This paper reports a reconnaissance level study of a storm surge barrier in the Mississippi River. Historical hurricanes have shown storm surge of several meters along the Mississippi River levees up to and upstream of New Orleans. Future changes due to sea level rise and subsidence will further increase the risk of flooding due to hurricane storm surge. A surge barrier downstream of New Orleans has been considered as an alternative to levee raise along the Mississippi River. Hydraulic computations show that the build-up of water behind the barrier due to the Mississippi River flow is (much) lower than the hurricane surge protruding up the river in the no-barrier situation. The barrier will probably eliminate the need to upgrade the system upstream of the barrier while providing the same level of hurricane risk reduction. A hybrid barrier (a combination of different gate types) with a primary swing gate for navigation (and flow) and secondary lift gates to accommodate for flow is a technically feasible alternative. The barrier remains open for almost the entire year and would only to be closed during severe tropical events (say once every 2 - 3 years). Several measures are included in the conceptual design to mitigate the navigation impact. The construction costs of the barrier are estimated at $1.6 - 2.6 billion. It is recommended to compare the investment costs of a barrier including adjacent tie-ins to the existing HSDRRS to the costs of upgrading and maintaining the levee system throughout the city of New Orleans.

John L. Riddell, though primarily interested in chemistry, botany, and medicine, made considerable contributions to geology. From 1827-1829 he was a student at Rensselaer under Amos Eaton, the first American teacher of geology. Riddell's first scientific lecture, A new theory of the earth, was delivered at Rensselaer in August 1829. It dealt with geological formations and the fossil remains contained therein. From 1830-1832 Riddell presented public subscription lectures in New York, Ontario, Pennsylvania, and Ohio. Late in 1832 he became professor of chemistry and botany at the Ohio Reformed Medical College, where he began to study the geology of the state. Geology of Ohio, his first formal paper on geological subjects, appeared in 1833. Others papers soon followed. He worked with Samuel P. Hildreth on Survey of the geology of Ohio, which was completed in 1836. Soon afterwards, Riddell married and moved to New Orleans, becoming professor of chemistry at the New Orleans Medical College, now Tulane University. He remained in New Orleans until his death nearly thirty years later. In 1839 Riddell attempted to secure state authorization to conduct a geological survey of Louisiana. Also in 1839, he made two excursions to Texas, resulting in his Geology of the Trinity Country, Texas, published in 1839. Finally, in 1841, the Geological Committee of the State of Louisiana was formed, with Riddell as Chairman. There were five other members. Tragically, the result of their work was lost before being published, and no trace of the manuscript is known to exist today. In his later years, Riddell continued to do geological work, including studies of Mississippi River dynamics. He also continued his long teaching career in New Orleans.

Climate change forcings are having significant impacts in coastal Louisiana today and increasingly affect the future of New Orleans, a deltaic city mostly below sea level, which depends on levee and pumps to protect from a host of water-related threats. Precipitation has increased in the Mississippi River basin generally, increasing runoff, so that in recent years the Mississippi River has been above flood stage for longer periods of time both earlier and later in the year, increasing the likelihood that hurricane surge, traditionally confined to summer and fall, may compound effects of prolonged high water on river levees. The Bonnet Carré Spillway, just upstream of New Orleans has been operated more often and for longer periods of time in recent years than ever before in its nearly 100-year history. Because all rain that falls within the city must be pumped out, residents have been exposed to interior flooding more frequently as high-intensity precipitation events can occur in any season. A sustainable path for New Orleans should involve elevating people and sensitive infrastructure above flood levels, raising some land levels, and creating water storage areas within the city. Management of the lower Mississippi River in the future must include consideration that the river will exceed its design capacity on a regular basis. The river must also be used to restore coastal wetlands through the use of diversions, which will also relieve pressure on levees.

Ras a1 Khaimah is the most northerly of the seven states comprising the United Arab Emirates and its Ruler, H. H. Sheikh Saqr bin Mohammad al-Qasimi, is keenly interested in the history of the state and its people. Survey carried out there jointly with Dr D. B. Doe in 1968 had focused attention on the site of JuIfar which lies just north of the present town of Ras a1 Khaimah (de Cardi, 1971, 230-2). Julfar was in existence in Abbasid times and its importance as an entrep6t during the sixteenth and seventeenth centuries-the Portuguese Period-is reflected by the quantity and variety of imported wares to be found among the ruins of the city. Most of the sites discovered during the survey dated from that period but a group of cairns near Ghalilah and some long gabled graves in the Shimal area to the north-east of the date-groves behind Ras a1 Khaimah (map, FIG. I) clearly represented a more distant past.

Abstract Amendment to the Act on special rules of preparation and implementation of investment in public roads resulted in an accelerated mode of acquisition of land for the development of roads. The decision to authorize the execution of road investment issued on its basis has several effects, i.e. determines the location of a road, approves surveying division, approves construction design and also results in acquisition of a real property by virtue of law by the State Treasury or local government unit, among others. The conducted study revealed that over 3 years, in this mode, the city of Krakow has acquired 31 hectares of land intended for the implementation of road investments. Compensation is determined in separate proceedings based on an appraisal study estimating property value, often at a distant time after the loss of land by the owner. One reason for the lengthy compensation proceedings is challenging the proposed amount of compensation, unregulated legal status of the property as well as imprecise legislation. It is important to properly develop geodetic and legal documentation which accompanies the application for issuance of the decision and is also used in compensation proceedings.

The second afterword to the book by Kamran Asdar Ali returns us to the city, and to the lives of Karachi’s working women and working classes. He draws on women’s poems, diaries, and memoirs to capture some more ephemeral qualities of everyday living and dying. These contrast with the violent suppression of an underclass of trade unionists and labor activists by a coalition of the state, military courts and industrialists, since the fifties. Given the long, progressive erosion of peace in Karachi how, he asks, might we imagine a therapeutic process of social, economic and cultural healing? Through an image of citizens “at work” creating citywide networks and connections, we are offered finally some possibilities of dreaming. Namely, through increased understandings, not of conflict, but also of each other’s intimate everyday lives, the dream emerges of a new political space or public where even intractable disagreements can be managed through gestures of kindness, compromise, and fresh vocabularies of how to carry on and get by.


This interdisciplinary volume presents nineteen chapters by Roman historians and archaeologists, discussing trade in the Roman Empire in the period c.100 BC to AD 350, and in particular the role of the Roman state, in shaping the institutional framework for trade within and outside the Empire, in taxing that trade, and in intervening in the markets to ensure the supply of particular commodities, especially for the city of Rome and for the army. The chapters in this volume address facets of the subject on the basis of widely different sources of evidence—historical, papyrological, and archaeological—and are grouped in three sections: institutional factors (taxation, legal structures, market regulation, financial institutions); evidence for long-distance trade within the Empire, in wood, stone, glass, and pottery; and trade beyond the frontiers, with the East (as far as China), India, Arabia, and the Red Sea, and the Sahara. Rome’s external trade with realms to the east emerges as being of particular significance to the fisc. But in the eastern part of the Empire at least, the state appears, in collaboration with the elite holders of wealth, to have adapted the mechanisms of taxation, both direct and indirect, to support its need for revenue. On the other hand, the price of that collaboration, which was in effect a fiscal partnership, in slightly different forms in East and West, in the longer term fundamentally changed the political character of the Empire.
