Comparative assessment of the level of financial and economic security of regions in the Volga Federal District: Studying the interregional differentiation

Subject. Economic security issues are recognized as the country's priority. The existence of interregional differentiation poses a risk to the achievement of national sustainable economic development goals. Objectives. The study aims to underpin the fundamental role of financial and economic security, being the key element of economic security in overcoming the inter-regional territorial imbalance. Methods. The study employs general scientific methods, including the methods of systems analysis, comparative analysis, logical, and deductive analysis. Results. I use the case of the Volga Federal District regions, to calculate indicators, characterizing the differentiation, based on the components of financial and economic security. For this purpose, I include the volume of gross regional product per capita, the amount of investment in fixed capital per capita, the number of employed in the economy, the income of consolidated budgets of the subjects of the Russian Federation, the retail turnover per capita, and the volume of fee-based services rendered to the population. The paper clarifies the concept of financial and economic security through the terminological analysis and highlighting various features. Conclusions. The analysis revealed uneven growth in security indicators and, as a result, threats to balanced sustainable development of the regional socio-economic system. A qualitatively new approach to economic policy is required. It should combine recent scientific and technological developments and efficient use of human potential.

Subject. The article focuses on theoretical and practical aspects of economic security. The main hypothesis hereof is that the threat is a key component of the security system, requiring the use of effective methods to identify risks and threats and decide on appropriate measures to be taken for security. Objectives. I test the index-based method to analyze and evaluate the financial and economic security in order to group regions of the Volga Federal District by difference. Methods. I apply general theoretical and empirical-statistical methods, including the comparative approach. Results. I evaluated the differentiation of financial and economic security across regions of the Volga Federal District through the index-based method. The general index is assessed by a set of partial indices of fiscal revenue per capita, Gross Regional Product per capita, investment in the capital stock per capital, the number of enterprises and organizations, percentage of unprofitable enterprises, value of fixed assets per capita. I measured the debt-to-EBIDTA ratio, and the sufficiency of the budget and budget performance of regions in the Volga Federal District. I found that the regions are different in terms of the socio-economic development and the way they use the resource endowment. I propose a conceptual mechanism for the region’s financial and economic security. Conclusions and Relevance. The regions were found to be different, with five zones of the financial and economic security being aligned, i.e. the model, high, tolerable, critical and hazardous zones. The overwhelming majority of the regions was attributed to the critical and hazardous zones by the financial and economic security. Administrative practices should be fundamentally revised. Decision-makers shall use modern methods to govern the area in order to ensure the long-standing and sustainable economic development.

Gross regional product (GRP) per capita is the main indicator of the development level in a region, determining budgetary economic security and living standards of the population in the region. The energy sector has a great influence on the economic and sustainable development of the regions. The studying problem of the influence level in electricity consumption, the electrical equipment of labour, the volume of industry shipped products on the level of GRP is relevant. The main indicator of ensuring economic security in the region is a high level of GRP per capita. The factors affecting this indicator are revealed. The paper considers the degree of GRP dependence on the following indicators: electricity consumption in industry, the volume of goods shipped by manufacturing industries, the electrical equipment in industrial work (manufacturing industries). By the method of factor analysis, generalized characteristics of regional development are made.

The aim of the article is an assessment the socio-economic security of a mining region. The article describes the assessment socio-economic security of Kemerovo region by the technique that consists of economic and social components. Results of assessment showed a low level of socio-economic security of Kemerovo region. Majority of analyzed parameters in Kemerovo region has low indicators of socio-economic security. Indicators of assessment socio-economic security of Kemerovo region are at a level below then the average for the Siberian Federal district.

The Federal District, as the highest link in the economic zoning of the Russian Federation, is the most important element of the national economic system, which largely determines the features of its functioning. The article provides an overview of the internal differences of the federal districts of the Russian Federation in terms of gross regional product. This indicator is one of the most important indicators of the specificity of the socio-economic development of the regions, and also, to a certain extent, reflects the possibility of their balanced functioning. Based on the official data presented on the website of the Federal State Statistics Service, the federal districts of Russia were ranked according to the indicator under study and their typology was presented. Within the framework of this typology, groups are identified that reflect the differences between the constituent entities of the Russian Federation in the distribution of gross regional product per capita in federal districts with its value above or below the average Russian level, respectively. Within each federal district, entities with maximum and minimum values of gross regional product per capita were identified. On this basis, an intra-district imbalance coefficient is calculated, reflecting the degree of the gap in the levels of socio-economic development of the constituent entities of the Russian Federation within the corresponding federal district. A brief description of the federal districts belonging to two different types is given in terms of the balance of their socio-economic development. The general trend of dependence of the coefficient of intra-district imbalance on the level of regional development is shown. There are some features that need to be taken into account when formulating development programmes and strategies at the federal district gape.

The article is dealt with economic and social development of the regions on the basis of progressive structural shifts in sectoral, spatial and functional systems, restoration and strengthening of effective cooperation of regions, reduction of inter-regional disproportions, sustainable use of economic potential of each region and improvement of legal and institutional base of regional policy. It is noted that indicators of economic activity of various regions indicate a deep structural imbalance in the system of national economy; There is a significant differentiation between regions in terms of the gross regional product structure, differentiation according to the results of industrial activity, differentiation of territories according to the level of social and economic development and living standards of the population and disproportion in the budget provision of the subjects of the Russian Federation. We consider different approaches to the evaluation of interregional differentiation here. When examining the differences between the regional economies, it is proposed to use a comprehensive approach that allows us to assess not only the differentiation in different directions of the social and economic state of the territories but also the structure of these differences. It is proposed the estimation technique including: definition of the optimal set of indicators reflecting the main aspects of economic and social development of the regions (industrial, innovative, social and labor components); the choice of statistical characteristics on the basis of which the assessment will be made; identification of differences between regions in the above areas; analysis of the significance of the differences using the Ryabtsev index and identification of factors for smoothing differentiation in each of the regions. We propose to use the range of interregional asymmetry, the variation of regions and the coefficient of regional asymmetry as the coefficients for assessing interregional differentiation. It is proposed to carry out an analysis of the materiality of interregional differences using the Ryabtsev index. It is completed an estimation of interregional differentiation between the regions of the Central Federal District by the index "Index of industrial production by subjects of the Russian Federation". It is performed the analysis of the materiality of inter-regional differences in the indicator "The share of innovative goods, works, services in the total volume of shipped goods, performed works, services" between the Kursk region and the subjects of the Central Federal District. It was noted that dynamics is observed to reduce interregional asymmetry, gradual smoothing of differentiation between the regions of the Central Federal District occurs.

The article presents the results of the analysis of technological modes` productivity in the economy of the Urals Federal District. The use of evaluation of contribution to per capita GDP industrial (relict and fourth) technological modes and specified data on the gross regional product has allowed to establish that the spread of new postindustrial technological modes in the economy of different regions of the Urals Federal District is uneven. In Kurgan region the postindustrial technological modes are not widespread. The contribution of new modes in per capita GRP in Chelyabinsk region in 2014 reached 115865,55 rubles (29.99% of per capita GRP), in Sverdlovsk region — 251945,45 rubles (48,21% of per capita GRP), in Tyumen region as a whole — 1705575,89 rubles (86,31% of per capita GRP), in Tyumen region except for Khanty-Mansi and Yamal-Nenets Autonomous Areas — 439298,25 rubles (61,88% of per capita GRP). The contribution of new modes in per capita GRP in Khanty-Mansi Autonomous Area in 2014 reached 2124572,44 rubles (88,70% of per capita GRP), in Yamal-Nenets Autonomous Area — 3789418,62 rubles (93,09% of per capita GRP). The system of new technological modes uses 3-19% of the resources of the Urals Federal District`s regions.

The introductory part of the article specifies the aim and objectives of the study, reflecting some of the important outcomes of the interregional differentiation in the financial behavior of the population of individual Russian territories (in more detail – regions of the Far Eastern Federal District, FEFD).The main section of the article identifies interregional differences in the financial behavior of the population of the considered regions of the country, including the FEFD territories, based on statistical methodology and using official statistics. The authors conducted a comparative interregional analysis of the structure of consumer spending, average per capita deposits, and public debt on loans granted by credit institutions for the period 2018–2020. Specific statistics show that the FEFD regions are experiencing a negative trend of accelerating the debt of the population to credit institutions.The article concludes with outcomes of an interregional comparative analysis of the considered characteristics, reflecting the emerging negative trends in the financial behavior of the population, showing that parts of the eastern part of the country lag markedly behind the general trend in social and economic development.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

Subject. To achieve a high level of economic security is a key priority of national development. Employment reveals one of the most important aspects of social development of the individual that is associated with his or her needs satisfaction in the sphere of employment and is boon to economic security. Objectives. The purpose of the study is to show the impact of unemployment on economic security in employment. Methods. I apply such scientific methods as dialectical, historical and logical unity, structural and functional analysis, traditional techniques of economic analysis and synthesis. The methods of multivariate statistical and comparative analysis serve as a methodological basis of the study. To determine the indicator of unemployment, I use the band theory. Results. I underpin the growing role of employment in ensuring economic security. The paper presents a comprehensive assessment of the unemployment status and a comparative analysis of the indicator in the Republic of Mordovia, the Volga Federal District, and the Russian Federation as a whole. I identify trends in the average duration of unemployment, show the distribution of unemployed by level of education and age groups. Conclusions. The average annual unemployment rate in the Republic of Mordovia is lower than in Russia and the Volga Federal District. The findings may be useful for public authorities to substantiate their employment policy at both macro- and meso-levels, for designing programs and strategies for socio-economic development of regions and the social security doctrine, as well as in practical activities of employment services.
