PurposeThe purpose is to explore the role of international financial institutions (IFIs) during public financial management reform in a transitional economy. In particular, the study focuses on interaction between external enablers and local actors.Design/methodology/approachThe paper is based on a qualitative study of public financial management reform in Ukraine during 1991–2014. This period is divided into stages corresponding with two projects financed by the World Bank: “Treasury System” and “Public Finance Modernization.”FindingsFirst, IFIs supported a Ukrainian economy weakened by financial crisis and insisted on a comprehensive reform of public financial management to facilitate recovery. By strategically addressing local challenges, eliminating local uncertainties and maintaining stable interactions, IFIs gained support from the central government. Local actors continued the reform by negotiating with other actors and getting quorum support. In the second stage, IFIs could not implement planned changes. Even though the change was well-perceived at the beginning, developed tensions between local actors were overlooked by IFIs, which resulted in loss of commitment of the State Treasury representatives. The continuous political instability in Ukraine constrained interaction between IFIs and the Ministry of Finance and reduced political will for conducting reforms.Originality/valueThe study contributes to the debate on the adequacy of externally driven public management reforms in developing countries by exploring actions and interactions of global and local actors during the change in public sector practices.

This paper explores the significance of managers' impact on the level of employee success in the banking sector in the Kingdom of Bahrain, the contribution of managers to successful banks as agile managers, and argues that management reform in a crisis such as the Covid-19 pandemic can be done well by managers. The banks positively by managers who possess the employees' imagination and technical innovation skills, which makes the employees capable of facing the different types of challenges and difficulties they encounter in an unexpected or anticipated way, who constitute vital components in the continuity and progress of the organizational transition in a volatile economy. With the arrival of the Covid-19 pandemic, institutions all over the world have attempted to respond successfully to transition, and banks have been especially hard hit by self-responses. These methods, however, have shown for agile management the potential to excel under and survive global economic conditions. This paper examines current research on the role of bank managers in the positive development of internal change during crisis situations. The findings revealed that assisting managers in the private banking industry is critical to instilling a sense of transformation in other direct and related parties within the company. As a result, this paper leads to clarifying successful employee assessment by inspiring managers to them which led to the performance of the most effective managers from the old conventional managers who were happy with the banks after these new circumstances that inspired new managers to the imagination and innovation through prior expectations.

“Civil service reform,” which has become the nickname for public sector management reform in the parlance of development economics, has only recently and grudgingly been accepted by those who advise on policy in the poor countries. Even then, the approach is somewhat paternalistic in that it emphasises externally-designed rules and processes for management, organisation, audit and accountability. It recognises the role of people in terms of noting that incentives and employment policies matter but only in terms of right-sizing the government and second to the need to spread budgetary resources over the politically chosen level of employment. What it does not accept is that and the drive to manage the public sector better has to be led and implemented by the domestic talent and in that they must have both the incentive and the honour of doing just that. This paper argues that the main reason that the public sector management has suffered in many of the poor countries is that incentives have been allowed to erode rapidly as public sector employment was viewed politically as a means of providing welfare.

The monograph examines the actual theoretical and applied aspects of institutional and regulatory support for social and cultural modernization of regions, including the specification of higher education as a resource and the conditions of modernization, periodization and content of practice of management reform of higher education, the evolution of the role of forecasting in public administration the graduate school. Over the years, Waqf institutions has played an important role in addressing range of socio-economic development of ummah in the world. Waqf has been growing with time and there are increasing expectation surroundings the role of Waqf institutions. Nevertheless, lately the performance of Waqf institutions in Malaysia have cope with issues of inefficiency. According to the literature, inefficiency of Waqf performance is associated with internal factor which is Waqf management. Due to the matter, researchers agreed that Waqf institutions is in need of a holistic Waqf management reform to solve the arise issues. Following the issue, this study investigates the effect of efficient Waqf management determinants on the sustainability of Waqf institutions for long term growth in Malaysia. This study used a quantitative research methodology and a selected sample of 99 respondents in Waqf institutions were analyzed. The results were examined using partial least squares-structured equation modelling (PLS-SEM). This study empirically reveals that the determinants of efficient Waqf management positively influence the sustainability of Waqf institutions for long term growth. The result of this study will enhance the understanding of existing conceptual literature on the important of comprehensive Waqf management determinants in influencing the sustainability of Waqf institutions in Malaysia.
