A key theme in urban governance research is how neoliberalism reshapes the state–society relationship. Our study on Guangzhou, where urban regeneration through massive redevelopment of “villages-in-the-city” uncovered interactions between the state, market, and community in local governance, contributes to this debate. Based on intensive field research to analyze three projects, we find that what really controls neoliberal growth in China is not simply the authoritarian tradition of the socialist state but also the power of the indigenous village communities. Our findings suggest that state intervention for community building is vital for rebalancing power relations between the state, market, and community.

Housing commodification seems to suggest that a process of a state is embracing private governance. However, private governance in Chinese neighborhoods is a two-way trajectory. This paper examined two types of housing neighborhoods, namely, a work-unit housing neighborhood and gated commodity housing to understand the changes in neighborhood governance. It is interesting to observe that during the Covid-19 epidemic period, the state government enhanced its presence and public trust in neighborhood governance by changing the former ways of self-governance. As a strategy for the state to return to local governance, the grid governance is the reconfiguration of administrative resources at a neighborhood level and professionalizes neighborhood organizations to ensure the capacities of the state to solve social crises and neighborhood governance. The potential side effects of changing neighborhood governance are that while the implementation of grid governance has improved internal connections among residents, the empowered neighborhood governments acting as the “state agent on the ground” leads to an estrangement between residents and private governance. The underdevelopment of neighborhood autonomy is not only due to the restriction of state government, but more importantly, the reciprocal relationship of state-led neighborhood governance in the context of housing privatization development in China.

ABSTRACT: The doctrine of the TC on the celebration of the bulls, although it admits the autonomic competence in the matter of culture, protection of the animals and public spectacles like qualifications that qualify to regulate the bullfighting spectacles in Catalonia and Illes Balears, maintains that the prohibition or the regulation of essential aspects thereof, aimed at preventing death or animal suffering, invades the state competence in matters of cultural heritage, prevalent in the context of the non-exclusive concurrence of state and regional competences in culture ex art. 149.2 CE, aimed at preservation of common cultural values, and that authorizes the State to intervene intensively, as the state legislator has already done, to favor a general treatment and a superordinated public action that guarantees the knowledge and survival of the bullfight as we know it modernly. RESUMEN: La doctrina del TC sobre la fiesta de los toros, si bien admite la competencia autonómica en materia de cultura, protección de los animales y espectáculos públicos como títulos que habilitan para regular los espectáculos taurinos en Cataluña e Illes Balears, sostiene que la prohibición o la regulación de aspectos esenciales de los mismos, orientada a evitar la muerte o el sufrimiento animal, invade la competencia estatal en materia de patrimonio cultural, prevalente en el marco de la concurrencia no excluyente de competencias estatales y autonómicas en materia de cultura ex art. 149.2 CE, encaminada a la preservación de valores culturales comunes, y que autoriza al Estado a intervenir de forma intensa, como ya ha hecho el legislador estatal, para favorecer un tratamiento general y una acción pública supraordenada que garantice la recognoscibilidad y pervivencia de la corrida de toros como la conocemos modernamente.

In 2006, the state of Massachusetts suffered a political debacle over the merits of Marshmallow Fluff, a beloved, locally made marshmallow paste. In an effort to combat childhood obesity, state Senator Jarrett Barrios proposed that Fluff be restricted in public schools. His fellow state legislator, Rep. Kathi-Anne Reinstein, counter-proposed that the Fluffernutter (the fluff and peanut butter sandwich she and other locals grew up with) be named the official state sandwich. In the end, nostalgia trumped nutrition, revealing the cultural significance of this marshmallow treat. To generations of Massachusetts natives, Fluff symbolizes the innocence and irreverence of childhood. Furthermore, Fluff is an all-American icon: invented by an immigrant, it is the sole product of a family-owned company founded by returning WWI veterans. Since the political fallout, Fluff's populist heritage has been celebrated in an annual festival held in Somerville, Mass., birthplace of Fluff.

This paper trying to assess the impact of foreign aid on the Palestinian local development by focusing on the role of PLGS and monitoring the readiness of the Palestinian local development plans to face and manage the future in case foreign aid is cut off permanently from the State of Palestine. The paper poses main question: Is foreign aid “within the framework of the PLGS” being channeled within the proper course of local development? Taking into account the exceptional circumstances of building a State under colonialism and under a centralized system of government. Main results were presented via SWOT analysis which based on deep literature review, interviewing local officials, and identification of performance indicators which used in the assessment. Findings of this study pointed out that despite the fragility of the Palestinian local governance sector which has many internal problems and external challenges; there are many opportunities that must be invested within the available potentials in order to achieve sustainable local development. Besides, reducing the value of foreign aid until do without it is the proper course toward sustainable local development through changing the mentality of consuming into investing. The study presented many valuable recommendations to correct the path of local development in the state of Palestine and how to activate the positive aspects that related to obtaining foreign aid. Developing countries can rely on the results of this study as they are similar in the fragility of their administrative systems.

The future of local government in the United States is likely to depend in no inconsiderable degree upon the extent to which the local units make a vital contribution toward winning the present war and solving the problems arising therefrom. It is therefore of special significance that many of the developments occurring in county and township government during 1943 were related directly or indirectly to the war and postwar problems. At the same time, progress continued along various lines which had become well established prior to the war. Public interest in rural local government was evidenced both by the large amount of state legislation enacted with reference thereto and by local action taken under legislative authority. Developments during the year will be summarized under the following headings: (1) areas; (2) organization and personnel; (3) functions; (4) finance; (5) optional forms of government; (6) intergovernmental relations; and (7) research and experimentation.New Areas. State legislatures continued to enact statutes establishing or authorizing the establishment of local ad hoc authorities for various purposes. Wyoming established each organized county of the state as a predatory animal district, under the control of a district board, for the purpose of paying bounties for the killing of animals that prey upon domestic livestock, poultry, and wild game. General laws authorized the organization of weed-control districts in South Dakota, public library districts in Illinois, cemetery districts in Montana, and county water authorities in California. Georgia's constitution was amended to empower the governing authorities of Bibb county to establish and administer, within the county and outside the city of Macon, special districts for sanitation purposes, garbage removal and disposal, fire prevention, police protection, drainage, road building and improvement, and any other public services and facilities customarily afforded by municipalities of the state.
