Over the last decade there has been a surge in academic and scientific inquiry into disparities in environmental hazards among diverse communities. Much of the evidence points to a general pattern of disproportionate exposures to toxics among communities of color and the poor, with racial differences often persisting across economic strata. Although results have implications for the politics of environmental decisionmaking, most of these analyses are limited to illustrating how inequities in exposures and health risks are spread across the landscape, while shedding little light on their origins or the reasons for their persistence. Previous attempts to theorize the causes of environmental inequality have focused on procedural justice in the regulatory arena, emphasizing civil rights jurisprudence and social theories on individual and institutional discrimination. Although these approaches offer insights into the epistemology of environmental inequality, they fail adequately to account for the political economy of discrimination relating to industrial location behavior and racialized labor markets. By integrating relevant social and legal theories with a spatialized economic critique, this paper formulates a more supple theory of environmental discrimination. How the political economy of place shapes distributions of people and pollution and ultimately gives rise to environmental inequality are revealed by exploring the following factors: historical patterns of industrial development and racialized labor markets; suburbanization and segregation; and economic restructuring. This multidisciplinary approach to theorizing the dynamic of environmental discrimination provides a new framework for future policymaking and community organizing to address environmental and economic justice. Implications of this broader framework for policy and politics are discussed in the conclusion.

Standard narratives on the relationship between art and urban development detail art networks as connected to sources of dominant economic, social, and cultural capital and complicit in gentrification trends. This research challenges the conventional model by investigating the relationship between grassroots art spaces, tied to marginal and local groups, and the political economy of development in the Chicago neighborhood of Pilsen. Using mixed methods, I investigate Do–It–Yourself and Latinx artists to understand the construction and goals of grassroots art organizations. Through their engagements with cultural representations, space and time, grassroots artists represent and amplify the interests of marginal actors. By allying with residents, community organizations and other art spaces, grassroots artists form a social movement to redefine the goals and usages of urban space. My findings indicate that heterogeneous art networks exist and grassroots art networks can influence urban space in opposition to top–down development.

This contribution seeks to highlight the important scholarship of Roxana Ng, arguably one of Canadian sociology and political economy’s most underappreciated theorists. Like her activism, Ng’s academic work is both wide-ranging yet firmly focused on major, unjust inequalities. Her research particularly concerns the Canadian capitalist political economy but inevitably, given the embeddedness of these social relations within worldwide historical relations, stretches beyond national borders. In particular, Ng sought to unpack the everyday, intertwined – exploitative and unjust – relations of class, race, and gender, and the ways these unjust relations are articulated through migration and citizenship. This contribution situates the reception and uneven uptake of Ng’s varied work before critically analysing her contributions to understanding (1) immigrant women’s labour in Canada, (2) the complex racialized, gendered relations of power in the academy, and (3) the liberatory potential of embodied epistemologies, specifically Qi Gong meditation. In the conclusions, I consider the overall contributions and some contradictions of her work, in moving from the local to the global, and from the personal to the political.

German social theorist Ulrich Beck has suggested that the political economy of post-industrial society has shifted away from the competition among relatively well-defined social groups for control of benefit streams resulting from technological and organizational innovations that characterized the roughly 200-year period of industrialization. In its place, we find constantly changing aggregates of individuals engaged in temporary or limited alliances competing to affect the distribution of social, environmental, and economic risks. Beck argues that a complex set of forces has brought about this shift. He mentions many oft noted changes in gender and family roles, in employment patterns, and global interdependencies, but two points are especially relevant to me collection of issues that have been discussed in these four papers.
