Assessing the migration attractiveness of the territory for young people

Subject. The article considers the issues of migration attractiveness of territories for young people aged 15–19. Objectives. We focus on a comprehensive study of factors of migration attractiveness of territories for young people between the ages of 15 and 19, development of a methodology to assess the migration attractiveness of regions for young people, and its testing in the subjects of the Russian Federation. Methods. The study employs econometric models of panel data to select the most significant factors of migration attractiveness of territories, methods of statistical analysis and expert assessments to form composite indices. Results. We highlight three groups of factors affecting the migration attractiveness of territories for young people, i.e. in the sphere of employment and economics, living environment and social conditions, and the educational sphere. Using the econometric modeling, in each group, we highlight the most significant ones that are used in the formation of composite indices. We also performed a comparative analysis of ratings of the subjects of the Russian Federation in terms of migration attractiveness of territories for young people aged 15 to 19. The ratings are calculated, using the developed methodology, and are based on the migration load coefficient. Conclusions. The developed methodological approach can be used to create tools for assessing the migration attractiveness of territories for other age and gender categories of migrants, as well as to model migration behavior of young people.

Analyzed are the causes and peculiarities of the student migration from and within Yaroslav region. It is stated that the majority of school leavers from small and middlesized towns strive to enter universities in the big city of Yaroslavl (the regional center). At the same time the study has revealed that applicants from lowlevel income families try to enroll on a budget at universities of their own city. Applicants from families with middlesized income try to enroll in the universities of a more developed city. Applicants from families with high income seek to enroll in universities of Moscow and St. Petersburg or universities of Europe, USA and China. The authors have stated that the students of high schools are oriented to resources of their families and elaborate their educational and professional strategies out of real possibilities, not their wishes. The study shows that the more resources a family has the more children are attached to the opinions of their parents. As in depths interview show, the parents develop educational and professional trajectories of their children out of family resources. While elaborating professional trajectory of their children, some parents follow ethnic and national traditions and gender stereotypes regarding the roles of women and men in the labor market. The COVID-19 pandemic corrected significantly plans of low and middlesized families. Applicants prefer not to enter universities in case they cannot be enrolled on a budget. The measures are suggested to keep the most capable part of the youth in the region and attract young people from other parts of the Russian Federation.

The article comprehensively examines the features of extremism spreading among young people (informal youth movements) as one of the negative factors affecting the security of civil society and the entire current system of government in the Russian Federation at the present stage of development. The official statistics of the Ministry of internal Affairs of the Russian Federation, the judicial Department of the Russian Federation and the public organization «Center for economic and political reforms» are given, indicating an increase in the number of extremist crimes among young people aged 14 to 25 years. The emphasis is placed on the fact that a particular danger to society is the popularization of the ideas of extremism directly in youth circles. Criminological features of extremism in modern Russia are considered. The authors point to a significant increase in the role of the information and telecommunication Internet in the spread of extremist ideology. The article considers the concept of «youth extremism» as a violent change in the foundations of the constitutional system and violation of the integrity of the state, public justification of terrorism and other terrorist activities, violation of the rights, freedoms and legitimate interests of man and citizen, depending on his social, racial, national, religious or linguistic affiliation or attitude to religion.


Currently, the professional construction community information field is largely filled with the topic of creating a comfortable living environment. However, architectural and engineering design that corresponds to the concept of sustainable development is currently hindered due to the lack of a formed conceptual framework that reveals the meaning of the term "comfort", as well as a criteria list that determines the indoor environment quality in the Russian Federation regulatory and technical framework. The article offers some components of a comfortable living environment, within which the parameters of designing the internal environment of premises are highlighted. A comparative analysis of the national standards of the Russian Federation regulating the design of the internal space of residential and public buildings, with international "green" standards for a number of parameters was carried out. It is concluded that it is necessary to update the Russian regulatory and technical base taking into account the international experience of "green" standards.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.

Changes in the socio-economic situation of the population due to the impact of various factors are evaluated. The importance of state monitoring of water bodies on parasitological indicators is actualized in the article. It was established that summary reports of federal enterprises involved in the state monitoring of water bodies are formed without taking into account natural parasitic systems and insufficient detection of local parasitological pollution. At the same time, the incidence rate in the Russian Federation regarding giardiasis due to the water transport factor has been consistently high for several years. Cryptosporidiosis among the population is not detected due to the use of insensitive methods of diagnosis. With such an unexplored state of factors affecting public health, the level of unidentified etiological causes of acute intestinal infections, upper respiratory tract infections, and community-acquired pneumonia remains high in the Russian Federation: 70% and 90%, respectively. The article presents data on parasitic contamination of water bodies in the catchment area of the Moskva River, obtained with an independent expert survey.

Economy of knowledge is an economic formation, where today’s generation of young people will work. It is quite good that many scientists try to forecast what it will be like. The article studies different approaches to assessment of regional knowledge index. The authors put forward a new methodology of its estimation on the basis of key matrix determinant and its logarithming. To assess the knowledge index 16 indicators divided into 4 groups are used and they gave an opportunity to build a four-dimensional matrix. According to the author, this approach is more objective and can eliminate some inaccuracy of methods designed by other authors. On the basis of this methodology the knowledge index was estimated, which shows conditions for shaping economy of knowledge in Russian regions. The rating of federal districts and regions-leaders was built and regions-outsiders in respect of economy of knowledge shaping were identified. Indicators that exert the most serious effect (positive and negative) on the knowledge index of regions were found. More detailed results for the whole period of analysis – 2000–2015 – for all regions of the Russian Federation can be found in the Situational Center of the Russian Plekhanov University of Economics.
