Planning and development process of oastaland marine resources tends centralized and adopted top down policy, without any active participations from coastal and marine communities. In order to reach integrated and sustainable development in coastaland marine areas, people should have both complete and up to date information, so that planning and decision making for all aspect of the environment can be done easily. People should give a high attention of surveis, mappings, as well as science and technology of coastal and marine sectors, in order to change the paradigm of development from inland to coastal and marine. Moreover, people should give high attention of potential resources of coastal and marine areas.

Indonesia sebagai negara kepulauan memiliki berbagai permasalahan pengelolaan sumber daya kelautan khususnya di perbatasan antar negara. Beberapa pelanggaran batas laut negara yang telah ditetapkan melalui zona ekonomi ekslusif (ZEE) tiap tahun marak terjadi. Misalnya penangkapan ikan oleh nelayan asing, eksplorasi tambang di bawah laut oleh beberapa perusahaan asing menyebabkan pencemaran laut di batas negara, dan minimnya penggunaan iptek dalam pengelolaan sumber daya maritim di Indonesia. Tujuan penelitian dalam studi ini ialah : 1) Mengetahui dan mendeskripsikan kebijakan Pemerintah Norwegia dalam menguatkan posisi wilayah laut negaranya sekaligus pengelolaan sumber daya laut yang ada di dalamnya dan 2) Mengelaborasi langkah-langkah Pemerintah Indonesia dalam mengambil beberapa pelajaran dari keberhasilan negara Norwegia tersebut. Metode penelitian yang digunakan adalah melalui pendekatan literatur atau studi pustaka. Penelitian ini merupakan penelitian kualitatif-deksriptif. Teknik analisis data yang digunakan ialah dengan mengambil praktik-praktik terbaik (best practices) dari keberhasilan suatu negara dalam mengimplementasikan program. Hasil tinjauan dari berbagai literaturmenunjukkan bahwa pembelajaran kebijakan pengelolaan kelautan dari Norwegia sebagai salah satu negara yang memiliki geografi laut cukup luas patut menjadi contoh bagi Indonesia. Hal ini dikarenakan secara geografis dan sistem pemerintahannya memiliki kemiripan di antara keduanya, meskipun Indonesia sebagai negara maritim terluas di dunia memiliki tantangan lebih berat dari pada Norwegia yang secara geografis lebih kecil dari Indonesia.Title: Reinforcement The Exclusive Economic Zone Within Managing The Indonesian Maritime Resource in Interstate Boundary Area (Learning From The Government Policy of Norway in Terms of The Regulation, Utilisation For Science and Technology, Institutional Management, and International Cooperation) Indonesia is an archipelago country which has the various issues in managing the living marine resource especially in interstate boundary. The violations of the interstate sea boundary which are determined by economic exclusive zone (EEZ) increasingly occur up to now. Such as, illegal fishing by the strange fishers, the crude oil explorations which bring about ocean pollution in interstate boundary area, and the lack of use science and technology within managing the living marine resources in Indonesia. The research objective of this study is to: 1) Determine and describe the policy of the Government of Norway in strengthening the country’s position as well as marine areas marine resources therein and 2) Elaboration of the steps the Government of Indonesia to take some lessons from the success of the Norwegian state. The method used is through literature or literature approach. This research is a qualitative-descriptive. Data analysis technique used is to take the best practices (best practices) of a country’s success in implementing the program. The learning of policy for the maritime resource from Norway as a geographically large maritime country can became a precedent for Indonesia. It is caused between Indonesia and Norway have the similarity in the geographic area and in the government system, although Indonesia as the world’s largest maritime countries have more severe challenges from Norway who is geographically smaller than Indonesia.

Myanmar has experienced profound transformations of land use and land governance, often at the expense of smallholders. Empirical evidence on the agency of actors included and excluded in land use decision-making remains scarce. This study analyses who influences land use decision-making, how they do this, and under what circumstances smallholders are included. Comparing three land use trajectories in southern Myanmar, we analysed actors’ agency—conceived as the meanings and means behind (re)actions—in land use decision-making using data from focus groups and interviews. Results showed that uneven distribution of means can lead to unequal decision-making power, enabling actors with more means to exclude those with less means: smallholders. However, this only applies in the case of top-down interventions with mutually exclusive actor interests regarding use of the same land. Where interests are compatible or a mediator supports smallholders in negotiations, actors are likely to develop a collaboration despite unequal means, leading to smallholders’ inclusion in decision-making. Transformation of current land governance towards sustainable development could be promoted by providing mediators to actors with few means, ensuring equal access for all to formal land tenure, engaging with brokers in the land governance network, and improving access to knowledge and financial capital for actors with few means.

Changing needs and aspirations of society is the fundamental element of the development process. The state’s failure to cope with this galvanises people to make collective decisions. In development projects, participation is very important to decision-making, as it involves the sharing of information, knowledge, commitment, and the right attitude. Participation, like sustainable development, has become one of those catchwords whose message is advocated by everyone, but with their own definition. In development, it is broadly understood as the active involvement of people in making decisions about the implementation of processes, programmes, and projects which affect them. It involves the equitable distribution of political and economic powers between different groups in a society, leading often to a decrease in the advantages of the élites. However, the term covers a wide variety of activities.

This chapter presents happiness from the perspective of a public good, that is, of collective character understood as the basis for the constitution of public policies in tourism. Thus, the intimate relationship between tourism, happiness, and tourism development is recognized. The reflection undertaken on public policies in tourism is based on the analysis of the capacities to generate happiness in society and on the offer of a proposition that state interventions, whether of distributive, redistributive, regulatory, or constitutional nature, under pressure from collective needs, must attend to the tourism development process and sustained in a humanistic conception. Therefore, it is believed that tourism, in its various aspects, will only achieve the happiness of a tourist destination if it meets the premises of sustainable development to the extent that the citizen residing at the tourist destination feels part of the decision-making process and the formation of public policies.

Objective – Gothenburg University Library has implemented a process with the goal to combine quality assurance and strategic planning activities. The process has bottom-up and top-down features designed to generate strong staff-involvement and long-term strategic stability. Methods – In 2008 the library started implementing a system in which each library team should state a number of improvement activities for the upcoming year. In order to focus the efforts, the system has gradually been improved by closely coupling a number of assessment activities, such as surveys and statistics, and connecting the activities to the long-term strategic plan of the library. Results – The activities of the library are now more systematically guided by both library staff and users. The system has resulted in increased understanding within different staff groups of changing external and internal demands, as well as the need for continuous change to library activities. Conclusion – Library assessment and external intelligence are important for tracking and improving library activities. Quality assurance and strategic planning are intricate parts in sustainable development of better and more effective services. The process becomes more effective when staff-driven and built upon systematic knowledge of present activities and users.

After more than 30 years of national reform, Ho Chi Minh City has made great changes in economy, living standards and society for all population groups, including the Cham Muslim community. The study clarifies the social characteristics, community development trends in the current sustainable development process of the Cham Muslims. At the same time, explore the adaptability of the community, clarify the aspects of social life and the development of Cham Muslims in Ho Chi Minh City. Thereby, providing insight into a unique cultural lifestyle, harmony between religion and ethnic customs, in a multicultural, colorful city in Ho Chi Minh City today.
