability index should be calculated according to a comprehensive, transparent, and standardized methodology. Objectives: The purpose of this paper was to apply the global liveable cities index (GLCI), to assess and rank liveability in 31 Iranian cities. Methods: The GLCI is based on 114 indicators in five domains, which include economic, environmental, security and stability, socio-cultural, and political factors. This study was based on two scenarios. The first scenario was to assign equal weights to each indicator. The second scenario was the Shapley weighing method and allocated different weights to indices. City rankings were calculated and compared in both scenarios. Results: The cities of Tehran, Sari, and Tabriz generally performed well in the overall liveability ranking. Tehran ranked first based on the economic vibrancy and competitiveness domain, while Sari, Karaj, and Tabriz held the second to fourth ranks in both methods, respectively. Tabriz ranked first in the environmental friendliness and sustainability and domestic security and stability domains, and Sari ranked first in the socio-cultural conditions domain. Tehran and Semnan had the first rank in the political governance domain. Conclusions: The findings of this research show that different cities of Iran are very different in regard to liveability. These rankings can help policymakers find out what domains need more attention to improving the liveability of cities.

Political guidance, the political system and the state organs are come from the governance theories. Our aim is to investigate on these theoretical frameworks in order to apprehend the laws and norms which frame the governance with regard to the socio-political realities in Africa, especially in Benin. The basic theoretical framework binding performance and governance of the firm, takes back the terms of the problem as posed by [1]: conceive the regulation systems of the leader’s behavior allowing preserving the shareholders interests (here the peoples). Qualitatively, the political governance in Benin is significantly influenced by the practices come from the shareholder, partnership and cognitive approaches of the governance. The political system and the organs of the State are influenced by the reforms resulting from the New Public Management. The Socio-political realities in Benin founded on the regionalism negatively impact the political governance.

This research article throws light on the impacts of Corporate Governance in the developing countries particularly to Pakistan, Mexico, Brazil and Bangladesh. The paper starts with discussions on how and when there is an alteration in different features of company administration during the practice of financial advancing in Mexico. It encompasses ultimately the impact of transforms in the replica of business control regarding the expansion of the state e.g. enlargement in purchaser commodities in favour of central group buyers, growth revelation through home firms, fewer help in favour of community public schemes etc. The authors of this research article assert that problems of governance in Bangladesh are at the helm of affairs of its economy. We observed the data regarding governance of Bangladesh of period 1996-2004 and analysed these various governance dimensions out of the aforesaid economic progress analysis the key dimensions have been divulged. These are political governance, institution dimensions and technology dimensions. The political governance in Bangladesh has been paralysed from 1998 to 2004. When the performance of governance in Bangladesh become functional it had positively affected the economy. We cannot say the importance of company authority within growing kingdoms. The commercial domination might include a slightly different system than prevalent in the European countries and North America due to insufficient infrastructure and destroy governmental policy interventionism. We also throw light on important features of Brazilian firm’s changes after the application for communal power exercises. After making a deliberation on the implementation of joint supremacy in Brazil, Mexico, and Bangladesh and subsequently we have emphasized the impact of Corporate Governance and proper growth in Pakistan. The relationship between good governance and proper growth is proportional generally. Contemporary political governance is increasingly dependent on the trends of global globalization, changing in the context of global migration and constantly creating and changing multinational communities. This article aims to analyze the existing policies of social inclusion that form the basis of political culture, which plays a significant role in the system of modern political governance in the era of globalization. The aim of the paper is to substantiate the importance of changing the political space for creating a policy of diversity and inclusion, aimed at forming a modern political culture that meets the current trends in governance in the era of globalization. The major research issue of this paper is the question of which points of political culture are the most transformative for the modern political system. The article analyzes the dominant features of modern political culture, which should be paid attention to both in theoretical analysis and in making managerial decisions. The research method is an open-ended written expert survey — 23 experts took part in the survey; the volume of the material obtained as a result of the survey is 48,000 words. The analysis and processing of information was carried out using the methods of systematization, problem-management design and the method of identifying problem dominants. Expert interviews allowed us to identify a number of measures that the political authorities can take to strengthen the transformational potential of political culture. These include the creation of political initiatives and easily accessible opportunities for political integration; the development of an inclusive and tolerant society through the reallocation of resources to help various kinds of minorities, aimed at helping them understand and use their rights and responsibilities; and the development of creativity and innovation as the basis of a new type of political culture. The results of the analysis of expert interviews complement modern international research on the formation of a new political culture and its impact on the formation of the political system. As a result of the research, the author comes to the conclusion that modern political culture assumes controlled diversity, and this is the basis for the transformation of the political system in the near future. The main dominants of political culture are the strengthening of the importance of the local and, in particular, the strengthening of the importance of the urban environment; the development of the political culture of migrants; inclusiveness of political communities, especially at the local level.

In the last decade significant changes in capitalism are appearing, it entered a new stage. After the political breakdown of Feudalism in World War 1 a stage of capitalism that aimed at integration of all parts of society was slowly developing. 15 years later the authoritarian regimes of national socialism, Fascism, intermitted the evolution of Integrated Capitalism. Since 1945 it flourished again, though its political governance on a global level in recent decades ran into more and more contradictions. After the deep economic crisis of 2008 a turning point towards authoritarian governance of capitalism – in particular in the USA – is evident. Since this type of new nationalist authoritarian capitalism destroys global integration it is called Disintegrating Capitalism. An immediate consequence of the global contradiction between worldwide interwoven production processes and rivalries between nationalist regimes is a rapidly rising danger of a third World War. The second, more speculative part of the paper explores possible forms, which this WW3 could take on. A conclusion provides some ideas on possibilities to react to war tensions.

The purpose of the article is to implement a systematic analysis of the factors of the formation of a stable system of political governance. To clarify the functions and structure of a stable political system, the characteristics of stability are highlighted, according to which the political system: has signs of legitimacy; is able to cope with the threat of illegitimate violence; supports the constitu-tional system; reproduces a model of behavior based on stability. Methodologically, the article is based on the works of classical and modern scientists (P. M. Khomyakov, M.A. Gaydes, I.B . Rodionov, A. A. Khomiakov). Makarycheva), devoted to the systematic analysis of political systems. The paper also uses morphological analysis, analysis of political efficiency, and in the final part — the method of state-management design. The author comes to the conclusion that the functions and structure of the modern political system should be considered from the point of view of the defini-tions of “political stability”, viewed through the prism of the absence of political threats, adaptive irremovability of political subjects and the balance of political forces. Political stability implies that the distribution of resources in society involves not only the institutional subsystem of the political system, but also the functional, regulatory and ideological subsystems. Morphological analysis demonstrates that a stable political system is characterized by a balanced interaction of subsystems, in which at least the institutional, regulatory and functional subsystems jointly determine the process of functioning and development of the political system. Stability is the basis and guarantee of po-litical development in the modern world, and stability is not contrary to innovative development or development in general. Both stability and development are the basic conditions for the development of a modern political system, methods of avoiding negative adaptation in the global environment. Stability is not synonymous with closeness — on the contrary, it implies horizontal and vertical mobility, a constitutional system, and a focus on maintaining the activity of political actors. At the same time, all these processes cannot be allowed to take their course and develop outside the political control of the vertical structures of power. Integrity as a system-wide property is an integral basis for the stability of the political system.
