The debate over the granting of petroleum concessions to foreign enterprise was one of the most significant areas of contact between the United States and Colombia after World War I. The official United States response to the plight of American interests involved in the development of the Barco concession exemplifies the nature of United States Latin American policy in the transition from the Coolidge to the Hoover administration. State Department actions in the Barco instance underline the growing awareness in American circles of the need to fashion a policy which would protect American enterprise as well as the principle of foreign investment against nationalist sentiment in Latin America.

In Latin America, international rivalry over aviation followed World War I. In its early form, it consisted of a commercial scramble among several Western European nations and the United States to sell airplanes and aviation products and to establish airlines in Latin America. Somewhat later, expanding European aviation activities posed an implicit threat to the Panama Canal.Before World War I, certain aerophiles had sought to advance the airplane as the panacea for the transportation problem in Latin America. The aviation pioneer Alberto Santos-Dumont of Brazil and the Aero Club of America, an influential private United States association, were in the van. In 1916, efforts by these enthusiasts led to the formation of the Pan American Aviation Federation, which they envisioned as the means of promoting and publicizing aviation throughout the Western Hemisphere.

This chapter explores Haya’s changing relationship with the United States. As an exiled student leader he denounced “Yankee imperialism” and alarmed observers in the U.S. State Department. Yet once he entered Peruvian politics, Haya understood the importance of cultivating U.S.-Latin American relations. While in hiding he maintained relations with U.S. intellectuals and politicians and sought U.S. support for his embattled party. His writings increasingly embraced democracy and he maneuvered to position APRA as an ally in the U.S. fight fascism during the 1930s and 40s, and then communism during the Cold War. The five years he spent in Lima’s Colombian embassy awaiting the resolution of his political asylum case, made him into an international symbol of the democratic fight against dictatorship. He would always remain a critic of U.S. support for dictatorships in Latin America.

The English-speaking world awaits its first detailed study examining Latin America during World War I. Many historical events of the era remain little-known, as does much of the region’s military history during this period. While key chronologies, personalities, groups, and historical avenues remain unidentified, researchers must draw knowledge from existing texts. The authors cited in this article for further study cover only a small fraction of the myriad topics presented by the war. World War I set in motion a unique power readjustment in Latin America, the likes of which had not been experienced in the region since the 1820s. Most significantly, the temporary suspension of economic ties with Europe disrupted everyday processes that elites and commoners had previously taken for granted. Changes in economy and finance triggered a struggle between indigenous Americans, peasants, workers, elites, and immigrants, setting the stage for the social and political changes of the 1920s. Amidst the upheaval of World War I, non-elite Latin American groups successfully focused national politics on regional and ethnic issues, while elite Latin Americans weighed the potential advantages of ties with Spanish and Italian authoritarianism. World War I ended European financial dominance over the region, and the destruction of Europe reduced export markets to a point where Latin America’s economic relations with the United States gained new significance. U.S. military advisors took their places alongside European trainers, and many different “U.S.” actors emerged on Latin American soil, acting out rivaling understandings of appropriate U.S. activity in Latin America. The war heralded the end of Belgian influence and of significant French power in the region, British acceptance of U.S. financial preeminence, and questions as to how Prussian military expertise could be leveraged to Latin America’s benefit in the future. The creation of the League of Nations, a development alien to Latin American political culture, caught the region off guard. And yet it laid the foundation for global Latin American diplomacy in the 1930s and after World War II. In the end, the search for a new understanding of a Latin American nation’s place on the changing world stage led to the elevation of the institution of the national army as a social and political arbiter. The myth of the army as embodiment of national essence would last until the 1980s.

Relations between the United States and Argentina can be best described as a cautious embrace punctuated by moments of intense frustration. Although never the center of U.S.–Latin American relations, Argentina has attempted to create a position of influence in the region. As a result, the United States has worked with Argentina and other nations of the Southern Cone—the region of South America that comprises Uruguay, Paraguay, Argentina, Chile, and southern Brazil—on matters of trade and economic development as well as hemispheric security and leadership. While Argentina has attempted to assert its position as one of Latin America’s most developed nations and therefore a regional leader, the equal partnership sought from the United States never materialized for the Southern Cone nation. Instead, competition for markets and U.S. interventionist and unilateral tendencies kept Argentina from attaining the influence and wealth it so desired. At the same time, the United States saw Argentina as an unreliable ally too sensitive to the pull of its volatile domestic politics. The two nations enjoyed moments of cooperation in World War I, the Cold War, and the 1990s, when Argentine leaders could balance this particular external partnership with internal demands. Yet at these times Argentine leaders found themselves walking a fine line as detractors back home saw cooperation with the United States as a violation of their nation’s sovereignty and autonomy. There has always been potential for a productive partnership, but each side’s intransigence and unique concerns limited this relationship’s accomplishments and led to a historical imbalance of power.

The Paris Peace Conference of 1919 was attended only by a limited number of Latin American states. The conference was organized by the Allied victors. Despite incomplete participation the Conference aimed to set up major frameworks for of global politics. The presence of Latin American states which did not directly participate in World War I was partially related to their support for the major forces behind the conference, e.g. the United States. The article describes this and other Latin American related issues of the Paris Peace conference of 1919.

Abstract Efforts have recently been made to trace the origins of some of the New Deal's programmes back to the Hoover administration. Activities to combat unemployment, however, have a prehistory beginning in the last third of the nineteenth century. Realizing that modern unemployment was an environmental rather than an individual problem, progressive reformers as well as bureaucrats endeavoured to find solutions. By the time of the entry of the United States into World War I, the major measures — counting, labour exchanges, public works, and unemployment insurance — had been devised and some testing had begun. The postwar years and the early 1920s served as a period of reflection and refinement. Rising unemployment from about 1927 on and, moreso, the onset of the Great Depression, gave opportunity to examine more thoroughly the instruments developed by then. Some fine-tuning occurred, and on his accession to the presidency F. D. Roosevelt found a ready-made instrumentarium to use.

To students of international relations it has become almost a commonplace that among the most significant and permanent results of the World War has been the changed international status of the republics of Latin America. As a result of the war and post-war developments in these states, the traditional New World isolation in South America, as well as in North America, is a thing of the past. To our leading sister republics is no longer applicable the half-contemptuous phrase, current in the far-off days before 1914, that Latin America stands on the margin of international life. The new place in the comity of nations won by a number of these states is evidenced—to take one of the most obvious examples—by the raising of the legations of certain non-American powers to the rank of embassies, either during or immediately after the war. In the case of Brazil, for instance, where prior to 1914 only the United States maintained an ambassador, at the present time Great Britain, France, Italy, Belgium, Portugal, and Japan maintain diplomatic representatives of this rank.Yet all things considered one of the most fruitful developments in the domain of international relations has been the share taken by our southern neighbors in the work of the League of Nations. All of the Latin American republics which severed relations with Germany or declared war against that country were entitled to participate in the Peace Conference. As a consequence, eleven of these states affixed their signatures to the Treaty of Versailles, an action subsequently ratified in all cases except Ecuador.
