Road Safety Problems in Bangladesh: Achievable Target and Tangible Sustainable Actions

In spite of great progress in international traffic safety works, traffic accidents still cause a large and increasing number of fatalities and severe injuries particularly in developing countries like Bangladesh. Sustained declining trends of road fatalities in the developed countries have been attributed to concerted efforts in many sectors including effective coordination, community involvement, well researched road safety initiatives, road safety good practices and improved targeting of resources. The statistics revealed that Bangladesh has one of the highest fatality rates in road accidents with over 50 fatalities per 10,000 on-road motor vehicles. In this paper, it is trying to show in detail the magnitude and impact of road traffic injuries using evidence at global and national levels with particular importance of regional variance. This evidence shows how serious the problem of road traffic injuries is at present and indicates that it will become worse if no appropriate action is taken now. This paper also briefly discusses the factors that play a part in accident generation process in interaction with road environment, road-user and vehicle and outlines some target oriented priority actions to prevent this recurrent loses.

The results of lengthy thorough investigations into traffic safety situation show that the percentage of pedestrians getting involved in road traffic accidents on Lithuanian roads is significantly higher (more than 33 % of the total number of injury and fatal accidents) than that compared to the other European Union member-states. The article studies traffic safety problems and their factors causing the largest influence on the occurrence of these accidents. Considering valuable experience gained by foreign countries, investigation was carried out to establish general and main factors causing insufficient road safety conditions and significance of these factors to road safety. The article also shows the main activity improving road safety in Lithuania and discusses the effectiveness of strategic and local (temporary and long term) measures to improve conditions for pedestrian road safety.

Every year we lose many young road users in road traffic accidents. Based on traffic accident data issued by the Indonesian National Police in 2017, the number of casualties was highest in the age group 15-19, with 3,496 minor injuries, 400 seriously injured and 535 deaths. This condition is very alarming considering that student as the nation's next generation lose their future due to the accidents. This figure does not include other traffic violations, not having a driver license, not wearing a helmet, driving opposite the direction, those given ticket and verbal reprimand. To reduce traffic accident for young road user, road safety campaigns were organized in many schools in Jakarta. This activity aims to socialize the road safety program to increase road safety awareness among young road users/students including the dissemination of Law No. 22 of 2009 concerning Road Traffic and Transportation. Another purpose of this program is to accompany school administrators to set up a School Safe Zone (ZoSS), a location on particular roads in the school environment that are time-based speed zone to set the speed of the vehicle. The purpose of this paper is to promote the road safety campaigns strategies by considering various campaign tools.

This article deals with issues in the field of traffic engineering. According to its assumptions, traffic is a system consisting of three inseparable elements which are man, vehicle and road. In this article, the author focuses on the relationship between two of these elements: human as a road user and a path that should be a subordinate of the user’s capabilities and convenience. The first part of the article is an introduction to the topic of the article. There are presented the data on the amount of road traffic accidents caused by human factors and the categories of errors committed by drivers. In the further part there were analyzed the biological factors which have influence on driver’s actions such as sight, attention and reaction time with particular emphasis on the imperfections of those factors which should be taken into account when designing roads and organizing traffic because it lets to provide a higher level of road safety. The purpose of this article is to develop practical conclusions for road design and traffic management that will help to better adjust the road transport infrastructure to the capabilities and natural limitations of the human person. These conclusions are included in the summary.

Study of the tasks and functions of police in the sphere of traffic safety is dedicated to many scientific researches due to the fact that the significance of the topic has not lost its relevance, the evidence of the disappointing official statistics about the dead and received various degrees of injury severity in traffic accidents and also due to the fact that the quantity of transport in Russia is constantly increasing, and the problems of transport security are not solved. At the same time, research related to the implementation by the police of the functions of providing public services in this area is of particular importance, because despite the fact that this area of police activity is not the main one, and is not provided with state-power enforcement, it nevertheless plays a significant role in ensuring public safety in the field of traffic. Indirectly, the police, through the function of providing public services, by issuing permits for the transport of dangerous goods, issuing permits for the right to drive, etc., minimizes and reduces the threat of harm to life and health, property, and citizens involved in road traffic. In the article, the author sets a task to investigate the legislation that establishes liability for violation of the procedure for providing public services in the field of road safety, to suggest ways to improve it. The author defines public services in the field of road safety and defines their essence. The author analyzes Federal and departmental legislation, identifies the features of bringing to justice police officers for improper provision of public services. The article draws conclusions about the existence of certain shortcomings in the legislation in this area and suggests ways to eliminate them.

Introduction. Traffic accidents are one of the leading epidemiological problems in developed countries as well as in developing ones. It is estimated that every day in the world 1308 person die in car accidents. Causes of traffic accidents are factors of road, vehicle and human factors, the latter one being the cause of more than 90% car accidents, isolated or linked with other factors. Material and methods .Data from the Ministry of Internal Affairs - Department in Novi Sad were collected for the period 1992 - 2001 and analyzed. All road traffic accidents were divided into those with and without injured persons. All injured were divided in three categories: slightly injured, severely injured and killed. Categorisation was done by the Ministry of Internal Affairs (police). Results. Avarage number of road traffic accidents in AP Vojvodina is 13,191, and 3502 with injured persons per year. Avarage incidence is 174 accidents per 100,000 population, and 301 injured per 100 000 population. Mortality rate is 30.6 per 100 000 population. Number of killed in road traffic accidents per 10,000 vehicles is 6.91. Discussion. During the 1992-2001 period, morbidity and mortality rates of traffic accidents in AP Vojvodina were high. Participating of bicycle drivers, car passengers and pedestrians is higher than in developed countries. Injured persons are mostly 20-29 y.o., but rates of killed persons are the same in all age groups older than 19. Men are more in danger than women. Majority of accidents happen during the early autumn months, on Fridays and Saturdays, in early evening hours. Most persons have been injured or killed in city accidents,along Subotica-Belgrade highway. Conclusion. AP Vojvodina had the highest mortality rate of road traffic injuries per ten thousand vehicles in Europe - 6.91. Effective preventive meausres are needed to decrease rates of road traffic accidents.

Background: Road traffic accidents stand as one of the leading causes of mortality and morbidity across the globe. Increase in the number of motor vehicles, poor enforcement of traffic safety regulations, inadequacy of health infrastructure, and poor transport facilities makes the situation still worse. The objective of the study is to know the role of victims and various risk factors related to RTA. To determine the association of risk factors with type of injury and to know the pre-existing medical disorders in RTA victims.Methods: A hospital based, cross sectional study with victims of road traffic accidents admitted in S.V.R.R. Government General Hospital, Tirupati, as study subjects was done during June 2013 to May 2014 for one year where 820 victims of road traffic accidents were interviewed after taking prior consent using a predesigned questionnaire.Results: Most of the victims were drivers (48.5%) followed by passengers (31.7%) and pedestrian (19.8%). No two wheeler driver was wearing helmet. 74% of the four wheeler occupants were not using seat belts. Among drivers and pedestrians, 29.2% were under the influence of alcohol and 12.7% were listening to music. 55.8% of the passengers felt that their vehicle was going with over speed. 17.1% & 11.0% of the participants had history of hypertension and diabetes.Conclusions: There is a need to develop integrated surveillance system to identify the road traffic injury burden and the causal/risk factors. Enforcement of stringent road traffic laws to bring down the burden of road traffic accidents.

The article presents examples of activities and enterprising attitudes researched by the author in the field of the enterprise in the improvement of the road safety.  There are also presented the examples of enterprising activities of many institutions interested in this matter - from government-institutions, including the Department of the National Education, the Department of Transport and Building, the National Council of Traffic Safety, provincial Centres of Road Traffic, the Police and schools, to the over government institutions like European Parliament and Council and private driving schools.  The author presents the system of education about traffic safety - puts emphasis on activities of the driving schools - as an example of enterprising activities. The article gives examples of protecting pedestrians in road accidents. The article compares also the chosen indicators concerning traffic accidents in Poland and in chosen countries of the European Union in years 2000-2004.

Introduction. Improving road safety is a state-level task reflected in many regulatory documents of the Russian Federation, such as a federal law, federal target program, national project, etc. The systematic approach considered in the article is aimed at developing an effective approach and targeted actions in the field of ensuring road safety in road transport. The use of an integrated approach instead of disparate single actions will allow achieving the tasks set for the state to reduce the accident rate on the country’s roads.Materials and methods. Analytical methods based on analysis of links, flows, temporary analysis of events, methods of road traffic safety assessment based on detection of safety and accident factors, detection of accident concentration places, methods of probability theory and processing of research results, software-computing methods of information technologies.Results. A system of road infrastructure indicators has been developed in a complex application with the analytical methods and methods of the accident forecasting system, an information technology tool and systems – an electronic receiving organization for road safety to develop a system organization and manage the level of road safety in the road participant – vehicle – road – external environment system.Discussion and conclusions. The expediency of taking into account the mechanisms for achieving the results of the program-targeted approach and the direction of their implementation, the proven scientific results of studies of the concentration of road traffic accidents to improve the work of the state mechanism for ensuring road safety is substantiated.

Introduction. The issue of road traffic safety has been studied by many modern scientists. However, despite the research, this issue remains relevant to this day, both theoretically and practically. This is due to the fact that the concept of road traffic safety is not currently enshrined in law, and there is no unanimity among scientists on its content. Moreover, the relevance of the practical component is evidenced by the fact that over the past three years a number of important regulations in the field of road traffic safety and procedures for their implementation have been developed. The purpose of the paper is to determine the state of road traffic safety in Ukraine. In accordance with the goal, the main objectives of this study are to formulate a definition of “traffic”, “road traffic safety”, outlining their elements; determining the state of road traffic safety in Ukraine and further development trends, establishing the main directions of implementation of state policy in the field of road traffic safety. Results. Covering the issue of road safety, it should be noted that the current legislation of Ukraine does not provide a definition of this concept, but in 2016 there was an attempt to legislate both the legal category of “road traffic safety” and a number of closely related to it. Thus, the authors of the draft Law on Road Traffic and Safety defined traffic as “the process of traffic on roads and other places where it is not prohibited by the draft law”, and road traffic safety as “a state of the road system, due to which the appropriate level of protection of road users from road accidents and their negative consequences is determined and achieved”. It should be emphasized that road traffic safety is achieved through the application of appropriate measures of organizational, administrative, socio-economic and technical nature, which are enshrined in regulations and which are aimed at ensuring the proper and safe level road traffic safety for all its participants. It should be noted that neither the Ukrainian legislator nor the state executive bodies reduce the state of danger on the roads of Ukraine, so they are constantly developing appropriate programs and taking measures to increase the level of road traffic safety. Thus, in 2020, a state program was approved, the main goal of which is to reduce the level of accidents on the roads and the severity, first of all, of the socio-economic consequences of road accidents. Conclusion. According to the legislation of Ukraine, road traffic safety should be understood as a set of socio-economic and organizational-technical measures to ensure road traffic safety and road user, prevention of road traffic accidents and elimination or minimization of their negative consequences.

Abstract Traffic violations are important factors that increase the risk of road accidents. Therefore, targeted and appropriate policy measures to improve compliance with road traffic regulations need to be developed. The purpose of this study is to determine the level of compliance of road users and strategic concepts of law enforcement that are able to improve compliance of road users and traffic safety. Secondary data used in this study were obtained from Polrestabes Bandung. The existing data shows that, in the past 10 years, traffic accidents that occurred in the City of Bandung have claimed the average death toll of 200 people per year. Overall, a single measure of law enforcement has proved insufficient to substantially reduce the risk of accidents in the long run. Law enforcement strategies that combine several policies to improve compliance of road users are generally more efficient. Keywords: traffic safety, traffic accidents, law enforcement, road user compliance  Abstrak Pelanggaran lalu lintas merupakan suatu faktor penting yang meningkatkan risiko kecelakaan di jalan. Karena itu, langkah-langkah kebijakan yang tepat sasaran dan tepat guna untuk meningkatkan kepatuhan terhadap peraturan lalu lintas jalan perlu dikembangkan. Tujuan studi ini adalah untuk mengetahui tingkat kepatuhan pengguna jalan dan konsep strategis penegakan hukum yang mampu meningkatkan kepatuhan pengguna jalan dan keselamatan lalu lintas. Data sekunder yang digunakan pada studi ini diperoleh dari Polrestabes Bandung. Data yang ada menunjukkan bahwa dalam kurun waktu 10 tahun terakhir kecelakaan lalu lintas yang terjadi di Kota Bandung telah merenggut korban meninggal rata-rata 200 orang per tahun. Secara keseluruhan, ukuran penegakan hukum tunggal terbukti tidak cukup untuk secara substansial mengurangi risiko kecelakaan dalam jangka panjang. Strategi penegakan hukum yang menggabungkan beberapa kebijakan untuk meningkatkan kepatuhan pengguna jalan umumnya lebih efisien. Kata-kata kunci: keselamatan lalu lintas, kecelakaan lalu lintas, penegakan hukum, kepatuhan pengguna jalan
