AbstractCity tourism is one of the fastest growing industries worldwide. City tourism based on the attractiveness of the city is an important policy objective to secure competitiveness and sustainability of the city. However, as a city attracts more tourists, this uniqueness tends to decrease with the introduction of global corporate franchises as well as the construction of standardised buildings. Policymakers focus more on building hotels and shopping centres than on enhancing the cityscape. Therefore, this article aims to analyse the effect of cityscapes on tourist satisfaction. It encourages policymakers to bear in mind what really matters in fostering tourist satisfaction. During this research, about 250 foreign tourists visiting Seoul were given questionnaires to complete. Ordered logistic regression was used to analyse the data collected. The results demonstrated that among several elements that affected tourist satisfaction, such as shopping, security, and public transportation services, the cityscape had the greatest influence. This fact shows that urban competitiveness and sustainable city tourism are more important than the construction of new buildings or infrastructure in the short term. In the future, policymakers should seek to strengthen the city’s competitiveness from a longer-term perspective for its sustainable economic revitalisation.

Accessibility and Walkability represent, today, some of the most striking challenges contemporary cities are facing, particularly in light of the goals from UN Agenda 2030, aimed at a sustainable city, and particularly in terms of a livable, healthy and inclusive city. This can be also performed thanks to a set of high quality public services and a set of important and central services and infrastructures. These principles, however, are constrained by an overall, general fragmentation affecting many urban areas, particularly as an outcome of the vehicular accessibility needs. Scholars have debated through the years on the nature of cities and on the preference for centrality of services compared to the distribution of services towards dispersed neighborhood units. Recently, a need for a wider, minimum set of services that is easily reachable to most citizens is filling the scholars and city mayors’ agendas in order to improve urban performances. This is also coupled with a huge surge in the heritage of abandoned urban items coming from previous periods of time and alternative uses. The aim of this research is to evaluate the role of abandoned urban assets—particularly big-size buildings and compounds and their areas—to facilitate the implementation of the concept of a 15-minute city, a city that is capable of granting a wider social equality and access to main urban services to citizens and city users. To do this, we developed a set of indexes, capable of detecting porosity, crossing and attractiveness. This latter index in particular represents a combined index that can be used to improve the accessibility of pedestrians in urban central locations. In the present research, we decided to limit the analysis to a subset of disused public buildings in the historic center of a sample city, as Cagliari (Sardinia, Italy). This was done in order to understand if and in which terms they can contribute, after their redevelopment, to the development of the 15-minute city, as well as reducing the “enclave–effect: they are, at present, playing in the historic urban fabric.

The scientific article identifies the peculiarities of appealing the decisions, actions or omissions of public administration subjects on the provision of public services at the stage of initiation and preparation for judicial review of an administrative case. The author substantiates the feasibility of improving the legal regulation of the procedure for holding a preliminary hearing before the court hearing of the case. In particular, it is considered expedient to set the terms of the preparatory meeting from the moment of receipt of the administrative claim, as well as to determine the cases when the parties are not reconciled.It is established that the preliminary stage of the court hearing often ends with the conclusion of the preliminary proceedings and the appointment of the case to trial in the field of public services. This is not against the law. However, it should be borne in mind that in accordance with Art. 121 of the CAS of Ukraine such a decision is delivered by the consequences of preparatory proceedings, not the previous court hearing. Obviously, preparatory proceedings are not limited to, and do not always end at, a previous court hearing. Preparation may continue after a preliminary hearing. Therefore, the decision to close the preliminary proceedings and assign the case to trial after the consequences of the previous court hearing can only be made if the judge has taken all the measures necessary to hear the case. If during a previous court hearing in the field of public services, to which all persons involved in the case have arrived, the issues necessary for its consideration have been resolved, then, with the written consent of these persons, a court hearing may be initiated on the same day. In this case, the termination order is also delivered.

Much has been written about the costs—and benefits--of migration--in terms of the costs to the US (or receiving regions) and of the benefits to migrants. Massey (2005) concludes that because (Mexican) immigrants pay taxes, they are not a drain on public services. In fact, migrants are less likely to use public services, and pay taxes for services they don’t use. Almost two-thirds have Social Security taxes withheld, only 10% have sent a child to public schools, and under 5% or have used food stamps, welfare, or unemployment compensation. They also pay sales taxes. In terms of criminality, Rumbaut and Ewing (2007) refute the myth that migrants bring crime. They find that Mexican immigrant men have a lower rate of incarceration (0.7%) than US born Latinos (5.9%) or for US born males (3.5%).

Although public inter-organizational collaborations can offer better public services, their management is a complex endeavour and they often fail. This paper explores identity construction as a key aspect that assists in managing successfully these collaborations. The study draws upon a longitudinal ethnographic study with a Greek public inter-organizational collaboration. The research illustrates that managers should encourage partners to construct collaborative and non-collaborative identities in order to achieve the collaboration aims. It also suggests that managers should seek both stability and change in the collaborative process and offers four collaborative patterns for the effective management of public inter-organizational collaborations.
