This article deals with issues in the field of traffic engineering. According to its assumptions, traffic is a system consisting of three inseparable elements which are man, vehicle and road. In this article, the author focuses on the relationship between two of these elements: human as a road user and a path that should be a subordinate of the user’s capabilities and convenience. The first part of the article is an introduction to the topic of the article. There are presented the data on the amount of road traffic accidents caused by human factors and the categories of errors committed by drivers. In the further part there were analyzed the biological factors which have influence on driver’s actions such as sight, attention and reaction time with particular emphasis on the imperfections of those factors which should be taken into account when designing roads and organizing traffic because it lets to provide a higher level of road safety. The purpose of this article is to develop practical conclusions for road design and traffic management that will help to better adjust the road transport infrastructure to the capabilities and natural limitations of the human person. These conclusions are included in the summary.

Road traffic accidents of vehicles with a rolling stock of railways lead to the most serious consequences. Many level crossings are places of long delays of vehicles both before and after the traffic. In this case and in many others, the intersections of highways with railways sharply limit the capacity of the highway. Level crossings require the utmost attention of the traffic organization, since they must include not only devices for the movement of cars, but also pedestrian and sidings. Despite the fact that the problem of road traffic accidents at level crossings is not new, research and analysis of statistics in this area continues around the world. The paper considers the level crossings on the Republican highways of the Republic of Kazakhstan. Research has been carried out on ways to improve traffic safety at such crossings. The situation at the level crossings of the roads of Republican significance, as well as possible restrictions and regulatory requirements, have been studied in the paper. The paper presents results of a detailed collection of data at the facilities, which will serve as the basis for the development of a detailed program for improving the regulatory and technical base of the road sector in Kazakhstan to improve the safety of  road transport infrastructure, taking into account existing standards. Recommendations are given for the implementation and generalization of advanced international experience in organizing road traffic at railway crossings, which will contribute to the adaptation of the Republic of Kazakhstan in the context of the development of transport and communications.

Abstract Analysis of road traffic accidents revealed that most accidents are as a result of drivers’ errors. Over the years, active safety systems (ASS) were devised in vehicle to reduce the high level of road accidents, caused by human errors, leading to death and injuries. This study however evaluated the impacts of ASS inclusions into vehicles in Nigeria road transportation network. The objectives was to measure how ASS contributed to making driving safer and enhanced transport safety. Road accident data were collected, for a period of eleven years, from Lagos State Ministry of Economic Planning and Budget, Central Office of Statistics. Quantitative analysis of the retrospective accident was conducted by computing the proportion of yearly number of vehicles involved in road accident to the total number of vehicles for each year. Results of the analysis showed that the proportion of vehicles involved in road accidents decreased from 16 in 1996 to 0.89 in 2006, the injured persons reduced from 15.58 in 1998 to 0.3 in 2006 and the death rate diminished from 4.45 in 1998 to 0.1 in 2006. These represented 94.4 %, 95 % and 95 % improvement respectively on road traffic safety. It can therefore be concluded that the inclusions of ASS into design of modern vehicles had improved road safety in Nigeria automotive industry.

Effects of Improved Traffic Management on Sustainable Distributed Road Transportation Safety Based on Asian Experiences Knowledge of the improved traffic management and its effect on road safety is an important component in the process of sustainable road network development. Having in mind that so many road traffic casualties occur, a key priority in transport policy is making highways as safe as possible. The mentioned objective is attained by means of sustainable safety. The paper focuses on sustainable road safety and his principles, based on selected Asian countries experiences. The knowledge base covers institutional responsibility of road safety, the development of a road safety action plan, raising awareness and understanding of road safety problems, road crash data systems, road safety education and training, traffic safety legislation, enforcement of traffic laws and monitoring and evaluation of the effectiveness of road safety activities. In order to improve road transportation safety an organized sustainable approach is needed via concentrated action of all of participants in the process of realizing the transport service such as: governments at all levels, those who are professionally engaged in transport and traffic engineering and road users themselves.

Road traffic accident is an accident on a public road in which at least one moving vehicle has been involved and material damage or injury or death has occurred. Traffic accidents occur for various reasons, with one of them being the transport infrastructure and next the condition of traffic environment. Motorways are considered to be the safest roads, which have initially been planned as dedicated roads intended to be travelled only by personal cars, but the evolution of modal split of freight transport in Europe is causing the heterogeneity of traffic flows on these roads, which consequently affects the traffic safety. The aim of this paper is to explore the effects of changing volume and structure of traffic flows on road safety on Slovenian motorways. After the exhaustive analysis of past data, the paper provides different models for forecasting traffic safety on Slovenian motorways.

Transport telematics systems integrate information technology with telecommunications for the purposes of transport systems. This helps to improve the safety of vehicles and facilities involved in transport tasks. At the same time, the efficiency of using transport infrastructure and means of transport increases. The development and use of specialised IT applications that use data from transport telematics systems helped to create Intelligent Transport Systems (ITS). Currently, in Poland (in Europe and in the world), more and more advanced services offered by Intelligent Transport Systems are being developed and implemented. It is particularly relevant in road transport, especially because Poland’s road safety is insufficient compared to other European countries. The article presents the authors’ proposed indicators and criteria that can be used for assessing ITS services in the context of road safety. The authors conducted analyses to study the application of AHP (Analytic Hierarchy Process), if ITS services were to be used to improve road safety. Then, it will be possible to choose one solution from all the assessed ones.

With the rapid development of the economy, the automotive industry and road transport have also been rapidly developed. Road traffic accidents occur frequently, which not only brings a lot of inconvenience to road traffic management but also threatens people's lives and property. In many road accidents, vehicle collisions are the most serious and dangerous also the largest. So having a comprehensive, systematic study of the car's collision is becoming the world's most pressing subject. The whole process of the collision of moving vehicle is inseparable from the role of the force. So in order to better analyze vehicle collisions and reproduce this process, a lot of mechanical knowledge should be required. This paper studies the vehicle accident reconstruction mechanical problems, laying the foundation of further research.

The objective of the article is to develop a system of principles and methods aimed at improving management of transport flows on the street and road network of a large city with traffic lights regulation. The suggested methodology is based on the methods used in Russia and abroad to improve road traffic safety and quality, results of a survey of experts in the field of road design and traffic management, monitoring at regulated crossings, and analysis of road accidents in the city of Volgograd. The primary customer property of a regulated crossing is road safety. Elimination of causes of road traffic accidents associated with road traffic, structural geometric, signalling, and technical conditions is the most important task regarding a regulated crossing. Enhancing road traffic quality at low levels of network load supposed considering demand for transportation, increase in travel comfort, coordination, and flexibility of traffic lights operation. High degree of network load supposes that more attention is paid to traffic capacity of the street and road network elements, restrained access of vehicles to areas of greater congestion, increased duration of a green light cycle (for more than 120 seconds, if this does not affect traffic safety and network congestion degree).

In spite of great progress in international traffic safety works, traffic accidents still cause a large and increasing number of fatalities and severe injuries particularly in developing countries like Bangladesh. Sustained declining trends of road fatalities in the developed countries have been attributed to concerted efforts in many sectors including effective coordination, community involvement, well researched road safety initiatives, road safety good practices and improved targeting of resources. The statistics revealed that Bangladesh has one of the highest fatality rates in road accidents with over 50 fatalities per 10,000 on-road motor vehicles. In this paper, it is trying to show in detail the magnitude and impact of road traffic injuries using evidence at global and national levels with particular importance of regional variance. This evidence shows how serious the problem of road traffic injuries is at present and indicates that it will become worse if no appropriate action is taken now. This paper also briefly discusses the factors that play a part in accident generation process in interaction with road environment, road-user and vehicle and outlines some target oriented priority actions to prevent this recurrent loses.

Introduction. The issue of road traffic safety has been studied by many modern scientists. However, despite the research, this issue remains relevant to this day, both theoretically and practically. This is due to the fact that the concept of road traffic safety is not currently enshrined in law, and there is no unanimity among scientists on its content. Moreover, the relevance of the practical component is evidenced by the fact that over the past three years a number of important regulations in the field of road traffic safety and procedures for their implementation have been developed. The purpose of the paper is to determine the state of road traffic safety in Ukraine. In accordance with the goal, the main objectives of this study are to formulate a definition of “traffic”, “road traffic safety”, outlining their elements; determining the state of road traffic safety in Ukraine and further development trends, establishing the main directions of implementation of state policy in the field of road traffic safety. Results. Covering the issue of road safety, it should be noted that the current legislation of Ukraine does not provide a definition of this concept, but in 2016 there was an attempt to legislate both the legal category of “road traffic safety” and a number of closely related to it. Thus, the authors of the draft Law on Road Traffic and Safety defined traffic as “the process of traffic on roads and other places where it is not prohibited by the draft law”, and road traffic safety as “a state of the road system, due to which the appropriate level of protection of road users from road accidents and their negative consequences is determined and achieved”. It should be emphasized that road traffic safety is achieved through the application of appropriate measures of organizational, administrative, socio-economic and technical nature, which are enshrined in regulations and which are aimed at ensuring the proper and safe level road traffic safety for all its participants. It should be noted that neither the Ukrainian legislator nor the state executive bodies reduce the state of danger on the roads of Ukraine, so they are constantly developing appropriate programs and taking measures to increase the level of road traffic safety. Thus, in 2020, a state program was approved, the main goal of which is to reduce the level of accidents on the roads and the severity, first of all, of the socio-economic consequences of road accidents. Conclusion. According to the legislation of Ukraine, road traffic safety should be understood as a set of socio-economic and organizational-technical measures to ensure road traffic safety and road user, prevention of road traffic accidents and elimination or minimization of their negative consequences.

Abstract Traffic violations are important factors that increase the risk of road accidents. Therefore, targeted and appropriate policy measures to improve compliance with road traffic regulations need to be developed. The purpose of this study is to determine the level of compliance of road users and strategic concepts of law enforcement that are able to improve compliance of road users and traffic safety. Secondary data used in this study were obtained from Polrestabes Bandung. The existing data shows that, in the past 10 years, traffic accidents that occurred in the City of Bandung have claimed the average death toll of 200 people per year. Overall, a single measure of law enforcement has proved insufficient to substantially reduce the risk of accidents in the long run. Law enforcement strategies that combine several policies to improve compliance of road users are generally more efficient. Keywords: traffic safety, traffic accidents, law enforcement, road user compliance  Abstrak Pelanggaran lalu lintas merupakan suatu faktor penting yang meningkatkan risiko kecelakaan di jalan. Karena itu, langkah-langkah kebijakan yang tepat sasaran dan tepat guna untuk meningkatkan kepatuhan terhadap peraturan lalu lintas jalan perlu dikembangkan. Tujuan studi ini adalah untuk mengetahui tingkat kepatuhan pengguna jalan dan konsep strategis penegakan hukum yang mampu meningkatkan kepatuhan pengguna jalan dan keselamatan lalu lintas. Data sekunder yang digunakan pada studi ini diperoleh dari Polrestabes Bandung. Data yang ada menunjukkan bahwa dalam kurun waktu 10 tahun terakhir kecelakaan lalu lintas yang terjadi di Kota Bandung telah merenggut korban meninggal rata-rata 200 orang per tahun. Secara keseluruhan, ukuran penegakan hukum tunggal terbukti tidak cukup untuk secara substansial mengurangi risiko kecelakaan dalam jangka panjang. Strategi penegakan hukum yang menggabungkan beberapa kebijakan untuk meningkatkan kepatuhan pengguna jalan umumnya lebih efisien. Kata-kata kunci: keselamatan lalu lintas, kecelakaan lalu lintas, penegakan hukum, kepatuhan pengguna jalan
